Bangladesh Oceanographic Research Institute (BORI):


Bangladesh Oceanographic Research Institute (BORI) is Bangladesh's first and only national
marine scientific research institution, and it will play a vital role in securing the growth of the
Blue Economy.

Establishment of National Ocean Research Institute:


29.50 acres of land at Pechardwip Mauza in Pechardwip of Ramu Upazila for the establishment
of National Sea Research Institute under the Ministry of Science and Information and
Communication Technology has been allotted in favor of the said Ministry. The said project was
inaugurated by the Hon'ble Prime Minister after completing the construction work at a cost of
around 8075.00 lakhs. At present the activities of the research institute are ongoing.

The Territorial Waters and Maritime Zones Act, 1974:


Bangabandhu Sheikh Mujibur Rahman, Father of the Nation, enacted The Territorial Waters and
Maritime Zones Act, 1974 and took initiative to establish Oceanographic Research Institute
Bangladesh. BORI was established based on the Territorial Waters and Maritime Zones Act.
“An Act to provide for the declaration of the territorial waters and maritime zones.
In clause (2) of Article 143 of the Constitution provides that Parliament may, from time to time,
by law provide for the determination of the territorial waters and the continental shelf of
Bangladesh; and whereas it is necessary to provide for the declaration of the territorial waters,
continental shelf and other maritime zones and for matter ancillary thereto;”

Background of BORI:
The Father of the Nation Bangabandhu Sheikh Mujibur Rahman initiated the establishment of
ocean research institute in 1973 with the aim to enrich the country's economy and reducing
poverty through exploring, exploiting and conserving valuable resources of the Bay of Bengal.
But after the brutal and tragic killing of Bangabandhu in 1975, that initiative totally stops. In
1996, Honorable Prime Minister Sheikh Hasina constituted a Review Committee for the
establishment of National Institute of Ocean Science.
Bangladesh achieved sovereign rights to a total of 1,18,813 square kilometers of sea area, 200
nautical miles of exclusive economic zone, and all types of living and non-living ocean resources
after winning the maritime boundary settlement case with Myanmar on March 14, 2012 and
India on July 7, 2014. Bangladesh's economy will grow quicker if it can secure the sustainable
exploitation of its ocean resources. The potential for establishing an international level ocean
research institution, development of integrated coastal zone management, mining of mineral
resources, and proper utilization of ocean resources, including tourism and mari-culture
development, have piqued the international community's interest in Bangladesh's Blue Economy.
The potential of this newly established sector is limitless. As a result, BORI will be able to play
an essential role in oceanographic research and the development of trained labor. The
organization will work to carry out all activities in the field of oceanography as a focal point for
Bangladesh at the national and international levels. In addition to doing its own research, BORI
will support other local or foreign organizations, institutions, and universities with their study.

BORI at a Glance
Bangladesh Oceanographic Research Institute (BORI), located in Cox's Bazar and managed by
the Ministry of Science and Technology, is the country's first and only national research institute
dedicated to maritime science and oceanography. Bangladesh achieved sovereign rights over all
types of living and non-living resources within a 1,18,813 sq. km. area with a 200 nautical mile
Exclusive Economic Zone (EEZ) and a 354 nautical mile Continental Shelf (CS) from the
seafront in the context of winning the maritime boundary delimitation with Myanmar and India.
The current government's electoral plan includes the development of the blue economy, and as a
new sector, the blue economy has a high possibility of success in Bangladesh. As a result, the
Bangladesh Oceanographic Research Institute (BORI) is playing an essential role in ocean-
related research and development activities. The Institute is working to conduct all the activities
as a focal point of Bangladesh at national and international level in the field of oceanography.

Vision
To contribute in the economic development of the country by adopting maritime research
activities, applying research results, operating, managing and controlling all the related activities.

