Our guest speaker graduated as Valedictorian of St.

Theresa’s College for


Elementary and St. Louis University Boys High School. He graduated Magna Cum
Laude from the University of the Philippines School of Economic in 1983.

Our guest speaker graduated as Valedictorian from St. Theresa’s College grade
school department and St. Louis University Boys High School, both in Baguio City. He
graduated Magna Cum Laude from the University of the Philippines School of
Economics in 1983. He obtained his law degree from University of the Philippines
College of Law in 1987 being the top four in his class. Even before passing the bar
examinations, our guest speaker has been deeply involved in socio-civic cases,
advocating for the rights of marginalized groups, including indigenous sectors of society.
Apart from his various public service activities and concerns, our speaker joined the law
faculty of the state university in 1989 and was the Dean of the College of Law of the
University of the Philippines in 2008 up to 2012.

In 2010, our guest speaker was designated by Pres. Benigno Aquino III as the
government’s lead negotiator in its peace talks with the Moro Islamic Liberation Front,
the largest insurgent group in Mindanao. On October 15, 2012, he successfully led the
parties to sign a Framework – Agreement which paved the way for the establishment of
the new autonomous political entity, the Bangsamoro. On November 21, 2012,
