ABSTRACT

For the industrial training, I am attached to the ASEAN Integration Economy Division

of Ministry of International Trade and Industry. Ministry of International Trade and

Industry (MITI) is a ministry of the Government of Malaysia that is responsible for

international trade, industry, investment, productivity, small and medium enterprise,

development finance institution, halal industry, automotive, steel, strategic trade. The

ministry has its headquarters at the Menara MITI on Jalan Sultan Haji Ahmad Shah in

Kuala Lumpur. It is one of the three ministries that has not moved to Putrajaya. There

are few federal agencies that under MITI, which are MATRADE, MIDA, Invest KL,

MIDF and others.

Here, I was allocated under the ASEAN Economic Integration which is match with

my degree course. I was assigned under the ASEAN Internal Relations section that

focuses the consultation for ASEAN agreement and took part for the ASEAN SUMMIT

which is one of the meeting that held by the members of ASEAN in relation to

economic, political, security and socio-cultural development of Southeast Asian

countries. This have been interesting experience for me. At MITI, I have had the

opportunity to apply the knowledge and experience I gained during my studies at the

University of Malaya, especially in the field of Southeast Asian Studies. I could also

gain knowledge and experience working in the government sector. For that, I would

like to thank Ministry of International Trade and Industry for accepting me as one of the

trainees. I was so happy and overwhelmed as MITI gave such good memories and

experiences for me. Hence, I would like to recommend MITI as one of the best

organizations for the next Southeast Asian Studies students to undergo their industrial

training especially under the Division of ASEAN Economic Integration, MITI.

CHAPTER 1

INTRODUCTION

The Ministry of Commerce and Industry was established in April 1956 and situated in
Government Office, Jalan Raja.

The Ministry was then renamed the Ministry of Trade and Industry in February 1972.
On 27 October 1990, the Ministry was separated into two Ministries which are:

1. Ministry of International Trade and Industry (MITI); and

2. Ministry of Domestic Trade and Consumer Affairs (KPDN).

1.3 Job Tasks, Duties and Responsibilities of the Intern

1.1.1 Assigned Job tasks, duties and responsibilities

On 7th September 2020, I was allocated to be part of the division to prepare the MNP

meeting with ministries and agencies that’s going to be held on the 23 September

2020. My supervisor given me some input to be read so that I understand about the

meeting and why is the meeting exist. She also given me task in preparing invitation

through email for the agencies to come to MITI. This is because it would be much

easier having physical meeting rather than online meeting and easy to negotiate them.

During the meeting, some agencies and ministries given their feedback or updated

version of any act throughout their ministries or agencies. This will help my director to

negotiate with other negotiator form the ASEAN countries in regarding this MNP

agreement. This meeting also being held for two days since there is a lot of agencies

and ministries in Malaysia that involve with the MNP agreement or the Movement

Natural Person.

My job tasks and responsibilities are usually helping or giving assistance to my

officer during meeting, before meeting and after meeting. Before the meeting I usually

prepare the brief or input to be put inside the brief and document set for the director to

understand about the meeting. During the meeting I usually taken notes, points and for

report that going to prepare by me. Other than that, I usually will be taken care of the

Video Conference so the meeting will run smoothly. After the meeting, I will prepare

minutes, report and to be submit to my supervisor for her to check and edit if there is

any wrong information about my report or minutes. This report or minutes the will be

submit to my director for her review and to keep if there are any updates in the future.

Other than that, I also reviewed and understand or differentiate the FTA that are under

ASEAN area. For example, ASEAN Free Trade Agreement, ASEAN- Australia,

ASEAN-China, ASEAN-EU, ASEAN-India, ASEAN-Japan, ASEAN-Korea, ASEAN

Hong Kong, China, and RCEP. Under ASEAN there is also another event which called

ASEAN SUMMIT which is a meeting and AEM which is ASEAN Economic Minister

Meeting, both of this meeting usually will be held every year, and every year have a

different chairman. Malaysia turn to be the chairman would be the ASEAN AEM

meeting on the 2025.