Mission

● To conduct research activities on development of mineral, mariculture, marine fisheries,
environmental and industrial sectors using sea resources and to develop eco-friendly and
sustainable technology for the betterment of mankind.
● To conduct activities on maritime research, education, training and to enhance knowledge
on exploring and exploiting ocean resources through taking initiatives to protect marine
environment.
● To explore all living resources in ocean and to expedite sustainable production of these
resources for economic welfare. To identify and research on mineral resources including
placer deposits, coal, oil and gas in offshore islands, coastal regions, sea bottom including
subsoil. To study hydrography, sedimentation, astrology, meteorology,navigation and
communication systems and to develop commercial communication.
● To encourage public and private organizations to invest in maritime trade and marine
environment and to serve as consulting organizations.
● To provide proposal for maritime strategies, policies and planning including maritime
law of the country. To identify various environmental issues (coastal, deep sea
circulation, delta formation, water flow, etc.) and natural disaster and climate issues.
● To improve international relation and to take integral activities to link with local and
international organizations regarding oceanography.

Objectives & Goal

a) To study the following topics of oceanography, namely:

1. Physical Oceanography;
2. Geological Oceanography;
3. Chemical Oceanography;
4. Biological Oceanography;
5. Climate Change and the Ocean;
6. Anything else about the sea.

b) To undertake, conduct, apply research results and to manage, coordinate and control all
activities related to oceanography;

c) To provide the following services by the Institute for the practical application of the research
results, namely:

1. To report the environmental impact (Environment Impact Assessment) of the


project and monitor the coastal environment before taking up any public or
private projects in the coastal areas.
2. To collect, store and distribute research information and results through the
establishment of a modern Oceanographic Data Centre.
3. To report on oil pollution risk prevention (Oil Spill risk Assessment).

d) To provide appropriate recommendations for determining and preserving the quantity of
aquatic and non-renewable, renewable, and unsustainable marine resources through the
application of modern science and technology to establish generation-based justice policy in the
use of marine resources.

e) To undertake public awareness activities on sea issues including creating skilled manpower
through training.

f) To undertake coordinated activities in connection with maritime issues with domestic and
international organizations.

g) To conduct, cooperate and coordinate joint research activities in the field with domestic and
international universities and other research institutions researching sea issues.

h) To collect the scientists, research ships (Research Vessel), and other useful equipment
required to perform the above tasks, to collect research activities, including maintenance; and

i) To serve the purposes of the law, perform any responsibilities and functions as directed by the
Government.

Research Divisions
There are six divisions of oceanography based on which BORI is currently conducting their
research studies; namely-
1. Physical and Space Oceanography
2. Geological Oceanography

1. Physical & Space Oceanography

Physical and space oceanography deals with the research and development of remote sensing
data on the world's oceans, and calibrates instruments, verifies the data, and creates products to
meet the needs of users for satellite data and other information on the oceans.PSOD also focuses
on characterizing and comprehending the changing patterns of ocean circulation and fluid
motion, as well as the distribution of its attributes such as temperature, salinity, and dissolved
chemical components and gases. Theory, direct observation, and computer simulation are all
approaches. Research frequently takes place in the context of important multidisciplinary issues
including the dynamics and predictability of global climate and the sustainability of human use
in coastal and estuarine regions. Besides research activity, PSOD is giving oceanography based
analytical service and technical support to different government and non- government
institutions.

2. Geological Oceanography Division

With the launch of BORI, the Geological Oceanography Division (GEODoperation )'s was
compelled by the BORI Act, 2015's (article 8) mandate. Research has begun in the nearshore
region of Saint Martin's Island during the 2017–2018 fiscal year. Another R&D project has been
undertaken in the nearshore area of Teknaf to Maheshkhali Island in the next FY 2018-2019.
Coastal and nearshore areas in the north-eastern part of the Bay of Bengal were sampled for
seabed sediment during study and survey, covering an area of around 3100 square kilometers.
The Bangladesh Navy R/V Saibal assisted with the fieldwork during the 2018–2019 fiscal year,
and the survey area was around 900 square kilometers, located 50 kilometers offshore from
Cox's Bazar. Two R&D projects have been taken from GEOD for the 2019–2020 fiscal year. The
first R&D's research topic is sedimentological and mineralogical explorations in the marine area
from Maheshkhali to Chottagram, and the second R&D's research topic is sea level fluctuations
and effects of tectonic activity in Bangladesh's eastern coastal region.

