1. GENERAL
1.1 PURPOSE
This document provides direction and guidance about contingency aspects related with COVID-19
pandemic situation in Construction Sites and main measures to be adopted at PROJECT site
locations.
1.2 SCOPE
The scope of this Procedure applies to the CONTRACTOR employees, SUBCONTRACTOR and
their lower tier SUBCONTRACTOR employees and visitors entering the Project areas (construction
site, lay down area, offices and Camp Site) to warrantee the control and contention of SARS-COV-
2 and management of suspected active cases of COVID-19 at construction site and project location
in every phase of the project.
This COVID 19 Management Plan shall be read in conjunction with the Health Management Plan
(NFXP4-TWJV-SH-PLN-00024) and Emergency Response and Preparedness Plan (NFXP4-TWJV-
SH-PRC-00007).
This document is applicable on base case mitigation measures that will be performed by
CONTRACTOR for each phase of the Project: Project Management, Detailed Engineering, including
CONTRACTOR’s Home Office and HVECs, Interface Management internal to CONTRACTOR and
with other EPC CONTRACTORS and third parties, Procurement / Fabrication sites, Construction,
Commissioning and Completion inside and outside the State of Qatar.

1.4 DEFINITION

ASYMPTOMATIC: When a patient is a carrier of an illness but does not show signs
and/or symptoms.
CONTRACTOR: TÉCNICAS REUNIDAS S.A. & WISON ENGINEERING LTD. JV.
VENDOR: Any person, firm, partnership, company, corporation or
combination thereof with whom CONTRACTOR has sent the
REQUEST FOR QUOTATION or placed the PURCHASE
ORDER to provide materials or equipment.
SITE: Areas where CONTRACTOR and SUBCONTRACTOR shall
carry out the works included in the Contract.
SUBCONTRACTOR: A party who carries out work or arranges for work to be carried
out and/or supplies materials/equipment or arranges for them to
be supplied directly or as instructed by a TÉCNICAS REUNIDAS
S.A. & WISON ENGINEERING LTD. JV.
CASUAL CONTACT: Casual contact is defined as any person having less than 15
minutes face-to-face contact with a symptomatic probable or
confirmed case in any setting or sharing a closed space with a
symptomatic probable or confirmed case for less than 2 hours.
CONFIRMED CASE: It means that the disease has been confirmed by a diagnostic
test.
CLOSE CONTACT: Defined as any person showing no symptoms with the following
exposure to a suspect, confirmed or probable case during the
case´s infectious period, without the appropriate PPE.
• Direct contact with body fluids
• Living in the same household or household-like setting
• Face to face contact in any setting within 2 meters of a
case for 15 minutes or more
• Share a closed space with a case (a class, or a room) for
a prolonged period (e.g. 1-2 hours).
CORONAVIRUS: CORONAVIRUSES (CoV): are a large family of viruses that
cause illness ranging from the common cold to more severe
diseases such as Middle East Respiratory Syndrome (MERS-
CoV) and Severe Acute Respiratory Syndrome (SARS-CoV).
The one causing the disease known as COVID-19 is a new

COMPANY, CONTRACTOR, main Vendors and Subcontractors shall be active members of the
COVID-19 COMMITTEE organized by CONTRACTOR.
CONTRACTOR will ensure the participation of all members by providing them with the opportunity
to attend the meeting face to face or virtually via a Teams/Skype meeting or a teleconference system.
The committee members shall include, but not limited to the following key members from COMPANY
and CONTRACTOR:
• SHES Manager
• Monitor the situation where Project activities are being performed (case registers
review, case statistics, etc.).
• Jointly agree and share responsibilities on the way forward to minimize the
impact(s) of unplanned disruptions in Project activities and to preserve Project
objectives.
CONTRACTOR and COMPANY will support each other within the framework of a strong relationship
to explore effective solutions to minimize the unplanned disruptions in Project activities after the
EFFECTIVE DATE as per the applicable provisions in the AGREEMENT.

The mitigation measures defined in Sections 2.3, 2.4, 2.5 & 2.6 shall apply to Vendors and
Subcontractors.

• Monitor the COVID-19 pandemic evolution and comply with the Qatar
government’s restrictions.
• Comply with CONTRACTOR COVID-19 management plan, procedures,
instructions and guidelines.
• Ensure their employees are medically fit to travel and work and are covered by an
international health insurance.
• Actively participate in COVID-19 COMMITTEE, if invited by CONTRACTOR.
• Define and implement all necessary measures to minimize any unplanned
disruption on Project personnel and activities.
• Implement all measures defined and agreed by the COVID-19 COMMITTEE
members.
• Immediately report to CONTRACTOR any case that indicate COVID-19 symptoms
or EXPOSURE to a CONFIRMED CASE.
• Weekly report to CONTRACTOR COVID-19 status at SITE and camps.
• Timely report any foreseen impact(s) on Project activities along with an adequate
mitigation plan subject to CONTRACTOR approval.
• Provide CONTRACTOR with a list of back-up sourcing options for approval to
ensure the on-time delivery of Project equipment as per Project requirement.
• Inform and train employees on COVID-19 pandemic and required control
measures.
2. RISK MANAGEMENT
On the last days of December 2019, a pneumonia of unknown cause detected in Wuhan, China, was
first reported to World Health Organization (WHO). After close monitoring and data analysis, the
outbreak was declared a Public Health Emergency of International Concern on January 30th, 2020.
On February 11th, 2020, WHO announced a name for the new coronavirus disease: COVID-19.
On March 12th, 2020, COVID-19 disease had rapidly escalated and spread globally. WHO declared
new coronavirus disease COVID-19 as a pandemic.
Coronaviruses (CoV) are a large family of viruses that cause illness ranging from the common cold
to more severe diseases such as Middle East Respiratory Syndrome (MERS-CoV) and Severe Acute
Respiratory Syndrome (SARS-CoV). The novel coronavirus (nCoV2) causing COVID-19 is a new
strain that was not previously identified in humans.
. The virus causes respiratory illness with symptoms such as a cough, fever and shortness of breath.
The majority of the infected population is suspected to be asymptomatic or to cause a mild form of
the disease without important consequences. The disease can however evolve to a severe form of

