Innovation, Incubation and Enterprise (i2E) Centre at

Dr. Babasaheb Ambedkar Technological University

EXECUTIVE SUMMARY

This proposal addresses a plan of establishing an Innovation, Incubation and Enterprise (i2E) Centre
at Dr. Babasaheb Ambedkar Technological University, Lonere. It is developed on the basis of
comprehensive surveys on the technology developments, available human resource of aspiring
engineering and technology graduates, and industry trends. The plan aims to establish the i2E Centre
through support from the State Government to leverage the talent and aspirations of engineering
graduates of the University for Opportunity Creation and wealth generation while meeting the
immediate and future needs of the society and industry alike.

The i2E Centre is facilitated by the Dr. Babasaheb Ambedkar Technological University with an
Advisory Board of experienced and eminent industrialists and an Executive Committee of dedicated
directors with active participation of Faculty and support staff of the University.

Purpose

The mission of the i2E Centre is to encourage and support establishment and growth of technology-
based start-ups. By fulfilling this mission, the Centre shall contribute to job creation, improve
employability of graduates, enhance economic health of the region and meet the demands of the
society and industry across the entire State through the Regional Centres and Sub-Centres of the
University.

Description

The i2E Centre will provide an ecosystem to start-ups of enterprising students and immediate alumni
of the University and affiliated colleges. The i2E Centre shall provide working space at flexible lease,
common office and Maker’s laboratory facilities, business guidance, mentoring, and other technical
resources in a network mode at the Main Centre of the University.

The i2E Centre shall host approximately six to ten clients at a time in a new 5,000 square feet well
equipped facility that would include a mix of office and lab space & necessary infrastructure for
prototype building & legal support. The facility, owned by the University and State of Maharashtra, is
being built at the Main Centre of the University and shall be operational within one year.

Core Strength of Dr. Babasaheb Ambedkar Technological University

Dr. Babasaheb Ambedkar Technological University is the State Technical University with a mandate
of bringing all Engineering & Technology, Pharmacy, Architecture and Hotel Management and
Catering Technology Colleges from the entire State under one umbrella in the next 4 to 5 years.
The core strength of the University is its vast human resource of students and faculty at the University
as well as in 100+ affiliated engineering, architecture and pharmacy colleges, having professional
network teeming with youngsters with bright ideas and big aspirations. In the very first year (AY
2017-18), as an affiliated University, the strength of the student population has increased from 2500 to
13000 which will get tripled in the AY 2018-19. This number will eventually rise to 3 lakh in the next
five years, across the entire State of Maharashtra. The University would like to leverage this
demographic advantage to build a vibrant ecosystem to support initiatives for wealth creation in the
era of competitive technology developments. Each affiliated college, with its well-equipped
laboratories, shall become a willing and enthusiastic partner in this endeavour.

Being a Technical University of the State, the University is better placed to put its technical and
professional knowledge to best of its use for practical applications. With a network of more than 1500
trained engineering faculty, and access to sophisticated equipment in the college laboratories, the pre-
incubation activities up to prototype level can be speeded up in the i2E Centre with significantly
improved chances of survival of the Start-ups.

The University has now access to a large number of experts in industry, many of them alumni of the
University. The University has built its relations with several companies and industry organizations
who are willing to participate in the Start-up activities. The University has a database of experts as
mentors and probable investors in the Start-up activities of the Centre. The experts have been already
roped in to make appropriate changes in curricula and research activities at the University. The
Directors for the Centre have been selected based on their experience with the industry sector and
expertise in Start-up systems.

Need of Innovation, Incubation and Enterprise Centre

Dr. Babasaheb Ambedkar Technological University is the State Affiliating Technical University of
the State of Maharashtra. The engineering graduates produced across the State have been facing
problem of unemployability and need many a times retraining in emerging areas of technology. The
dynamic technology landscape demands learning on feet, but throws newer challenges as well as new
opportunities to the young engineers. A paradigm shift is taking place where job seekers need to be
converted into job creators, not just to provide opportunities to other graduating engineers but also
add value to their education as engineers. The presence of an i2E Centre on the University campus, as
the Start-up Ecosystem of the University, shall drive the energy of the young engineers to creation of
an enterprise rather than looking for job elsewhere. The culture can be propagated to colleges
affiliated to the University.

