TAAS-YURYAKH NEFTEGAZODOBYCHA LLC / SELLER COMMITMENT LETTER

TO SUPPLY

The managements of "TAAS-YURYAKH NEFTEGAZODOBYCHA LLC" are bestowed with the responsibility
of processing petroleum products of Russian origin, Russian specifications and modifications of Buyer's
preferred specification in line with international standard. TAAS-YURYAKH NEFTEGAZODOBYCHA LLC.,
management works hand-in-hand with other departments of Russian refineries most especially the export
units which is solely in charge of petroleum exportations, either acquiring the consignment directly or
through Business Corporation and exchange of allocation or whole-purchase of allocation direct from the
refineries.

Consequence upon this, in accordance with the guidelines regulating the processing and exportation of
petroleum products, we hereby confirm that the requested commodity of Two Million Four Hundred and
Fifty Thousand Metric Tons (2,450,000 MT) of Russian Light Cycle Oil (LCO) with contract reference №:
TAAS-RU/GY/095137-LCO/20, CIF China, is available and we are committed to sell and supply direct from
our storage tanks facility without adulteration of the chemical components and that we shall release the
consignments to the loading Port/buyer’s destination port when all conditions are met.

It is the responsibility of "TAAS-YURYAKH NEFTEGAZODOBYCHA LLC" to release the POP "Proof of

Products" documents to the Buyer "
"., in accordance with the procedures presented before the Buyer by the Operations department.
Upon confirmation of the Buyer's adherence to the clause of our terms and procedures, the Export Units will
be mandated to proceed with the release of the Proof of Products on Seller receipt of SBLC-760/DLC MT-700
or $150,000 as POF, as stated in the signed Sales and Purchase Agreement (Contract).
This commitment letter is to serve as Seller’s commitment to perform service and/or contract with the
importer of the above described items or services and confirmable under perjury of conduct that as the
assignee meet the transaction terms of the transaction we the “assignor” stands to supply the product as clearly
stated.
