Warrant of Arrest
A written authority issued to arresting officer to make an arrest or take a person into
custody in order that he may be bound to answer for the commission of an offense.
2. No violence or unnecessary force shall be used in making an arrest, and the person
to be arrested shall not be subjected to any greater restraint than what is necessary
under the circumstances.

3. As a general rule, arrests can be made on any day of the week and at any time of the
day or night.
2. When an offense has in fact just been committed and he has personal knowledge of
facts indicating that the person to be arrested had committed it;
3. When the person to be arrested is a prisoner who has escaped from a penal
establishment or place where he is serving final judgment or temporarily confined while
his case is pending or has escaped while being transferred from one confinement to
another.

Method of Arrest
When making an arrest by virtue of a warrant, the officer shall inform the person
to be arrested of the cause of the arrest and of the fact that a warrant has been issued
for his arrest.
Except when he flees or forcibly resist before the officer has opportunity so to inform
him, or when the giving of such information will imperil the arrest.
After the arrest, if the person arrested so requires, the warrant shall be shown to him as
soon as practicable.
Validity of Warrant
The warrant of arrest remains valid as long as the person stated therein is not arrested
regardless of the number of days that already lapsed, while a search warrant is valid
within ten days from issuance.
Search warrant
An order in writing issued in the name of the People of the Philippines, signed by a
judge and directed to a peace officer, commanding him to search for personal property
described therein and bring it before the court. (Sec1, Rule 126 of the Rules of the
Court)

Methods of Patrol
The means used under favorable conditions that provide the most effective utilization of
available personnel, logistics, and funds to render police visibility, assistance and
response.
1. Foot Patrol- Type of patrol which is restricted to small areas and is used to deal
with special situations while maintain radio contact which officers in patrol cars.
The oldest form of police patrol work.
The most expensive type of patrol as the area becomes large. it requires more men to
cover the entire geographical area where a department is assigned to safeguard
• non-vehicular patrol
• conducted in heavily populated areas
• Provides the patrol officers familiarity on the ground and better observational,
identification and solution to peace and order concerns in their beat.
• Enables patrol officers to establish and maintain favorable relations with the
community through person-to-person contact.
• Patrol officers are able to more readily detect situations which require police
action.

Used to secure 2 types of police geographical units such as post and beat.
1. Post - a predetermined position or location where an officer is assigned for
guard duty.
2. Beat - the smallest area specifically assigned for patrol purposes
TYPES OF FOOT PATROL
• Fixed foot patrol - usually used for traffic, surveillance, parades, and
specific events.
• Moving foot patrol - used where there is considerable foot movement
such as patrolling business and shopping centers, high crime areas, and
in places where there are many or multiple family dwellings.
Significance of Foot Patrol
•Make visibility of officers
•Make greater contact with the community
•Increase rapport with community members.
•Increase community policing; and
• Improve police officer job attachment and satisfaction.
Disadvantage of Foot Patrol
• Low mobility resulting to limited coverage of the patrol area.
• Low response time to telephone complaints.
• Foot patrol method involves a large number of personnel since officers are
assigned on small areas of jurisdiction called beats.
Traditional foot Patrol patterns
✓ Clockwise patrol pattern - It is the patrol pattern that is done at the start
of the eight hours tour of duty, which purposes is for the patrol officer to

Conducted through the use of land-based vehicles.
MOTORCYCLE PATROL
✓ Primarily used for conducting operations against motorcycle-riding

✓ Used for traffic management and for security escort duties.
✓ High mobility of motorcycle patrols even in traffic congested areas makes them
effective in addressing crimes.

BICYCLE PATROL
It is regarded as the simple and inexpensive means of silent transportation to carry
police office throughout their patrol duty.
Advantages
✓ Lower cast (Inexpensive) to operate as compared to motorcycle and
automobiles.
✓ Areas not accessible by patrol cars or are too wide or foot patrol can be covered
by bicycle.
✓ Increased mobility and stealth since bicycle can be Fated quietly and without
attracting too much attention. In seattle, Washington, for example, bicycle officers
used bikes to whip around surprise drug dealers.

Automobile Patrol
Marked police car equipped with two way radio, blinkers and siren are used for covering

Patrol Strategies
Decoy Patrol
The principal tactics are blending and decoy, in which patrol personnel are
deployed in specific high crime areas in discreet disguises in an effort to blend into their
surroundings in the expectation of observing crimes in progress.
Aggressive Patrol
Emphasis is on positive, target-oriented activities by the patrol officer
e.g. highly selective but thorough physical security inspections conducted in a specific
geographic area
Team Policing
This is an attempt to decentralize the police organization in order to make it more
responsive to the localized needs and interests of neighborhood and community
groups.
