THE UNITED STATES SENATE

TRIAL OF IMPEACHMENT

Case Name: The State v. Ben Crowder

Background: Admiral Ben Crowder, a highly respected naval officer, was working on a
top-secret project called "Sea Lion" that was designed to provide a significant advantage to the
US Navy in any maritime conflict. Crowder had been chosen for the project because of his
extensive experience in naval warfare and his deep understanding of the geopolitical landscape.
He had been responsible for overseeing the weapon's design along with three other Admirals.
Crowder was invited to communicate with a foreign government representative to discuss the
basic details of "Sea Lion," but he was cautious and only communicated via encrypted
messaging. Investigations revealed that the information was passed to a spy ring that was
working for the foreign government. Witness accounts at the dock on July 26th revealed that the
dock master saw a person who looked similar to Admiral Crowder exchange documents with a
person on the same yacht as the Agent. The foreign agent was arrested on August 26th, 2019,
and interrogated, where he admitted to spying on the United States. Possible plans and
specifications for "Sea Lion" were recovered from the shipping container, and they were in
horrible condition and appeared to have been recently burned.
Articles of Impeachment Against President Ben Crowder
House Resolution HB-2022, One Hundred Eighteenth Congress, First Session

One Hundred Eighteenth Congress of the United States of America,

In the House of Representatives,

A RESOLUTION.

RESOLVED, That in the name of the people of the United States, the House of Representatives accuses
Ben Crowder, President of the United States, of committing high crimes and misdemeanors, specifically
espionage and high treason against the United States, by leaking top-secret weapon Sea Lion details to the
Chinese government. The following articles of impeachment be exhibited to the United States Senate:

ARTICLE I: Espionage

President Ben Crowder, in violation of his oath to preserve, protect, and defend the Constitution of the
United States, has committed espionage against the United States. The President knowingly and willfully
transmitted classified information related to the top-secret weapon Sea Lion to the Chinese government,
an act that jeopardized national security and put the lives of American citizens at risk. This action was
carried out without the permission or consent of Congress or any other government authority.

ARTICLE II: High Treason

President Ben Crowder, in violation of his oath to preserve, protect, and defend the Constitution of the
United States, has committed high treason against the United States. The President's actions in leaking
top-secret weapon Sea Lion details to the Chinese government constituted an act of betrayal against the
United States, a nation he had sworn to protect. This action compromised national security, undermined
the United States' ability to defend itself, and threatened the safety of American citizens both at home and
abroad.

ARTICLE III: Abuse of Power

President Ben Crowder, in violation of his oath to faithfully execute the laws of the United States, has
abused his power as President by leaking top-secret weapon Sea Lion details to the Chinese government.
This action was taken without the approval or consent of Congress, the military, or any other appropriate
authority, and was motivated solely by the President's own personal interests. The President's abuse of
power has undermined the trust of the American people in their government and has jeopardized the very
foundation of our democracy.

WHEREFORE, President Ben Crowder, by his conduct, has demonstrated that he is unfit to hold the
office of President of the United States. He has betrayed his oath of office and the trust of the American
people, and he has committed high crimes and misdemeanors that warrant impeachment and removal
from office.

Therefore, the House of Representatives hereby impeaches President Ben Crowder of high crimes and
misdemeanors, specifically espionage and high treason against the United States, and calls for his
immediate removal from office.
President Ben Crowder was a highly respected former naval officer who had dedicated his entire
life to serving the United States. He had grown up in a Navy family, with his father and
grandfather both serving in the armed forces. Crowder had always been fascinated by the Navy
and had known from a young age that he wanted to follow in his family's footsteps. He had
excelled in his studies and had been accepted into the United States Naval Academy at
Annapolis, where he had earned top honors and had been commissioned as an Ensign upon
graduation.

Before becoming President, Crowder had worked on a top-secret project called "Sea Lion." "Sea
Lion" was a new naval weapon designed to provide a significant advantage to the US Navy in
any maritime conflict. The project was highly classified, and only a select few officers had
access to the details of the weapon's development. Crowder had been chosen for the project
because of his extensive experience in naval warfare and his deep understanding of the
geopolitical landscape.

In July of 2019, then-Admiral Ben Crowder received an unexpected invitation to a docked yacht
at a port in Charleston, South Carolina. The invitation came from a man he had never met before,
who introduced himself as a representative of a foreign government. At first, Crowder was taken
aback by the invitation. He had always been careful to follow the rules and regulations of his
position in the Navy, and he knew that meeting with a representative of a foreign government
could be seen as suspicious. However, the man was insistent, and he explained that he was
simply asking basic questions to obtain some information about "Sea Lion" for the allied
government. Crowder was intrigued by the offer but was also cautious, and agreed to only
communicate via encrypted messaging.

Over the course of several messages, the two men discussed the details of "Sea Lion." Crowder
was careful not to reveal any sensitive information about the weapon, but he did provide the
foreign government representative with some basic information about its capabilities and design.
The communication between Crowder and the foreign government representative was conducted
over the course of several weeks, and the two men communicated via email and messaging apps.
Crowder was confident that he had not revealed anything that could compromise the security of
the weapon.

