1.0 INTRODUCTION
1.1 General
FPF1 has 2 x 50% Export Gas Compressor Trains (S-1154A/B). The compressors are MAN
diesel and Turbo RB type compressors which are driven by Solar Turbines Mars 90-13000S
Mechanical Drive.
The two parallel, three-stage centrifugal compression trains compress gas from the
Stella and Hurricane HP separator and the LP Production Separator. A common gas
dehydration package is situated between the MP (2nd) and HP (3rd) stages to dry the
gas to within CATS export specification.
The Export Gas Compressor (EGC) Seal systems are designed to API 692.
The original seal gas system utilised an external seal gas supply on start-up, provided
by the HP separators via the fuel gas start-up cooler and fuel gas system. This system
was positively isolated in 2018.
Since the system was isolated, it has not been possible to ensure clean, dry gas to the
EGC seals on start-up.
Ultimately these issues have led to the contamination of the dry gas seals on both
compressors’ multiple times. The lifespan of the dry gas seals is very poor: The expected
life is 5 years compared with only 18months average. Recently there has also been
sudden catastrophic failures on start-up of the compressors due to liquid drop out in the
seal gas, causing shearing of the seal faces. The root cause is poor quality fuel gas taken
from the second stage impeller on the LP stage, which does not meet superheat
requirements of API-692 (20°C). This causes the liquid drop out and contamination of
the seals during pressure holds and cold weather.
To exacerbate matters, the seal gas coalescing filter drain line is orientated vertically
so any liquids which do condense (due to the cooling effect of the gas purge across the
orifice) will accumulate in the low point of the pipework.
This specification defines the requirements for supply of new seal gas conditioning
equipment for Trains A and B in self-contained skids upstream of the two existing LP/MP
Gas Export Compressor seal gas conditioning racks.
The overall Process requirements are outlined in ITH-FP1-P03181-B-SPE-0001 Process
Specification for DGS Booster and Heater Package.
1.2 Supplier Responsibility
The Supplier (see section 1.4 for definitions) shall be responsible for the supply of the
new equipment, materials, and services in accordance with the requirements of this
specification and attachments.

Sub-Suppliers are subject to approval by the Company or his authorised representative.

1.4 Definitions
Within this document, the following definitions apply:
- COMPANY: Ithaca Energy
- CONTRACTOR: Petrofac Asset Solutions
- PURCHASER: The Company or Contractor acting on behalf of the Company
- SUPPLIER: The party who manufactures or supplies the equipment
Within this document the following words shall have the following meanings:

- ‘May’ is used where alternatives are equally acceptable
- ‘Approve’ and ‘Approval’ are used where Purchaser does not wish an activity to

1.5 Units
SI units shall be used throughout with the exceptions of pressure, where Bar may be
used instead of Pascals (Pa), and nominal pipe sizes, where inches shall be used instead
of millimetres. Dual units (SI with Imperial units in parentheses) are permissible. This
shall apply to all documentation supplied by the Supplier in connection with the enquiry
and, if selected, the Purchase Order.

All project correspondence and documentation shall be in the English language.

2.4 Order of Precedence for Documents


In case of conflict between this specification and the above codes and standards, the
Supplier shall bring the matter to the Purchaser’s attention for resolution and approval
in writing. In all cases the most stringent requirements shall apply.
Should any conflict occur as a result of differences between this specification and codes
and standards, the order of precedence shall be as follows:

 National and International Law


 Mechanical Datasheets
 This Mechanical Specification
 Other referenced Project Specifications
 Other referenced Codes and Standards referred to within this specification
All deviations from the requirements of this specification, its attachments and codes
shall be stated in the tender. In the absence of such a statement, full compliance will
be assumed.
Compliance by the Supplier with the provisions of this specification does not relieve him
of his responsibility to furnish equipment and accessories of a proper mechanical design
suited to meet the specified service conditions and/or local codes governing health and
safety.
Subsequent to order placement, all requests for concessions shall be submitted formally
on a suitable ‘Concession Request Form’.