pneumonia that could also be lethal in cases. A high percentage of the population developing the
severe form of the disease is people with previous pathologies or the older population.
The present document is aimed to offer relevant information regarding the management of the
situation at CONTRACTOR Project Sites, giving preventative measures and strategies to stop the
spread of the virus while working at site.
Individual responsibility is extremely important to stop the spread of the virus, so it is vital that all
people involved in the project is knowledgeable about:
All efforts must be taken from CONTRACTOR and SUBCONTRACTOR project management to
ensure the implementation of preventative measures at site.

Common signs of COVID-19 infection include respiratory symptoms, fever, cough, shortness of
breath and breathing difficulties. In more severe cases, infection can cause pneumonia, severe acute
respiratory syndrome, kidney failure and even death.
The new coronavirus has proved to be highly contagious with a rapid global escalation. The exact
mode of transmission is still unknown but, as an airborne virus, it spreads primarily through contact
with an infected person when they cough or sneeze, or through droplets of saliva or discharge from
the nose.
Virus lifespan in different media or surfaces are still to be confirmed so, strict precautions are
recommended, as the virus could be active on surfaces that we could touch and then we could be
carrying it in our hands.
Standard recommendations to prevent infection spread include a thorough personal hygiene, with
regular hand washing, covering mouth and nose when coughing and sneezing and maintaining
social distance with other persons, especially those that have symptoms or have been in close
contact with an infected person.
Wash your hands frequently - Regularly and thoroughly clean your hands with an alcohol-based (at
least 60% alcohol content) hand rub or wash them with soap and water.
Why? Washing your hands with soap and water or using alcohol-based hand rub kills viruses that
may be on your hands.
Right way to wash hands - Follow these 8 steps to clean hands: Proper hand washing means
washing your hands for at least 30 seconds with soap and water. The constant rubbing action helps

soap break down the grease and dirt that carry most germs. This way, your hands don’t just smell
fresh, but you’ll also reduce the germ count on your hands by up to 99%.
Why? Hands touch many surfaces and can pick up viruses. Once contaminated, hands can transfer
the virus to your eyes, nose or mouth. From there, the virus can enter your body and can make you
sick.
Practice respiratory hygiene - Make sure you, and the people around you, follow good respiratory
hygiene. This means covering your mouth and nose with your bent elbow or tissue when you cough
or sneeze. Then dispose of the used tissue immediately.
Why? Droplets spread virus. By following good respiratory hygiene, you protect the people around
you from viruses such as cold, flu and COVID-19.
Why? Virus released by droplets can live several hours on surfaces that we could get in contact
with. By thorough cleaning and disinfection of surfaces, virus spread is minimized.
As much as possible, it is recommended to maintain 1-2 meters distance between yourself and
anyone else, especially if they are coughing or sneezing.
Why? When someone coughs or sneezes they spray small liquid droplets from their nose or mouth
which may contain virus. If you are too close, you can breathe in the droplets, including the COVID-
19 virus if the person coughing has the disease.
If social distancing is not possible due to space or amount of people, consider wearing a mask.
The use of personal protection i.e. face mask will be aligned with the current MoPH, QatarEnergy,
and COMPANY recommendations. The lifting of COVID-19 restrictions as initiated by MoPH and
Qatar Supreme Committee Of Crisis Management will be implemented in areas covered by the
PROJECT. The below summarizes the use of face mask for the staff working in different departments
of the PROJECT;
• Required for indoor worksite-based staff in customer facing roles (e.g., receptionists, security and
customer service personnel)
• All other staff are not required to wear face masks but can choose to continue to wear a mask
should they wish to do so
Early detection is one of the most important elements on the fight against coronavirus, for two
reasons:
• It gives us the chance to provide immediate treatment before the disease had the chance to
evolve, increasing the possibilities of a positive outcome and minimization of damage.
• We can segregate and isolate infected people from healthy people, so avoid the spread of the
virus.
All personnel must be very aware of COVID-19 symptoms and must immediately report if they feel
any of them. If you have fever, cough and difficulty breathing, report your symptoms immediately
using the communication channels established.