In August of 2019, the Chinese Government announced plans to create a weapon that had the
same characteristics as "Sea Lion" even using the same style of build, with a very similar AI
interface. This alarmed the US government, which conducted investigations into the officers who
had access to the plans.

Investigations revealed that the information was passed to a spy ring that was working for the
foreign government. Crowder claims he had no knowledge of the drop point and was not
involved in the leak of this information. The foreign agent was eventually arrested and
interrogated but did not mention an accomplice. The agent escaped custody after a transport van
accident.

Upon becoming President, Crowder's past came to light, leading to calls for his impeachment. He
was cooperative with law enforcement officials and maintained his innocence, asserting that he
did not breach confidentiality, nor did he provide any classified information to the agent. He also
strongly denied his presence at the dock.

Possible plans and specifications for "Sea Lion" were recovered from a shipping container. They
were in horrible condition and appeared to have been recently burned. The drop point in the
shipping container was not secured with any type of lock or other security measures.

The impeachment trial of President Ben Crowder centers on the accusations of compromising
national security and aiding a foreign government in obtaining classified information. The case is
complex, involving witness accounts, recovered evidence, and the actions of a foreign agent. The
outcome of the trial will have significant implications for the presidency and the nation's
security.
AFFIDAVIT OF PRESIDENT BEN CROWDER

I, President Ben Crowder, have devoted my entire life to serving the United States with

distinction and honor. I was born and raised in Montgomery, Alabama, and attended the

American School of Shanghai from 10th to 12th grade. Following my high school graduation, I

pursued a degree in political science at Harvard University before obtaining a JD from Harvard

Law School. As a war veteran and an accomplished naval soldier, I am often regarded as the

greatest naval soldier to ever serve in the United States. Rumors have circulated that I was part of

SEAL Team 6 and played a crucial role in taking out Osama bin Laden.

As a Republican, I am known for my alternative progressive stances on social issues, such as

being pro-choice and pro-gay rights. I have implemented the lowest tax policies the US has ever

seen, supporting extensive military funding and advocating for America-first policies. My

administration is marked by my disdain for Iran and Russia, severing ties with both nations and

initiating various wars in the name of democracy, which have all been successful. I introduced a

bill to ban TikTok to protect our nation's data from foreign interference. Despite these tensions, I

maintain decent relations with China and ensure that the United States remains ahead of them in

all aspects. I have encouraged major US corporations to move their headquarters back home

while maintaining a healthy relationship with our competing Chinese economy to prevent them

from turning against us.

I am a humble millionare, well-known for my extensive charitable donations, including a recent

$20 million donation to UNICEF to combat the use of child soldiers. My high school years in
China allowed me to forge powerful friendships, which have lasted over 20 years. These friends

have leveraged their influence to help fund my presidential campaign, always having my back.

My military career was characterized by my dedication and commitment to service, which I

carried forward into my political career. I have been elected as a member of Congress and

eventually as President of the United States, focusing on creating jobs, improving healthcare, and

strengthening our national defense.

In my time in the Navy, I worked on a top-secret project known as "Sea Lion," a groundbreaking

naval weapon designed to provide the US Navy with a significant advantage in maritime

conflicts. My extensive experience in naval warfare and my deep understanding of the

geopolitical landscape led to my selection for this project. I worked diligently alongside three

other Admirals; Alessandra Frank, Samuel Killington, and Jessica Roberts, as well as a team of

scientists and engineers, to ensure that "Sea Lion" was the most advanced weapon of its kind.

After my successful naval career, I decided to continue my service to the nation by entering

politics. I ran for office and was elected as a member of Congress, where I worked tirelessly to

advocate for a strong national defense and championed numerous bills to support our military

and veterans. Eventually, I ran for the presidency, and the American people entrusted me with the

highest office in the land.

As President, I have remained committed to the security and well-being of our nation, focusing

on both domestic and international issues. I have continued to prioritize the modernization and
strengthening of our military to ensure that the United States remains a formidable force on the

global stage.

In July of 2019, while still serving as a Rear Admiral, I received an unexpected invitation to a

docked yacht at a port in Charleston, South Carolina, from a man who introduced himself as a

representative of an allied government of the United States. At first, I was taken aback by the

invitation. I had always been careful to follow the rules and regulations of my position in the

Navy and knew that meeting with a representative of a foreign government could be seen as

suspicious. However, the man was insistent and explained that he was simply asking basic

questions to obtain some information about "Sea Lion" for the allied government. I was intrigued

by the offer but also cautious and agreed to only communicate via encrypted messaging.

Over the course of several messages, we discussed the details of "Sea Lion." I was careful not to

reveal any sensitive information about the weapon, but I did provide the foreign government

representative with some basic information about its capabilities and design. The communication

between us was conducted over the course of several weeks, and we communicated via email

and messaging apps. I was confident that I had not revealed anything that could compromise the

security of the weapon.