My duties and responsibilities are usually making sure Video Conference meeting are

run smoothly while taking notes and send the report by the next day. I also need to

prepare memo if there is any food that need to order. My duties are usually more to

administrative and reporting about the Free Trade Agreement. I also have update the

MITI website regarding the latest update about the FTA that are under the ASEAN

division.

1.1.2 Events and activities

On the 7 September 2020, I have reported myself at the Ministry of International

Trade and Industry (MITI) and I have took the oath in front of the Human resource

department admin. Rules and laws have been delivered by the officer for my action.

On the 8th September I join a seminar for intern student and PSH also known as

Pekerja sambilan harian. During this seminar they give tips on how to prepare resume,

ways of dressing codes and communication between officer. The tips also help me on

how towear to work formal since i have never taught about it before.

There are a lot of meeting that I join during my internship in MITI, which is MNP, CCS

97th, 37th ASEAN SUMMIT that were held at the Hilton Hotel Kuala Lumpur and SEOM

Retreat. This is one of the few major meetings that were held by ASEAN division.

During of all of this meeting I was also attend and being a part of the delegates for

Malaysia especially for ASEAN SUMMIT 37th. For me being apart of ASEAN SUMMIT

37th really opened my eyes on how to prepare the huge meetings, and there is a lot of

problem occur. Since this is the first time it done by Video Conference and not

physically. The ASEAN SUMMIT is the biggest FTA in the world and they is still some

countries that wanted to join RCEP. For example, Canada and Hong Kong, China but

they are still ongoing the process of RCEP and need to make sure all the members of

RCEP are agree with Canada joining it.

On the 11 January 2021, I was attending a SEOM Retreat meeting, which a meeting

on discussing what the ASEAN countries want to do during the SEOM 1. Usually the

moderator or host for the ASEAN meeting would be the ASEAN Secretariat and Chair

will rotate from alphabetic order. For example, this year chair for ASEAN meeting is

Brunei Darulsalam, while next year is Cambodia. During this meeting also, they put

out of some latest issues that happen between ASEAN countries which are the

Vietnam initiates anti-dumping investigation on sugar imported from Thailand and

Philippines safeguard investigation on motor vehicles. Some other issue is also the

AFAS 10th package which there are still some countries did not yet send it to ASEAN

Secretariat. While being a part of the meeting, we can see each country diplomatic

style of answering and refusing answer it.

ORGANIZATIONAL OPERATIONS

2.1 Experiences Learned and Knowledge Gained

During my industrial training at Ministry of International Trade and Industri (MITI), I

was able to earn experiences and gain new knowledge as a practical student here.

Which on how to differenciate FTA and there is 2 categories which is Services and

Goods. Other than that, i can also understand the short term of some input from this

meeting because they usually using a short term rather called the long name version.

For example, AMS also know as ASEAN Member State.

First of all, I could join to be part of the RCEP team during the ASEAN SUMMIT 37th

which is on of the biggest FTA in th world. This is a precious experience for me because

I can share thoughtful ideas based on the knowledge, I gained during my studies at

the University of Malaya.

Apart from that, I could also learn about the functions and systems of management

and administration in a Ministry which can only be gained once a person wor under the

government sector.

Last but not least, I can also improve my soft skills including communication skills

with various parties. Through this industrial training, it also introduced to me the real-

life work problems and hence, developed my problem-solving skills.

2.2 Strength and Challenges/Weakness

One of the strengths I have during my industrial training here is to be apart of the RCEP FTA

or ASEAN SUMMIT as reference from my studies. During my studies, I have learn the

objective of having FTA between countries. Other than that, I am also an active student at the

college level and this has been advantage for me. With this, I could learn how an organization

works and the process in planning a proejct. Morever, the task given is related to the cost

taken, i.e. Southeast Asian Studies. This includes the importance of Free Trade Argreement

(FTA).

In addition, the advantages I got during my industrial training here is that MITI office is in

Kuala Lumpur, conducive workspace and private workplace are provided and allowances are

offered.