3.0 SCOPE OF SUPPLY


3.1 General
The Supplier shall be responsible for the design, supply of materials, manufacture,
assembly, testing and supply of documentation in accordance with the requirements of
this specification, including delivery to Aberdeen. UK.
3.2 Scope of Supply
The Supplier’s scope of supply shall include, but not necessarily be limited to, the
following items in relation to supply of two new Booster/Heater Packages for LP/MP
compressors Trains A & B each comprising:

 Cast Coil Electric Heater


 Booster Compressor c/w electric drive
 Thyristor Control Panel
 On-skid Interconnecting Pipework
 System Controls and Instrumentation
 On-skid instrumentation, instrument cabling, earthing, cable tray and skid edge
junction boxes.
 Heat Tracing and Insulation of pipework (HOLD 3)
 Structural support steelwork c/w drip tray
 Lifting Equipment c/w spreader beams if required
 Special Tools
 Commissioning & Start Up Spares
 Recommendation for 2-year Operating spares (subject to a separate order)
 UKCA/CE marking
 Packing & preservation suitable for a marine environment
 Documentation and Certification in accordance with SDRL
 Delivery, duty paid to Aberdeen, Scotland.
3.3 Exclusions
The following items are excluded from the Supplier’s scope of supply:

 Holding down bolts and levelling shims.

 Piping interface bolts & gaskets

 Power supplies and motor stop/start

 Offshore installation and commissioning support (subject to a separate order)

3.4 Interface Points


The following are the main Supplier/Purchaser interfaces:

3.5 Supplier Responsibility
The Supplier shall be responsible for, but not limited to, the following items in relation
to the Package:

 Discipline engineering

 Materials specification and procurement

 Fabrication

 Inspection and testing

 Hydrotesting of equipment and piping

 Draining and drying of internal surfaces after testing

 Surface Preparation and Painting

 Assembly

 Factory acceptance testing

 Preservation and Packaging

 Documentation, Certification and CE marking

 Delivery

 Appointment and Coordination of a NoBo (if required)


3.6 Sub-Suppliers
The Supplier shall be responsible for the quality and delivery of items that are placed
with Sub-Suppliers. The Sub-Suppliers should have a quality management system
compliant with BS EN ISO 9001 and be independently certified by an accredited
certifying body. These items shall be listed and identified on the Supplier’s Inspection
and Test Plan and included within the project Production Schedule. The Purchaser
reserves the right to visit, audit and expedite such Sub-Suppliers.
All equipment, as identified, shall be procured from preferred Sub-Suppliers as advised
by the Purchaser, or as agreed with the Purchaser.
3.7 SDRL Documentation
The Supplier shall provide documentation as detailed in the Suppliers Data
Requirements Listing (SDRL) and comply with BMS-AA-I-0835, Project Document Control
– Instructions to Suppliers.
The following will require review and approval by Purchaser, or Purchaser appointed
Representative, before fabrication of the related components or systems commences:

3.8 Meetings
As far as practicable, meetings between Supplier and Purchaser shall take place at
Petrofac offices in Aberdeen. This shall include any Project Clarification and Design
Review meetings, HAZOPS etc.
Costs for attendance at meetings shall be included in the Supplier’s proposal.

4.0 DESIGN CRITERIA


4.1 General
The equipment is installed in an offshore marine environment and needs to be functional
and serviceable in these conditions.
4.2 Environmental Data
The equipment shall be designed for the following conditions:
Atmospheric Conditions Offshore, Outdoor, Saliferous

Air Temperature, (Min./Max.) -7.4 °C / 25.6 C


Max. Relative Humidity, (Summer/Winter) 100 %
4.3 Design Loadings
The package equipment and support steelwork shall be designed to sustain the loadings
due to vessel motions/accelerations, wind and snow/ice as detailed in the project
specification FPF1-ST-G00001-M-SPE-0003, Environmental, Vessel Motion and Utility
Data.
Equipment and packaging shall be designed to sustain the following loadings associated
with transportation of the equipment to site:
Road/Sea Transportation:
Horizontal: 0.7g acting through CofG
Vertical: 1.0 g +/-0.5g acting through CofG
4.4 Area Classification
The equipment shall be suitable for use in a Zone 2 Hazardous Area, Gas Group IIB,
Temperature Class T3. (HOLD 1)
4.5 CE Compliance
The Supplier shall note that the requirements of all relevant statutory instruments (e.g.
Machinery Regulations, ATEX etc) are mandatory. The equipment shall be UKCA/CE
marked as applicable.
The Supplier shall provide a Technical File and the Declaration of Conformity, all in
accordance with the applicable clauses of all the statutory instruments specified in
Section 2.1.
4.6 PER Requirements
In order for the Supplier to correctly apply the PER requirements for the equipment,
the process fluids have been allocated Fluid Categorisation as follows:

5.0 DESIGN REQUIREMENTS


5.1 Design Life
Equipment supplied shall have a minimum Design Life of 20 years (HOLD 2).
5.2 Process
Refer to Process Specification Sheet ITH-FP1-F03181-B-SPE-0001 for details of the
required process operating conditions and control requirements.
Proposed process tie-in points for the new equipment will be put in place as shown in
P&ID document no. ITH-FP1-P3181-B-CPID-0003 “P&ID, Tandem Seal System, Process
Gas/Nitrogen Buffered (Construct)”
5.3 Mechanical
The package shall be designed in compliance with the latest edition of API 692 for dry
gas sealing systems.
It is anticipated that two separate skids will be provided for Train A and Train B. The
size of each package should be minimised due to limited space available on the
platform.
5.3.1 Booster Compressor
The Supplier shall recommend a suitable electrically driven seal gas booster compressors
for the application.
The equipment shall be provided with suitably rated lifting points/padeyes for
installation & maintenance purposes.
5.3.2 Cast In-Line Heater
The Supplier shall recommend a suitable cast in-line (coil) heaters for the application
from a standard range.
The equipment shall be provided with suitably rated lifting points/padeyes for
installation & maintenance purposes.
5.3.3 Package Skid Bases
The Supplier shall provide each package with a structural skid base suitable for road/sea
transportation and offshore installation. Each skid base shall contain a fully welded drip
tray, which will be designed to cover all on-skid items with a 2” 150# RF drain connection
located at skid edge (HOLD 5).
The skid base shall provide support points for the pump plinths and pipe supports.
Gratings shall be provided for access walkways to the tank isolation valves, calibration
pots, pump stroke adjusters, pump motors/heads etc.
No piping or instrumentation cables shall pass between any of the skid bases.
Each skid base shall be designed to be bolted to the deck at 4 support points. The bolting
points shall be developed in conjunction with the Purchaser to match the deck beam
structure.
Frame dimensions shall encompass all equipment including any protrusions such as
manways etc.

Horizontal tugger points (2 per side) will be required to facilitate orientation during
installation.
Each skid base shall have 4 off lifting points, each designed with a DAF of 2. The bases
shall be able to withstand an offshore marine lift with all the tanks/pumps/piping
installed.
The skid bases shall be provided with 2-off M12 earthing bosses at diagonally opposed
corners for earthing at site. Earth bosses shall also be provided within withing skids for
all equipment, junction boxes and cables trays etc as required.
Refer to Section 8.1 for painting/coating requirements.
5.3.4 Heat Conservation / Personnel Protection
Package equipment and pipework to be heat traced and insulted by the supplier in
accordance with Ithaca Specification FPF1-ST-G00001-E-SPE-0010 for Electrical Heat
Tracing (HOLD 3)
5.4 Piping
Pipework design and fabrication shall be carried out in accordance with ASME B31.3
Interconnecting pipework shall be 1” 900# RTJ Sch.80S in 316/316L stainless steel in
accordance with Ithaca Piping Specification FPF1-ST-G00001-E-SPE-0007, Piping Class
S9A.
Discharge lines shall terminate at skid edge with a bolted flange connection to match
the off-skid piping specification.
Pipework bolting shall be in accordance with the relevant piping specification.
All pipework and tubing shall be adequately supported. Pipe support bolting shall utilise
carbon steel structural grade bolting to BS.3692 Gr. 8.8 and proprietary pipe support
components from approved Sub-Contractors. These items shall be galvanised or coated
with an equivalent proprietary system.
Stainless steel pipework and tubing shall be insulated from carbon steel supports.
The Supplier shall submit inspection procedures for approval. Inspection personnel shall
be suitably independently qualified for the various inspection techniques. Defect
acceptance criteria shall be in accordance with ASME B31.3 Process Piping.
Pipework to be identified with colour coded tape indicating pipe contents and flow
direction in accordance with (HOLD 3).
Refer to Section 8.1 for painting/coating requirements.
5.5 Electrical
All electrical equipment shall be ATEX certified suitable for use in a Zone 2 hazardous
area, be CE marked and have a minimum IP rating of IP56.
Earthing of equipment, piping, cable tray, junction boxes, etc. to the skid bases shall
be Supplier responsibility.
All cable entries to electrical equipment shall be bottom entry.