3. Chemical Oceanography Division

The study of the chemical components of the oceans, their reactions, and their transformational
paths is referred to as chemical oceanography. Both organic and inorganic substances are studied
by us. Sediments in the ocean as well as dissolved and suspended matter. The worldwide cycling
of elements like carbon and nitrogen is influenced by the pathways that compounds take, and
these pathways are frequently closely linked to biological activity. We do our studies in settings
including salt marshes, deep ocean sediments, mangroves, and saline lakes. To comprehend the
variables impacting chemical compositions and how they change over time and location, we
integrate field observations, laboratory investigations, and computer simulations.

4. Biological Oceanography Division

Through Research and Development (R&D) initiatives, the Biological Oceanography


Division(BOD) is investigating the Bay of Bengal's biological resources as part of a baseline
research. The division is investigating the presence, distribution, and variety of phytoplankton
and zooplankton in the Bay of Bengal as well as the physical, chemical, and heavy metal
contamination of the water and bottom soil in the area of Saint Martin's Island. Additionally, it
assisted MSc thesis students with technical and lab support for their study. BOD increased its
research partnerships with universities, research organizations, etc. Aside from research efforts,
BOD offered several groups technical assistance for seaweed identification.

5. Environmental Oceanography & Climate Division

Environmental Oceanography and Climate Division (EOCD) is interested in marine, coastal, and
estuarine environments because they have been subject to a variety of modes of degradation,
such as xenobiotic compound pollution, accelerated input of dissolved plant nutrients, discharge
of untreated industrial effluents, and physical modifications such as unplanned coastal
constructions and developments.
Through Research and Development (R&D) initiatives, the EOCD is examining and keeping
track of the marine pollution in the Bay of Bengal as part of a baseline study.
The Research activity of EOCD has been started in 2017-2018 FY with a R&D project:
Coastal water quality monitoring and mapping of marine litter loads in Saint Martin Island's
Coastal Area are used to determine the extent of marine pollution. the 2018–2019 fiscal year.
Another research and development study has been undertaken to determine the level of marine
pollution by evaluating the seasonal seawater quality and determining the presence of micro-
plastic in the Saint Martin's island coastline area. The Ministry of Science and Technology
(MOST), which was in charge of implementing the "Special Allocation for Science and
Technology," provided funding to EOCD for research initiatives.

Analysis of water quality parameters, including pH, conductivity, temperature, and salinity, is a
service offered by EOCD. Dissolved Solids in Total (TDS). Suspended Solids in Total (TSS).
Dissolved Oxygen (DO), Blological Dissolved Oxygen (BOD), and Chemical Dissolved Oxygen
(COD), as well as local meteorological variables such air temperature and wind speed. Wind
Direction and Relative Humidity).

6. Oceanographic Data Center

Bangladesh Oceanographic Research Institute was founded with this (BORI). The nation's first
data center for oceanography has been developed as Oceanographic Data Centre. Students and
researchers in various fields who are interested in conducting research involving the analysis of
data in the oceanographic sciences might use the Oceanographic Data Centre of BORI (ODC-
BORI) as a "data-primer." The datasets and archive formats that are most frequently used to
research the ocean system will be described in very general terms in this ODC- BORI. The
datasets include observations from conventional oceanographic sources such as stations and
ships, from satellites. and analyzed grids produced at operational weather forecast centers.
Rather, the focus is upon the broad characteristics of the data sources and the datasets. The
characteristics of ODCOB are not only including the observed variables and their spatial and
temporal extent but also common problems, data limitations and sources of error of
oceanographic data.

On the occasion of the celebration of the Great Independence and National Day 2022 on March
26 BORI took different programs.

BORI's research program on implementation of Blue economy:

● Spatio-temporal differences in marine stratification of Cox's Bazar and surrounding sea


areas have been determined.
● Beach Line Profiling of Cox's Bazar beach area through Remote Sensing and mapping of
beach line changes over time has been completed.
● Valuable heavy minerals and REE (Rare Earth Element) elements have been identified in
the coastal sea and shore sands of the East Coast marine area (Cox's Bazar to St. Martin).
● The scientific cause of landslides in hilly areas (from Maheshkhali to Teknaf) adjacent to
Cox's Bazar coast and identification of landslide prone areas have been completed.
● Global on marine invertebrate species (eg St. Martin's corals and other calcareous shells)
● Effects of warming, ocean acidification and so on
● Research into the adaptation process of the species is ongoing.
● Biochemical and DDA determinations of non-traditional marine fisheries such as snails,
oysters, crabs and other important organisms.