I had no knowledge of any “drop point” or any information being passed to a spy ring. The

witness accounts at the dock were inaccurate, and I was not present on the dock when the alleged

exchange occurred. I assert that I am innocent and did not breach confidentiality or provide any

classified information to the foreign agent.

Throughout my life, I have always prioritized my family. As a devoted husband and father, I

have balanced my work in the Navy and my responsibilities as a public servant with my

commitment to my wife and children. They are my greatest source of strength and support, and I

have always endeavored to be there for them whenever possible.

As President, I have been open and cooperative with law enforcement officials investigating the

allegations against me. I maintain my innocence and firmly believe that I have always acted in

the best interests of our nation. I have dedicated my life to serving the United States and its

people, and I would never knowingly compromise our national security or engage in activities

that would put our country at risk.

On the day the alleged exchange occurred, I was not at the dock as the witness accounts claim. In

fact, I was attending a charity event in support of military families at the time, surrounded by

numerous attendees who can corroborate my whereabouts. I have provided investigators with

photographs, videos, and other evidence from the event, which clearly demonstrate that I was not

present at the dock when the alleged exchange took place.

Furthermore, I have authorized the release of my phone records, emails, and other

communications to investigators to show that I have not had any contact with foreign agents or

participated in any covert activities. I have also offered to take a polygraph test to prove my

innocence, and I am confident that the results will further demonstrate that I have not engaged in

any wrongdoing.
I recognize the severity of these allegations and the potential damage they can cause to our

nation's reputation and national security. However, I stand firm in my belief that the truth will

prevail, and I will be exonerated from these baseless accusations.

I remain committed to my duties as President and will continue to focus on the issues that matter

most to the American people, such as creating jobs, improving our healthcare system, and

strengthening our national defense. I am grateful for the trust and support of the American

people, and I promise to always act in their best interests.

In conclusion, I firmly maintain my innocence and trust that a thorough and fair investigation

will reveal the truth. I have always acted with integrity and in the best interests of the United

States, and I will continue to do so as President. The American people can rest assured that their

faith in me is not misplaced, and I will continue to serve our great nation with the same

dedication and commitment that has guided me throughout my life.

AFFIDAVIT OF FIRST LADY JENNIFER CROWDER

I, Jennifer Crowder, am the wife of President Ben Crowder, and I have known him for over

twenty-five years. John has dedicated his entire life to serving the United States, first in the Navy

and now as President. He has always taken his responsibilities as a naval officer and as the leader

of our nation very seriously. John's fascination with the Navy began at a young age, inspired by

his family's legacy of service. He has served in various roles in the Navy, such as a naval aviator,

a submarine commander, and a strategic planner. Throughout his career, he has earned numerous

commendations, including the rank of Rear Admiral, which he achieved through tireless work

and dedication. John and I met while he was in basic training, and it was love at first sight.

As John's wife, I can testify to the importance of family in his life. Despite the challenges that

came with his roles in the Navy and later as President, John has always tried to balance his work

with his responsibilities as a husband and father. His family has always been the most important

thing in his life, and he takes great pride in being a devoted husband and father. John never

disclosed any classified information about the project he had been working on, so I was shocked

when I learned about the allegations against him.

On the night of the alleged dock meeting, I can confirm that John was not present at the dock. He

was attending a charity event in support of military families that evening. I remember that night

very clearly, as I was also in attendance, and we had spent the evening surrounded by friends and

colleagues who can corroborate our whereabouts. Photos and videos from the event also show

that John was present at the charity function and not at the dock, however, he did drive home to

check on our children around 11:15. The charity gala took place near the docks, roughly five
minutes away, but the drive to our home takes about 25 minutes. I couldn’t imagine that he had

time to commit this act, as he returned back to the gala around 12:05 am.

Regarding the alleged exchange of documents, I can assure you that John was not involved in

any such activity. John has always been a law-abiding citizen and has followed the rules and

regulations of his position in the Navy and as President. He takes his responsibilities very

seriously and would never do anything to jeopardize national security or breach confidentiality.

The witness accounts that describe someone who looked like John exchanging documents with a

person on the same yacht as the foreign agent are incorrect. John was not at the dock that night,

and the dock records do not indicate his presence there.

As First Lady, I have had the privilege of working alongside John to support various initiatives,

including those that benefit military families, education, and healthcare. I have witnessed

firsthand his unwavering dedication to our nation and its people. Throughout our time in the

White House, John has consistently prioritized the well-being of the American people and has

made decisions that reflect his commitment to their best interests.

One of the initiatives we have focused on is the Military Families Support Program, which aims

to provide resources and assistance to military families dealing with the challenges of

deployment, reintegration, and other issues unique to military life. This program has helped

countless families by offering counseling, childcare services, and educational resources. As a

former naval officer and a family man, John understands the sacrifices that military families

make, and he is dedicated to ensuring they have the support they need.
Another area where we have made a significant impact is education. John has been an advocate

for improving our nation's schools and providing equal opportunities for all children. Under his

leadership, we have launched numerous initiatives to increase funding for public schools,

improve teacher training, and expand access to high-quality early childhood education programs.

