1 PURPOSE
The purpose of this procedure is to describe the process for controlling quality of
materials purchased by the company, and for inspecting materials received at the
company’s warehouse. Inspection of materials at sellers' premises is addressed in
procedure QMS-005 'Guidelines for QC Inspectors'.
2 SCOPE
This procedure applies to company AI-QA/QC and warehouse personnel.
3 DEFINITIONS AND ABBREVIATIONS
3.1 Definitions:
Bulk Materials: Manufactured items requiring certification from the
vendor, as listed in the schedule of certification codes
(Attachment C).
Company: Tatweer Petroleum
Material: In the context of this procedure, any item procured by
the company for delivery to the warehouse.
Material Receipt Checklist: Checklist raised for inspection of incoming materials at
company warehouse (Attachment A).
Non-conformance Report: Report raised to record non-conformances and
associated corrective actions (Attachment B).
Packaged Unit: Manufactured assembly requiring certification from the
vendor

4 RESPONSIBILITIES
Head of Asset Integrity (HAI)
Responsible to the leadership team for ensuring that certification requirements for
materials are effectively implemented and that the quality control element of
warehouse material inspection operations are properly administered.
QC Inspectors
Responsible to the HAI for inspecting incoming material, reviewing certification and
dealing with non-compliance issues in liaison with relevant parties (e.g. discipline
engineer, requisition engineer, buyer, expeditor etc.)

6 PROCEDURE FOR QUALITY CONTROL OF MATERIALS


6.1 Procurement of Materials
The instructions below have been derived from those parts of the Facilities Engineering
and SCM procedures relevant to the quality control department:

1. Requisitioning engineer raises requisition and attaches the following documents


as appropriate, in addition to any technical specifications etc.:
 Bulk/Tagged Items:: Material Certification Code Schedule (Attachment C)
 Capital Equipment/Package Units: Seller Document Requirements List
(Attachment D) completed by requisitioning engineer and approved by
departmental head and HAI
 Vessels: Baseline Thickness Measurement Schedule (Attachment E)
 Vessels/Pipework: Key data schedule (Attachment F)
 Spares: Spare Parts Information List (Attachment G) if specified in MCCS
or SDRL.
2. Requisition with attachments is routed via workflow to HAI who verifies that the
correct documents have been attached.

3. On completion of the bid process (or bid waiver process) the requisition with
attachments are routed to buyer for conversion to purchase order.
4. SCM/Buyer will do the needful as per their procedure.

6.2 Inspection of In-coming Materials at Warehouse


When material is accompanied by certification, the delivery is inspected in accordance
with the steps below. During the inspection process due reference is made to relevant
purchase order files in the warehouse, each of which should include the correct purchase
order, MCCS and SDRL and any associated documentation received in advance of the
consignment e.g., material test reports, third party inspection reports, material safety
data sheets etc. Any discrepancies or defects identified during the inspection are
handled via discrepancy reports or non-conformance reports (reference section 6.2.2).
6.2.1 Inspection Process
1. Before unloading from the delivery vehicle, the store man performs preliminary
inspection of the consignment to verify:
a) Quantities and dimensions of packages/crates are as stated on the delivery
note.
b) Consignee name matches the purchase order for each package or crate
c) Packages and crates are undamaged.
d) After unloading the consignment, Store man will segregate the materials as
per purchase order. Stock identification labels are fixed by store man for each
item.
e) After preliminary check by the store man, he then initially log the material in
Oracle and give the Initial Receipt Report (IRR) to QC Inspector.
f) The IRR, together with PO copy, delivery note and certificates will be given to
QC Inspector for inspection.
g) Instruction, operation and maintenance manual (IOM) will be left in tack inside
material box/crate for end-user future use.

