Overview
Effective immediately, MasterCard is revising its Standards to clarify and remind
customers that, absent the express prior written consent of MasterCard, an
issuer may not conduct or use solicitations in connection with a MasterCard
card program that is in any way linked to a different payment card program.

Background
In some cases, a solicitation for linked card programs may include terms that
suggest that another brand’s payment card is more advantagous to use than
a MasterCard card (for example, that the cardholder can earn more loyalty
program points or “miles” when making a purchase with the other card).

An issuer may promote another payment card brand and provide different
cardholder value propositions. A solicitation that promotes both a MasterCard
card and a different payment card as linked is not prohibited provided it
doesn’t create confusion and does not damage or create the potential for
damage to the goodwill or reputation of MasterCard or a MasterCard brand.

To enable MasterCard to assess whether such a solicitation is acceptable, a


MasterCard issuer must obtain the express prior written consent of MasterCard
before using a solicitation to promote a MasterCard card program that is in any
way linked to a different payment card program. MasterCard reserves the right
to refuse to approve or to terminate a MasterCard program and/or the use of
solicitation that reflects poorly on MasterCard or the MasterCard brand.

not use a Solicitation or any other application, conduct any advertisement ing,
promotion, marketing communication, offer, or the like in which connection
with a Card Program that is in any way linked to a different payment card
program.

Overview
MasterCard is revising the description of MCC 6540 to clarify that this MCC may
be used to identify the following types of transactions involving the funding of
an account:
• A service in which funds are delivered or made available to a person other
than the cardholder;
• The loading of funds into an account held at a financial institution;
• The loading of funds into an account held at a merchant location (also
called an electronic wallet or “e-wallet”);
• The loading of funds onto a stored value or prepaid card (alternatively, the
primary MCC of the card acceptor may be used); and
• The acceptance of a card in direct payment of an existing debt, such as a
private label card balance or vehicle or mortgage loan payment.

Point-of-Interaction Funding Transactions


Acquirers have the following alternatives for transactions in which a merchant
accepts a MasterCard® or Maestro® card to effect the funding of an account,
whether held at a financial institution or at a merchant location (including but
not limited to the funding of an electronic wallet or “e-wallet”):

• MCC 6540; or
• Under the Payment Facilitator model, the MCC that best describes the
primary business of the Sub-merchant selling the goods or services being
purchased.
• Until 12 October 2012, acquirers may also continue to use MCC 6529
(Remote Stored Value Load—Member Financial Institution) or MCC 6530
(Remote Stored Value Load—Merchant) to identify non-face-to-face account
funding transactions. These MCCs will be deleted effective with Release
12.Q4.

MCC 6540 may also be used to identify transactions involving the loading
or reloading of a stored value or prepaid card. Alternatively, occurring at a
merchant location, the MCC of the merchant or the MCC that most accurately
describes the primary use of the card (for example, the purchase of commuter
rail tickets) may be used.

Notwithstanding the foregoing, the following specific MCCs must be used for
the funding of an account used for:
• Gambling transactions (MCC 7995 must be used);
• Videotext transactions (MCC 5967 must be used);
• The sale of any prescription drug (MCC 5122 or MCC 5912 must be used); or
• The sale of any tobacco product (MCC 5993 must be used).

For funding transactions occurring via the MasterCard MoneySend platform,


MCC 6538 (MasterCard® MoneySend™ Funding) must be used.

MCC Identifies a transaction conducted by a card acceptor providing any

The identity and location of the card acceptor must be included in
the card acceptor descriptor record as the site where the transaction
was effected.
Any fee charged, whether or not it is included in the total transaction
amount, must be disclosed clearly to the cardholder before the
transaction is completed.

Summary: The chip floor limit for attended petrol transactions in the U.K.
has been increased to GBP 90. This revision applies for all card
types—MasterCard®, Debit MasterCard®, and Maestro®.

