Overview
About Smart City Mission
The 100 Smart Cities Mission in India was launched by Prime Minister Narendra Modi on June 25,
2015. Smart Cities Mission is an urban renewal and retrofitting program launched by the
Government of India to develop smart cities and make them citizen friendly and sustainable.

National Smart Cities Mission is an urban renewal and retrofitting program by the Government of
India with the mission to develop smart cities across the country, making them citizen friendly and
sustainable. The Union Ministry of Urban Development is responsible for implementing the mission
in collaboration with the state governments of the respective cities. The mission initially included
100 cities, with the deadline for completion of the projects set between 2019 and 2023. The
effective combined completion of all projects as of 2019 is at 11%. As of March 2022, 3577 projects
out of total 6939 tendered projects have been completed, utilizing ₹60,073 crore out of total
tendered amount of ₹191,294 crore.

• Foundation of Smart City Mission

The objective of SCM is to promote cities that provide core infrastructure and give a decent quality
of life to its citizens, a clean and sustainable environment through the application of 'Smart'
solutions.

• Phases

Three phases of the development of smart cities defined as Smart City 1.0, Smart City 2.0, and Smart
City 3.0. The proposed phases are of an open-ended nature, as there is currently the shaping of
another phase—Smart City 4.0, inspired by economics.

• Pillars

Social Infrastructure. 2. Physical Infrastructure. 3. Institutional Infrastructure. 4. Economic


Infrastructure.

• Special Purpose Vehicle [SPV]

A Special Purpose Vehicle (SPV) is a separate legal entity created by an organization. The SPV is a
distinct company with its own assets and liabilities, as well as its own legal status. They are the
companies created by the state and municipal bodies to expedite the process of development

Smart City Challenge

The Ministry of Urban Development (MoUD) program used a competition-based method as a


means for selecting cities for funding, based on an area-based development strategy. Cities
competed at the state level with other cities within the state. Then the state-level winner
competed at the national level Smart City Challenge. Cities obtaining the highest marks in a
particular round were chosen to be part of the mission.[citation needed]
The state governments were asked to nominate potential cities based on state-level
competition, with overall cities across India limited to 100. In August 2015 the Ministry of
Urban Development released the list of 98 nominees sent in by state governments.
All the participating cities from West Bengal (New Town, Kolkata, Bidhan nagar, Durgapur,
Haldia) have withdrawn from the Smart Cities Mission. Mumbai and Navi Mumbai from
Maharashtra have also been withdrawn from the Smart Cities Mission

Smart City Ranchi, RSCCL-2nd phase


Ranchi Smart City Corporation Limited is SPV (Special-Purpose Vehicle) incorporated on 30th Sep
2016 for the execution of smart city projects of Ranchi.

Accordingly, the Government of Jharkhand envisions to make Ranchi Smart City:

• A Knowledge hub for educational excellence – for both formal and non-formal sectors.

• An efficiently managed traffic and transportation system based city aided by Information
Technology (IT) in all aspects.

• Departments in Ranchi → ICCC → Command Control and Communication Centre [C4]

In t r o d u c t io n:-The heralded rise of “Smart Cities” has pervaded in
bringing data-centric solutions to urban challenges. The use of Integrated
Command and Control Centres have been encouraged to improvise urban
challenges and improvise the municipal service delivery. They are envisaged to
be the hub of innovation as they facilitates effective management of city
operations, exceptional scenarios and disaster mitigation using information
and communication technologies. They enables cities with a decision support
system for enhancing quality of life for its citizen. They also help cities achieve
more with less using real-time data, centralized monitoring and informed
decision making which is driving cities towards inclusion, efficiency, and
innovation.
