1 PURPOSE
The purpose of this procedure is to describe the process for controlling quality of
materials purchased by the company, and for inspecting materials received at the
company’s warehouse. Inspection of materials at sellers' premises is addressed in
procedure QMS-005 'Guidelines for QC Inspectors'.
2 SCOPE
This procedure applies to company AI-QA/QC and warehouse personnel.
3 DEFINITIONS AND ABBREVIATIONS
3.1 Definitions:
Bulk Materials: Manufactured items requiring certification from the
vendor, as listed in the schedule of certification codes
(Attachment C).
Company: Tatweer Petroleum
Material: In the context of this procedure, any item procured by
the company for delivery to the warehouse.
Material Receipt Checklist: Checklist raised for inspection of incoming materials at
company warehouse (Attachment A).
Non-conformance Report: Report raised to record non-conformances and
associated corrective actions (Attachment B).
Packaged Unit: Manufactured assembly requiring certification from the
vendor

4 RESPONSIBILITIES
Head of Asset Integrity (HAI)
Responsible to the leadership team for ensuring that certification requirements for
materials are effectively implemented and that the quality control element of
warehouse material inspection operations are properly administered.
QC Inspectors
Responsible to the HAI for inspecting incoming material, reviewing certification and
dealing with non-compliance issues in liaison with relevant parties (e.g. discipline
engineer, requisition engineer, buyer, expeditor etc.)

3. On completion of the bid process (or bid waiver process) the requisition with
attachments are routed to buyer for conversion to purchase order.
4. SCM/Buyer will do the needful as per their procedure.

2. After Receiving the IRR and PO Copy from Warehouse, TP QC inspector (Mechanical or
E&I) performs the following checks to ensure:
a) The materials are new, un-used, and no older than 3 years from the date of
manufacture together with complete certificates as stipulated in attachment C.
Note that Material Test Certificate (MTC) shall be no older than 5 years.
b) Each certificate carries name and stamp of the issuing manufacturer. For E&I
material, third party certificate is not acceptable.
c) Product correctly identified (manufacturer, batch number, heat number, part
and model number, reference, manufacturing or expiry date etc.)
d) Standard of compliance in accordance with designated certificates (e.g. API,
NACE etc.)
e) Material specifications from the PO descriptions matched against the delivered
materials (product technical data, test certificate, mill certificate etc.):

3. QC inspector accepts the material in the Oracle and generates inspection report for
each PO. Then the soft copy of Inspection Report/s will be emailed to store man for
information that the PO/s are accepted and further receiving process.
6.2.2 Non-Conformance Process
The non-conformance process described below is initiated in the event of certification or
inspection defects. Mismatches in quantity, part number, serial number, specification
etc. are handled via System (Oracle) Non-conformity Report (NCR).
1. QC Inspector checks the material, if he has doubt then he should check with
proponent. Proponent should confirm his acceptance or rejection.
2. When there’s a discrepancy, the QC Inspector shall reject the material in the system
and generate non-conformity report (NCR).
Note: If the Oracle system is down, QC inspector will raise non-conformance report using
attachment B and arranges for photos of the anomaly to be taken and kept as evidence
until rectification.
3. QC Inspector will log the NC in Bizagi and apprise the case number to SCM for their
further action. Also a copy of the NCR is sent to SCM expeditor/buyer and warehouse
team.
4. Warehouse team then remove defective goods and place them in a quarantine area
and arrange the defective item to be returned to supplier, and transmits shipping
information to expeditor/buyer.
5. QC inspector monitors progress on the required corrective action. On closure of the
NCR, QC inspector transmits copies of material inspection report to buyer, expeditor
and Warehouse team for final receipt in the system and payment release.
6.3 Supplementary Instructions
6.3.1 Chemicals
In addition to the steps in section 6.2.1 above:
1. The store man ensures that incoming chemical packages are labeled with correct
identification and hazard labels.
2. QC inspector ensures that each chemical has been provided with a relevant
Material Safety Data Sheet (MSDS) and Certificate of Analysis (COA) that a copy of
each new sheet is transmitted for entry into the MSDS online register.
6.3.2 Drilling Casing and Tubing
For OCTG, it will be inspected upon receiving at Tatweer warehouse. The supplier shall
ensure that prior to delivery of the casing and tubing, all the required test reports and
certificates are provided. A third party inspection will be arranged for inspecting OCTG at
vendor facility upon request from proponent/SCM.
6.3.3 Lifting and Rigging Equipment
Lifting equipment and accessories shall be delivered to the rigging department, which
shall check the validity of certification and condition of the goods. Lifting equipment and
accessories without certification shall be rejected.

