1. PURPOSE:
The purpose of this method statement is to describe the step-by-step procedure to be followed and adopted
to ensure that the Earth Works carried out in the project in compliance with the approved designs and
material using as per project specification / requirements are compliant with project quality & safety plan
and associate’s safety procedure compliance with the contract specifications and drawings.

2. SCOPE:
The scope this method statement is applicable for the completion of the Survey, Setting out, Grading,
Cleaning, Excavation, Backfilling, Spreading and Compaction in the project.

6. RESPONSIBILITIES AND SUPERVISION

6.1. PROJECT MANAGER (PM)


The Project Manager is responsible for overall execution of the work; prior to the commencement of
the works, the approved shop drawing will be reviewed by the construction management team. The
project document control department will ensure the latest revision and controlled copy of drawing are
issued to site. All relevant technical information will be communicated to personnel in-charge of the
construction to ensure that the necessary resources and equipment’s including tools and tackles are
provided to implement the works in an acceptable manner as per the approved documents, MS and
ITPs, checklist and also to ensure all construction staffs comply with Engineer’s Quality, Health, Safety
and Environmental Management System requirements. PM also ensures that MS and ITP for the scope
of work are prepared and approved by the Employer’s Representative prior to execution. He shall
ensure that all works are executed as per approved shop drawings.

6.2. EXECUTION TEAM


Execution Team is responsible for the execution of the activity in accordance with the approved MS,
and HSE plan. He is responsible for the preparation of job safety analysis and application for work
permits if required prior to commence of the activity. He will ensure the approved material being used
at site and conduct necessary toolbox talks and training to crew and responsible for ensuring all the
activities are carried out as per this method statement, recommendation from equipment
manufacturer. He shall ensure the controlled copies of the drawings only using at site, which are issued
to the site supervising team.
The Execution team will raise the work inspection request (WIR) to the QC dept. at appropriate stages
of the work as per approved ITP. WIRs should be raised at least 24 hours in advance of the required

time of inspection. The site engineer is also responsible for filling out the inspection checklist and
handing it to QC Engineer/Inspector.

6.3. QC ENGINEER/INSPECTOR
QC Engineer will manage and coordinate the inspection and testing in accordance with ITP and
responsible for ensuring all the activities are carried out as per this method statement,
recommendation from equipment manufacturer and specifications. He shall ensure the controlled
copies of the drawings only using at site, which are issued to the site supervising team. He is responsible
for reviewing WIR for all the related day to day activities at the site as per the approved ITP and
attending all the required day-to-day inspections along with the site engineer and the Employer’s
Representative’s for approvals.

6.4. SUPERVISORS & FOREMAN


Supervisors & foremen are responsible for ensuring that the workforce is aware of the quality control
procedures and safety requirements and responsible for executing the works as per approved IFC
drawings/ SD, project specification, and method statement. Chief Surveyor and Land Surveyors

6.5. CHIEF SURVEYOR AND LAND SURVEYORS


Chief Surveyor and Land Surveyors to ensure that the surveying works are accurate and running in
proper sequence, construction conformity with the shop drawings and achieving the target
productivity. Surveyors carry out complete survey work for project construction activities, Sets all
coordinate corners, grid lines, profiles and their recovery. Ensures that operating and control grade
levels are as per the drawings and specification. Monitors earthworks and ensure a systematic sequence
of progress is within specification and quality requirements, Sets and checks the alignment and levels
of all structures, finishes and MEP works are according to the approved shop drawings and ensures that
all surveying instruments are calibrated and checked regularly.

6.6. HSE MANAGER


1. Responsible for the Company's OSH implementation
2. Liaise with Department Managers in implementation of OSH Management System and issues
safety directives accordingly.
3. Monitors, reviews, and advises the Project Manager on OSH policies implementation and
results of the OSH audits.
4. Makes sure OSH roles, responsibilities, policies, plans, and objectives are communicated to
all relevant personnel.
5. Monitors OSH training requirements of personnel and coordinates in arranging internal and
external training.
6. Receives client's latest OSH standards and procedures and advises the Project Manager to
revise Company procedures accordingly, if necessary.
7. Preventing injury to personnel and damage to plant and equipment.
8. Determine the cause of any accident or dangerous occurrence and recommend means of
preventing recurrence.