5.5.1 Power Supplies


Power supplies for the package are as follows:
Booster Compressor & Heater: 440V AC, 3ph, 60 Hz
Heat tracing: 254V AC 60Hz single-phase.
5.5.2 Thyristor Control
The supplier shall provide Thyristor Control Panel(s) for location in Local Equipment
Room (Safe Area).
5.5.3 Motors
Electric motors supplied shall be in accordance with Ithaca Specification FPF1-ST-
G00001-E-SPE-0007 for LV Motors.
Motors with a rating above 15kW shall be equipped with a space heater. Space heater
supply will be 254V AC 60Hz single-phase.
Motor starters and power cables are not in Supplier scope of supply.
The motors shall be started Direct On Line (DOL).
The Supplier shall supply mounting brackets adjacent to each pump complete with local
emergency stop pushbuttons.
5.6 Instruments
All on-skid instrumentation shall be in accordance with General Instrument Specification
FPF1-ST-G-00001-J-SPE-0004.
The Supplier shall provide all the instrumentation as per scope of supply in Section 3.2,
in accordance with the requirements detailed below, and with necessary documentation
as per SDDR to enable Purchaser to interface with platform ICSS system.
All instrumentation shall be suitable for use in a Zone 2 hazardous area, gas group IIB,
temperature class T3. (HOLD)
All instruments shall be stainless steel with a minimum IP rating of IP56.
The Supplier should consider use of instrument enclosures as appropriate.
The packages will provide indication and shutdown outputs to the existing installation
ICSS system. Vendor to advise if a local control panel is required.
Signal transmission between field transmitters and control system shall be 2-wire 4-
20mA HART, 24V d.c.
The Supplier shall supply the alarm and trip signals from the instruments for the
Purchaser to integrate into their ICSS system. Note that switches should not be used
unless agreed by the Purchaser.
5.6.1 Junction Boxes
The skids shall have the instruments wired to skid edge junction boxes. Control signals
shall be segregated from shutdown signals. IS and Non-IS instrumentation cables shall
be suitably segregated.

5.6.2 Instrument Tubing and Fittings


Instrument tubing and fittings shall be in accordance with General Instrument
Specification FPF1-ST-G-00001-J-SPE-0004.
All instrument tubing, whether in process service or otherwise, shall be manufactured
from seamless annealed Imperial 316/316L stainless steel, ASTM A269. Compression
fittings shall be Swagelok Imperial twin ferrule design.
Instrument tubing shall be insulated from any carbon steel supports.
Technicians shall have demonstrable approved competency in making up Swagelok
systems.

5.7 Structural
The assembled skids shall be designed to support all equipment, piping & valve
assemblies, pipe supports, walkways/gratings and nozzle loads at the tie-in points.
The package shall be designed to withstand the design loadings indicated in Section 4.0
during sea transportation and operation.
The Supplier shall advise the proposed structural design code with their proposal.
Fabrication shall be undertaken in accordance with EEMUA 197
Materials shall be carbon steel to EN 10225, or equivalents. Lifting padeyes shall be
made from a suitable grade of charpy-tested material.
Skid base full penetration welds shall be subject to 100% ultrasonic examination and
MPI, fillet welds shall be subject to 100% MPI.
Each skid structure and contained equipment together with the padeyes shall be
designed to accommodate a DAF of 2 during lifts.
All lifting equipment and skid lifting lugs shall be load tested and certified and shall
comply with the requirements of the LOLER regulations (1998).
The padeyes and attachment points on the skid shall have guaranteed through thickness
properties and be proof load tested to 2 x SWL. They shall be 100% UT examined for the
presence of laminations and 100% MP examined for the presence of surface defects after
load testing, as a minimum.
Each skid base shall be supplied with single point lift rigging. If multi leg slings or a
spreader beam is supplied, then racking shall be considered during their design and
specification.
Each skid base shall contain a fully welded drip tray, which will be designed to cover all
on-skid items with a 2” 150# RF drain connection located at skid edge.
Each skid base shall be supplied with 8 off sea fastening and 8 off skidding points each.
Structural bolting shall be to BS3692 Grade 8.8 with Grade 8 nuts, sherardized to BS
4921, or equivalent.