Any person with sign/symptoms should be given a Rapid Antigen Test to prove/disprove a positive
infection. Positive infection cases must follow current MoPH guidelines for reporting, isolation and
re-testing.
CONTRACTOR shall ensure all personnel willing to take the vaccine do so prior to entering the State
of Qatar, where practicable as considered as a mitigation measure prior to entry into the State of
Qatar.
If vaccinations are not available for CONTRACTOR and its SUBCONTRACTOR personnel at their
point of origin prior to entry into the State of Qatar, the vaccination shall be administered in the State
of Qatar, where practicable and as available.
Vaccination status and approval of vaccinations from outside of Qatar are listed on the MoPH
website. The status will be recorded and reflected on the Ehteraz app. All personnel are to meet the
minimum MoPH vaccination requirements and display green colored Ehteraz to access any work
site, public building, site offices and camp accommodations.
Individual behaviors and actions to protect ourselves from contagion and to prevent us to
inadvertently spread the virus if we are unknowingly infected are the key elements to stop the spread
of the virus. The following behaviors are strongly recommended to be maintained:
1 Avoid contact with people who are sick. As it is not possible to accurately
separate people who could be infected until they show symptoms (and some
are asymptomatic), practice general social distancing.
2 Avoid handshaking, hugging or kissing on the cheek when greeting others. Your
colleagues will understand and appreciate your attempts to keep everyone
healthy!
4 Avoid sharing of food, crockery, utensils, cups, cutlery and other personal
hygiene items.
6 Avoid touching your eyes, nose, and mouth with unwashed hands.
7 Avoid crowded places and close contact with people (maintain 6 ft / 1.8 m
distance).
8 Sneezing and coughing should be done onto tissue paper which should be
carefully disposed in a rubbish/trash bin immediately. Another option is to cover
your mouth with the elbow.
10 Practice good personal hygiene (e.g. after clean-up is carried out, after handling
waste or other dirty items, and after visiting the toilet). Personal Hygiene should
be reminded to all the staff during toolbox talk, shift meetings and other forums
16 Remind fellow employees to remain vigilant & adopt good personal hygiene
practices at all times.
17 When possible, measure your body temperature before leaving home, and if ≥
37.50C / 99.5F or you feel unwell, stay home and seek medical advice from
PROJECT medical team.
Transport vehicles for safe mobilization to site will follow current MoPH, QatarEnergy, and
COMPANY recommendations. The lifting of COVID-19 restrictions as initiated by MoPH and Qatar
Supreme Committee of Crisis Management will be implemented in areas covered by the PROJECT.

Capacity
Face masks
• Not required in other transport modes (e.g. helicopters, car-pool, SUV etc.)
• Staff can choose to continue to wear a face mask should they wish to do so, as long as not
presenting HSE risk.
Personal hygiene (hand wash) is to be practice before hopping on and after hopping off the bus or
any other shared transport means.
Personnel transported to site on SUV or designated vehicle must ensure the cleaning and
disinfection of the vehicle of their use.
A safe pedestrian route must be designated from the car park or bus drop point to the site entrance.
The arrival time of SUBCONTRACTORS to the Site will be managed by CONTRACTOR. The entry
hours will be staggered between the different subcontracting companies in order to avoid massive
entries of workers. The same protocol shall be of application for the lunch break end of the shift.
Upon arrival to site all visitors and vendors should present with Green Ehteraz. Anyone found to
have non-green Ehteraz will be sent to the site clinic for medical assessment with the on-site medical
personnel.
Toolbox talks should be done in an open area of the site. Social distancing (1 meter) will be
recommended but not mandatory. Likewise, the workers can continue to wear face mask should
they wish to do so.
Permit to Work (PTW) should be applied for through the normal channels, the permit request being
put in the tray 24 hours before the permit is needed. CONTRACTOR permit issuers will ready the
PTW for issue.
Point of Work Risk Assessment should be done close to the work area as normal.

As much as possible CONTRACTOR and SUBCONTRACTORS will ensure that all work is
coordinated daily.
Daily coordination/ Simultaneous Operations (SIMOPS) meetings shall occur with full participation
of CONTRACTOR and SUBCONTRACTORS. Social distancing (1 meter) will be recommended but
not mandatory. Face mask will not be required but attendees can choose to continue to wear a face
mask should they wish to do so.
These communications must be given by all required means and understanding of all concepts must
be ensured.
If toolbox talks are delivered, safety distance (1 meter) will be recommended but not mandatory.
Warning signs and information boards shall be available on SHES Boards on Site and Office area.
Posters, banners, signage, leaflet and promotional / informative material must be used as needed.

