An Automated Permanent Academic Account Registry
(APAAR) lDs' for students was introduced by MoE to achieve
the objectives of "One Nation, One Student lD". This unique
lD will be lifelong and help in accessing the educational
resources. lt will endeavour to track the educational progress
and achievement of students. lt will be the gateway for
accessing the digilocker ecosystem that will allow the
students to digitally store all achievements of students. The
use of APAAR lD is attached at Annexure-ll.
ln this regard, MoE will generate APAAR lD based on
Aadhaar Number of each student for which separate consent
of the parents is required. Based on the consent, schools can
mark the students as consented Ye s or No in UDISE+
database while filling the data. The data collected will be
kept confidential and Aadhaar number will be masked while
sharing the data with other government users.
ln view of the above, you are requested to kindly direct
all the schools under your jurisdiction to get the consent of
the parents (Annexure-l) signed by holding special PTM for 3
consecutive days on 2nd, 3rd and 4th November, 2023.

Date of Birth. Gender, and Pholograph) may be made available to entities engaged in
various educational activities such as UDISEt database, scholarships, maintenance
academic records, other stakeholders like Educational lnstitutions and recruitment
agencies.

I authorise Ministry of Educalion to use my Aadhaar number for performing Aadhar based
authentication with UIDAI as per provision of the Aadhaar (Targeted Delivery of Financial
and Other Subsidies, Benefits, and Services) Act, 2016 for the aforesaid purpose. I
understand that UIDAI will share my e-KYV details, or response of ''Yes' with [/inistry of
Education upon successful authentication.

I understand that the information shared by me through consent shall be kept as

Confidential lnformation and the secrecy of the same shall be maintarned and this
information shall not be divulged, at any time to any third party except as may be compelled
by any court or agency of competenl jurisdiction, or as otherwise required by law. and shall
also ensure that same is not disclosed to any person voluntarily. accidentally or by mistake.

I understand that I can withdraw my consent to all or any of the purposes at any time by
and on withdrawal oi my consent, the processing of my shared information will slop.
however, any personal data already been processed shall remain unaffecled on such
withdrawal of consent.

Use of APAAR lD for students, parents and schools

/ APAAR lD will be unique nature and will work as One Nation, One Student lD giving

identify to students across all use purpose and will be easy for transfer of students

from one school to other school, state etc.

r' lt will empower students with their own lD.

/ This unique lD will be lifelong and help in accessing the educational resources too

/ APAAR lD will be useful for tracking educational progress and achievement ot

students;

/ APAAR lD will be useful for monitoring the dropout studenls and mainstreamrng

them;

'/ APAAR lD will be gateway for accessing Digilocker ecosystem which will store

digitally all achievements of students like exam results, holistic report card, health

card, learning outcomes besides other achievements of students be it OLYMPIAD,

Sports, Skill training or any field.

/ Students can use the credit score for their higher education or employment purpose

in future.

/ APAAR lD will also be used for multiple use cases e.9., Entrance tests conducted by

NTA, admissions, Scholarship disbursement, transter of government benefit, issue

of awards, recognition etc for students, teachers and other users-