01- Screwed / socket weld / butt weld end gate valve conforming to API Std 602 up to and including ANSI
class 1500 and to manufacturers standard for ANSI class 2500. Detailed specifications are as follows:
02- Valves shall be tested as per API Std 598. For ANSI class 600 or higher , back seat testing shall be
performed at high pressure.
03- The manufacturer shall furnish test reports for each valve as follows:
a) For all the mandatory tests on valves as per standard.
b) For metallic pressure components and trim materials as per the material standard with full
chemical composition and physical properties (including actual hardness in BHN). Vendor
may alternatively furnish a typical test certificate for the trim materials only. However test
certificates for the pressure parts should be fully traceable.
The details regarding other materials such as hard facing overlays, hand wheel, body to bonnet
gasket and non-metallic components etc. can be furnished in the form of a conformity certificate to
the PMS.
04- The body to bonnet gasket shall be of iron, soft steel or spiral wound construction. CAF or aluminum
gaskets are not permitted.
05- Valves, which are required to have one end socket-weld, other end screwed (specified as SW / Scrd),
shall have the upstream side furnished with a socket weld end.
06- If so specified in the purchase requisition, the material shall meet the requirements of NACE Std MR-
01-75.
07- Third party inspection (if third party inspection is specified in the purchase requisition) shall be as per
approved Inspection & Testing Plan. Supplied from the supplier to the company for review and
approval
08- Vendor shall submit the material test certificates for approval by Tatweer Petroleum requisitioning
engineer. The vendor shall ship material only after approval of certificates referenced in attachments
A, C, D, E, R, S, & T of procedure QMS-011 'Instructions to Sellers'.

01- Extended body gate valve conforming to API Std 606, ANSI class 800. Detailed specifications as
follows: -
02- Valves shall be tested as per API Std 598. For ANSI class 600 or higher, back seat testing shall be
performed at high pressure.
03- The extended body shall be provided with integrally reinforced end (male couplet) suitable for direct
welding on the pipe / vessel wall. The other end shall be threaded NPT female or with socket weld
ends as specified in the ordering information sheet.
04- The manufacturer shall furnish test reports for each valve as follows:
a) For all the mandatory tests on valves as per standard.
b) For metallic pressure components and trim materials as per the material standard with full
chemical composition and physical properties (including actual hardness in BHN). Vendor
may alternatively furnish a typical test certificate for the trim materials only. However test
certificates for the pressure parts should be fully traceable.
The details regarding other materials such as hard facing overlays, hand wheel, body to bonnet