9. Promote awareness of injury prevention and damage control to all levels of employees.
10. Supervise the recording and analysis of information on injuries, damage, and loss, assess
accident trends and review overall safety performances.
11. Keep up to date with recommended codes of practices and new safety literature; circulate
information applicable to each level of employee.

6.7. HSE LEAD


1. HSE Lead coordinate with the Project Manager and Report to HSE Manager
2. Prepare all site safety documents / reports and submit to Client / Employer’s HSE
Management.
3. Investigate and advise on any legal requirements affecting safety, health and welfare.
4. Coordinates with the concerned project engineer for performing the task risk assessment for
the project activities as identified.
5. Identify potential hazards on new contracts before and during the course of the works,
notifying the site safety organization of these and any additional fire precautions that may
be required.
6. Participate in the weekly/monthly HSE meeting.
7. Assist accident /incident investigation.
8. Conducts periodical inspection of facilities, machinery, vehicles, equipment, tools, tackle and
firefighting facilities at the project site to ensure that validity of them and to ensure the
compliance with the regulations.
9. Collaborate and advise on any changes in legislation or client procedure to be conducted /
communicated by managing engineer and or supervisor.
10. Monitor the action points at the site project and provides necessary advice to Engineers,
Foreman, and workers during the site inspection.
11. Participates in the appropriate implementation and installation of the safety devices and
equipment at all locations, in coordination with the Project Engineer
12. Prepare all site safety documents / reports and submit to Client / Employer’s HSE
Management.
13. Conducts HSE induction training for all new project staff onsite as needed.
14. Prepare Monthly HSE statistics.

6.8. HSE OFFICER


1. Ensure the pre-task meeting shall be conducted by engineer and or supervisor before
starting the day-to-day activities.
2. Ensure that HSE related documents, procedures, forms, and checklist are in place to ready to
use, including risk assessment.
3. Advise on the prevention of injury to personnel and on the prevention of damage to
property, plant & equipment, and other resources.

4. Identify potential hazards on new contracts before and during the course of the works,
notifying the site safety organization of these and any additional fire precautions that may
be required.
5. Conduct safety meetings with site personnel and subcontractors.
6. Foster safety awareness in all tradesmen and supervisors
7. Investigate further improvement in existing safe working methods.
8. Investigate and advise on any legal requirements affecting safety, health, and welfare.
9. Ensure provision and use of protective clothing and equipment and its use.
10. Ensure suitability from a safety viewpoint, of new and hired plant and equipment, and
validity of all appropriate test certificates.
11. Determine the causes of any accidents or dangerous occurrences and recommend means of
preventing recurrence.
12. Supervise the recording and analysis of information on injuries, damage, and production loss,
assess accident trends and review overall safety performances.
13. Supervise the recording of all employees’ safety training records.
14. Have absolute power to stop work on site if they consider a dangerous situation exists or
could exist and cannot be remedied immediately.
15. Identify the training need and the competency factor of the site personnel.
16. Conduct training as per program and maintain attendance records.
17. Fully coordinate with internal and external auditors to carry out the audits.
18. Initiate follow-up audit activities in order to verify audits and record the implementation and
effectiveness of corrective and preventive action taken.
19. Report the result of internal site inspections, corrective and preventive actions, and the
overall effectiveness of the system to the HSE Manager, with a copy to concerned head of
the section.
20. To conduct site safety induction.
21. Set a personal example.

6.9. NURSE/FIRST AID STAFF


1. Giving assistance in case of accidents.
2. Instituting, filling-in and updating a sanitary file for each employee.
3. Co-operating with site Project Manager and HSE Lead for the implementation procedures for
worker’s safety and health.
4. Inspecting first aid facilities
5. Verifying the food hygiene and cleanliness in construction site
6. Informing timely site HSE Lead concerning cases of epidemic infection or poisoning
7. Frequent site visits to brief workers at site on current weather conditions and its health
hazards

7.3. Materials:
All materials used on site have to be approved prior to start any work. The following list is a

8. PROCEDURE
8.1. Survey of Site

8.2. Setting Out


1. Setting Out will be made from the initial/Principal survey control points and as per approved
drawings. The exact layout of the excavation pit will be made considering the working space,
necessary slopes etc. And will be marked by the survey equipment.
2. Verify the detail of excavation according to the latest Issued for Construction (IFC) drawings
before starting the work. Conduct the survey. Verify coordinates and mark the location and
the limits of the area to be excavated.
3. Determine the depth of the excavation from the existing ground taking reference from the
latest IFC drawing. Always for levels benchmarks to be followed.