Background
The chip floor limit for attended petrol transactions in the U.K. (card acceptor
business code [MCC] 5541—Service Stations), previously set at GBP 45, has
been increased to GBP 90. This increase applies for both domestic and
cross-border transactions and for MasterCard, Debit MasterCard, and Maestro
cards. Transaction amounts less than or equal to GBP 90 may be authorized
offline by the chip, if the issuer has programmed the chip to permit offline
authorization. Transactions above GBP 90 must be authorized online.

The floor limits for non-chip transactions, including magnetic stripe


transactions, PAN-key entered transactions and technical fallback transactions,
are unchanged. For such transactions a floor limit of zero applies at online
capable terminals, unless there has been a telecommunications or terminal
failure. In case of such a failure, a floor limit of GBP 45 applies. The acquirer
must be able to provide an affidavit confirming the failure if it intends to rely
on the GBP 45 floor limit.

Background
The Excessive Chargeback Program (ECP) is intended to encourage each
acquirer to closely monitor, on an ongoing basis, its chargeback performance at
the merchant level and to determine promptly when a merchant has exceeded,
or is likely to exceed, monthly chargeback thresholds. There are two types
of ECP identification:
• Chargeback-Monitored Merchants (CMMs)
• Excessive Chargeback Merchants (ECMs)

MasterCard is changing the current ECP thresholds related to the identification


of both CMMs and ECMs.

The Chargeback-to-Transaction Ratio (CTR), a primary factor in ECP merchant
identification, is defined as the number of MasterCard chargebacks received
by the acquirer for a merchant in a calendar month divided by the number of
the merchant’s MasterCard sales transactions in the preceding month acquired
by that acquirer. A CTR of 1 percent equals 100 basis points, and a CTR of
1.5 percent equals 150 basis points.

Revisions to ECP Definitions


Effective immediately, MasterCard clarifies that a Merchant, for the purposes of
the ECP, is defined as any distinct merchant location, whether a merchant's
physical location or a merchant's Internet site or uniform resource locator
(URL), that is identified by a distinct billing descriptor by the acquirer in the
transaction record.

Effective 4 August 2012, MasterCard will revise the definitions for CMMs and
ECMs as described below. All merchant data reported to the ECP after the
effective date will be subject to the new criteria.

Chargeback-Monitored Merchant (CMM)


MasterCard is revising the definition of a CMM by changing the thresholds for
CMM identification from a CTR in excess of 50 basis points and at least 50
chargebacks in a calendar month to a CTR in excess of 100 basis points and at
least 100 chargebacks in a calendar month.

Excessive Chargeback Merchant (ECM)


MasterCard is revising the definition of an ECM by changing the thresholds for
ECM identification from a minimum CTR of 100 basis points and at least 50
chargebacks in each of two consecutive calendar months to a minimum CTR
of 150 basis points and at least 100 chargebacks in each of two consecutive
calendar months.

8.3.1 Definitions

8.3 Excessive Chargeback Program

8.3.1 Definitions
The following terms used in the ECP have the meanings set forth below.

Chargeback-to-Transaction Ratio (CTR)—The CTR is the number of MasterCard


chargebacks received by the Acquirer for a Merchant in a calendar month
divided by the number of the Merchant’s MasterCard sales Transactions in the
preceding month acquired by that Acquirer. (A CTR of 1% equals 100 basis
points, and a CTR of 1.5% equals 150 basis points.)

Chargeback-Monitored Merchant (CMM)—A CMM is a Merchant that has a
CTR in excess of 50 100 basis points and at least 50 100 chargebacks in a
calendar month.

Excessive Chargeback Merchant (ECM)—A Merchant is an ECM if in each of


two consecutive calendar months (the “trigger months”), the Merchant has a
minimum CTR of 100 150 basis points and at least 50 100 chargebacks in each
month. This designation is maintained until the ECM’s CTR is below 100 150
basis points for two consecutive months.

