What doable and effective measure would you recommend to
prevent the exploitation of national minorities, particularly the
Lumads, by the CPP/NPA/NDF?

Since the main function of the Philippine National Police is to


enforce the law, prevent and control crimes, maintain peace and order
and ensure public safety and internal security with the active support of
the community.
Apart from maintaining order and service functions, the purpose of
policing is the investigation of suspected criminal activity and the referral
of the results of investigations and of suspected criminals to courts, Law
enforcement, to vary my degrees at different levels of government and in
different agencies, also commonly charged with the responsibilities of
deterring criminal activity and o preventing the successful commission of
crimes. The service and enforcement of warrants, writs and other orders
of the court.
It also Involved In providing first response to emergencies and
other threats to public safety, the protection of certain public facilities and
infrastructure, the maintenance of public order, the protection of the
community.
The Philippine National Police is a police organization whose
mission is preventing, detecting and suppressing crime.
The PNP policing will enable to meet the level of complexity that
future threats are likely to present which the PNP Master Plan programs
shall conform with and supplement, it shall prescribe the grand strategy
to be undertaken by the PNP on the crime prevention control and
suppression, in the total fight against all forces of criminality.
The campaign against .crime is continuing concern. It is a war that
the police cannot win alone, and cannot in any real sense fight alone.
Police cannot change the "root drivers" of the crime such as poverty,
unemployment, poor housing, moral education, freedom, civil liberties,
ambitions, dysfunctional families, and other ills of socio economic
opportunities. Thus all aspect of police work should be premised upon
active community consent, trust and participation.
In so doing, developing effective crime prevention, control and
suppression strategies has presented the PNP with a fundamental
dilemma. On one hand, crime will be committed and indeed, a continuing
mandate. From this perspective, the police is viewed solely as a
professional crime buster and often criticized if public expectations are
not met, on the other hand, the community needs to believe that the
police is or can become effective crime buster.
Thus the PNP has been compelled to rethink and redesign its
entire approach to this main task through dearer prioritization of targets
with emphasis on prevention, control and suppression of crime and more
resources moved into proactive policing.

Let us intensity our campaigns against crime. Let us create an o


close collaboration with the community local government unit and
international organizations dedicating our resources and enhancing our
capabilities and skills to address and transnational threats to peace and
order.
The deployment of dedicated Intelligence, Investigation Teams for
criminal/gangs/syndicates terrorists. Kidnapers, bank robbers and
Kidnapers specific crime areas. Teams for specific activities involving
internal Security/Terrorist Groups are formed in all police units varying
scale depending on the threat analysis and availability of personnel. This
team shall conduct legal offensive against members of syndicated crime
group to force them of the locality or better still, to prevent them in the
commission of the crimes.