2. After Receiving the IRR and PO Copy from Warehouse, TP QC inspector (Mechanical or
E&I) performs the following checks to ensure:

a) The materials are new, un-used, and no older than 3 years from the date of
manufacture together with complete certificates as stipulated in attachment C.
Note that Material Test Certificate (MTC) shall be no older than 5 years.
b) Each certificate carries name and stamp of the issuing manufacturer. For E&I
material, third party certificate is not acceptable.
c) Product correctly identified (manufacturer, batch number, heat number, part
and model number, reference, manufacturing or expiry date etc.)
d) Standard of compliance in accordance with designated certificates (e.g. API,
NACE etc.)
e) Material specifications from the PO descriptions matched against the delivered
materials (product technical data, test certificate, mill certificate etc.):

 Part number

 Material grades (pipes and fittings)
 Connections (pipes and fittings).

3. QC inspector accepts the material in the Oracle and generates inspection report for
each PO. Then the soft copy of Inspection Report/s will be emailed to store man for
information that the PO/s are accepted and further receiving process.
6.2.2 Non-Conformance Process
The non-conformance process described below is initiated in the event of certification or
inspection defects. Mismatches in quantity, part number, serial number, specification
etc. are handled via System (Oracle) Non-conformity Report (NCR).
1. QC Inspector checks the material, if he has doubt then he should check with
proponent. Proponent should confirm his acceptance or rejection.
2. When there’s a discrepancy, the QC Inspector shall reject the material in the system
and generate non-conformity report (NCR).
Note: If the Oracle system is down, QC inspector will raise non-conformance report using
attachment B and arranges for photos of the anomaly to be taken and kept as evidence
until rectification.
3. QC Inspector will log the NC in Bizagi and apprise the case number to SCM for their
further action. Also a copy of the NCR is sent to SCM expeditor/buyer and warehouse
team.
4. Warehouse team then remove defective goods and place them in a quarantine area
and arrange the defective item to be returned to supplier, and transmits shipping
information to expeditor/buyer.
5. QC inspector monitors progress on the required corrective action. On closure of the
NCR, QC inspector transmits copies of material inspection report to buyer, expeditor
and Warehouse team for final receipt in the system and payment release.
6.3 Supplementary Instructions
6.3.1 Chemicals
In addition to the steps in section 6.2.1 above:
1. The store man ensures that incoming chemical packages are labeled with correct
identification and hazard labels.
2. QC inspector ensures that each chemical has been provided with a relevant
Material Safety Data Sheet (MSDS) and Certificate of Analysis (COA) that a copy of
each new sheet is transmitted for entry into the MSDS online register.
6.3.2 Drilling Casing and Tubing
For OCTG, it will be inspected upon receiving at Tatweer warehouse. The supplier shall
ensure that prior to delivery of the casing and tubing, all the required test reports and
certificates are provided. A third party inspection will be arranged for inspecting OCTG at
vendor facility upon request from proponent/SCM.
6.3.3 Lifting and Rigging Equipment
Lifting equipment and accessories shall be delivered to the rigging department, which
shall check the validity of certification and condition of the goods. Lifting equipment and
accessories without certification shall be rejected.

INSPECTION DOCUMENT DEFINITIONS (BS EN ISO 10204)
Type 2.1: Document in which the manufacturer declares that the products supplied are in compliance with the requirements of the order, without inclusion of test results.
Type 2.2: Document in which the manufacturer certifies that the products supplied are in accordance with the requirements of the order and in which he supplies test results
based on non-specific inspection and testing.
Type 3.1: Document issued by the manufacturer in which he declares that the products supplied are in compliance with the requirements of the order and in which he supplies
test results. The test unit and the tests to be carried out are defined by the product specification, the official regulation and corresponding rules and/or the order. It
shall be permissible for the manufacturer to transfer on to the inspection certificate 3.1 relevant test results obtained by specific inspection on primary or incoming
products he uses, provided that the manufacturer operates traceability procedures and can provide the corresponding inspection documents required.
Type 3.2: Document prepared by both the manufacturer’s authorized inspection representative, independent of the manufacturing department and either the purchaser’s
authorized inspection representative or the inspector designated by the official regulations and in which they declare that the products supplied are in compliance
with the requirements of the order and in which test results are supplied. It shall be permissible for the manufacturer to transfer on to the inspection certificate 3.2
relevant test results obtained by specific inspection on primary or incoming products he uses, provided that the manufacturer operates traceability procedures and
can provide the corresponding inspection documents required.

