ABSTRACT
The study sought to find out factors influencing provision of readers’ services, a case of Rift Valley
Institute of Science and Technology Library. The following objectives guided the study: To establish
how student awareness of the library and information resources affects provision of readers services to
determine extend with information communication Technology literacy added provision of readers
services, to determine the student level of familiarity with the library information services in
organization, and how they affect provision of readers Services. The study adopted a descriptive research
design the Sample size consist of (11) respondents who were selected with purposive. Data was analyzed
using descriptive statistics which entails use of frequency and percentages. The study findings revealed
that the library has specific users and satisfied with provision of readers services on the library has
enough funds. Concerning the Personnel and provision of readers services the findings revealed that, the
library has enough qualified personnel and are available for provision of readers services on time.
Concerning funds and provision of readers services, the findings reveal that the library has enough funds
that were available and adequate for provision of readers services. Therefore, the findings recommended
that the library should employ more employees who are well and adequately trained to enhance better
services in an organization. The library should provide more information materials to satisfy users’ needs.
The library should provide adequate stats, proper timely and increase in budget allocations.

1.1Background to the study


The Rift Valley Institute enhanced provision of library and information services, It has been concerned
from Cultural monuments to knowledge of acquisition and information communication center. In view of
developments librarians conceived the idea of Educating the library user in finding and locating
Information they need on their day to day activities. The earliest of the library user education was
reported to the University of Masinde Mulliro in the year (2007) According to (mr. david). machanje of
Rift Valley Library. According to (Mr. Jacob), the early Institute librarians were professors as with part
time library appointment who taught student the use of libraries in academic purpose. The produce gained
in acceptance and in the late (2006) separate course were reported of the Rift Valley, Kisii Institute
College and mil. Kenya University In Mt. Kenya university (2006), a librarian documental number of
cases classes cases where different method were employed 10 train library users. Library instruction in
academic libraries in one of the method used to promote information literacy. Mr. Wangembi (2009)
adopted the association of college and research libraries (A.G.R.L.), definition of information literacy
since it provides general guideline for the library instruction for variety of situation SCRL defines
Information literacy library as a set of liabilities required by individuals to enable them recognize when
information is needed and have ability to locate evaluate and use of effectively the needed Information
literacy is an empowerment that develops college student to be self directed lifelong learners

Integration of information communication technologies (101) In library service in Rift Valley Library in
the year (2008), initially viewed as a solution of provision problem by information explosion, the rapid
democratization of education and increased complexity of the libraries, made information –seeking more
difficult for student Instute system catalogue converted into public online access (OPAC). The library and
linking to the services individually e.g (KOHA) MMUST Library. The library services portal, maps out
of all services provided by the library 10 all branches and information system networks.

The Rift Valley library are facing increased competition of the information materials through KOHA
system which enhances highly supply of information materials such as books, manuscripts, magazines,
maps, Atlases, Dictionaries yearbooks, almanac such as newspapers in technical section to here all
information Contain in an information materials is provided such as classification, cataloguing, accession
is done to check whether the information materials contain defect well published and printed and

in Technical section. This process led to rapid change of technological development to access
information. In virtual library the student are accessing information on their own by the use of computers

ignore how Information is handled by users and their organization, indeed services is the basic resources
that is so critical to some library materials like books, Thesis, magazines, money personnel and energy.
All of which an vital well being of individual and organization in Rift Valley Institute library (Mr. Caleb
2010), hence managers need to run day to day operation to support growth and ultimately gain
competitive advantage.

Today's many libraries are comforted with the challenging technological environment demanding the
existence and effective provision of information and Community development (ICT) in order to achieve
and meet the changing complex needs to User Community (Mrs Salome 2019). Indeed information
technology(11) Is dividing force for change in libraries and modern Technology have brought dynamic
changes today's management user education expectation. In Rift Valley library the system is both
computerized and manual but mostly, it uses computerized system time in circulation during charging and
discharging of information materials such as books, Whereby the students brings the book with the
identity card to borrow book on loan to renewal, return or check the overdue loan of the book per student
This has a significant effect of the libraries in general an optimized the impact of the internet worldwide
web.

