Project Purpose or Justification Dubai wants tourism to become a second


source of income to the economy as they acknowledge that the oil which
their economy primarily depends on has a finite supply. They believe that
by building a tower of this size and to hold as many records as it will
when complete will help put Dubai on the map and capture the attention
of the world.

The Dubai Government have been making the transition into tourism with
this strategy over the past two decades with the Burj Khalifa to be the
focal point of a 500 acre mega project of 'Downtown Dubai'. There is also
the competition with the Western countries who at this point had
dominated the market for skyscrapers and super structures. This was
evident as the Sheik in Dubal once said that he was inspired to construct
the Burj Khalifa after visiting New York City and seeing the Empire State
Building

Project Description

The Burj Khalifa will be the centre piece of a 500-acre large-scale mixed-
use development project of Downtown Dubai which is to include 30,000
homes, 9 hotels, the Dubai Mall, the Burj Khalifa Lake, 19 residential
skyscrapers and 7.4 acres of parkland. The proposed design of the Burj
Khalifa is set to break the following World Records if successfully
completed:
Tallest building in the world

 Tallest free-standing structure in the world

 Highest number of stories in the world

 Highest occupied floor in the world

 Highest observation deck in the world

 Elevator with the longest travel distance in the world

 Tallest service elevator in the world

The architectural influence of the building comes from the Islamic


religion and the Hymenocallis flower which is evident by the Y-shaped
structure based around a central core.

The project budget is projected to cost a total of $1.5b US dollars for the
entire project lifecycle and will be constructed over six years.

Project Manager Authority Level

The project manager on this job will have full authority over the decisions
made on the project as far as staffing and construction methodology once
the sponsors have agreed to the contract terms their only Involvement
would be if the project team has infringed on the agreed constraints.

Staffing Decisions

All staffing decisions will ultimately be approved by the Project Manager


but primarily the main contractor will be able to make all of the staffing
decisions for the sub-contractors as he is the party liable for their
misconduct. Any breach of the agreed contract terms will be deemed as
reasonable cause for dismissal or disciplinary action but is up to the
discretion of the manager of the project hierarchy.

Budget Management and Variance

Any and all budget management and variance will be approved by the
Project Manager although approval of these would only be accepted if
there has been a change in scope as all works have been agreed to as a
part of the Fixed Firm Price. The Project Manager will control and
allocate funds as he deems appropriate for the successful completion of
the project.