John believes that every child deserves a chance to succeed, and his administration has worked

tirelessly to enact policies that support this belief.

In the realm of healthcare, John has been a proponent of expanding access to affordable, quality

healthcare for all Americans. His administration has implemented policies aimed at lowering

healthcare costs, promoting preventative care, and ensuring that those with pre-existing

conditions have access to the coverage they need. Through these efforts, millions of Americans

have been able to secure healthcare coverage and live healthier lives.

Throughout our time in the White House, we have also made a conscious effort to engage with

the American public and listen to their concerns. We have held town hall meetings, participated

in community events, and utilized social media to maintain an open line of communication with

the people we serve. John's genuine desire to understand and address the needs of our nation has

been a driving force behind many of the policy decisions he has made during his presidency.

In conclusion, my experiences as First Lady have given me a unique perspective on John's

dedication to our country and his commitment to the well-being of the American people. The

allegations against him do not align with the man I know and love, a man who has spent his life
in service to his country. I have faith in our judicial system and believe that the truth will

ultimately prevail, and John will be exonerated of these charges.

AFFIDAVIT OF REAR ADMIRAL JAMES JOHNSON

I, Rear Admiral James Johnson, hereby make this statement under oath to provide my testimony

on the matter of the "Sea Lion" project and the allegations against Rear Admiral Ben Crowder. I

have been a naval officer for over 30 years and have had the privilege of working closely with

Crowder on the "Sea Lion" project. I am confident that Crowder is innocent of any wrongdoing

and did not breach confidentiality or provide any classified information to foreign agents.

Crowder and I first met at the United States Naval Academy at Annapolis, where we both

graduated with top honors. Throughout our time at the academy, we engaged in numerous

academic and extracurricular activities, continually demonstrating our commitment to our

country and the Navy. Over the years, we have served in a number of different roles in the Navy,

including as naval aviators, submarine commanders, and strategic planners. Our careers have

often intersected, and we have always had a strong working relationship and have been close

friends for many years. When the opportunity arose to work on the "Sea Lion" project together, I

was thrilled to collaborate with someone I trusted and respected.

The "Sea Lion" project was a highly sensitive and classified project that was designed to provide

a significant advantage to the United States Navy in any maritime conflict. As one of the officers

overseeing the project, Crowder had been responsible for ensuring that the weapon's design was

secure, reliable, and effective. I can personally attest to his commitment to confidentiality and

security. Crowder was diligent in making sure that the project was not compromised and always
followed the rules and regulations governing access to classified information. He maintained an

exemplary security clearance record and had the trust of the entire team working on the project.

I do recall, however, that Crowder had been acting somewhat strange in the days leading up to

the dock meeting. He was more irritable than usual and seemed preoccupied with something. At

the time, I attributed his behavior to the stress of the "Sea Lion" project, which had been

consuming much of his time and attention. Looking back, I now understand that Crowder may

have been under a great deal of pressure as a result of the foreign agent's approach. It is also

possible that Crowder had become aware of a potential security breach within our ranks, and was

investigating it himself.

Regarding the dock meeting, I can confirm that Crowder did not have access to the area where

the "drop point" was allegedly located. The plans and specifications for "Sea Lion" were closely

guarded and accessible only to a select few officers involved in the project. Crowder did not have

access to the plans outside of the secure facility where they were kept, nor was he ever in the

vicinity of the dock at the time of the alleged exchange of documents. In fact, on the night of the

alleged incident, Crowder and I were attending a gala together at a nearby venue. He was present

at the gala for the majority of the evening, engaging in conversation with several high-ranking

officials and other attendees.

During the course of our investigation into the security breach, we discovered that a

lower-ranking officer, who had been dishonorably discharged, may have had the motive to leak

the documents in order to frame Crowder. This officer, let's call him Lieutenant Jones, had a
history of insubordination and had been involved in several incidents that led to his eventual

discharge. He had served directly under Crowder at one point, and their relationship had been

strained due to Jones' unwillingness to follow orders and his tendency to challenge authority.

Lieutenant Jones had been reprimanded multiple times for his behavior, and it was Crowder who

ultimately made the decision to discharge him from the Navy. Consequently, Jones harbored a

deep resentment towards Crowder and the Navy as a whole. We believe that this grudge may

have driven Jones to seek revenge by orchestrating the leak of the "Sea Lion" documents and

framing Crowder for the breach.

Furthermore, we found evidence that Jones had obtained copies of the "Sea Lion" documents

through unauthorized means. He had exploited his previous access to the secure facility where

the plans were kept and used his knowledge of the project to locate and duplicate the documents.

Jones was also known to have a deep understanding of security protocols and procedures, which

he could have used to his advantage in carrying out this act of espionage.

