Role of Central Personnel Agencies in Bangladesh Civil Service (BCS)

Executive Body & Constitutional Body

A central personnel agency may be defined as an organ which deals with personnel functions having
government wide implications (Ahmed, S.G, PPAB,1986,p-14)

The public personnel administration in Bangladesh is conducted within a unified framework. The two
central personnel agencies (Executive and Constitutional) of government of Bangladesh are Ministry of
Public Administration and Public Service Commission (PSC).

Ministry of Public Administration

MoPA plays much the same role in public personnel administration as does the Ministry of Finance
(MoF). It is the focal point for all decision pertaining to the recruitment and administration of the
generalist administrative cadre service and for many decisions concerning the other cadre services and
superior non-cadre personnel including the administrative machinery of government. (Ahmed, S.G.,
1986, p-224)

Composition of structure of MoPA

The composition of MPA can be shown in two ways- Organizational structure and Functional bodies.

Role of MoPA :

The role of the MoPA may be discussed by grouped into six broad categories-

Personnel regulation- It maintains personnel management of the civil service and formulates necessary
policies. These are

To formulate policy discuss with PSC


To formulate rules and regulation and examine them in maintaining public activities

To determine age, educational qualification physical ability discuss with PSC

Recruitment:

Its primary responsibility to lay down the basic recruitment policy. It also ensure that all recruitment are
made in accordance with broad constitutional guidelines and establishment rules.

Training:

MoPA does with various training programs for personnel both home and abroad.

It controls and guides BPATC

It arranges pre-entry training

It arranges on the job training

Routine personnel administration:

The MoPA retains considerable control over posting, transfer, deputation, annual assessment
advancement, salary, leave and retirement.

Discipline:

General custodian of right and service condition of all civil servants, the establishment division has both
legal authority and the machinery to perform if due function in regard to this highly sensitive personnel
matter.

Organization and Method

Ministry of Public Administration maintains various functional methods of different public bodies. Those
are given bellow-

Formulating coordination principals among different ministries

Ensuring the right of civil servants according to constitutional provisions, rules, and law regulating and
statutory orders in force.

Maintaining career based functions of employees

Ensuring administrative management and reform activities

Evaluating various organizations, functions and process of different ministries

Examining organizational and personnel rules of various ministries.

Problems of MoPA

Lack of empirical and people oriented civil service policy

ACR is not evaluated properly by the MoPA


They do not evaluated properly for promotion and transfer

Lack of proper and training centre

Disciplinary action are not taken properly

There is no monitoring cell

There is a conflict between MoPA and PSC because one is constitutional body and other is executive
body

Political interference upon the activities of MoPA

Lack of proper supervision and accountability

Public Service Commission BPSC is a constitutional body established primarily to recruit persons for
various posts and services in the government. It also involved in decision process relating to other
service matters such as promotion, transfer, posting, discipline and appeal matters of the government
servant.

Background The BPSC is a quasi judicial body established in 1972 under the constitution of the People’s
Republic of Bangladesh. It works under the provisions of the Article 137-141 of the constitution of
Bangladesh and certain other rules and regulation made by the government from time to time.

Objective To help government to establish an appropriate civil service for the 21st century through
selection of capable and efficient officials for the republic would be endowed with high level of integrity
and dynamism.

Composition

The BPSC consists of the Commission and Secretariat headed by the chairman. Chairman

Role of BPSC:

The main functions of the BPSC are

To conduct tests and examinations for the selection of suitable persons for appointment to the service of
the republic;

To recommend for promotion from class-111 to class-11and 1 gazette positions;

To recommend various policies for transfer and deputation to the MoPA

To give opinion in the disciplinary cases drawn against the government servants if referred to the PSC;
To regularize the service of the government servants that is required under rules;

To recommend in framing the recruitment rules for various government department;

To conduct senior scale promotion Examination for BCS cadre officials;

To conduct Departmental Examinations for both cadre and non-cadre officials;

To conduct various personnel researches in the government service

Problems

PSC has lack of sufficient man power;

It has lack of financial resources for managing its daily functions;

Political interference is the most important problem for its efficient functioning;

Chairman and members of PSC are recruited under political consideration;

It has lack of proper rules and regulation;

Quota system hampering efficient functioning of government activities;

Examination system has many defects;