The main campus of the University has various industries along with many chemical Industries
located within 55-100km distance. A steel industry giant, POSCO,, has its large scale plant just 30km
away from the Institute. IT/Software solutions incubated from the University will be easily able to
market and sell at the Smart cities like Mumbai and Pune. Electronic products designed from the
University will be able to find various clientsin these cities.

Innovation, Incubation and Enterprise Centre at DBATU

1. The i2E Centre shall be an autonomous Section 8 Company at the Main Centre of the
University. The premises will be owned by the University but leased to the Centre on rental
basis.
2. The University shall register the Centre as an Incubation Centre by appointment of a Board of
Directors and an Executive Committee. The Board of Directors shall be Industrialists, each
with industry or corporate background and experience in technology deployment, project
management and finance.

3. The Directors of the Board are experts in technology, management and finance, who share the
vision for the Centre and are willing to provide expertise that will contribute to the ability of
the Centre to fulfil its mission.

4. The Board would be instrumental in promoting the i2E Centre in their network, selection of
clients in i2E Centre, generating awareness in community and developing the Centre as a
forward-thinking economic development tool for the University.

5. The Board shall monitor and evaluate the performance of the Centre in terms of the impact of
start-ups incubated by the Center.

6. The Registrar and Finance Officer of the University shall be permanent invitees on the Board.

The Centre has an Executive Committee appointed by the University. The Dean-R&D and Industry
Relations of the University shall be the ex-officio member of the Committee.

The Executive Committee will address all day-to-day activities of the Centre and shall
implement all policy decisions taken by Board of Directors. The Committee shall provide
support to the Start ups for job creation, and economic health enhancement of the region.

CEO of the Centre

The CEO, will have a full time and independent charge, and must have corporate management
background, and experience in business development supported by administrative staff of maximum
three persons in Accounts/IT areas. He/she will report directly to the Board.

The CEO and support staff on the Centre shall be appointed by the University following a due process
and the University will not have any financial obligations towards the Centre for their salaries

The CEO provides hands-on mentoring that is catalytic to the i2E Centres mission and thus should be
experienced in technology start-ups, have a well-rounded understanding of business management,
facilitative leadership ability, and excellent interpersonal skills.

The CEO will have an established network of venture capitalists, angel investors, and bankers to
support new venture financing. The CEO will be well connected to professional and technical
knowledge networks in the community and will serve as a conduit to a resource network of service
providers that provide expert assistance to i2E Centres clients.

The following shall be Stakeholders of the i2E Centres of the University

 Students- UG, PG and PhD students of all disciplines of University and its affiliated colleges,
during their course of study shall be covered under the Centre. Diploma program students
from Institute of Petrochemical Engineering, Lonere, should be also considered.
 Faculty- All teachers of the University and affiliated colleges willing to translate their
research and innovations into enterprises shall be stakeholders.
 Staff- All non-teaching staff members of the University and affiliated colleges shall be
eligible for activities under the centre.
 Alumni- The centre also cover graduates of the University/ colleges for three years from the
date of their graduation of the last degree.
 Industry- Industry is a partner for identifying opportunities, providing support to the
enterprise activities of students, faculty and staff in the University and colleges.
 Society- The society shall be beneficiary of the innovations from the University and may
participate in identification of problems to be solved and receive affordable solutions in
return. A newer business enterprise may lead to employment opportunities in the area.
 Professional, Technological and Financial Experts: Technology Industry Representative(s),
Technology Entrepreneur(s), Venture Capital Financial Institutions, Legal, Marketing,
Accounting, Real Estate, Economic Development Agents, Strategic Linkages & Service
Integration.

Professional Network

The i2E Centre need a broad-based pool of high-quality professionals that have the technical and
business skills needed to support young businesses. Services for such a network would be negotiated
with guidelines for qualifications and level of service provided.
The Executive Committee of the i2E Centre will screen service providers, facilitate the interaction
between the service provider and the entrepreneur, and establish means to assess his progress and
satisfaction.
The Affiliated colleges and University Departments shall be in-house service providers for technical
support. The technical support and use of lab facilities may be made available to entrepreneurs on
pay-per-use basis or cost-sharing basis. An appropriate MoU shall be in place for the arrangements.