01- Drip rings to conform to attached drg. no. BN-LS-032 rev 2.

02- Drip ring material to be forged carbon steel. The carbon content of steel shall not exceed 0.25% and
the carbon equivalent (based on C + Mn/6) shall not exceed 0.41%.

03- Only open hearth, basic oxygen or electric furnace quality steel is acceptable. Steel from the
Bessemer process is not acceptable.

04- Drip rings with a flange rating of ANSI class 600 and below shall have raised faces. Drip rings with a
flange rating of ANSI class 900 lbs and above shall have 'RTJ' type facings.

05- A test report shall be furnished for all mandatory tests as per the material specification. In addition
hardness in BHN shall also be indicated.

06- If so specified in the purchase requisition, the material shall meet the requirements of NACE Std MR-
01-75 with hardness limited to 187 BHN for ASTM A105 and 200 BHN for ASTM A694.

07- Third party inspection (if third party inspection is specified in the purchase requisition) shall be as per
approved Inspection & Testing Plan. Supplied from the supplier to the company for review and
approval

08- Vendor shall submit the material test certificates for approval by Tatweer Petroleum requisitioning
engineer. The vendor shall ship material only after approval of certificates referenced in attachments
A, C & D of procedure QMS-011 'Instructions to Sellers'.

09- Vendor must confirm complete compliance to this specification in the offer. Any deviation from this
specification shall be clearly and categorically indicated in the offer. In case the vendor does not spell
out any deviation it will be assumed that the offer is in total conformity with this specification.

02- Valves shall be tested as per API Std 598. For ANSI class 600 or higher , back seat testing shall be
performed at high pressure.

03- The manufacturer shall furnish test reports for each valve as follows:
a) For all the mandatory tests on valves as per standard.
b) For metallic pressure components and trim materials as per the material standard with full
chemical composition and physical properties (including actual hardness in BHN). Vendor
may alternatively furnish a typical test certificate for the trim materials only. However test
certificates for the pressure parts should be fully traceable.
The details regarding other materials such as hard facing overlays, hand wheel, body to bonnet
gasket and non-metallic components etc. can be furnished in the form of a conformity certificate to
the PMS.

04- The body to bonnet gasket shall be of iron, soft steel or spiral wound construction. CAF or aluminum
gaskets are not permitted.

05- Valves, which are required to have one end socket-weld, other end screwed (specified as SW / Scrd),
shall have the upstream side furnished with a socket weld end.

b) ANSI class 600 and 900 - 20% of total quantity, subject to a minimum of one
casting per heat / pour, to be selected at random by
the inspector.
c) ANSI class 1500 and 2500 - 100% of total quantity.

Areas to be radiographed shall be as per para 8.3. Procedure and acceptance shall be in accordance
with annexure 'B' of ANSI B16.34.

The vendor shall furnish drawings for all gear operated valves along with the quotation.

11- The vendor shall submit, within 30 days of order placement, three copies of :-
a) Certified dimensional drawings including cross-sectional details and parts list.

01-75.

03- Valves shall be tested as per API Std 6D.

04- Flanges can be either integrally cast or forged along with the valve body. Alternatively flanges may be
attached by full penetration welding to forged bodies only. In the case of welded flanges the following
shall apply:
i) All requirements of weld as stated in ASME SEC. VIII DIV. 1 for weld joint efficiency
factor 1.0 shall apply.
ii) Flange to valve body joint shall be 100% radiographed.
iii) Necessary heat treatment shall be clearly stated in the quotation and shall conform
to necessary requirements of standards and written welding procedures - qualified in
accordance with SEC. IX of the ASME Boiler and Pressure Vessel Code.
End flanges should be suitable for bolting up with fully threaded studs and two nuts. Blind flange

05- Valves with flange rating ANSI class 600 and below shall have raised faces. Valves with flange rating

b) ANSI class 600 and 900 - 20% of total quantity, subject to a minimum of one valve
for each heat / pour, to be selected at random by inspector.
c) ANSI class 1500 and ANSI class 2500 - 100% of total quantity.
Areas to be radiographed shall be as per para 8.3. Procedure and acceptance shall be in accordance
with annexure 'B' of ANSI B16.34.
For forged carbon steel bonnet / body vendor may offer ultrasonic testing in place of radiography.
Ultrasonic examination shall be in accordance with para 8.3 and acceptance in accordance with
annexure 'E' of ANSI B16.34.