2.5.6 Gatherings
Meetings and gatherings will follow current MoPH, QatarEnergy, and COMPANY recommendations.
The lifting of COVID-19 restrictions as initiated by MoPH and Qatar Supreme Committee Of Crisis
Management will be implemented in areas covered by the PROJECT. Meetings of any kind will have
no restrictions on capacity or maximum numbers. Face mask will not be required but attendees can
choose to continue to wear a face mask should they wish to do so. Social distancing is recommended
but not required – 1 meter (attendees should be spaced out if possible).
These measures shall be adapted to become stricter or further relaxed depending on the global
pandemic trend, MoPH Gatherings Gatherings (moph.gov.qa) guidelines, QatarEnergy and
COMPANY directives.
All welfare spaces and common facilities will operate in full capacity with no restriction for both
vaccinated and unvaccinated staff on the condition that all COVID-19 Restrictions published by the
MoPH are in place and being met at all times.
Cleaning will be undertaken between each use of the facility. All operatives should thoroughly clean
hands before entering the canteen facility.
Persons using the toilets should wash hands before and after using the facility. CONTRACTOR and
SUBCONTRACTORS must ensure in their respective facilities that hand wash basins equipped with
liquid soap and paper towels are installed in adequate locations and proportionate to the numbers
of users.
Signage will be posted to instruct operatives and users on correct hygiene techniques.
Toilets will be regularly cleaned, including door handles and checked for soap levels to ensure an
adequate supply is maintained.
1 Do not prepare or handle food if they feel unwell (for e.g. vomiting, diarrhea or fever)
or if they have infected wounds, skin infections or sores.
6 Do not keep personal belongings in food preparation areas. A separate locker area
should be provided for storage of personal belongings.
7 Do not use cracked or chipped crockery as germs can harbor in the cracks.
8 Use separate chopping boards, knives and other instruments for raw and cooked
foods to prevent cross contamination.
11 Keep food preparation areas and premises clean and pest-free, and ensure
preparation surfaces, utensils and cooking equipment are clean, and ensuring good
housekeeping practices.
Any personnel with fever (body temperature of 37.5ºC or above) has to immediately report the issue
following the communication channels established on the project. All regulations, protocols and
instructions given by national health authorities are to be followed.
COVID-19 risk factors of getting seriously ill based on currently available information and clinical
experience are as follows:
o People with a depressed immune system - Many conditions can cause the immune
system to weaken (immunocompromised), such as cancer treatment, smoking,
organ or spinal cord transplantation, immune deficiencies, inadequate control of HIV
or AIDS, and prolonged use of corticosteroids and other medicines that weaken the
immune system
o People with severe obesity (body mass index [BMI] of 40 or higher)
o People with diabetes
o People with chronic kidney disease on dialysis treatment
o People with liver disease
CONTRACTOR and SUBCONTRACTOR must ensure that all personnel coming to the project count
with a medical “fit for duty” certificate. Any person that reports to have any health issue as the one
referred above or any other condition that could make them specially at risk to develop a severe form
of COVID-19 disease if infected (including pregnant or breastfeeding women) must have specific
and more strict measures to avoid contagion, that would be tailored for each case if needed.
• Location of workstation on a lower risk area, if possible (area with less transit or less
populated, private office)
• Remote work recommended if a positive case is detected on the area.
Worker risk of occupational exposure to SARS-CoV-2, the virus that causes COVID-19, during an
outbreak may vary from very high to high, medium, or lower (caution) risk.
The level of risk depends in part on the industry type, need for contact within 6 feet (2 meters) of
people known to be, or suspected of being, infected with SARS-CoV-2, or requirement for repeated
or extended contact with persons known to be, or suspected of being, infected with SARS-CoV-2.
To help employers determine appropriate precautions, OSHA has divided job tasks into four risk
exposure levels: very high, high, medium, and lower risk. The Occupational Risk Pyramid (OSHA
Guidelines 3990-03 2020) shows the four exposure risk levels in the shape of a pyramid to represent
probable distribution of risk.
CONTRACTOR and SUBCONTRACTOR personnel will likely fall in the lower exposure risk
(caution), medium and high exposure risk levels.

High exposure risk jobs are those with high potential for exposure to known or suspected sources of
COVID-19. Workers in this category include:
• Healthcare delivery and support staff (e.g., doctors, nurses, and other hospital staff who must
enter patients’ rooms) exposed to known or suspected COVID-19 patients. (Note: when such
workers perform aerosol-generating procedures, their exposure risk level becomes very high.)
• Medical transport workers (e.g., ambulance vehicle operators) moving known or suspected
COVID-19 patients in enclosed vehicles.
Medium exposure risk jobs include those that require frequent and/or close contact with (i.e., within
2 meters) people who may be infected with SARS-CoV-2, but who are not known or suspected
COVID-19 patients. In areas without ongoing community transmission, workers in this risk group
may have frequent contact with travelers who may return from international locations with
widespread COVID-19 transmission. In areas where there is ongoing community transmission,
workers in this category may have contact be with the general public (e.g., in schools, high-
population-density work environments, and some high-volume retail settings).

Lower exposure risk (caution) jobs are those that do not require contact with people known to be, or
suspected of being, infected with SARS-CoV-2 nor frequent close contact with (i.e., within 2 meters
of) the general public. Workers in this category have minimal occupational contact with the public
and other coworkers.
Suspected case:
• A patient with acute respiratory illness (fever and at least one sign/symptom of
respiratory disease, e.g., cough, shortness of breath), AND a history of travel to
or residence in a location reporting community transmission of COVID-19 disease
during the 10 days prior to symptom onset.
• A patient with any acute respiratory illness AND having been in contact with a
confirmed or probable COVID-19 case (see definition of contact) in the last 10
days prior to symptom onset;
• A patient with severe acute respiratory illness (fever and at least one
sign/symptom of respiratory disease, e.g., cough, shortness of breath) AND in the
absence of an alternative diagnosis that fully explains the clinical presentation.
Confirmed case:
When a suspected or confirmed case of COVID-19 is detected, applicable national protocols must
be followed.
Project COVID-19 Management team must ensure that all required medical and safety protocols are
complied with, and that adequate medical care is delivered to the affected person. All safety
protocols for those caring and handling with the affected person must be granted.
The suspected case must be isolated and following the established medical protocols and treatment
until full medical is obtained by the achievement of a negative COVID-19 test.
If the indication is that the person stays on location and receive medical care or treatment on
accommodation, he/she must be in home isolation in order to avoid potential contagion. If leaving in
a CONTRACTOR or SUBCONRACTOR managed accommodation camp, the affected person must
be moved to isolation rooms. CONTRACTOR / SUBCONTRACTORs must ensure that isolation
protocol is strictly complied with. Please see NFXP4-TWJV-SH-PLN-00003-Att04 Guidelines for