Libraries and facing variety of issues, problem, threat and challenger in introduction, use and
management of new technologies in Rift Valley Library. There is a problem of lack of enough computers
to access information by the student and staff. In virtual and reference section (UN-corner), computers are
accessed according to hours given by the student e.g one hour per student. According the staff members
in different section such as bindery section reference section and circulation section. It contain only Two
computers in each creation which is limited according to members of staff involved in. This simplies that
Identifying members problem, understanding the issues and information of sound problem Strategies and
key to the successful management of technological changes in provision of readers services in Rift Valley
Institute library in access of information materials, registration of member Research and other activities
needed by the student or users.

1.2 The statement of the problem


Rift Valley Institute , library are facing increased is designed on self service mode, where students are
expected maximally utilize the campus library as their main source of information to support their
learning and knowledge acquisition activities, however, noting from abbreviation and frequent for
assistant from library staff. It was established that the Students are using of the library resources Again,
during presentation of research project, past graduate students, majority of them are unable to provide
adequate literature in support of literature search, it was assumed that the student could be experiencing
technical section problem in accessing learning services such as internet wireless fidelity and lack of
enough computers for research and other activities in all section of the library especially virtual library
and reference section.

1.3 purpose of the Study


I. To determine factors influencing provision of readers services in Rift Valley Institute Library.
II. To determine the number of users, found in the library and the amount of information materials
needed by readers

I. To determine extend with information communication technology literacy effect provision of
readers services in Rift Valley Institute.
II. Determine the student level of Familiarity with the library Information services Organization, and
how this affect provision of reader's services.
III. Establish how student awareness of the library and information resources affect provision readers
services.

I. What are the factors influencing provision of readers in Rift Valley Institute library?
II. How students do seeks and obtain information and what challenges they face?
III. To what extend do students utilize library resources and services in Rift Valley Institute Library?

1.6 Assumption of the Study.


The study was based on the assumption that knowledge and information service on the assumption that
knowledge in the basis for optimal utilization of the library services

1.7 Significance of the Study.


The finding of this study will be importance to various and staff members, especially librarians
administration and lectures. To the administration provide" feedback of the student need for formal
library skills training program me, to the lectures It will be relied of the burden of preparing notes and
handouts by ape adopting student –focus learning to the students, the findings will form the basis of self
directed learning process focused good directed goals-directed in depth learning to problem solving and
decision making learning embedded in real life tasks and activities for thinking and communicating and
learning to librarians. The findings will form the basis for developing appropriate Curriculum for library
instruction Programme that will develop student to be self-directed learners. This will relieve the
librarians to burden of repetitive tacks of a scripting individual student in information seeking tasks

The study will be carried out at Rift Valley Institute of science and technology in the month of July.

Due to lack of enough time inadequate fund and hostility from some members of the staff, the stuy was
not able to cover all the necessary scope and hence it was not exhaustive, Due to financial and time
constraints, hostility from members the study will by no means be exhausting and thus affect It's
generation.

LITERATURE REVIEW

2.1Introduction.
This chapter reviews literature to provision of library services and resources. The review is conceived
under the objective of the study and focus on library users characteristics when seeking for information
(Mrs. Salome 2021) among others, post that information explosion and integration of information
Communication technologies (ICT) in the library services in In the year (2002) had increased complexity
of libraries, making it difficult for students to find out the information they need to support learning
activities According to Ms. Grace (2003) and others, the challenges facing Information seeker revolve
around users characteristics of lack of awareness of information sources, familiarity of the organization
institution in groups have been exploring problem solution for instance, the united state America
Commission of higher education committee known as committee of utilization of college, teaching
resources (while 1990) This committee published numerous report emphazing training of university
student to independent learners.

In Grace a study on user's pattern in academic libraries OPAC found that users do not employ all of the
systems Potential when searching for information (copyright and manesis, 2007), Thereby ending up with
much less than what the system can offer. Studies done in UK Chow's majority of university students
have inadequate information skills (Morgan 1974 and Goggin 19 (3) By implication University Students
are demand to complete their courses to without Interacting with adequate resources making their
credentials to the suspect.

capital cities (Agaba 2007) According to Agaba, makeren was the first county sub-haran Africa to obtain
electronic information resources showed that the acquire academic staff is aware of the reliability of the

