The Association wishes to remind you that in the year 2023, we approached Ministry of
Finance to enhance the limit of investment, per person, in Savings schemes such as PBA, PBC,
SFWA from 5 million to 7 million.
2. Our request formed part of the budget speech for the financial year 2023-24 and was
approved by the Parliament. Accordingly, the Central Directorate of National Savings has
notified the revised investment in their above mentioned schemes vide their O.M No. F.12 (2-
1)P S-(Rules-Procedure(63-2)/2021 dated 27 June 2023 (copy enclosed).
3. The honor’ble members may like to avail of the above said facility regarding the increase
in investment limit of the National Savings Instruments.

The AWRP informs to the valued members of AWRP that in pursuance of the policy
decision enunciated in Budget Speech 2023-24 by the Hon’ble Finance Minister and its
consequent approval of the Parliament, the prescribed limit of investment in PBC, PBA and
SFWA have been enhanced from Rs. 5 million to Rs. 7.5 million w.e.f 1 st July 2023. This refers to
the O.M No. F.12 (2-1)P S-(Rules-Procedure(63-2)/2021 dated 27 June 2023 (copy enclosed)
issued by the Central Directorate of National Savings Islamabad.
It is therefore, advised that members may avail the opportunity. This will not only help
the govt, to create domestic savings at the same time to increase in the purchasing power of
pensioners and help the widows and others.
Dear Member,
The AWRP is pleased to inform you that Mr. Saifullah Khan, a member of the
Association, along with some other pensioners filed an appeal before the learned Federal
Service Tribunal (FST) that those pensioners who retired before the introduction of Pay scales
of 2001 were governed under the Pay Scales of 1994 which were then prevalent. Hence, the
annual increase in pension was to be governed under the Pay Scales of 1994 on the basis of
gross pension. Whereas the Govt after the introduction of pay scales 2001 started awarding the
increase in the pension on the basis of Pay Scales of 2001 on the net pension. This was
apparently miscarriage of justice.
The learned FST upheld the point of view of the appellants and passed an order that
pensioners retiring before 2001 shall receive annual increases on gross pension as provided
under the Pay Scales of 1994 and not on the basis of Pay Scales 2001. The Federal Govt
appealed before the Hon’ble Supreme Court of Pakistan challenging the decision of the FST
which was turned down.
Hon’ble members may like to discuss the matter with Mr. Saifullah Khan

3. For catering to the health requirement, the AWRP has for the past
many years through the following international hospitals and
consultants & pathological laboratories etc have been put on our
panel. A list of above is enclosed for reference purpose.
4. The pensioners are already getting consultations from the above hospitals but in most of
the cases the old pensioners & their spouse need special tests etc. which are not easily
available at other places except your hospital. In order to get expertise of the valued NORI is
maintaining in this sprawling city – Islamabad, the AWRP request that the pensioners of the
government who are our members and also senior citizens may be allowed
concession/discount in consultations, tests, included MRI, Radiology and any other complicated
tests etc. This will not only enhance the income of NORI Hospital but give great relief to the
marginalized segment of population of whom many are at loss to make their both ends meet.
5. Moreover, retired pensioners who incidentally all are senior citizens and physically
handicapped to stand in ques for long time. It is therefore, requested that a facility of separate
counters may kindly be provided to save them from the said hardship.
5. If agreed, the AWRP or its representative may hold a meeting with you and draw
memorandum of understanding on the date and time suitable to you.

I am pleased to inform you that a MoU has been signed between Al Khidmat Raazi
Hospital & AWRP for providing medical facilities on discounted rates to AWRP members from
Premium Diagnostic Centre (PDC) G-8 Markaz Islamabad. Special discount cards will be issued
to AWRP members and their spouses as per detail given below.
• Flat 30% discount on all Imaging tests being performed by the PDC, on request
ambulance pick & drop service will be provided for main sectors of Urban
Islamabad to bed ridden patients.
The discount cards will be issued to AWRP member and their spouses at the rate of
Rs 150 per card. Only holders of valid discount cards will be eligible for discount. Those