Among the challenges I have encountered throughout my industrial training is the traffic

jammed and do not have alot of Public Transport. Long driving time made it difficult for me to

be on time. However, I depart from home early to be on time at the office. Another bigger

challenge is that due to the pandemic Covid-19 that hit the world, most companies reduced

student enrollment for industrial training. This makes it difficult for students to get a placement

in a company that offers training in accordance with the course taken. Most of these companies

do not offer allowance due to the economic downturn.

The weakness i have is i only known the advantage of the FTA and i should study more and

differntiate each of the FTA especially between goods and services so it will make it easier for

me.

2.4 Organization system

The system used by the organization are Ezlinks which helps to booked Video

Conference, room for meeting, finding MITI officer or staff email and their phone

number, applying for van and others. This system is very helpful for the first-time

experience since its help a lot in finding officer email.

Other than that, the government sector also using the same type of email which is

the mygovuc and it can help in finding other ministries email which ease the burden

and help to contact other ministries easily.

The system where I quit confuse is the level for each officer, my supervisor grade is

M44, while Senior officer is JUSA C. This means the longer people work at the

government services the higher their grade. The minimum inquiry to be a Pegawai

tadbir diplomatic is to have a degree, and there is a lot of stages to get the job.

The organization system also uses access card in getting attendance and not using

punch card or thumb print. In the MITI building each level have their own speciality

which it is easier for people to go to a place they need to go. If a person wants to do a

video conference they need to booked it through Ezlinks then they can get the

equipment from the Bahagian Pengurusan Maklumat for the Camera, Speaker, Voice

Recorder and also Laptop.

During my internship I also received my own Laptop set and a working place which

is in a room for myself. The stationery also being provided by MITI, for example pen,

stapler, sticky notes and etc.

SWOT ANALYSIS (ORGANIZATION)

SWOT (strengths, weaknesses, opportunities, and threats) analysis is a framework

used to evaluate a company's competitive position and to develop strategic planning.

SWOT analysis assesses internal and external factors, as well as current and future

potential. For my internship place which is the Ministry of International Trade and

Industry (MITI).

The strength for my organization is it related to my studies and I do use the stuff that

I learn during studies at University of Malaya. Other than that, I also attend a lot meeting

that include other ASEAN countries which I can see they way they think and how they

make discussion especially during the RCEP signing ceremony or the ASEAN

SUMMIT 37th since there is a lot of summit during that time. MITI is also one of the

main ministries in Malaysia and because of this I can understand see how they do their

work.

The weaknesses for MITI is the allowance for me to be paid rm5 per hour is quite

cheap and it is hard to survived. Other than that, the only public transport is bus and

there is no MRT/LRT near me. The parking fee at MITI can cos rm 20 per day, and the

access card can only receive after 3 weeks. Other than that, the MITI email usually is

problem so its hard to do work on time especially when they change it to mygovuc 2.0.

The opportunities are the government should impose a higher wages or allowance

for practical student in the ministries. Since, they earn a lot of budget for each ministry.

The public transport issue can be done if the parking fee is not too expensive and

cheap they it is might bearable for people to drive their car.

The threats for MITI is the email changing and also government regulation, ever since

covid19 the SOP that given out by MITI is usually changing time to time it is because

some industry is not satisfied of their company is not open. This is hard for MITI in

handling Malaysia economy while helping the MKN or KKM in battling with covid19

daily rates number. Other than that, during the covid19 pandemic also, its hard for

ASEAN division in handling meeting it is because all the meeting are done by video

conference so its hard to get a stable connection because of the internet. Sometimes

the is also communication difficulties it is because some of the ASEAN countries have

a bad reception or the internet is not strong or stable enough.

EVALUATION AND REFLECTION

4.1 Student contributions to the company

Being a part of Internship in the Ministry of International Trade and Industry have
given me some chance in contributes to give some assistance for the officer in the
ASEAN integration economy division. My Supervisor Ms Kan usually ask me to help
her with any report duty, minutes for meeting, VC set up and others. I also give some
feedback based on my knowledge if they forget about any FTA. It is because from the
first day of internship Ms Kan, already give me some books to study about the ASEAN
Division and meeting that occurs all year round.