Rift Valley Institute of carried out on Automation project in 2000 and 2002, the entire, Rift Valley
Instute of science and Technology library system converted into online public Access (OPAC). The
library website and linking to the resources individually at KOHA MMUST Library .co.ke. The library
portal services, maps out all services and resources, provided by the library. All branch libraries are
connected the Rift Valley Institute library systems networked and information system networked and the

2.2 Awareness of the library


Awareness is gained through library orientation programmes The objective of the programme is to
introduce the student to the physical plan of the library: It's policies and procedures and his resources
(MNS Rel 2007) library orientation as the introduction of student and faculty to the library to location of
essential areas and the resources, basic element during the library and the services as motivation to use

the librarian are able to create curiosity which later

motivate them for future instructor's to a set supposed to be warm welcome to the new students to offset
year of going to the library and exposing their ignorance by asking for direction and assistance and to

working in the designed to demonstrate the people working in the library are also approachable and
friendly library.

2.3 Electronic resources,


Electronic resources provides to many different type of information sources including web pages,
personal papers, E-Journal articles, local materials, conference papers, Reports e.t,c (mr. Agrey 2002)
while at the same time offering different opportunities compared with their print materials (Mr. Agrey
and Mrs. Grace 1999), observation an electronic resources show that they surpass discovery of
information will beyond the typical, traditional, bibliographic tools from well defined bodies of literature

2.4 Familiarity of the library and information resources


Familiarity with library and Information services for students since it enables them focus their
information enquiries. Familiarity is affecting through induction program me. Induction refers to the
initial librarian student contact session and does not include information links training website dictionary
defines the form induction' as an initial experience that Induces one to something previously mysterious
or unknown. As the definition implies, the key tax in library induction is to demystify. The purpose of

An effective library instruction program me should result in student gaining skills on identifying needed

shelves using the class number and identifying the needed topic using the back-of- the book index. In case

information and knowledge for social responsibility. In learning situations such as the university students
experience information literacy as part of independent learning and lifelong learning. Student are able to
efficiently and effectively indentify locate, evaluate and use information resources for their learning
process. Studies contend that competency in computer operations are part and parcel information literacy.
It empowers library users to develop abilities and skills that enable them to assess search results for
Quality and relevance validly, authority and timeliness of retrieved information Mr. Albert( 2003).

It is a far more comprehensive concept encompassing abilities such as critical thinking synthesis,
communication , and Research methodologies, Information literacy library user education programme of
study that constitutes a set of competences related to knowledge acquisitions over and above technical
skills that extend far beyond the rank as schools and university libraries competences gain through

2.9 Summary for literature review


The literature review has focused on the different library user education program me and their meant
impact to utilization of library and information resources and services. The review outlined of information
skills attributed to particular education programmer an designed to develop Student's level of library and
information skills in continuum from low to high. It is believe the skills and ability a developmental
where the high skills one build on the lower Shills. The lower skills are associated with general
knowledge of the information system and resources while higher skills are associated with abilities and
competeness of identifying and locating needed information systems to make efficient and objective use
of library resources. The fact that the students enrolling for courses in universities have relied background
and reflects their level of library and information skills, library user education programmes should be
designed to reflect those background. This four different level of library Skills programmer are
development in that one has to gain lower skills to be motivated to pursue the higher skills, similar low
need hierarchy. In addition to during my attachment l experienced the following problems inadequate
stock to satisfy user needs, lack of enough equipment e.g computers especially in reference section and
virtual library.

RESEARCH METHODOLOGY

3.1 Introduction
This chapter present the research methodology that entails the research design the target population,
sample size and Sampling technique, data collection instrument, data collection procedures and data
analysis and presentation:

3.2 Research design


The design of this study aimed at factors influencing provision of readers’ services in academic libraries.
We have and different techniques that are appropriate in the course of carrying out research namely:
Descriptive research design which defines as logical model of casual interference and distinguish among
several research design, i.e in 3.2. This study will adopt a descriptive research design according to

hypothesis. A research design is the program that guides the investigator as he or she collects, analysis

concerning in casual relationship among the variables under in investigating.

3.3 Target population


The target population of interest for this study was the Rift Valley students and members of staff using
Rift Valley Institute library as their main information resources provides to support learning activities.
The target population is defined as a population consisting all the people who reside in Britain Similarly
by empowering the specification population consisting of all students enrolled in united states. According
to chara Frankford-Nachmas and David Nacmas" defined the target population as methodology speaking
to come designated set of the aggregate of all cases that conform to some designated set of specification
for example, by the specification ‘people and residing in Britain" The larger will be total population of
3270 students and eleven staff members including the principal of Rift Valley, the chief librarian and the
students.

