BOI's OVERSEAS INVESTMENT CENTER
In the middle of 2012, the Board of investment approved the establishment of an
overseas investment center to assist Thai nationals to invest abroad, initially in other ASEAN
countries, but also in China, India and other regional neighbors. The center opened at the end
of 2012, and is headed by Siriporn Nurugsa, Executive Director of Thai Overseas Investment
Promotion Division.
The idea behind this addition to BOI's investment strategies, which had previously
been focused on attracting foreign and domestic investment into Thailand, was to enhance the
competitiveness of Thailand's entrepreneurs' and to increase the global brand of made in
Thailand products.
The support now rendered by the BOI through its new overseas investment center
include training programs for the Thai business community, the provision of information
concerning areas / industries and opportunities in the target countries, business regulations,
consulting services as well as continuing to include members of the private sector in BOI's
many overseas missions.
The Thailand Overseas Investment (TOI) center has recently opened a course for
training Thai investors seeking investment abroad. The course already has 60 people ready to
attend, with six assigned industrial groups: construction, agriculture and processed foods,
textiles and clothing, energy, metal parts, and labor-intensive industries. The course is
estimated to take about 60 hours, and BOI will take the participants to visit targeted countries
such as Myanmar, Indonesia, and Kazakhstan.
BOI has previously arranged an investor training course organized under four groups and
with 140 participants. Thus far, 16 projects have already been launched as a consequence.
Whether it is the opening of the One Stop Service Center for Visa and Work Permit,
6
arranging for issuance of visas and work permits within 3 hours waiting period, or the One
Start One Stop Investment Center, or now the provision of assistance to companies looking to
invest outside of Thailand, investors have come to rely on the Board of investment for timely
and responsive service. Yet one more reason to invest in Thailand.
7
INVESTMENT SERVICES
Assistance in Setting Up a Business
The Investment Services Center and the Regional Investment Promotion Division
maintain comprehensive information on investment opportunities in Thailand, both by sector
and by region. Information and investment advice is readily available to both Thai and
foreign investors at no charge.
The BOI Unit for Industrial Linkage Development (BUILD) encourages growth in
supporting industries in Thailand. BUILD provides information on subcontracting
opportunities and offers its support to buyer firms seeking sourcing networks in Thailand. It
helps small and medium-sized Thai suppliers achieve standards required to enter into
productive subcontracting arrangements.
Foreign Experts
To help investors from Japan learn about the Board of Investment's policies,
procedures, and opportunities, the International Affairs Division includes a Japanese
investment expert.
The BOI coordinated the establishment of a One-Stop Service Center for Visas and
Work Permits. The center can process applications or renewals of visas and work permits
within three hours, assuming all required documents are provided. In addition, the center
handles many other transactions, including changing visa status (to non-immigrant status
from tourist or transit), payment of fines, and processing of re-entry stamps, all within three
hours or less.
8
Investors or experts granted privileges under the Investment Promotion Act of 1977
who are allowed to stay in the Kingdom of Thailand on a temporary basis to undertake
investment or business activities can also have access to the services provided by the One-
Stop Center.
The BOI developed the ASEAN Supporting Industry Database (ASID) on behalf of
ASEAN as part of that organization's efforts to increase awareness of supporting industries in
member countries.
ASID serves as a regional "Yellow Pages," through which businessmen can shop for
cost-effective products that meet their company's needs. They can compare designs and
specifications and view catalogues online, thereby enabling them to make informed sourcing
decisions.
ASID also offers ASEAN manufacturers the opportunity to be marketed not only
within the region, but throughout the world, as ASID is online, enabling potential customers
to access their information around-the-clock.
Investment Matchmaking
The BOI provides investment matchmaking services to both Thai and Foreign
investors seeking cooperation in the areas of technology, management and marketing. In
additions, the BOI offers a matchmaking service for investors in regional areas looking for
joint-venture partners from Bangkok and abroad, as well as for firms that want to invest in
provincial areas.
The Investor Club Association is a private membership organization within the BOI,
serving the interests and needs of Thailand's investment community. Providing the most up-
to-date information on Thailand's investment environment and rules and procedures
concerning investment promotion, the Investor Club Association distributes information and
serves as a networking organization for its members.