If isolation is to be in government or national health care facilities, a safe transport of the person, if
not supplied by national service, must be guaranteed. Please see NFXP4-TWJV-SH-PLN-00003-
Att03 Safety Guidelines for transport a suspected COVID-19 case.
Close contacts:
Defined as any person showing no symptoms with the following exposure to a suspect, confirmed
or probable case during the case´s infectious period, without the appropriate PPE.
Identified close contacts of a suspected case must be home quarantined until results of the test is
known. In the event that the suspected case obtained a negative COVID-19 test, all close contact
may return to normal duties.
Identified close contact of a confirmed case must undergo COVID-19 test. Testing is to be done by
RAT. A confirmation PCR test is required after a positive RAT result only if the person is:
• Above 50 years of age, or
• Has a pre-existing health condition that make them especially vulnerable.
If the RAT test is ‘POSITIVE’, the individual shall undergo the following:
• Isolation – Isolation in a dedicated Quarantine Room for 7 days.

Casual contacts:
Casual contact is defined as any person having less than 15 minutes face-to-face contact with a
symptomatic probable or confirmed case in any setting or sharing a closed space with a symptomatic
probable or confirmed case for less than 2 hours.
No further action or testing is required. However the group is recommended to practice minimum
precautionary measures such as hand hygiene, to use a mask in crowded areas, limit direct contact
with high-touch surfaces, and social distancing.
Immediate communication shall be given to focal point at Site SHES Manager and Construction
Management, who will ensure flow of communication to Project Manager, PMT representatives,
corporate/COMPANY interested parties and COVID-19 Committee.
2.7 REPORTING
CONTRACTOR shall submit a weekly COVID-19 status reporting consisting of the following, as a
minimum:
• Total CONTRACTOR personnel not vaccinated: actual and cumulative to date (This
information will be provided as long as it is not in breach of the Data Protection Act);
• Total CONTRACTOR personnel in hotel quarantine including location, total number
of days: actual and cumulative to date;

SUBCONTRACTOR Site management shall develop the specific Contingency plan COVID 19 for
the camp and nominate a follow up COVID 19 Committee. Duties and responsibilities shall be clear
identified and assigned. Monitoring routing and audits shall be established for continuous follow up
and as a tool of improvement. As an outcome of the plan, Subcontractor management will:
• Ensure distribution and segregation of manpower.
• Promote practices related to social distancing and hygiene.
• Provide adequate material, equipment and tools such as PPEs, equipment and tools,
cleaning and disinfectants… and ensure proper availability and stocks (inventory).
• Reinforce the team assigned to security, hygiene and health monitoring duties. Ensure that
crew, shift and allocation of rosters are adequate to the demand.
• Verify proper cleaning and disinfection of the facilities camp wise.
• Grant awareness between manpower. Develop specific training program for front line
positions. Acknowledge of COVID 19 shall be properly cascade down to all camps users and
also personnel. Everybody shall clear know which is the kind of Personnel Protective
equipment that they shall wear and how to use and take off (right sequence).
• Identify and isolate any suspected case COVID 19. Readiness of the camp isolation room
shall be granted.
• Guarantee efficient medical response to any worker that develop mild symptoms. Camp
clinic shall be run, and be ready to act when required.
• Develop communication protocol, to ensure that information is handle in such way that
transparency and proper disclosure is maintained (communication chart to be developed).
• Ensure that all facilities and services are assessed and ready for the COVID 19 outbreak
(kitchen, mess hall, toilets, common areas …).
• Assign duties and responsibilities on regards to the implementation of the COVID 19 plan.
• Identify the committee, assign the member/positions (flowchart to be submitted).
• Continuous monitoring of the measures implemented.
Identifying potential COVID-19 infection hazard in the workplace is the first step to prepare an
adequate Contingency Plan for the Camp. Hazards that need to be minimized are:
• Getting expose with person positive with COVID-19.
• Touching high touch area/s which possibly contain virus/germs (high touch areas and other
places, areas).
• Getting infected through touching places, rooms, buses, etc.