3.4 The sampling size and sampling techniques
The target populations of the study will student and members of the study. This will determine the sample
size which according to author Chara Frankfort -Nachmias (1990) defines a sampling techniques to as a
purposive sample as judgment samples. To estimate the adequate size of sample properly researcher need
to determine level of accuracy is expected of the estimates that is how large standard error is accepted
according to Chara Frankfort-Nachmias 1996 define a sample size as any subset of sampling from a
population. A subject is any combination of sampling and that does not include in the entire sets of

3.5 Data collection instruments


In this study we choose Questionnaire as a tool of data collection According to chara Frankort-Nachmias
defines Questionnaire as a method to obtain or seeks researchers information The questionnaire must
translate the research objectives into specific questions, will be provided data for hypothesis testing, the
question must motivate the respondent to provide information being sought, the major consideration
involves in formulating questions either are their content, Structure, format and sequence

3.6 Data collection procedure


This is a procedure the research will want in the process of collecting data which is a Questionnaire. This
are steps that would be undertaken from the preparation of data collection instrument up to the collection
itself e.g. Research from RIFT VALLEY INSTITUTE LIBRARY .

3.7 Data analysis and presentation


Data analyses entails Cording of data leaning and analysis using descriptive statistics such as frequency
and percentages presentation entails on the use of tables in data capturing. Coding is the process by which
responses are classified into meaningful catteries. The role of coding is that the numbers assigned must
make initiatives since e.g high scores on variables assigned Codes than the lower score.This study will
entail the case used of percentages and frequencies in data analysis and the use of table in data
presentation

4.1 Introduction
This chapter presents data analysis. Interpretation and discussion based on the objectives of the study
namely

 Funds and provision of readers, services


 Personnel and provision of readers services
 users and provision of readers services

4.2 Response returned rate


Out of eleven Questionnaires dispatched to the researchers eleven were fully filled and returned there for
the response return rate for Current study was 11(100%). Therefore, the data analysis, presentation and
discussion of findings will best on the 100% response return rate.

information materials

Concerning with uses of available resources in the library by library Users, the respondents indicate
whether the users of the library are wing available resources. The findings were represented in Table 4.7.

familiarity of the users of the organization which leads to utilization of information resources to Library
Users.

The study court to find out the availability of funds and provision of readers services under the following

Concerning the library funds the respondents were asked to indicate whether the library has enough
information materials or not. The findings were presented in table 4.8.

The Study sought to find out factors influencing provision of readers Service: a case of Rift Valley
Institute of science and Technology and the findings were presented under the following themes,

5.2.1 Users and provision of readers services


Concerning the library specific users the findings reveals that majority of the respondents indicate the
library has specific hence influences provision or readers services

5.2.2 Funds and provision of readers Service.


Concerning library funds, the finding is reveals that majority of respondent 7 (64%) indicate that library
has enough funds while 3 (36%) Indicates that the library the library funds are not enough this influences
provision to readers services

5.2.3 Personnel and provision of readers service


Concerning the availability of library personnel, the findings reveals the majority of respondents 10
(91%) Indicate that library personnel are available while I (9%) indicate that personnel are not available,
thus influence the provision of readers services.

5.3 CONCLUSION OF THE STUDY


The conclusion of the study is summarized under the following Themes,

5.3.1 Users and provision of readers service


In conclusion, the library has specific users, used are satisfied with provision of readers services and the
library has information materials thus enhances provision of readers services

5.3.2 Funds and provision of readers services


The Library has enough funds, the funds of the library is available and also the library funds is adequate
thus enhances Funds and provision of readers services.

5.3.3 Personnel and provision of readers services


The library has enough qualified personnel, the library Personnel are available, the library personnel has
enough time, in conclusion it enhances personnel and provision of reader services.

5.4 RECOMMENDATION OF THE STUDY


Based on findings of the study, the researcher recommends that:

 The libraries employ more employees who are well and adequately trained to enhance better
services in the organization
 The library should provide more information materials to users to satisfy more information Users
needs.