● Compilation of a taxonomic list of proverbs of the St. Martin area and publication of an
illustrated booklet is in progress.
● Research on the nutritional value of Scaweed is ongoing in experimental use.
Phycocolloids ceae- Agar. Alginate production in Camageenan is ongoing with
sustainable farming techniques.
● Ensuring practical use of green economy at various levels. A Taxonomic Handbook for
Correct Seaweed Identification - Seaweed of St. Martin's Island, Bangladesh" initiative
has been taken to publish.
● Research on habitat, reproductive process and life cycle of 'Raj Kankra' (Horseshoe Crab)
known as 'Living Fossil' has been started. His blue blood is being collected and
researched.
● In the first week of August 2022, a large number of Jellyfish (Jellyfish) floated on Cox's
Bazar beach and the species (Lobonemodes robstus) was identified. Research is ongoing
on processing these jellyfish for export and food use.
● On August 23, 2022, an autopsy has been completed to identify the species of dolphin
that washed ashore in Cox's Bazar's Patuartek beach and investigate the cause of death.
A specimen of spinner dolphin (Stenella Longirostris) has been preserved in the
laboratory for further research.
● Marine Litter (Macro & Micro Plastic) and Coastal Water Quality of Cox's Bazar region
has been determined.
● In Coastal sea of Bangladesh of seawater Acidification is being monitored. A pollution
map has been prepared identifying the plastic pollution areas, causes and sources of the
east coastal region of Bangladesh.
● Work is ongoing to determine the effect of physico-chemical parameters on the
abundance, distribution and abundance of phytoplankton in the eastern coastal region of
Bangladesh.
● Blue Carbon Assessment of East Coastal Region of Bangladesh has been completed.
● Bangladesh Oceanographic Research Institute (BORI) and National Museum of Science
and Technology (NMST) are working jointly to preserve the skeleton of a dead whale
that washed up on Cox's Bazar beach last April 9, 2020.
● A map has been prepared identifying the amount of oil pollution in the eastern coastal
region of Bangladesh.
● Determining the trend of climate and weather in coastal areas of Bangladesh and
determining future changes.
● An initiative is being taken to collect real time data of the sea by setting up a Data Buoy
in the Niarsor sea area adjacent to the institute.

Major Achievements of BORI


● It has managed and financed for R&D projects since its inception in 2018. In the last 5
fiscal years each division conducted different recharch projects.
● It has taken a Comprehensive Blue Economy Plan and implementing successfully. It has
taken a Complete & Comprehensive Safety Plan for its employees for the ongoing
Pandemic COVID-19 response.
● BORI has recently assisted technical support with RT-PCR as a COVID-19 response to
● Cox's Bazar Medical College to detect SARS-COV-2 virus in nasal swab sample.
● A Development Project Proposal (DPP) has been proposed for establishment of marine
aquarium on 10 acres of land in Institute area. A Development Project Proposal (DPP)
has been proposed for establishment of Bangladesh Oceanographic Research Institute
(Phase-II).
● 19 scientists, engineers and other officials have attended a training program at National
Institute of Oceanography (NIO), Dona Paula, Goa, India.

● In the recent meeting of JSTC with India, the possibility of mutual cooperation was
discussed. A delegation of China's Third Institute of Oceanography recently visited the
Institute campus in Cox's Bazar and discussed joint activities.
● Already 104 persons against 223 posts in the revenue sector has been recruited/posted
and recruitment process for the remaining posts is in progress. Construction works
including construction of building, residential building, quarters, dormitory, guest house.
DG bungalow on 40 acres of land is already completed.
● Eight modern laboratories equipped with the latest equipment have been established. The
Bangladesh Ocean Research Institute Act-2015 was passed by the Jatiya Sangsad in the
year 2017. The rules of the Institute were formulated.