• Crews shall be properly segregated and distributed room/block wise. Ensure that only
workers of the PROJECT are in the same room/block. No mix workers of different crews and
projects.
• Former Maintenance, deliveries contractors are allowed.
• Crowding is not allowed in the camp.
• Security manpower needs to be increased to follow up that no overcrowd occurs and to
accurately register personnel and visitors.
• SUBCONTRACTOR must provide face masks, as minimum, to all.
• Mess hall / meal facilities shall operate at full capacity. Disinfection and sanitation will be
done before each meal-service.
• Frequent and adequate laundry (wash machine hot water program) shall be encouraged
between workers. Control measures must be set at the same time to avoid overcrowded
facilities (i.e., shifts, timeframes, bigger amount of available wash machines). Supply of
detergent must be guaranteed.
Since infective agents can survive in the environment for a period of time, it is vital to observe
environmental hygiene on a regular basis, in particular during outbreak situation. It is important to
consider the following in employee´s accommodations:
• Daily disinfection for all rooms, mess hall and other facilities. Daily cleaning of toilets, offices,
smoking shelters, etc. (cleaning medium shall contain anti-bacterial solution). Rooms should
be maintained at a good standard of cleanliness
• Cleaning must start on clean area and progress to the dirty areas
• Spray surface with 0.1% sodium hypochlorite solution after initial cleaning with a neutral
detergent. For surfaces that could be damaged by sodium hypochlorite, spray down with a
70% concentration of ethanol is recommended for decontamination
• Frequently touched areas, such as escalators handrails, elevator control panels or door
knobs should be cleaned more often subject to the frequency of use.
• Hands should be washed after undertaking cleaning activities
• Regular pest control should be carried out
• Waste resulted of cleaning (clothes, tissues) to be handled in double bag.
• Supervisors should undertake regular monitoring to ensure that existing hygienic standards
are strictly observed.
Accommodation´s management should ensure that materials for adhering to the preventive
protocols are made available in the accommodation:
• Handwash basins equipped with liquid soap and paper towels. Ensure that supplies for
handwashing (i.e., liquid soap and disposable towels) are consistently available.
• Provide lidded containers for used tissue paper disposal.

1. WHAT IS QUARANTINE
Quarantine refers to the separation and restriction of movement of people who have potentially been
exposed to COVID-19, but who are currently healthy and do not show symptoms, with the objective
of monitoring their symptoms and ensuring the early detection of cases. Quarantine prevent the
possible spread of the virus to other people.
• Use separate towels, eating utensils, drinking glasses, bedding or any other household item
commonly shared in the family setting.
• Clean and disinfect your home, particularly frequently touched surfaces and toilettes.
▪ Cleaning refer to the removal of dirt and impurities, including germs, from
surface. Cleaning alone does not kill germs. But removing the germs, it
decreases their number and therefore any risk of spreading infection.
▪ Disinfection by chemicals, to kill germs on surfaces. This process does not
necessarily clean dirty surfaces or remove germs. But killing germs remaining
on a surface after cleaning further reduces any risk of spreading infection.
o Clean and disinfect high-touch surfaces in your “sick room” and bathroom. Let
someone else clean and disinfect surfaces in common areas, but not your bedroom
and bathroom.
o If other person will clean your bedroom or bathroom, they should do so on an as-
needed basis and that person should wear a mask/gloves and wait as long as
possible after you have used the bathroom.
• Clean and disinfect areas that may have blood, stool, or body fluids on them. Any items that
are heavily contaminated with body fluids and cannot be cleaned by washing should be
disposed of.
o Be sure to follow the instructions on the label to ensure safe and effective use of the
product. Many products recommend keeping the surface wet for several minutes to
ensure germs are killed. Many also recommend precautions such as wearing gloves
and making sure you have good ventilation during use of the product.
o Any cloths and mop heads used must be disposed of and should be put into waste
bags as outlined below.
Remember to keep good ventilation in the area while you clean and disinfect.
Open windows!
• Laundry
o Wash items in accordance with the manufacturer’s instructions. Use the warmest
water setting and dry items completely. Dirty laundry that has been in contact with an
unwell person can be washed with other people’s items.
o Do not shake dirty laundry, this minimizes the possibility of dispersing virus through
the air.
o Clean and disinfect anything used for transporting laundry with your usual products.
• Waste
o Should be put in a plastic rubbish bag and tied when full.
o The plastic bag should then be placed in a second bin bag and tied.

o It should be put in a suitable and secure place and marked for storage until the
suspected case test results are known.
o Waste should be stored safely and kept away from children. You should not put your
waste in communal waste areas until negative test results are known or the waste
has been stored for at least 72 hours.
▪ if the individual tests negative, this can be put in with the normal waste.
▪ if the individual tests positive, then store it for at least 72 hours and put in with
the normal waste.
Do health checks every morning and every night or anytime you feel like you might have a fever:
1. Take your temperature with a thermometer and/or that of family members who are being
monitored and cannot do so for themselves. If shared, it is preferable to use a non-contact
thermometer. You should do this at least two times a day and record your temperature using
the provided template. See TABLE 1 Temperature Register.
2. Watch for other symptoms such as fever, respiratory illness (cough, sore throat, runny
nose, shortness of breath), mild flu-like illness (fatigue, chills, muscle aches) and/or loss of
taste or smell.
3. If you have a medical emergency, call Emergency number (999) / Emergency Hotline number
(16000). Tell them your symptoms and that you under COVID-19 quarantine. Remember
also to report to your SUBCONTRACTOR / CONTRACTOR line manager.

4. OTHER RECOMMENDATIONS
As new COVID-19 cases continue to emerge, there are people in quarantine without any symptoms
or diagnosis of acute respiratory illness.