In light of this evidence, it is highly plausible that Lieutenant Jones, driven by a desire for

revenge and deep resentment towards Crowder and the Navy, was the true culprit behind the leak

of the classified "Sea Lion" documents. He had the means, motive, and opportunity to commit

this act of espionage, and his actions align with the known facts of the case. Unfortunately, we

can not hold him accountable, as he fled to Bolivia when we brought charges of insubordination

and defection to a Court Martial. It is my substantiative belief that Rear Admiral Ben Crowder

was wrongfully accused.

In conclusion, the allegations against Rear Admiral Ben Crowder are unfounded and

unsupported by the facts. I strongly urge the authorities to reconsider the evidence, taking into

account the testimony and findings presented here, and to exonerate Crowder of any

wrongdoing. The integrity of the United States Navy and the safety of our nation depend on the

honest and dedicated service of its officers. Crowder has always acted with the utmost

professionalism and commitment to our country, and I am confident that he is innocent of the

charges against him.

SECRETARY OF DEFENSE VICTORIA HASBURG

As the Secretary of Defense of the United States, I was tasked with conducting an investigation

into the alleged involvement of then Rear Admiral Ben Crowder, now the President of the United

States, in a classified information leak. Admiral Crowder was a highly respected naval officer

who had dedicated his entire life to serving the United States Navy. He hailed from a family with

a long tradition of Navy service, and throughout his career, he served in various roles, such as a

naval aviator, submarine commander, and strategic planner. Crowder had been working on a

top-secret project called "Sea Lion," which was a groundbreaking naval weapon designed to

provide a significant advantage to the US Navy in any maritime conflict.

Our investigation revealed that in July 2019, Admiral Crowder received an unexpected invitation

from a man he had never met before, who introduced himself as a representative of an allied

government. Over the course of several weeks, the two men discussed the details of "Sea Lion."

They communicated via encrypted email and messaging apps, and Crowder was confident that

he had not revealed anything that could compromise the security of the weapon. However,

during our investigation, we discovered that the representative was actually working for a

Chinese spy ring that was seeking to acquire classified information from the United States.

As part of the investigation into Admiral Crowder's involvement in the leak of classified

information, my team and I conducted a thorough examination of his digital devices, including

his laptop, smartphone, and tablet. We found evidence that he had been communicating with the
foreign government representative, whose identity we were able to confirm through our

investigation. This individual was found to be a known Chinese intelligence operative who had

been operating in the United States for several years, seeking to acquire classified information

from US officials in various fields.

We conducted an extensive analysis of the emails and messages exchanged between Crowder

and the representative. While he had been careful not to reveal any sensitive information about

the weapon, he did provide the foreign government representative with some basic information

about its capabilities and design. These communications were conducted via encrypted

messaging and email, making them difficult to trace. However, our team was able to recover

some of the messages from Crowder's devices, which provided a clear indication of his

involvement in the leak.

In addition to this digital evidence, we also uncovered phone records that placed Crowder in the

vicinity of the dock where the drop point was allegedly located, at the time when the witnesses

reported seeing someone who resembled him exchanging documents with the foreign agent.

Although the dock records did not show Crowder's presence on the dock, the phone records

indicated that he was within a one-mile radius of the dock during the time in question.

Furthermore, we obtained statements from several witnesses who reported seeing someone who

resembled Crowder at the dock that evening, including the dock master and one other individual.

While one witness reported seeing a female who was exchanging information, the majority of the

witnesses identified someone who looked like Crowder as being involved in the exchange. We
were unable to recover camera footage from the time in question, which might have provided

more conclusive evidence.

Our investigation also revealed that plans and specifications for "Sea Lion" were recovered from

the shipping container used as the drop point, and that these documents were in a highly

damaged and burned condition. While we could not determine the exact cause of the damage, it

was evident that they had been compromised, and that the leak of this information posed a

significant threat to national security.

Taking into account the digital evidence, witness testimonies, phone records, and the recovery of

the classified documents, we concluded that Admiral Crowder was directly involved in the leak

of classified information relating to "Sea Lion" to a foreign government representative who was

actually a Chinese intelligence operative. The evidence suggests that Crowder provided the

operative with basic information about the weapon's design and capabilities and that he had been

in contact with the operative for several weeks. Although Crowder maintains his innocence, we

believe that the evidence against him is strong, and we recommend that he be charged with

espionage and breach of confidentiality.

During the course of our investigation, we also collaborated with multiple federal agencies,

including the CIA, NSA, and Department of Defense, in order to gather additional intelligence

and analyze the extent of the damage caused by the leak. We carried out a series of interviews

with other Navy personnel who had worked with Crowder on the "Sea Lion" project to ascertain

if any other individuals were involved in the leak, but no further evidence of collusion was
found. We also conducted a thorough audit of the security measures in place for the "Sea Lion"

project to identify potential vulnerabilities and recommend improvements in order to prevent

future leaks of classified information.