Role of BORI in Imparting Ocean Research of Bangladesh:


BORI helps to get sustainable development in our Ocean based economy. They are doing their
research work and project in our Bay of Bengal and shore line. Biochemical Combination,
Sedimentation, Taxonomic Identification of marine algae and plants are the most important
example of their work. In future surely we will turn our economy in Ocean based economy and it
only possible when BORI will give us their valuable work. There are several type of research
work already in progress and some were done.
Bangladesh Oceanographic Research Institute (BORI) is a major institution in Bangladesh
dedicated to imparting ocean research. It is the only institution in the country which is
exclusively devoted to research in the ocean sciences. BORI conducts research studies on the
ocean and its resources, as well as on the coastal environment. It provides guidance and technical
assistance to various organizations and departments engaged in ocean and coastal research. Its
main areas of research include oceanography, marine geology, marine biology, fisheries, ocean
engineering, coastal management and coastal ecology.
BORI’s research activities focus on the development of ocean resources for the benefit of
Bangladesh and its people. The Institute works closely with the government, universities and
other research institutions to promote the sustainable use of coastal and ocean resources. It also
provides training and capacity building to researchers, stakeholders and user groups.
BORI also plays an important role in disseminating information on ocean research and its
findings. It publishes research results in journals, books and other publications, and organizes
seminars, workshops and conferences. It also provides technical advice and assistance to other
research organizations and departments.
In addition, BORI has established a network of national and international collaborations with
leading ocean research institutions around the world. BORI is helping to make Bangladesh one
of the leading countries in the field of ocean research and development.

This institution, which was built with the aim of researching marine affairs and creating skilled
manpower, has remained hidden from the public eye even after two years have passed since its
inception. The task of ensuring the development and use of the country's marine resources is
being done silently.
Development of mineral, agriculture, fisheries, environment, and industrial sectors through the
use of marine resources and development of environment-friendly and sustainable development
technologies and conducting research activities aimed at increasing production and its successful
application in human welfare, marine education, research and training and promotion of
knowledge related to exploration and utilization of marine resources. And BORI is working on
taking action to protect the marine environment.
Identifying and providing solutions to marine related problems, exploration of all resources
located within the marine economic zone of Bangladesh, exploration of all marine living
resources and accelerating sustainable production of these resources for sustainable economic
well-being, offshore islands, coastal areas and seabed minerals, placer deposits , BORI's mission
is also to identify and conduct research for the presence of other mineral resources, including
coal, oil and gas.
Besides, working for the improvement of knowledge and commercial communication system
related to hydrography, sedimentation, astronomy, meteorology, navigation and communication
system, encouraging investment to public and private institutions in business and trade related to
sea and marine environment and providing services as a consulting institution, sea law of the
country including The organization's mission is to provide assistance in this regard, along with
making proposals for adopting various strategies, policies and plans, and to create skilled
manpower through training in oceanography.
The immense potential of the development of the tourism system including the establishment of
deep sea ports, the development of coastal management, the extraction of mineral resources and
the fair use of marine resources, the interest of the international community towards the sea-
based economy (blue economy) of Bangladesh is increasing. The potential of this newly opened
sector of the country is limitless. Because of this, Bangladesh Oceanographic Research Institute
will be able to play an important role in marine research and creating skilled manpower.

Future Planning:
● Implementation of short-term, mid-term and long-term planning for the blue economy.
Acquisition of an 80-100 meter oceanographic research vessel.
● Acquisition of modern equipment for quality research.
● Establishment of a marine aquarium at BORI campus and Set up of an oceanographic
data center.
● Development of knowledge and skill of scientists by proper training and higher
educational degrees.
● Establishment of a modern training center for oceanographers, ocean engineers and
related professionals.

● Establishment of art of the state Marine Aquarium at Cox's Bazar.
● Set up of a modern Oceanographic Data Center.

mainly focused on Ocean and Ocean-based economy. By visiting BORI we saw many research
works, Fishes, Ocean related data, etc. This study tour has encouraged us to know about the
progress of our countries ocean research and helped us to know about the extensive opportunities
we have ahead in our ocean sector. These knowledge and experience will help us to increase our
knowledge about our oceanic region and take our ocean, port and shipping related research
works further, and enhance developments related to the maritime projects and contribute to our
blue economy. BORI can help us to collect our necessary data which can be used primarily in
our research studies. If we can get enough facilities to conduct research, our target will be fulfill
shortly. Blue economy can be our next economic boom and we get sustainable development in
our national economy.