01- Flanged steel gate valve conforming to API Std 600. Detailed specifications are as follows :
02- If so specified in the purchase requisition, the material shall meet the requirements of NACE Std. MR-
01-75.
03- Valves shall be tested per API Std 598. For ANSI class 600 or higher, back seat testing shall be
performed at high pressure.
04- Flanges shall be integral with the valve body. Welded on flanges are not acceptable. End flanges shall
be suitable for bolting up with fully threaded studs and two nuts. Blind flange design is not acceptable.
05- Valves with a flange rating of ANSI class 600 and below shall have raised faces. Valves with a flange
rating of ANSI class 900 and above shall have 'RTJ' type facing.
06- The body to bonnet gasket shall be of iron, soft steel or spiral wound construction. CAF or aluminum
gaskets are not permitted.
Areas to be radiographed shall be as per para 8.3. Procedure and acceptance shall be in accordance
with annexure 'B' of ANSI B16.34.
08-The manufacturer shall furnish test reports for each valve as follows:
a) For all the mandatory tests on valves as per standard.
b) For metallic pressure components and trim materials as per the material standard with full
chemical composition and physical properties (including actual hardness in BHN). Vendor
may alternatively furnish a typical test certificate for the trim materials only. However test
certificates for the pressure parts should be fully traceable.
c) Radiography tests.
The details regarding other materials such as hard facing overlays, hand wheel, body to bonnet
gasket and non metallic components etc. can be furnished in the form of a conformity certificate to
the PMS.
09- Valves shall be provided with bevel gear operators, enclosed in a grease case as follows: -
a) ANSI class 150 and 300 - 10"NB and larger
b) ANSI class 600 and 900 - 6"NB and larger
c) ANSI class 1500 and 2500 - 3"NB and larger
The vendor shall furnish drawings for all gear operated valves along with the quotation.
10- Third party inspection (if third party inspection is specified in the purchase requisition) shall be as per
approved Inspection & Testing Plan. Supplied from the supplier to the company for review and
approval
11- The vendor shall submit, within 30 days of order placement, three copies of :-
a) Certified dimensional drawings including cross-sectional details and parts list.
b) Installation, operation & maintenance manuals.

i) All requirements of weld as stated in ASME SEC. VIII DIV. 1 for weld joint efficiency
factor 1.0 shall apply.
ii) Flange to valve body joint shall be 100% radiographed.
iii) Necessary heat treatment shall be clearly stated in the quotation and shall conform
to necessary requirements of standards and written welding procedures - qualified in
accordance with SEC. IX of the ASME Boiler and Pressure Vessel Code.
End flanges should be suitable for bolting up with fully threaded studs and two nuts. Blind flange
design is not acceptable.
05- Valves with flange rating ANSI class 900 and below shall have raised faces.
06- The body to bonnet gasket shall be of iron, soft steel or spiral wound construction. CAF or aluminum
gaskets are not permitted.
08- The manufacturer shall furnish test reports for each valve as follows:
a) For all the mandatory tests on valves as per standard.
b) For metallic pressure components and trim materials as per the material standard with full
chemical composition and physical properties (including actual hardness in BHN). Vendor
may alternatively furnish a typical test certificate for the trim materials only. However test
certificates for the pressure parts should be fully traceable.
c) Radiography / Ultrasonic tests.
The details regarding other materials such as hard facing overlays, hand wheel, body to bonnet
gasket and non-metallic components etc. can be furnished in the form of a conformity certificate to
the PMS.
09- Valves shall be provided with bevel gear operators enclosed in grease case as follows: -
a) ANSI class 150 and 300 - 10"NB and larger.
b) ANSI class 600 and 900 - 2"NB and larger.
c) ANSI class 1500 and ANSI class 2500 - 2"NB and larger.
In cases where the vendor's design requires a lower sized valve with gear operator, the vendor shall
quote accordingly.
The vendor shall furnish drawings for all gear-operated valves along with the quotation.
10- The vendor shall furnish relevant valid fire safe test (type test) certificates as per the latest API / BS
standards for the valves offered.
11- Third party inspection (if third party inspection is specified in the purchase requisition) shall be as per
approved Inspection & Testing Plan. Supplied from the supplier to the company for review and
approval
12- The vendor shall submit, within 30 days of order placement, three copies of: -
a) Certified dimensional drawing including cross-sectional details and parts list.
b) Installation, operating and maintenance manuals.
13- In case of ball integral with stem, the ball material shall be same as stem material (without ENP).
14- Vendor shall submit the material test certificates for approval by Tatweer Petroleum requisitioning
engineer. The vendor shall ship material only after approval of certificates referenced in attachments
A, C, D, E ,R, S & T of procedure QMS-011 'Instructions to Sellers'.
