TENDER NOTICE

Chaklala Cantonment Board (CCB) working under the Administrative control of Ministry of
Defence, ML&C Deptt, Murree road Rawalpindi invites sealed Technical & Financial Bids on
the basis of %age above/below or at par with “MES Schedule of Rates 2021” from CCB
registered contractors who have paid their renewal fee for the year 2022-23 and registered with
Income Tax and Sales Tax Departments as firms and who are on Active Taxpayers List of the
Federal Board of Revenue having current registration with Pakistan Engineering Council with
relevant PEC Codes of specialization for following Annual Repair and Maintenance works to
be executed in Chaklala Cantt during current Financial Year 2022-23 on the basis of “Single
Stage Two Envelope Procedure” under rule 36 (b) of PPRA Rules 2004: -

2. The Technical and Financial Bids in separate sealed envelope prepared in accordance
with the instructions in the bidding documents must reach at Office of the Chaklala Cantonment
Board, Murree Road, Rwp on or before 09-12-2022 at 1400 hours. The Technical Bids will
be opened on the same day at 1500 hours in the presence of the representative of the Firms
who choose to be present at that time. This advertisement is also available on PPRA website at
www.ppra.org.pk.

TERMS AND CONDITIONS

1. Tender / Bidding document containing instructions to bidders, Terms and Conditions, Bid
Evaluation Criteria and pre-requisite for bidding can be obtained on any working day during
office hours from office of the CCB on payment of Rs. 5000/- for each work.

2. Financial bid of technically responsive bidders will be opened after 10 days of the opening
of Technical bid.

3. The “Technical Bids" of the firms / contractors will be evaluated in accordance with Bid
Evaluation Criteria mentioned in bidding documents.

4. The Financial Bids of only technically responsive bidders will be opened after evaluation
of Technical Bids in the presence of bidders / their representatives (who may like to attend)
in the office of the Chaklala Cantonment Board on the date & time to be notified later on
whereas the Financial Bids of technically non-responsive bidders shall be returned
unopened to the respective contactors.

5. The tenderer /bidder shall submit 2% Security Deposit in the shape of Call Deposit Receipt
(CDR) along with each Financial Bid.

6. Chaklala Cantonment Board reserves the rights of demanding the analysis of the quoted
rates from the concerned tenderer to check their responsibility and workability.

7. In case if the lowest tendered rate is less than reasonable rates then lowest tenderer shall
have to deposit standing security (refundable after successful completion of the work)
@10% of estimated cost in the shape of Call Deposit Receipt (CDR) within 15 days. In
case of failure the already deposited 2% Security Deposit shall be forfeited.

8. The quantum of work may increase / decrease as per PPRA Rules and lowest tenderer shall
be bound to execute the work on similar rates / terms & conditions.

9. Tender documents will be issued keeping in view the relevant PEC’s Category, criteria and
job specialization.

10. Conditional / incomplete tenders wherein necessary details are missing will not be
accepted.

11. The issuance of work orders shall be subject to approval of Budget Estimates for the
Financial Year 2022-23 by the Competent Financial Authority (CFA).

12. Successful tenderer will be bound to deposit mandatory dues as already resolved by the
Board and shall have to execute an agreement (at their own cost) on non-judicial stamp
paper of appropriate value for faithful execution of the contract.

13. Chaklala Cantonment Board / Executive Officer reserves the right to reject all tenders as
per PPRA’s Rules No. 33(1) due to any reason thereof and no claim whatsoever shall be
entertained on this account.
