After retirements of the employees, the maintenance staff has been decreased in the projects in the four cadres such as Operator cum Fitter, Electrician cum Welder, Helper and Man Mazdoors which are essentially needed in the operation and maintenance of the Spill way and Crest Gates of Major and Medium Irrigation Projects including others at present.The Chief Engineer, Central Designs Organization, Vijayawada vide reference 2 cited has communicated the duties and responsibilities of Operator cum Electrician and Operator cum Fitter are as follows: 1. Operator cum Electrician Operator cum Electrician have to work in shifts to operate the hydraulic gates as and when need arises and as per the instructions of the project authorities. All the electrical items are to be checked and kept in operable condition. © Any operational troubles arise during the period shall be tackled, if the problem beyond their capacity arises. It shall be intimated to the mechanical unit staff urgently to rectify. Any untoward incidents occur during flood control operation of spillway gates and water regulator of head sluices or head regulations are to be intimated to the Engineer in charge. 2. Operator cum Fitter * Operator cum Fitter have to work in shifts to operate the hydraulic gates as and when need arises and as per the instruction of the project authorities. All the electrical items are to be checked and kept in operable condition. ¢ During operations, if any unusual sounds and trouble encountered, it shall be intimated to the Engineer in charge immediately. As per the experience by the field staff during inspection by the Advisor (Mech) and the Inspecting Officer (Hydro-Mechanical Works) and on trial basis it was Proposed to provide 1 No of Helper, Man Mazdoor- 1 No. Operator cum Fitter- 1 No Operator cum Electrician-1 No for 10 Nos. of Gates and also the same for subsequent 10 Nos. of Gates on part thereof, as an experimental/trial basis for the Gates of Dams. Spillways etc is as follows. For regular maintenance for major projects in the State, the following staff maybe provided. The frequent operation problems affect the smooth functioning of the systems. In the absence of fresh recruitment and in the wake of retirements of existing operators of dam gates, workforce / operators are necessary for proper functioning. In this connection, it is to submit that a review meeting have been conducted with all the Unit officers who are in operation and maintenance of Major and Medium Irrigation Projects in the chambers of Engineer-in-Chief (AW/IW) on 23.09.2019 and finalized the requirement of Operator cum Fitter, Electrician cum Welder, Helpers and Mazdoors as per the norms by the Chief Engineer, Central Designs Organization, Vijayawada and finalized the requirement of 4 cadre posts is 567 Nos and submitted the requirement proposal accordingly excluding the existing working strength of 184 No’s and actual requirement of 383 Nos of posts in the 4cadres i.e., Fitter cum Operator, Electrician cum Welder, Helpers and Mazdoors on permanent basis with financial commitment of Rs. 9.5 Crores per Annum. Government vide memo 4" cited has directed to furnish report on feasibility to quantify the work to be done and engage an agency to execute the work on the “Service outsourcing” basis, duly following a transparent and objective process for the same, instead of engaging staff for the purpose. In this connection it is to submit that the 4 cadres of posts as stated above are essentially required in the operation and maintenance of the Project Gates such as Spill way gates and Crest gates of the Major and Medium Irrigation Projects. Further, it is to submit that some of the ongoing projects like SSLC & SB Circle (Sangam Barrage and Nellore Barrage) are completed and inaugurated by the Hon'ble Chief Minister and the retirements during the period 10/2019 to 12/2021, the requirement of staff in 4 cadres or which the Unit Officers have submitted revised proposals for operation and maintenance staff. Hence, the proposal is increased and finalized as 572 posts required. The Statement showing Circle wise requirement, present Working strength and balance requirement in Annexure | is here with enclosed for information.At present only 114 Nos of workers are working in the above 4 cadres in respective Circles of Projects concerned as per the data collected for the month of January 2023 for which there is an expenditure of Rs.10.94 Crores per Annum.
