ILLUSTRATION:

The qualification standard is the backbone for


appointment in government service. It is comprised of
education, eligibility, training and experience and is set as the
minimum and mandatory requirement for appointment to any
government position. The synthesis of these standards
establishes the minimum set of requirements that ensure that
appointees to the positions possess the capacity to perform
their duties and responsibilities.

Our Mandate is to establish and maintain a modern, effective and efficient investigative
service and research agency for the purpose of implementing fully the principal functions
provided under Republic Act No. 157, as amended by Republic Act No. 10867, otherwise known
as “National Bureau of Investigation Reorganization and Modernization Act”

The focus area aims to examine or assess the qualification standards prescribed for
appointment to agent and personnel positions to determine whether they meet the needs of
the Bureau.

The dedicated employees of the National Bureau of Investigation and the Management.

WHAT ARE SOME KEY ACTIVITIES?

Intentions to come up with recommendations and to contribute research materials on


the matter, which is an essential and indispensable component of human resource actions that
would enable the Bureau to comply with its mandate and meet public expectations for the
investigative services it renders.

WHY DID YOU CHOOSE THIS FOCUS AREA?

The National Bureau of Investigation is the investigative arm of the Department of


Justice. The amendment of the law granted the Bureau with general jurisdiction and authority
to undertake investigations of crimes and other offenses against the laws of the Philippines,
upon its own initiative and as public interest may require.

The reorganization upgraded certain positions in the organization to adequately meet


the increasing demands of its expanded investigative work. It also revised the minimum
qualification standards for appointment to investigation agent positions by allowing
baccalaureate degree holders who passed the government licensure examinations relevant to
the investigative functions of the National Bureau of Investigation to join ranks of investigation
agents and upgraded the entry level positions.

Consistent with the reorganization, the amendment of the law mandated that the
personnel affected by the changes embodied in the Act to occupy and discharge the duties and
functions of their new positions and receive corresponding salary and benefits without the
necessity of a new appointment.