The skid bases and attachments shall be painted in accordance with the specification
quoted in Section 8.0.
5.7.1 Package Dimensions and Weight
The Supplier to propose the layout of the skids ensuring there is adequate access to all
equipment for operation and maintenance.
The Supplier shall supply, with their bid, an outline General Arrangement drawing for
the package detailing overall dimensions and weight for the Purchaser’s review.
5.8 Materials Selection
Materials of construction shall be in accordance with the relevant Piping and Structural
Specifications.
Where specified, materials of construction shall be in accordance with the mechanical
datasheet for the equipment supplied.
Bids shall specify materials of all parts for Purchaser evaluation. Materials shall comply
with relevant EU/CE directives.
The Supplier shall verify suitability of all materials for the intended service.
5.9 Noise
The system shall be engineered so that the maximum noise level shall not exceed
85dB(A) at one metre distance from the equipment when operating at maximum
capacity.
5.10 Weight and Centre of Gravity
The Supplier shall complete and submit a Weight and CoG datasheet.
The Supplier shall weigh the completed pump and attachments before dispatch.

6.0 SPARE PARTS AND SPECIAL TOOLS


6.1 Spare parts
The Supplier shall provide lists of recommended spare parts with original manufacturer’s
name and part number, with a price breakdown, for both commissioning & start-up and
two-year operation.
All spare parts shall be tagged as shown on the list of materials. Commissioning and
start-up spares shall be shipped at the same time as the main equipment.
The 2-year spares will be subject to a separate Purchase Order.
Within eight weeks of placement of order, the Supplier shall complete Standardised
Spare Parts Interchangeability record (SPIR) forms.
The Supplier will guarantee that spares will be available for a minimum of 10 years after
delivery.
6.2 Special tools
All special tools required for the installation, adjustment, commissioning, operation,
and maintenance of the equipment shall be provided by the Supplier. Instructions for
use will also be supplied as well as any certification necessary.

7.0 INSPECTION, TESTING AND CERTIFICATION


7.1 General
The Purchaser may appoint a Third-Party Inspector who will expedite the Supplier,
monitor progress and fabrication, witness identified testing, review documentation and
manuals, issue Release Note, etc.
A detailed Inspection and Test Plan shall be submitted to the Purchaser for review and
approval. The Purchaser shall indicate their, and the NoBo’s (as required), Review,
Hold and Witness points on the plan. Columns shall be provided for the Purchaser and
Purchaser Inspectors requirements.
Detailed programmes and test procedures shall be submitted by the Supplier for review
and approval by the Purchaser.
The Supplier shall give the Purchaser sufficient notification of the date and location of
the tests (minimum 5 working days).
All equipment used for testing shall be fully certified with valid calibration certificates.

7.2 Inspection
The Supplier shall provide free access to his works and that of his Sub-Suppliers for the
authorised representative of the Purchaser, or nominee.
All necessary certification on materials, workshop test data, inspection reports,
calibrations, etc., shall be made available to verify that the requirements of the
purchase order are being met.
Equipment surfaces shall not be painted until inspection, NDT and hydro-testing is
complete.
Fully assembled equipment shall be inspected for Mechanical Completeness,
Dimensional Accuracy and Painting Integrity.
7.3 Hydrostatic Testing
Equipment shall be hydro tested in accordance with the appropriate design code
requirements and PER (where applicable) with potable water after shop fabrication.
Chloride content of water used to test austenitic stainless-steel components shall be 30
ppm maximum.
The Supplier will provide a chart recorder to record both the pressure and water
temperature during all required hydrotests.
Bolting and gaskets shall be identical to service bolting and gaskets. Service bolting and
gaskets shall not be used for hydrotest.
On completion of test all equipment shall be dried and cleaned.
7.4 Functional and Performance Tests
The Supplier shall conduct functional and performance tests as part of the Factory
Acceptance Test (FAT) for the package assembly.
Test procedures shall be approved by Purchaser prior to conducting testing.

7.5 Material Testing, Records and Certification Requirements


Inspection procedures and acceptance criteria shall be in accordance with the
requirements of the applicable design code.
Pressure retaining items and materials shall be certified to BS EN 10204, Type 3.1, other
materials and components to BS EN 10204 Type 2.2 as required.
It is the Supplier’s responsibility to ensure that the correct Sub-Suppliers documentation
is received and verified, especially with regard to pressure testing and CE compliance
documentation.