In light of the serious nature of the charges against Admiral Crowder, we also liaised with

foreign intelligence agencies to gather further information on the Chinese spy ring and their

operations. Through this cooperation, we were able to identify other potential targets of the spy

ring and implemented additional counterintelligence measures to protect the classified

information.

In conclusion, our investigation into the alleged involvement of now President Ben Crowder in

the leak of classified information related to "Sea Lion" has led us to believe that he was directly

involved in providing basic information about the weapon's design and capabilities to a Chinese

intelligence operative. The evidence, which includes digital communications, witness

testimonies, phone records, and the recovery of classified documents, supports our conclusion.

While President Crowder continues to assert his innocence, we recommend that he be charged

with espionage and breach of confidentiality, based on the strength of the evidence against him.

As a result of our findings, we have also taken steps to enhance the security measures

surrounding sensitive projects like "Sea Lion" and have increased our counterintelligence efforts

to combat foreign espionage activities. We remain committed to ensuring the safety and security

of our nation's classified information and will continue to work tirelessly to prevent any future

breaches.
DOCKMASTER ALEX HAAS

My name is Alex Haas, and I have been employed as a marine engineer at Port Charleston in

South Carolina for over 30 years. In my line of work, I have become intimately familiar with the

layout of the port and have witnessed countless events that have taken place on the docks. I

specialize in the maintenance and repair of shipping vessels, and I often work with various types

of boats and freighters.

On the night of July 26th, 2019, I was working on a large freighter that was docked at the south

end of the port. This particular vessel was experiencing some mechanical issues, which I was

tasked to resolve. I had been working late into the night, and by the time I completed my work, it

was around 11:30 pm. As I gathered my tools and began making my way towards the dock gate,

I noticed something unusual occurring on the dockside.

The first thing that caught my attention was a man wearing a US Navy uniform, engaged in a

conversation with another man whose back was turned to me. The second man was tall, lean, and

appeared to be of Asian descent. He was dressed in a dark suit, which seemed incongruous given

the late hour and the casual nature of the port. Initially, I dismissed the encounter as a friendly

chat between the naval officer and a civilian; however, as I drew closer, I realized that their

conversation was far more intense than I had initially assumed. It seemed as though they were

engaged in a heated argument, and the officer appeared to be quite agitated.

As I continued to approach the pair, I attempted to get a better view of the man in the suit.

However, just as I was about to see his face, he caught sight of me and quickly turned his head

back toward the officer. The look of surprise and nervousness on his face was unmistakable. The

man hastily handed a piece of paper, or perhaps a small envelope, to the officer, and without

uttering a word, he walked briskly away, disappearing into the shadows of the dock.

I slowed down and observed the naval officer for a moment, trying to discern any clues about the

nature of their interaction. He glanced down at the object he had just received, his facial

expression tense and serious, and then he quickly concealed it in his uniform pocket. After taking

a brief look around to ensure no one else was watching, the officer began walking hurriedly in

the opposite direction, his demeanor suggesting that he was eager to leave the scene as quickly as

possible. He stepped into a black SUV, perhaps a Cadillac or chevy suburban, the classic

government employee car, but the car didn’t have government plates. Nonetheless, The entire

encounter struck me as highly unusual and suspicious, especially given the late hour and the

generally relaxed atmosphere of the port. I couldn't shake the feeling that I had just witnessed an

illicit exchange between the two men. Despite this, I decided not to intervene at the time, as I

was unsure of the implications of what I had seen and didn't want to put myself at risk.

In the days that followed, I couldn't stop thinking about the incident. I tried to recall every detail

I could, replaying the scene in my mind over and over again. I considered reporting the

encounter to the authorities, but without concrete evidence or a clear understanding of the

situation, I hesitated. It wasn't until news of the investigation into the leak of classified

information emerged that I began to connect the dots. The revelation that the naval officer I had
seen that night might be involved in espionage was both shocking and deeply troubling. I felt

compelled to come forward with my testimony, hoping that my account of that night's events

might aid in the ongoing investigation.

While I understand that my testimony alone may not be sufficient to prove wrongdoing, I firmly

believe that the events I witnessed that night were far from innocent. The clandestine nature of

the exchange, the nervous behavior of the man in the suit, and the officer's hurried departure all

point to a nefarious purpose. It is my hope that by sharing my account, I can contribute to the

pursuit of justice and help ensure that those responsible for any wrongdoing are held

accountable.
FORENSIC SCIENTIST DR. DANIELLE JACOBS

As a forensic expert, I was tasked with analyzing the classified documents that were recovered

from the seized container ship. My job was to determine if there was any evidence of tampering

or manipulation, as well as to determine if the documents matched the plans and specifications

for "Sea Lion" that were supposed to be classified. Upon receiving the documents, I immediately

conducted a thorough inspection of the pages. I noticed that they were in very poor condition and

appeared to have been damaged by fire. Many of the pages were burned and difficult to read, and

there were large sections of text that were completely missing. However, I was able to identify

some key features on the pages that indicated they were indeed plans and specifications for a

weapon system. In addition to the physical analysis of the documents, I also conducted an

assessment of the storage conditions in which they were found, which revealed that the

documents were likely exposed to high levels of humidity and heat, further contributing to their

deteriorated state.