Other than that, I also help them in preparing meeting for the minster or called as the
logistic task that need to prepare before every meeting that are going to be held at
least few days before. During the meeting I also help in writing the main points or
suggestion that given by other ASEAN countries to improving their FTA or any
negotiations that they are involve in.

4.2 Company contribution to students

My internship placement has given me a lot of contribution, one of it is giving me a


new experience especially being a part of government sector. With this I have gain
experience in how their work condition, hectic work life and others. Since MITI is a
negotiator between ASEAN countries and other ministry or industry company. For
example, during the Movement Natural Person (MNP), I can see how MITI negotiate
with ministry and others ASEAN countries to make sure both of this groups are satisfied
with it and not having any issues. This really helps me in gains some knowledge how
the negotiate, how they arrange meeting, and satisfied both parties.

Other than that, MITI is the best place to intern it is because my supervisor is open
in answering any question just to help me to gain some knowledge especially the topic
under Free Trade Agreement and its help me in give her assistance during any meeting
or presentation that happening. The most contribution is they give a lot of knowledge,
tips, understanding more about MITI especially FTA under the ASEAN division.

It also contributes by helping me which accept my application to be a part of their team
and I also know that the numbers of practical student that they accept is not a lot only
below 10 people and it is because of the covid19 pandemic.

4.3 Skills

The skills that I gain during this practical is doing multitasking because everyone IN

this division will joining some meeting. For example, SEOM, SOM, CCS, CCA, CCI,

MNP, ASEAN SUMMIT and others. So, I usually helping my supervisor by preparing

report during the meeting and taking notes from other countries opinion, handling the

Video Conference, to write a memo for Majlis Jemaah Menteri, preparing brief, slides

and others. This used a lot of substantive work and physical work which help me to

gain these skills.

While the knowledge that I received is the types of Free Trade Agreement, since

during the university we only learn about the positive or why countries used the FTA

agreement, while in MITI I learn the differences and types of agreement. For example,

MNP or Movement Natural Person is only focus on the mode 4 which is a foreign

national provides a service within A as an independent supplier (eg consultant, health

worker) or employee of a service supplier (eg consultancy firm, hospital, construction

company). Mode 4 also focuses on the White-colour occupation rather than the blue-

colour. This agreement usually changes term by term, and depends on the system for

each country.

Other than that, since my dream job is to be a PTD, I got a lot of information, tips from

PTD officer themselves on how to become like them. This is a good experience for me

since I don’t really know what to expect being a PTD officer.

The latest skills are that I develop is I can design a poster using a website app, which

was taught by my supervisor. The poster I design was for the winners of ASEAN online

quiz. Every year the ASEAN division will create a quiz during the ASEAN Day in

remembering the first 5 leaders that combine on the 8 August 1967. During this quiz

the winner will received some token for their participation. Other than that, I also

preparing the memo, email the winners and all the MITI officer to make sure that know

we do a quiz.

CONCLUSION/ SUMMARY

What I can conclude is that throughout my industrial training here, this has been
a very interesting experience for me. At MITI, I have had the opportunity to apply
the knowledge and experience I gained during my studies at the University of
Malaya, especially in the field of Southeast Asian Studies which focus on the
Global Economy (FTA).

I also want to change some people typical mindset of a governemnt sector that
they usually said that the government dont really have work. However when im
being apart of their team, there is alot of thing to do especially during the hectic
meeting week.

Apart from that, I could also gain knowledge and experience working in the
government sector, especially in a Ministry Council. For that, I would like to thank
Ministry of International Trade and Industry for accepting me as one of the practical
students here.

In my opinion, as a measure of improvement, I would like to suggest that


industrial training for the Southeast Asia studies program be held for 6 month of
training. Therefore, this will open up more experience for students and be able to
carry out duties in the company for a longer period of time.

Last but not least, I was so happy and overwhelmed as MITI gave such
wonderful memories and experiences for me. Hence, I would like to recommend
MITI as one of the best organizations/companies for the next Southeast Asia
Studies students to undergo their industrial training especially under the ASEAN
Economic Integration Division.