9.0 PAINTING AND PREPARATION FOR SHIPMENT


9.1 Painting and protective coating
Surface preparation, coating systems and colours shall be in compliance with the
requirements of Ithaca specification ITH-XA-579-111 – External Coating Specification for
Onshore Construction”.
System 1 - Carbon Steel (with operating temperature up to 120°C, uninsulated)
System 2 - Carbon Steel (with operating temperature up to 120°C, insulated)
System 4 - Carbon Steel (with an operating temperature range of 121°C to 400°C
insulated or uninsulated)
System 5 – Stainless Steel (with operating temperature up to 120°C, insulated or
uninsulated)
System 8 - Stainless Steel (with an operating temperature range of 121°C to 400°C
insulated or uninsulated)
Colour shall be as follows
Piping, valves etc. Grey white, RAL 9002
External Electrical Machinery etc. Moss Green, RAL 6005
Internal Switchgear Light Grey, RAL 7035
The Supplier shall confirm with their bid their proposed coating system.
The Supplier shall submit proposals for repair of the painting/coating system at site.
9.2 Pickling and Passivation of Stainless Steel
The Supplier shall ensure that any visible weld heat tint, shop soil marks etc. shall be
removed by an appropriate surface cleaning and pickling process that has been approved
by the Purchaser.
9.3 Preparation for Shipment
The Supplier shall submit for approval preservation and packaging specifications for
shipment. The preservation and protection as supplied shall be suitable for external
storage for a period of at least 6 months from the time of dispatch from the Supplier’s
works. Suitable quantities of Vapour Corrosion Inhibitor (VCI) shall be provided if
required with notices to the effect that these must be removed prior to start-up.
All machined surfaces shall be protected against corrosion by proprietary coatings. All
machined surfaces and threaded connections shall be plugged with heavy grease.
All flanged connections shall be furnished with compatible metal blinds. All flanged
connections furnished with blinds shall be supplied with a gasket/seal ring held in
position using a minimum of 4 bolts. The circumference of all flanged connections shall
be finally sealed with waterproof tape.
After final testing all equipment shall, where appropriate, be dried and cleaned
thoroughly of all grease, loose scale and any other foreign matter both internally and
externally.

All items shall be properly packed and protected from damage during shipment to an
offshore marine environment. Each crate shall be clearly identified with the purchase
order number and identification symbol.
Small items shall be bagged, tagged and boxed for shipment. The boxes shall be suitably
labelled for traceability and identification of contents.
Lifting slings and any frames/lifting beams are to be fitted with packaging/crating in
place. Copies of lifting equipment certificates shall be supplied with the equipment.
9.4 On-Site Construction
The Supplier may be requested to supply suitably qualified personnel to assist with on-
site construction/commissioning activities. Any such request shall be subject to a
separate purchase order.

10.0 QUALITY ASSURANCE


10.1 General
The Supplier and any Sub-Suppliers shall manage all activities and phases of the WORK
so as to ensure that performance is in accordance with the Purchaser’s quality
requirements.
In this regard the Supplier and any Sub-Suppliers shall implement sound and effective
procedures for control, co-ordination and timely reporting of his activities to the
Purchaser. This quality assurance system, with quality control facilities, procedures,
personnel and tools will comply with BS EN ISO 9001.
The Supplier and any Sub-Suppliers shall prepare an Inspection and Test Plan applicable
for the work in accordance with BS EN ISO 9001 quality system requirements.
10.2 Certification
As proof that the Supplier and any Sub-Suppliers are able to operate within the
guidelines of BS EN ISO 9001 the Supplier and any Sub-Suppliers shall submit with his
Tender:
1. A copy of BS EN ISO-9001 Registration Certificate endorsed by an ACCREDITED
CERTIFIED BODY. If the company is not registered, then the Supplier and any sub-
Suppliers shall provide:
 A quality appraisal report performed by a third party or Client within the
previous five (5) years. If no such appraisal has been performed, then the
Supplier and any Sub-Supplier shall agree for the Purchaser to carry out a
Quality Systems Audit of the Supplier’s Quality System against BS EN ISO-
9001. A copy of the audit report shall be submitted with the Tender.
2. A preliminary quality plan that can be revised to contract quality plan status within
four (4) weeks of award of contract.
3. A preliminary Inspection & Test Plan that can be revised for the contract.
Any other documentation required by Enquiry Requisition.
10.3 Inspection and Testing
An Inspection and Test Plan shall be provided that defines all quality control activities
relevant to the scope of work by identifying the detailed inspection/test activities
including acceptance criteria and verifying documents separately. This Inspection and
Test Plan shall have columns allowing Purchaser to inform the Supplier and any Sub-
Supplier of the quality surveillance by Purchaser.
Three (3) types of Purchaser quality surveillance activities are to be considered:

 Document Review - where records of work performance (i.e. inspection/test


records), must be reviewed by Purchaser.

 Monitoring and Witness points - where work will be offered by the Supplier but
where in the event of non-attendance by Purchaser, work can continue when

observed by Supplier’s Inspector. Witness points shall be subject to 5 working days


prior notice.

 Hold points - where the work will be offered by the Supplier (5 working days
minimum notice) and must be witnessed by Purchaser’s representative before work
can continue.
Once accepted by Purchaser, the Inspection and Test Plan shall be incorporated into the
Contract without additional conditions by the Supplier and duly implemented.
Manufacturing shall not commence prior to the acceptance of this Inspection and Test
Plan. The approved Inspection and Test Plan will supersede the typical plan submitted
in the Tender.
10.4 Quality Audits
A schedule of quality audits to be carried out by the Supplier on his own activities and
those of his Sub-Supplier’s shall be provided.
10.5 Non Conformance
Supplier to include his proposed non-conformance procedure on the project
incorporating all Purchaser requirements.
Supplier shall Notify Purchaser immediately when potentially non-conforming
product/work is identified which requires repair or a concession. Purchaser will review
the potential non-conformance or non-conformance and either agree with Supplier’s
proposed repair procedure and agree with a concession request, or reject the
product/work. Non-conformances and proposed corrective actions shall be properly and
systematically documented for Purchaser’s approval.
10.6 Quality Assurance Evaluation
Purchaser may perform an assessment of Supplier’s technical and QA capabilities based
on the requirements set out in the Contract.
The Supplier shall confirm that access will be given to Supplier’s and potential sub-
Supplier’s facilities for the purpose of such evaluation; any reservation shall be clearly
stated.
In the event of a Contract being awarded, Purchaser reserves the right to demand
corrective action by the Supplier within specified time limits if any of the stated system
requirements are not met.
10.7 Quality Surveillance
General
In the event of a Contract being awarded, Purchaser may perform QA audits, technical
reviews, test witness, and inspections at source in order to verify compliance with
Contract requirements.
Audits/Reviews
Purchaser reserves the right to audit at source at any time during the duration of the
Contract by giving two weeks notice. The Supplier shall undertake to close out any
finding raised as part of such an audit.

The Supplier shall co-operate in the provision of information and make available all
necessary personnel (Supplier/Sub-Supplier) to allow Purchaser to perform a
meaningful audit/review.

The results of any internal audits/reviews conducted by Supplier and Sub-Supplier shall
be documented and made available to Purchaser within two weeks after the completion
of such audits/reviews.
10.8 Test witness and Inspection
To achieve co-ordination of Purchaser’s surveillance with Supplier’s quality control
activities, Purchaser and Supplier will agree to Witness/Hold points for important
inspections and tests as listed in the Inspection and Test Plan established by the
Supplier.
Where Third Party Inspection (i.e. Purchaser or Purchaser’s appointed Representative)
is specified:

 The Third Party Inspector shall issue an “Inspection Release Note” upon satisfactory
fulfilment of the Contract requirements. The issue of this note does not relieve the
Supplier of the responsibility for product quality or of any other obligations under
the Contract.
Goods shall not be despatched from Supplier’s premises until the “Inspection Release
Note” has been received. Should the goods be despatched prior to the receipt of this
note, Purchaser reserves the right to refuse delivery and to return the goods to the
Supplier.

11.0 GUARANTEE AND WARRANTY


11.1 Guarantee
The Supplier shall provide a mechanical and process guarantee for the equipment
supplied.
11.2 Warranty
The Supplier shall have the final and total responsibility for the design and performance
of all equipment supplied under this specification.
All materials and workmanship shall be guaranteed to be free from defect for a period
of 12 months after start-up or 18 months after shipment whichever occurs first.
