FINANCIAL POWER REGULATIONS, 2015

Notification
Islamabad the 3rd April, 2015

S.R.O. -----/(I)2015. In exercise of the power conferred by Section 47 read with Section 12 of the
Regulation of Generation, Transmission and Distribution of Electric Power Act, 1997 (XL of
1997),the National Electric Power Regulatory Authority, hereby notifies the following
Regulations to prescribe and streamline the powers and procedures in financial matters:

PART – I
1. Title and Commencement.–(1) These regulations may be called the National Electric
Power Regulatory Authority(Financial Powers) Regulations, 2015.

(2) These regulations shall come into force at once.

(3) Interpretation- Any question relating to the interpretation of these regulations shall be
decided by the Authority.

2. Definitions .– In these regulations, unless there is anything repugnant in the subject or

context, ---

a) “ACT” means the Regulation of Generation, Transmission and Distribution of

Electric Power Act 1997 (XL of 1997);

b) “AUTHORITY” shall bear the meaning ascribed thereto in the Act;

c) “COMPETNENT AUTHORITY”: shall mean the “Authority” or any other

officer of the Authority (including but not limited to Chairman and Members of
the Authority) whom the relevant powers may be delegated by the Authority by
these regulations through general or special order)

d) “ADMINISTRATIVE APPROVAL": This term denotes the formal acceptance

by the competent authority (one step higher than the authority competent to grant
sanction for payment) of the proposals for incurring any expenditure or a work
initiated by or connected with the requirements of the Authority. It is in effect an
order to execute specified works within a stated sum to meet the requirements of
the Authority.
PART – II

3. Financial Powers:- (1) All financial matters except those expressly mentioned in the
Annexure – I to these regulations, shall be decided at duly constituted meetings of the
Authority.

PART – III
4. The NEPRA Financial Power Regulations, 2001 are hereby repealed.