In cases where the vendor's design requires a lower sized valve with gear operator, the vendor shall
quote accordingly.
The vendor shall furnish drawings for all gear-operated valves along with the quotation.

10- The vendor shall furnish relevant valid fire safe test (type test) certificates as per the latest API / BS
standards for the valves offered.

faces. Valves with flange rating ANSI class 1500 and above shall have
'RTJ' type facing. End flanges should be suitable for bolting up with fully
threaded studs and two nuts.

05- Valves shall be radiographed per ANSI B16.34 as follows (a minimum of


one valve for each item of the requisition to be radiographed): -

06- The manufacturer shall furnish test reports for each valve as follows:
a) For all the mandatory tests on valves as per standard.
b) For metallic pressure components and trim materials as per the
material standard with full chemical composition and physical
properties (including actual hardness in BHN). Vendor
may alternatively furnish a typical test certificate for the trim
materials only. However test certificates for the pressure parts
should be fully traceable.
c) Radiography / Ultrasonic tests.
The details regarding other materials such as hard facing overlays,
hand wheel, body to bonnet gasket and non-metallic components
etc. can be furnished in the form of a conformity certificate.
07- Each choke valve shall be stamped with the tag no. and design
parameters inscribed on a SS plate shall be screwed to the body.

08- All the valves requiring an operating torque in excess of 350N (Newtons)
shall be provided with gear operation. The vendor is to clearly state in his
quotation, the items nos. for which gear operation is included, to comply
with the 350N maximum torque requirement. The vendor shall furnish the
drawing/s for all gear-operated valves along with the quotation.

09- The vendor shall submit the following data along with the quotation:
a) Technical details including calculations from sizing
criteria.
b) Flow characteristic curves.
c) Spare parts requirement for one year of normal
operation and maintenance.

10- The vendor shall submit, within 30 days of order placement, three copies
of: -
a) Certified dimensional drawings including cross-sectional

02- The material shall meet the requirements of NACE Std MR-01-75 & ISO 151516.

03- Valves shall be tested as per API Std 6D.

04- Flanges can be either integrally cast or forged along with the valve body. Alternatively flanges may be
attached by full penetration welding to forged bodies only. In the case of welded flanges the following
shall apply:
i) All requirements of weld as stated in ASME SEC. VIII DIV. 1 for weld joint efficiency
factor 1.0 shall apply.
ii) Flange to valve body joint shall be 100% radiographed.
iii) Necessary heat treatment shall be clearly stated in the quotation and shall conform
to necessary requirements of standards and written welding procedures - qualified in
accordance with SEC. IX of the ASME Boiler and Pressure Vessel Code.
End flanges should be suitable for bolting up with fully threaded studs and two nuts. Blind flange
design is not acceptable.

05- Valves with flange rating ANSI class 900 and below shall have raised faces.

06- The body to bonnet gasket shall be of iron, soft steel or spiral wound construction. CAF or aluminum
gaskets are not permitted.

07- Valves shall be radiographed per ANSI B16.34 as follows: -
a) ANSI class 150 and ANSI class 300 - nil
b) ANSI class 600 and 900 - 20% of total quantity, subject to a minimum of one valve
for each heat / pour, to be selected at random by inspector.
c) ANSI class 1500 and ANSI class 2500 - 100% of total quantity.
Areas to be radiographed shall be as per para 8.3. Procedure and acceptance shall be in accordance
with annexure 'B' of ANSI B16.34.
For forged carbon steel bonnet / body vendor may offer ultrasonic testing in place of radiography.
Ultrasonic examination shall be in accordance with para 8.3 and acceptance in accordance with
annexure 'E' of ANSI B16.34.