4. Coordinate with other disciplines involved, verify any existing service/ utilities by manual
excavation with proper PTW.
5. All excavation and preparation of formation will be carried out to comply with the
requirements of the approved Inspection test Plan, which in turn reflects the testing
requirements of Contract Specification.

8.3. Clearing & Grubbing


1. Prior to any earth works the construction area including areas for temporary construction
and diversion roads shall be cleared from all dead tree stumps, brushes roots etc. The above
will be achieved by grader that will use its back ripper to scarify the existing soil, the ripper
will be inserted to a depth of 30cm to ensure that all roots and hedges are removed.
2. Ensure all existing structures, foundations, etc. as captured above shall be entirely
demolished, removed, transported and disposed of, to a debris yard or designated area or as
approved by Employer’s Representative. For demolishing existing structures / foundations,
Employer’s Representative’s approval shall be obtained.
3. The removed material shall be collected and removed from site in accordance to the
requirements of contract specification and material salvaged shall be moved and placed in
accordance to the direction of the Employer’s Representative.

8.4. Grading
1. Earth filled areas not within routes shall be well graded and finished as per Project
specification and Employer’s Representative requirement.
2. Newly graded areas shall be protected against traffic and erosion.
3. All surplus soil and waste materials shall be removed and disposed of, to designated locations
as approved by Employer’s Representative.

8.5. Excavation Work:


1. Prior to excavation existing utilities are identified from drawings and trial pits done to verify
them inside the work area. (Refer approved method of statement for trial pit, Ref.No: BAS-
OTK-CPS-MS-001)
2. The excavation of Roads, Service corridors, parking area & landscaping areas shall be carried
out by dozers / graders / excavators as per requirement, loaders, and dump-trucks as
indicated previously in Section 5.0 – Plant & Equipment
3. Set up barricades and signboards around the area to prevent unwanted personnel from
entering the excavation site.
4. Unknown underground installation shall be informed to the PM during excavation and further
proceeding shall be as per PM instruction.
5. Watering prior to excavation may be applied to the existing surface to eliminate dust. Water
will be in accordance with Contract Specification. The dozer will make the first run and cut
roughly to the proposed formation levels pushing material in one direction. The excavated
materials are immediately loaded into dump trucks and transported into approved stockpile
areas where they will be separated for testing.

6. Where the excavation site is close to the existing structures, sufficient shoring and bracing
system shall be planned and approved by the Employer’s Representative.
7. Any existing service if exposed during excavation will be clearly marked, protected, and
properly supported during all activities, the protection being carried out in accordance with
the requirements of the relevant utility’s agency.
8. Excavate up to the desired level, width and length as required to conform to the latest IFC
drawing. The vertical tolerance shall be as per specification.
9. If the area does not permit the stockpiling of excavated materials, transport and store the
excavated materials to a designated stockpile area.
10. Remove and replace with compacted structural fill, any sort of contaminated soil, if any,
found at excavation bottom.
11. Over excavation shall be backfilled & compacted layer by layer properly as per project
specification.

8.6. Stacking/Disposal of Excavated Materials and Stockpile


1. Borrowed fill material shall be from on-site or off-site sources as per approved by Employer’s
Representative.
2. The contractor shall be responsible for ensuring material obtained from excavation or borrow
area complies with project requirements.
3. The excavated soil shall be stacked at site for further use. All unwanted materials/ big size
boulders shall be removed with the permission of the Employer’s Representative. It will be
stacked sufficiently away from the edge of excavation so as not to cause a collapse of the
sides of the excavated pit. Balance excavated materials will be disposed simultaneously to
the approved tip along with excavation by using dump truck at any time.