Plan for Creating the Pipeline of Deals for the i2e Centre& Other Marketing Efforts

The basic objective of the i2E Centre is to provide services and programs to increase students’
chances of achieving deals from resources which would have been difficult for them to achieve on
their own. Offering value-added services is key to the Centre’ ability to successfully spin-out
graduates into the community and generate jobs and wealth in the region.

Business Assessments

The assessment process shall be continual for evaluating applicants’ business plans, identifying areas
of need, developing a work plan to address those needs, identifying expertise and services needed to
move the business plan forward, and time frame for major tasks to be completed.

The initial assessment will occur upon acceptance of an applicant into the Centre and follow on a
monthly basis or as business issues dictate.

The final assessment will be a transition that links the start-up to appropriate resources. While the
CEO will rely on a variety of resources and partners to assist the student in implementing the work
plan, assessments and monitoring of overall progress against the plan are key functions that the CEO
is expected to perform.

Capital and Financing Network

Initially the Centre is expected to generate financial support from the State Government as grant-in-
aid for establishing the i2E Centre and necessary services. The i2E Centre shall part with 26% equity
share in the company for the financial support from the Government.

The i2E Centre will invite proposals for incubation from students of the University and support them
to develop prototype or proof of concept and develop a business plan.

The Centre shall help the students to establish and maintain relationships with a network of banks,
investors, venture capitalists, and corporate equity investors through capital networks, brokers, and
personal contacts.

The Centre shall work as a bridge between student entrepreneur at the Centre and appropriate
resources from market.

Intern Network

Interns at the Dr. BATU and other colleges affiliated to the University will provide a talented,
affordable work pool to support the Centre and special projects on an ad-hoc or on-going basis. The
Centre will establish a process that provides the entrepreneurs with the means to identify, screen, and
recruit interns.

Action Plan for Creating Innovation and Entrepreneurship Ecosystem in DBATU

The strength and diversity lies today in the technology and manufacturing sectors. A combination of
specialized facilities, programs and services focused on these businesses offer the greatest economic
benefits. Educational programs will play important role in creating awareness about entrepreneurship
at DBATU which will include hosted, on-site seminars of interest to technology start-ups.
Business/Technology Trainings

The Centre will work with GoM’s Start-up initiative to provide student entrepreneurs with access to a
range of business-related topics useful to any start-up including financial, legal, organizational,
marketing, insurance, etc, depending on demand and needs.

Seminars emphasizing topics of special interest in emerging technology businesses will be conducted
on a regular basis.

To excite the ideas in minds of students, general business topics will be provided through the e-
resources. The conference room will be used for on-site educational offerings and could be made
available for other educational offerings that are consistent with the Centre’s mission.

The CEO will identify topics based on an understanding of i2E Center and invite guest speakers with
expertise in the topic area.

Commercialization/Licensing Seminars

The i2E Center will host an annual seminar for specific area to inform users and entrepreneurs about
the challenges and rewards of technology commercialization, the processes and costs associated with
licensing technologies, and resources available to support technology commercialization efforts. The
seminars will be a marketing tool to reach potential clients.

Resource Library

The Centre will maintain up-to-date information resources for technology start-ups including resource
directories, business form templates, and checklists. i2ECentre staff will be aware of GoM and GoI
Start-up related programmes and other libraries that can provide additional resources to students.

Selection Criteria for Acceptance in the i2e Centre

The criteria used to evaluate applicants to the i2E Centre throughout the process will be based on the
mission and objectives of the Centre The Basic evaluation criteria for applicant shall be as follows:

 Completeness of the application including a business model presentation to a panel of experts.


 Potential of technology-related product/services for commercialization within maximum two
years
 Competence of the team in handling different aspects of the business.
 Ability to learn entrepreneurial business acumen
 Planning for capacity for growth to provide economic benefits to the community
ACTION PLAN

Phase I: Planning (Six months)

SUSTAINABILITY AND REVENUE GENERATION MODEL

The Centre’s mission and objectives provide a sustainable revenue generation model atthe University. A formal
progress evaluation be completed every quarter in a financial year and reports be provided to the Board and all
stakeholders.