08- The manufacturer shall furnish test reports for each valve as follows:
a) For all the mandatory tests on valves as per standard.
b) For metallic pressure components and trim materials as per the material standard with full
chemical composition and physical properties (including actual hardness in BHN). Vendor
may alternatively furnish a typical test certificate for the trim materials only. However test
certificates for the pressure parts should be fully traceable.
c) Radiography / Ultrasonic tests.
The details regarding other materials such as hard facing overlays, hand wheel, body to bonnet
gasket and non-metallic components etc. can be furnished in the form of a conformity certificate to
the PMS.

09- Valves shall be provided with bevel gear operators enclosed in grease case as follows: -
a) ANSI class 150 and 300 - 10"NB and larger.
b) ANSI class 600 and 900 - 2"NB and larger.
c) ANSI class 1500 and ANSI class 2500 - 2"NB and larger.

In cases where the vendor's design requires a lower sized valve with gear operator, the vendor shall
quote accordingly.
The vendor shall furnish drawings for all gear-operated valves along with the quotation.

10- The vendor shall furnish relevant valid fire safe test (type test) certificates as per the latest API / BS
standards for the valves offered.

11- Third party inspection (if third party inspection is specified in the purchase requisition) shall be as per
approved Inspection & Testing Plan. Supplied from the supplier to the company for review and
approval

12- The vendor shall submit, within 30 days of order placement, three copies of: -
a) Certified dimensional drawing including cross-sectional details and parts list.
b) Installation, operating and maintenance manuals.

13- In case of ball integral with stem, the ball material shall be same as stem material (without ENP).

14- Vendor shall submit the material test certificates for approval by Tatweer Petroleum requisitioning
engineer. The vendor shall ship material only after approval of certificates referenced in attachments
A, C, D, E ,R, S & T of procedure QMS-011 'Instructions to Sellers'.

15- Vendor must confirm complete compliance to this specification in the offer. Any deviation from this
specification shall be clearly and categorically indicated in the offer. In case the vendor does not spell
out any deviation it will be assumed that the offer is in total conformity with this specification.

16- Vendor must state place of origin for all manufactured material.

09- Valves requiring an operating torque in excess of 350N (newtons) shall be provided with gear
operation. The vendor is to clearly state in his quotation, the items nos. for which gear operation is
included to comply with the 350N maximum torque requirement. The vendor shall furnish drawings for
all gear-operated valves along with the quotation.

10- Third party inspection (if third party inspection is specified in the purchase requisition) shall be as per
approved Inspection & Testing Plan. Supplied from the supplier to the company for review and

01- Flanges to conform to ANSI B16.5.

02- Flange material to be forged carbon steel as per ASTM A105. The carbon content of steel shall not
exceed 0.25% and the carbon equivalent (based on C + Mn/6) shall not exceed 0.41%.

03- Only open hearth, basic oxygen or electric furnace quality steel is acceptable. Steel from the
Bessemer process is not acceptable.

04- Flanges with a flange rating of ANSI class 900 and below shall have raised faces.

05- A test report shall be furnished for all mandatory tests as per the material specification. In addition
hardness in BHN shall also be indicated.

06- The material shall meet the requirements of NACE Std MR-01-75 and ISO 151516 with hardness
limited to 187 BHN.

07- Third party inspection procedure (if third party inspection is specified in the purchase requisition) shall

01- Spiral wound gaskets per ASME B16.20. Material shall be AISI 316L. Filler material may be
graphite/PTFE (non-asbestos). All materials shall be compatible with water analysis provided below.

02- Manufacturer's test certificates for filler material and spiral material shall be furnished as per relevant
material specification.

03- All gaskets shall be supplied with low CS inner ring and centering ring.

04- Each size of gasket shall be supplied in bundles labelled with size, rating and material specifications.