8.7. Backfilling
1. Backfilling works can be divided into two categories. Load bearing fills at pedestrian and roads
area and non-load bearing fills at service corridors and green areas, all fills will be placed in
150mm layers Maximum. All testing materials will be followed by AASHTO, ASTM or other
approved test procedure.
2. The materials to be used for fill will be originated from the excavated materials taken from
designated areas and approved by the Employer’s Representative. The filling material will be
mixed with water, complying with the contract specifications, and prepared in the stockpile
area to the optimum moisture content. Then it will be transported to site via dump trucks
where it will be spread and leveled by graders and compacted initially by steel drum roller.
3. Scarifying and Pre-wetting of the existing or excavated surface is essential as it increases the
bonding between the layers. Non-potable water used for such purposes will be tested and
will conform to the requirements as per Project Specifications. Any such source will be
approved by the Employer’s Representative prior to use.

8.8. Compaction
1. The grade checkers will then check levels by dip checking and mark the cut or fill required. It
is preferred after initial compaction to cut rather than fill to avoid any separation between
the added fill and the compacted layer. The grader will have a second and third run (if
required) accompanied by the steel roller till levels are reached. The finished surface will be
moistened, not dampened, and compacted with a roller compactor to have a better cohesive
layer and achieve the required compaction. Additional layers of fill material will be placed in
the same method as described above, until the desired elevation has been achieved. Dry
density testing and CBR testing (if necessary) will be performed in accordance with Project
Specifications and approved QA/QC Plan.
2. The backfill material will be thoroughly compacted in layers not exceeding 150mm thickness
to achieve a density of at least 95% of the laboratory maximum dry density, in accordance
with the above Project Specifications.
3. Inspection Request to be submitted for Employer’s Representative’s approval for each layer.
4. In areas of fill, the SE will verify that no visible voids are formed within the fill. If necessary,
materials will be mixed to ensure an overall grading which will not result in visible voids being
present in the fill.

9. HSEW REQUIREMENTS
9.1. Health Safety Requirements:
1. Activities covered in this method statement shall be carried out in strict compliance with
the requirements of the approved Project HSEW Plan.
2. Job briefing / Toolbox Talk shall be conducted by concerned Charge hand/ Foreman before
starting activity.
3. Special care shall be taken for working in confined space as instructed by the Safety
Engineer.
4. Attention will be given to ensure that the safety of all devices is being used for the job.
5. Experienced workers shall be deployed for operation of all types of machine and tools.
6. All the required PPEs such as helmet, safety goggles, hand gloves, overall, safety shoes and
ear plugs shall be used by involved workers.
7. Proper supervision shall be ensured to monitor the work.
8. Appropriate Safety guidelines must be adhered to during all stages of construction activity.
9. Manual Handling training shall be conducted.
10. First aid facilities shall be provided with provision of First Aider/ Male Nurse
11. Accident / incidents will be reported immediately followed by a written report within 24
hours of the occurrence as per site accident / incident reporting procedures.
12. Proper escape routes in case of evacuation shall all be designated, marked, and notified to
all personnel.
13. Work area shall be barricaded as applicable and necessary.
14. Required safety sign boards shall be placed in the area.

15. ADM waste management system to be followed.


16. Access and egress to trench shall be done. Ensure proper coordination with other disciplines
so that all relevant personnel are aware of the requirements. Ensure that a relevant permit
to work is obtained from the appropriate civil contractor, if required.
17. Ensure that the work area is safe and that all constraints on operations have been identified
and necessary precautions have been taken.
18. Welfare Facilities such as drinking water, rest area/ toilets.
19. Safety requirements and precautions, please refer to the approved RA.

9.2. Emergency Procedure


To facilitate the reporting of emergency situations the safety in-charge/Engineer shall arrange
for the following emergency procedure and telephone numbers to be displayed on site and
updated regularly:
Step-1: If a person is injured/need medical assistance, remove the injured person from
where danger still exists and get first aid, do not leave the injured person until help
arrives.
Step-2: For major injuries and incidents, call emergency service required and give location
and nature of emergency.

9.3. Environmental Requirements:


1. All applicable government requirements and regulations pertaining to environmental
protection and pollution shall be identified and adhered to.
2. Good housekeeping should be followed at all times to prevent the occurrence of accidents
and consequent injuries.
3. Horse playing at site is not allowed under any circumstance to prevent accidents and
injuries.

9.4. Housekeeping
1. Housekeeping of the site will be done in accordance with DMT and OSHAD procedures and
also in accordance with the project safety manual.
