QUESTION TO PONDER: How would you explain professionalism competency and

human rights principles and practices bridging the gap that there would be a proper

enforcement of the law and they will be no officer violating of human rights?

ANSWER:

Professionalism competency of a Police Officer have a very reputable job,

meaning they must be professional at all times. The job of a police officer is to

protect and to serve the public. Since most of their time is spent in the public eye,

they are expected to maintain professional behavior.

Thus, professionalism in policing is of extraordinary importance because of

the authority vested in law enforcement officers. It reflects an implicit guarantee that

the experience, education, and training of officers uniquely qualify them to meet the

challenges present in a changing and dynamic society. Police officers are expected

to successfully operate within many demanding and conflicting roles specially in

enforcement of the law with regards in violating human rights, and along these lines,

are presumed to possess ethical qualities and competence far superior to those of

the nonprofessional whose attitudes are misaligned with the goals of high standards.

To answer such question of bridging the gap of police professionalism

competency and human rights principles. It is necessary that Police officers (PNP)

must avoid any unnecessary human rights violation by adopting necessary

measures to instruct law enforcement officials, during basic training and all

subsequent training and refresher courses, in the provisions of national legislation in


accordance with the human rights law and other basic international human rights

standards.

To further elaborate, the PNP with its law enforcement personnel should

adopt an active and visible policy of integrating a gender perspective into the

development and implementation of training and policies for law enforcement

officers. There must be a basic human rights standards for law enforcement officers

and personnel’s like for an example a police officers (PNP) must not use force

except when strictly necessary and to the minimum extent required under the

circumstances.

The implementation of this basic standard involves, among other things, that

Police officers, in carrying out their duty, should apply non-violent means as far as

possible before resorting to the use of force. They may use force only if other means

remain ineffective or without any promise of achieving the necessary result.

Whenever the lawful use of force is unavoidable, police officers must: Exercise

restraint in such use and act in proportion to the seriousness of the offence

and the legitimate objective to be achieved, minimize damage and injury, and

respect and preserve human life, ensure that all possible assistance and medical aid

are rendered to any injured or affected persons at the earliest possible moment,

ensure that relatives or close friends of the injured or affected person are notified at

the earliest possible moment, and where injury or death is caused by the use of force

by police officers, they shall report the incident promptly to their superiors, who

should ensure that proper investigations of all such incidents are carried out.

By observing these basic standard, professionalism competency and human

rights principles in law enforcement are very much attainable.