Staying at home for prolonged periods of time can pose a significant challenge for remaining
physically active. Sedentary behavior and low levels of physical activity can have negative effects
on the health, well-being and quality of life of individuals.
Quarantine can also cause additional stress and challenge the mental health of citizens. Physical
activity and relaxation techniques can be valuable tools to help you remain calm and continue to
protect your health during this time.
World Health organization (WHO) recommends 150 minutes of moderate-intensity or 75 minutes of
vigorous-intensity physical activity per week, or a combination of both. These recommendations can
still be achieved even at home, with no special equipment and with limited space. The following are
some tips on how to stay active and reduce sedentary behaviour while at home in quarantine:
o Take short active breaks during the day: Short bouts of physical activity add up to the weekly
recommendations. Dancing, and performing domestic chores such as cleaning are other
means to stay active at home.
o Follow an online exercise class. Take advantage of the wealth of online exercise classes.
Many of these are free and can be found on YouTube. If you have no experience performing
these exercises, be cautious and aware of your own limitations.
o Walk. Even in small spaces, walking around or walking on the spot, can help you remain
active. If you have a call, stand or walk around your home while you speak, instead of sitting
down.
o Stand up. Reduce your sedentary time by standing up whenever possible. Ideally, aim to
interrupt sitting and reclining time every 30 minutes. Consider setting up a standing desk by
using a high table or stacking a pile of books or other materials, to continue working while
standing. During sedentary leisure time prioritize cognitively stimulating activities, such as
reading, board games, and puzzles.
o Relax. Meditation and deep breaths can help you remain calm. A few examples of relaxation
techniques are available on internet for inspiration.
For optimal health, it is also important to remember to eat healthily and stay hydrated. WHO
recommends drinking water instead of sugar-sweetened beverages. Ensure plenty of fruits and
vegetables, and limit the intake of salt, sugar and fat. Prefer whole grains rather than refined foods.

The aim of this guide is to set up safe practices for the transportation of suspected/confirmed case
of COVID 19, if not provided by national government, thus minimizing the exposure of the driver to
the infection as well to prevent spread to other future users of the vehicle if performing a proper
cleaning, disinfestation and waste management.
Before transportation:
• Collect all equipment needed and spare:
o Driver: gown, eye protection, mask and gloves.
o Worker: mask and gloves.
• Perform hand hygiene with an alcohol-based hand rub (preferably when hands are not
visibly soiled) or soap and water.
• Put on PPE in the order that ensures adequate placement of PPE items and prevents self-
contamination and self-inoculation while using and taking off PPE.
• For workers, put mask, then gloves. In order to take off, remove gloves, wash hands and
then remove mask.
In case of the drivers, Figure 1 illustrate the order on PPE when all PPE items are needed
is hand hygiene, gown, mask or respirator, eye protection and gloves.

Driver will need to wear PPEs, not only during the transportation but also when cleaning and
disinfecting the vehicle. Driver to wear close boots.
When remove PPE, make sure that the PPE will not contaminate either the environment outside,
or other people.
Remove PPE in a manner that prevents self-contamination or self-inoculation with contaminated
PPE or hands.
General principles are:
• Remove the most contaminated PPE items first.
• Perform hand hygiene immediately after removing gloves.
• Remove the mask or particulate respirator last (by grasping the ties and discarding in a
rubbish bin).
• Discard disposable items in a closed rubbish bin.
Put reusable items in a dry (e.g. without any disinfectant solution) closed container;
an example of the order in which to take off PPE when all PPE items are needed is
gloves (if the gown is disposable, gloves can be peeled off together with gown upon
removal), hand hygiene, gown, eye protection, mask or respirator, and hand hygiene
(Figure 2).
• Perform hand hygiene with an alcohol-based hand rub (preferably) or soap and water
whenever ungloved hands touch contaminated PPE items.
If there is not a conclusion for the suspected case COVID 19, cleaning will be carried out thus
considering that vehicle has been exposed to a positive case COVID-19.
Driver will wear mask, gown, duty gloves (adequate for chemical product), eye protection as well as
close boots. Note that for wearing the Personal protective equipment and take off, they shall follow
sequence of Figures 1 and 2 above.
While performing the cleaning, crew shall:
• Keep hands away from face.
• Limit surface touched.
• Change gloves when torn or heavily contaminated.
• Perform hand hygiene.