8.3.3.1 ECP Assessment Calculation


MasterCard determines an Acquirer’s liability for the monthly Issuer
reimbursement fees and assessments for each ECM as set forth below.
MasterCard calculates the Issuer reimbursement fees in the following steps 1,
2, and 3, and calculates the violation assessment in step 4.
1. Calculate the CTR for each calendar month that the ECM exceeded a CTR
of 100 150 basis points (which may also be expressed as 1.5% or 0.015).
2. From the total number of chargebacks in the above CTR calculation,
subtract the number of chargebacks that account for the first 100 150 basis
points of the CTR. (This amount is equivalent to one 1.5 percent of the
number of monthly sales Transactions used to calculate the CTR.) The result
is the number of chargebacks above the threshold of 100 150 basis points.
3. Multiply the result from step 2 by USD 25. This is the Issuer reimbursement.
4. Adjust the result in step 3 to reflect the extent that the Acquirer has
exceeded the 100 150 basis points threshold by multiplying the value in
step 3 by the CTR (expressed as basis points). Divide this result by 100.
This amount is the violation assessment.

Repeat steps 1–4 for each calendar month (other than the first trigger month)
that the ECM exceeded a CTR of 100 150 basis points or one 1.5 percent.

February and March are the trigger months, as these are two consecutive
months where the CTR exceeded 100 150 basis points. At the end of July,
Merchant ABC was no longer an ECM as its CTR was below 100 150 basis
points for two consecutive months. MasterCard calculates assessments and
Issuer reimbursements for each of the months March through July.

For example, the assessment for April (using March sales Transactions and
April chargeback volumes) is calculated as follows:
• The CTR = April chargebacks/March sales Transactions = 1,256 1,556/95,561
= 0.01314 or 131 0.01628 or 163 basis points (rounded)
• The number of chargebacks in excess of the 100 150 basis points is
determined by subtracting one 1.5 percent of the March sales Transactions
from the number of April chargebacks. One 1.5 percent of the March sales
Transactions (95,561 x 0.015) is 1,433. 1256 – 956 = 300 1,556 – 1,433 =
123 chargebacks
• The Issuer reimbursement for April is 300 x USD 25 = USD 7,500 123 x
USD 25 = USD 3,075
• The violation assessment is (USD 7,500 x 131)/100 or 982,500/100 = USD
9,825 (USD 3,075 x 163)/100 or 501,225/100 = USD 5,012.25

Using this methodology, the Issuer reimbursement fees and assessments for
the Acquirer for Merchant ABC are as follows.

To sign in to MasterCard Connect:
1. Using one of the required browsers, go to MasterCard
Connect: www.mastercardconnect.com.

2. Sign in using your current MasterCard OnLine User ID and Password (or
PIN + SecurID).

3. Check to make sure that you can access all of the applications that you
accessed through MasterCard OnLine. The applications under the My
Products menu in MasterCard OnLine will be listed under the Applications
menu in MasterCard Connect.

4. If you had access to Bulletins and Publications through MasterCard OnLine,

Background
MasterCard Service Provider Registration is a mandatory Program for all
licensed customers of MasterCard to electronically register Service Providers
using the MasterCard Registration Program (MRP) system available via
MasterCard OnLine®. MasterCard OnLine participation in MRP helps to ensure
the awareness of all participants touching cardholder data or involved in the
cardholder’s transaction experience. In addition, participation allows for the
early detection of abnormal activity, compromise mapping, chargeback, and
other fraud trends.

Temporary Suspension of Service Provider


Registrations
MasterCard is changing the way its customers access various programs.
MasterCard OnLine will be replaced by the more efficient and user friendly
MasterCard Connect™. As previously communicated, the new portal is targeted
to be available on 20 August 2012.

As a result of the work being done to upgrade the systems, customers will be
unable to submit new Service Provider registrations after 21 July 2012 until the
new MasterCard Connect system is operational 20 August 2012. All previously
submitted complete registrations will be processed and approved before 8
August 2012. Any pending registrations awaiting Payment Card Industry (PCI)
compliance certification must be completed by 20 July 2012. Any submissions
not completed by this date will be declined and must be resubmitted by the
customer. Should a customer attempt to register a Service Provider during the
time that the registration functionality is suspended, the following message
will be displayed:

“The SP Registration functionality is currently suspended in this application.