‘CLMV’ ECONOMIC MINISTERS PLEDGE TO SPEED UP
ECONOMIC COOPERATION
Cambodia-Lao PDR-Myanmar-Viet Nam (CLMV) Economic Ministers exchanged
views on the economic development in CLMV countries and the challenges they faced in the
midst of growing uncertainties in the global financial market. The Ministers noted that
CLMV’s nominal GDP in 2011 has increased by 14.1% from 2010 to US$ 194 billion, which
accounts for 8.9% of ASEAN’s nominal GDP. The Ministers also noted that foreign direct
investment to CLMV countries reached US$ 8.6 billion in 2011, which accounts for 9.7% of
total foreign direct investments into ASEAN. “We work closely to draw up development
plans to seek financial support from development partners and other countries to support our
four youngest Member States accelerating their development,” said Dr Surin Pitsuwan,
Secretary-General of ASEAN.
The Fourth CLMV EMM was held in Siem Reap, Cambodia this week and chaired by
H.E. Nam Viyaketh, Minister of Industry and Commerce of Lao PDR.

THAI CINEMA MAJORS EYE ‘CLMV’ MARKET
Thailand’s leading cinema operators, Major Cineplex Group (MAJOR) and SF Corp
Plc, are planning an investment of $229 million (7.5 billion baht) to expand aggressively in
both the domestic and the CLMV (Cambodia, Laos, Myanmar and Vietnam) countries, over
the next five years. While Major Cineplex is has an investment outlay of $152 million (five
billion baht) for organic expansion, SF Corp is planning an IPO of $ 76 million (2.5 billion
baht) next year to fund its expansion.
For the next five years (2015-2020), Thailand’s largest cinema operator, MAJOR
Cineplex, has an investment budget of 5 billion baht for adding 400 screens in domestic and
100 screens in Southeast Asia focusing on Cambodia, Laos, Myanmar and Vietnam.
Currently, there are 800 screens in Thailand, of which more than 500 belong to Major Group
in 33 provinces. Therefore, the number of its screen is expected to double by 2020. “If we
compare the current amount of screens to 66 million population in Thailand, we will see big
room to grow,” said MAJOR’s chief executive officer Vicha Poolvaraluck. The group
presently has one cinema in Cambodia. In 2015, it will open one more cinema in Phnom Penh
and another in Laos, which will contain 5-6 screens each. Myanmar and Vietnam will be the
next destinations for its investment, Vicha said.
In the coming year, it will open 100 screens with the investment of more than 1.5
billion baht, the highest investment budget since it started the business 21 years ago. It targets
to grow by 10%-15% each year and raise the revenue to 15 billion baht in 2020. This year it
14
generates the revenue of 8 billion baht, up 10% from 2013. Meanwhile, the cinema business
should maintain at the same level as last year because of the economic slowdown and the
political chaos in the first half of the year.
Meanwhile, SF Corp, the second largest cinema operator, also plans to raise the fund
worth 2.5 billion baht ($76.80 million) in its initial public offering in the second or third
quarter next year to serve its expansion plan. According to Reuters, it plans to offer 250
million shares, or 25% of total stake to the public.
Chief Executive Suwat Thongrompo said it will use the IPO fund to open three more
cinemas this year and 4-6 more in 2015 with a target to boost its market share from 35% to
40%. Furthermore, it is also studying the possibility to expand its business into CLMV
markets.
The Board of Investment of Thailand has urged Thai operators to consider doing
businesses in new markets in Kenya, South Africa, Ethiopia and Uzbekistan where trade
opportunities remain plentiful. The BOI said the four countries had potential for investment
growth thanks to richness of natural resources, raw materials, labor and availability of
Generalized System of Preferences (GSP).
South Africa, which is one of the biggest rice importers of Thailand, provides an
opportunity to operators planning to expand their businesses in the areas of tourism, hotels
and services, construction, banking and food industry.
Ethiopia, which enjoys an economic growth of eight percent per year, has been under
the spotlight among foreign investors who eye business opportunities in the agro-sector and
public utility.
15
Uzbekistan, the third biggest nation of Commonwealth of Independent States, is
deemed tempting to entrepreneurs interested in agricultural or mining industries thanks to the
country’s abundance of natural resources.