All surfaces that the suspected case COVID 19 has come into contact must be cleaned and
disinfected, thus using disposable clothes or paper roll. Note that driver shall:
• Read the recommendations of use either for cleaning and disinfection product. Only it is
efficient, it is applied as recommended by manufacturer.
• First clean and second disinfect. The reason is that:
o Cleaning refer to the removal of dirt and impurities, including germs, from surface.
Cleaning alone does not kill germs. But removing the germs, it decreases their
number and therefore any risk of spreading infection.
o Disinfection by chemicals, to kill germs on surfaces. This process does not
necessarily clean dirty surfaces or remove germs. But killing germs remaining on a
surface after cleaning further reduces any risk of spreading infection.
• Remember to keep good ventilation in the area while cleaning and disinfecting.
While performing the cleaning and disinfection:
• Avoid creating splashes and spray when cleaning.
• Any cloths and mop heads used must be disposed of and should be put into waste bags as
outlined below.
• When items cannot be cleaned using detergents or laundered, for example, upholstered
furniture and mattresses, steam cleaning should be used.
• Any items that are heavily contaminated with body fluids and cannot be cleaned by washing
should be disposed of.
6. WASTE MANAGEMENT
If there is not a conclusion for the suspected case COVID 19, waste will be considered hazardous
as biological/clinical waste, and the following protocol will be followed:
• Should be put in a plastic rubbish bag and tied when full.
• The plastic bag should then be placed in a second bin bag and tied.
• It should be put in a suitable and secure place and marked for storage until the suspected
case test results are known.
• Waste should be stored safely. It should not put waste in general waste areas until negative
test results are known or the waste has been stored for at least 72 hours.
o if the individual tests negative, this can be put in with the general waste.
o if the individual tests positive, then store it for at least 72 hours and put in with the
general waste. If no possible to store the waste as this long, it will be disposed by site
clinic as hazardous waste.
Note that during the handling of the waste, driver will be also wearing full gear (mask, gown, duty
gloves, boots/close boots and eye protection).

The quarantine of persons is the restriction of activities of or the separation of persons who are not
ill but who may have been exposed to an infectious agent or disease, with the objective of monitoring
their symptoms and ensuring the early detection of cases. Quarantine is different from isolation,
which is the separation of ill or infected persons from others to prevent the spread of infection or
contamination. Both quarantine and isolation protocols prevent the possible spread of the virus to
other people.
Specific installations must be installed for quarantine and isolation of workers living in
accommodation camps. As a minimum, the facilities must comply with the establishments describe
here. A minimum of 1% of the total camp accommodation rooms shall be set aside as designated
Quarantine Rooms with dedicated washrooms and toilet facilities. Additional Quarantine Rooms will
be designated by the Camp Operator and set aside if required.
Ideally, individual rooms must be set in order to prevent any contagion. For suspected cases waiting
for test results confirmation, the isolation must be mandatorily in individual rooms.
The camp isolation room will have appropriate arrangements with the aim of fulfilling below
preventive measures and comfort requirements:
• Room shall be adequately ventilated and spacious, with hand hygiene and toilet facilities.
• Dimension of the room, enough to maintain the social distance must be maintained (that is,
distance of at least 2 meters) between all persons who will be quarantined there. Protective
separators to be installed between beds in order to create a safe space
• Suitable environmental infection controls must be used, such as adequate air ventilation, and
waste-management protocols.
• Protective equipment (adequate mask and gloves) are to be provided in quality and quantity
enough for the needs of the room.
• Self- Hygiene facilities (showers / hand wash basins) to be provided in enough quantity and
in good conditions of use.
• Cleaning and disinfection in the installations must be constantly maintained.
During the permanence in the site isolation room, workers shall be provided with an appropriate level
of comfort, including:
• Provision of food, water, and hygiene facilities.
• Protection for baggage and other possessions.
• Appropriate medical assistance/health monitoring for existing conditions.
• Communication in a language that those who are quarantined can understand, with an
explanation/update of:

• Ensure that appropriate handwashing facilities and hand-hygiene supplies are available.
• Stock the sink area with suitable supplies for handwashing, and with alcohol-based
hand rub, near the point of care and the room door.
• Ensure adequate room ventilation.
• Post signs on the door indicating that the space is an isolation area.
• No visitors are allowed in the site isolation room. If anyone has to access to the isolation
room (general services, line manager) that shall be allowed by doctor. Note that doctor and
his delegate (nurse) is also responsible for keeping an access register.
• Keep a roster of all staff working in the isolation areas, for possible outbreak investigation
and contact tracing.
• Remove all non-essential furniture and ensure that the remaining furniture is easy to clean,
and does not conceal or retain dirt or moisture within or around it.
• Stock the PPE supply (safety glasses, mask, gown and gloves). A checklist may be useful to
ensure that all equipment is available (Refer to table 1 below).
• Place appropriate waste bags in a bin. If possible, use a touch-free bin. Ensure that used (i.e.
dirty) bins remain inside the isolation rooms.
• Keep the workers’ personal belongings to a minimum. Keep water pitchers and cups, tissue
wipes, and all items necessary for attending to personal hygiene, within the worker’s reach.
• Dedicate non-critical patient-care equipment (thermometer) to the worker, if possible.
• Thoroughly clean and disinfect patient-care equipment that is required for use by other
patients before use.
• Place an appropriate container with a lid outside the door for equipment that requires
disinfection or sterilization.
• Keep adequate equipment required for cleaning or disinfection inside the isolation room, and
ensure scrupulous daily cleaning of the isolation room.
• Set up a telephone or other method of communication in the isolation room or area to enable
workers to communicate with the site clinic. This may reduce the number of times the workers
need to wear PPE to enter the room or area.

9. LAUNDRY
When performing the laundry of isolation room linen and worker clothes to consider:
▪ Wash items in accordance with the manufacturer’s instructions. Use the warmest water
setting and dry items completely. Dirty laundry that has been in contact with an unwell person
can be washed with other people’s items.
▪ Do not shake dirty laundry, this minimizes the possibility of dispersing virus through the air.
▪ Clean and disinfect anything used for transporting laundry with your usual products