To further verify the authenticity of the documents, I compared the recovered pages to the

official blueprints and specifications of "Sea Lion" that were provided by the U.S. Navy. This

involved a meticulous analysis of the design features, technical data, and any unique

characteristics that would help to confirm the identity of the weapon system. My examination

confirmed that the damaged documents were indeed plans and specifications for "Sea Lion,"

thereby validating their significance in the investigation.

I then conducted a series of forensic tests to determine if there was any evidence of tampering or

manipulation. I used a variety of techniques, including ultraviolet light analysis, ink analysis, and

paper analysis. I examined the paper fibers and determined that the documents were very old and

had likely been in storage for a long period of time. The ink analysis revealed that the documents

had been written with a type of ink that was commonly used in the United States Navy during the

time period in which "Sea Lion" was being developed. Furthermore, the ultraviolet light analysis

showed no signs of erasures, alterations, or additions to the original text, suggesting that the

documents had remained unaltered since their initial creation.

As part of my analysis of the recovered classified documents from the container ship, I also

conducted a fingerprint analysis. The documents were severely damaged and burnt, but I was

able to recover some fingerprints on them. After conducting a thorough analysis, I can confirm

that the fingerprints recovered from the documents had a partial match of Admiral Ben

Crowder's fingerprints. However, this does not conclusively prove that he was not involved in

the exchange of classified information. It is possible that Crowder had handled the documents

before the exchange, or that the match was inaccurate, which is statistically unlikely but possible.

At the same time, I must also acknowledge that the fingerprints recovered were not of sufficient

quality to positively identify anyone to an extent of undeniable certainty. The damage to the

documents had made it difficult to recover clear prints, and there was no way to determine who

exactly the fingerprints belonged to.

To further corroborate my findings, I consulted with other forensic experts and shared my

analysis and observations. These consultations allowed me to gather additional opinions and
input, which ultimately strengthened the conclusions drawn from my investigation. The

consensus among my peers supported my initial findings, adding credibility to the evidence

presented.

In addition to seeking the opinions of my fellow forensic experts, I also collaborated with experts

in naval technology and weapon systems to better understand the technical aspects of "Sea Lion"

and the potential impact of the leaked information on national security. These experts helped me

to grasp the full extent of the damage caused by the leak and provided valuable context for the

significance of the classified documents.

During the course of my investigation, I also examined the background and motives of the

individuals involved, particularly Admiral Ben Crowder. I worked closely with the investigative

team to uncover any potential connections between the Admiral and the Chinese intelligence

operative, as well as any possible personal or financial motivations that could have led to his

involvement in the leak. This included a thorough review of Crowder's career, personal

relationships, and financial records, which provided valuable insights into his character and the

circumstances surrounding the leak.

Furthermore, I analyzed the methods and tactics employed by the Chinese intelligence operative

to infiltrate and exploit Admiral Crowder's position in the U.S. Navy. This involved studying

known Chinese intelligence operations, communication patterns, and techniques used to cultivate

and recruit assets. By understanding the modus operandi of the operative, I was able to better
evaluate the likelihood of Crowder's involvement and the extent to which he may have been

manipulated or coerced.

The culmination of these various analyses and collaborations allowed me to present a

comprehensive and well-substantiated report to the prosecution. The report detailed the

authenticity of the documents, the forensic evidence implicating Admiral Crowder, and the

broader context of the leak and its potential implications for national security. This report was

instrumental in building a strong case against Crowder, providing the prosecution with a solid

foundation on which to pursue charges.

In conclusion, the extensive and rigorous investigation conducted by myself and the team of

experts, in conjunction with the forensic analysis of the classified documents, provided

substantial evidence to support the prosecution's case against Admiral Ben Crowder. The

collaboration with experts in various fields, the meticulous examination of the documents and the

background research into the individuals involved, all contributed to a thorough and robust

understanding of the events surrounding the leak of classified information. While the evidence

may not have been conclusive in and of itself, it played a critical role in establishing a strong

case against Crowder and ultimately contributed to the pursuit of justice in this high-profile

espionage case.

MEMO | RE: SEA LION BREACH

27 AUGUST 2019

We have conducted a raid of the shipping container in collaboration

with the FBI, and apprehended a suspected operative.

The plans and specifications for "Sea Lion" that were recovered from
the shipping container were in a severely damaged condition. The
documents appeared to have been burned, with large portions of the
pages charred and illegible. The remaining text and diagrams were
partially obscured by soot, and many of the pages were crumpled or
torn, further complicating the ability to read them.

Some of the visible details in the remaining portions of the plans did
not match the known characteristics of the "Sea Lion" project, leading
investigators to question their authenticity. Additionally, the overall
quality of the documents was poor, with blurry images and text that
appeared to be hastily copied or printed.

