Rules and Regulations:

1. Every student enrolled in this is expected to attend all lectures. For this purpose,
university regulations governing attendance will be enforced. Only official excuses
submitted within one week of the occurrence of absence acceptable.
2. Homework assignments are listed in the table below and will not be collected after the
due date of submission.
3. The date of the class Quizzes will be announced in the class at least one week prior to
the quiz date.
4. All quizzes are counted towards your final grade. NO MAKEUP QUIZZES WILL BE GIVEN
FOR ANY REASON. If you have an Official excuse for missing a quiz, your quiz grade will
be based on your Final Exam result.
5. Cheating in quizzes, exams, or the final exam will result in the grade of F in the course.

Grading Policy:

Assignment/quiz/presentation: 20%
Mid Term Exams: 25%
Final Exams: 55%
Total: 100%

Course Description:

The course is in continuance of the Administrative Law-I taught in the previous semester. In this
semester the students will study the topics relating to the remedies provided to the person
aggrieved with the administrative actions and administrative discretions. The course also
includes the topics relating to the Administrative Tribunals; their powers and functions,
Ombudsman, Judicial Review of administrative actions, Civil Servant’s Act, 1973 and Service
Tribunals Act, 1973.

The objectives are to inculcate a critical appreciation of the issues and to prepare students for
professional practice in the field of Administrative Law. The course is absolutely necessary for
the students to grasp the rules of Administrative Law and their application before joining legal
profession.

COURSE OBJECTIVES:

The objectives of this course are to allow students to know that: 

 Growth of administrative law, its definition, nature, scope, as well as the sources or the
administrative law as it relates to constitutional law and its principles. Powers of
 Equip the students with basic topics in administrative law such as local government
system, functions and delegated legislation, its control, it occupies in any administrative
system, and how its use or misuse can affect the workings of a governmental
administrative system.
 Examine the administrative Panels and Tribunals of enquiries in countries, the extent of
their independence and the rights of appeal from the tribunals as well as judicial review
applicable in the systems.
 Administrative authorities have many powers and their functions affect the lives of all
persons and bodies.
 To regulate the powers and duties of administrative authorities and provide remedies
for administrative wrongs
 Provide judicial remedies and non-judicial remedies for administrative acts.
 Expose to the students the work of Public Commission/ Ombudsman, actions and
proceedings against government, the doctrine of locus standi and administrative and
prerogative remedies available to citizens.

Upon the completion of this course, the students will be able to know:

 Principles, powers and duties of administrative authorities and the remedies
prescribed by law for the wrongs and excesses of administrative authorities
 Administrative decisions and rule making procedures
 Control of administrative powers, administrative adjudication and the right to fair
hearing, due process of law
 Administrative personnel in the public and private sectors