This damaged state of the plans, combined with the inconsistencies in

the content, raised significant doubts about whether they were the
actual plans for "Sea Lion" or simply an attempt to create decoy
documents to mislead the investigation.

A briefing will be held with Deputy Director Vanguard later today.

Polygraph Examination Report

Examinee: Ben Crowder

Date of Examination: 30 AUGUST 2019
Location: [Redacted]
Examiner: Dr. Luca Bowman
Purpose of Examination: To determine the truthfulness of Ben Crowder's statements regarding his
non-involvement in the leak of classified information related to "Sea Lion"

Methodology:
A. The polygraph examination was conducted using a state-of-the-art computerized polygraph
instrument, which records physiological changes in blood pressure, heart rate, respiration, and
skin conductance. The test was administered in accordance with the established guidelines and
procedures of the American Polygraph Association (APA). The examiner used the Comparison
Question Test (CQT) format, a widely accepted method in polygraph examinations.

Relevant Questions:
(1) Did you knowingly provide classified information related to "Sea Lion" to a foreign agent?
(2) Were you aware of the true identity of the individual with whom you discussed "Sea Lion"?
(3) Did you intentionally participate in any espionage activities against the United States?

Pre-Test Interview:
A. During the pre-test interview, the examiner reviewed the examinee's medical history, current
medications, and any factors that could potentially impact the accuracy of the test. Ben Crowder
reported no significant medical issues or medications that would affect the polygraph
examination results.

Test Administration:
A. The polygraph examination consisted of three separate chart collections, with each chart
collection containing the relevant questions and comparison questions. Each chart collection
was separated by a short break to allow for the examinee relaxation and to review the questions.

Post-Test Analysis:
A. Following the completion of the examination, the examiner conducted a thorough analysis of the
physiological data collected during the test. A numerical scoring system was used to evaluate the
examinee's responses, with higher scores indicating truthfulness and lower scores indicating
deception.

Results:
1. Question 1: -2 (inconclusive)
2. Question 2: +4 (truthful)
3. Question 3: +6 (truthful)
Analysis:
I. Based on the numerical scores, the polygraph examination results indicate that Ben Crowder was
truthful in his responses to questions 2 and 3. The result for question 1 was inconclusive, which
means that the polygraph data did not provide a clear indication of deception or truthfulness.

Accuracy:
I. Polygraph examinations, when conducted by a trained and experienced examiner using validated
techniques and procedures, have an accuracy rate of approximately 80-90%. However, it is
important to note that polygraph results should not be considered as definitive proof of guilt or
innocence, but rather as a tool to support other investigative methods and evidence.

Conclusion:
I. The polygraph examination results suggest that Ben Crowder was truthful in his statements
regarding his non-involvement in espionage activities against the United States and his lack of
awareness of the true identity of the individual with whom he discussed "Sea Lion." The
inconclusive result for question 1 does not provide a clear indication of whether or not Crowder
knowingly provided classified information to a foreign agent. Therefore, the polygraph results
should be considered in conjunction with other investigative methods and evidence in the case.

Chairman of the Joint Chiefs of Staff
Subject: Fingerprint Analysis of Recovered Classified Documents
Date: 1 SEPTEMBER 2022
Analyst: Danielle Jacobs

Introduction
This report presents the methodology, findings, and conclusions of a fingerprint analysis conducted on classified
documents recovered from a container ship. These documents were severely damaged and burnt, and the
objective of this analysis was to identify any fingerprints present on the documents and to determine their source,
with the aim of establishing a connection to any individual involved in the exchange of classified information.

Methodology
The following procedures were employed during the fingerprint analysis:
a. Visual examination of the documents for the presence of fingerprints using a magnifying glass and an
alternate light source.
b. Application of fingerprint powder to enhance the visibility of latent fingerprints.
c. Lifting of the fingerprints from the documents using adhesive lifters.
d. Scanning of the lifted fingerprints to create digital images for analysis.
e. Comparison of the digital images to fingerprint databases, including those of military personnel, to
determine possible matches.

Findings
The analysis yielded the following findings:
a. Several fingerprints were recovered from the documents, despite the extensive damage and burn marks.
b. A partial match was found between the recovered fingerprints and those of Admiral Ben Crowder, with a
similarity score of 72%. This score indicates a degree of similarity between the recovered prints and
Crowder's, but it falls below the threshold of 90% that is typically required for a positive identification.
c. The quality of the recovered fingerprints was relatively poor due to the damage sustained by the
documents. This factor may have affected the accuracy of the comparison and the resulting similarity
score.

Conclusions
Based on the fingerprint analysis, the following conclusions can be drawn:
a. The possibility of Crowder having handled the documents prior to the exchange, or the match being
inaccurate, cannot be ruled out, however, the evidence suggests he has handled the documents.
b. The quality of the recovered fingerprints was insufficient to positively identify any individual with a high
degree of certainty.

Further investigation and additional forensic analyses may be necessary to establish a more conclusive link
between the recovered fingerprints and any individuals involved in the exchange of classified information.