This functionality will be available via “Business Administration (Register &
Provision a Company)” Application with the General Availability of MasterCard
Connect. Business Administrator(s) can access this application via MasterCard
Connect Store subsequently.”

All other registration processes will not be affected during this


suspension. Customers should continue to register all high-risk merchants,
point-of-interaction (POI) merchants, and so on, as usual.

Overview
MasterCard announced processing Standards for the Travel and Entertainment
(T&E) merchant categories in June 2011. These Standards address the
challenges of associating multiple authorization transactions to a single clearing
record on the dual message platform. The Standards are global. The capability
of using the new Standards became available with Release 12.Q2.

The Standards referenced here are a component of the Authorization Precision


Initiative, announced in Global Operations Bulletin No. 6, 1 June 2011. The
specifications were included in the 12.Q2 release documentation (Global
501—Authorization Precision Initiative—Travel and Entertainment Processing).
An update to that documentation, published on 9 May 2012 on the Release
Information Center, contained three important updates:

• Guidance on reversal management for transactions with incremental
authorizations is under review and will be published as soon as possible
• Reversals for the specific T&E card acceptor business codes (MCCs) must
be submitted within 20 days instead of the 24 or 72 hours specified for all
other reversals.
• The inclusion of the specific MCCs in the U.S. reversal mandate will be
deferred from 12.Q4 to the 13.Q4 release.

Enhancements for Travel and Entertainment


Categories
The focus of this newly available functionality is specific MCCs in the T&E
industry. It is a common practice across all regions to submit multiple
authorizations and finalize them through a single clearing record. Formerly,
there was no certain method for issuers to associate these multiple
authorizations with the single clearing record.

To directly address this issue, Standards were introduced for merchants in the
car rental, lodging, and cruise line MCCs listed in the “Defined Standards for
Travel and Entertainment Transactions” section of this article. The functional
capability of associating multiple authorizations together was introduced with
the 12.Q2 release. Effective with the 13.Q4 release, this is to be considered a
standard for all transactions of this nature. These Standards will enable issuers
to match all authorizations resulting from one T&E event to a single clearing
record. The Standards will be optional for other merchant categories that may
submit multiple authorizations per transaction, such as goods rental businesses.

Also, due to the unique nature of these transactions, these merchant


categories were specifically excluded from the U.S. Region Authorization
Reversal Mandate. The Incremental Travel and Entertainment specification
Standards mandate will allow these merchant categories to be included in
the Authorization Reversal Mandate.

All acquirers are encouraged to initiate activities to adapt to these Standards


and deploy them as needed to affected merchants at their earliest possible
convenience but no later than the 13.Q4 release.

Defined Standards for Travel and Entertainment
Transactions
MasterCard engaged representatives from each of the parties in payment
transaction including merchants, acquirers, processors and issuer to arrive
at a solution that was effective at addressing the needs of all participants in
the value chain and will address the cardholder open-to-buy issue present in
the current T&E processing practices.

Each incremental transaction associated with a single cardholder event must


reference the original authorization. When the incremental (additional)
authorization is sent for the same T&E transaction, the acquirer must include
Trace ID, in Data Element (DE) 48 (Additional Data—Private Use), subfield 63.
DE 48, subelement 63 will contain the following, populated with DE 63 and
DE 15 from the original authorization:
• Positions 1–3 = DE 63, subfield 1 (Financial Network Code)
• Positions 4–9 = DE 63, subfield 2 (Banknet Reference Code)
• Positions 10–13 = DE 15 (Date, Settlement)
• Positions 14–15 = Contains spaces if the subfield is customer provided or
01 if it is system generated.

The First Presentment/1240 message submitted by the acquirer must include


the Trace ID from the original authorization in DE 63, subfield 2. Upon
receipt of the clearing record, the issuer must release holds related to any
authorizations for the transaction.

The merchant categories in scope of this standard are:


• MCCs 3351–3441 (Car Rental Agencies)
• MCCs 3501–3999 (Lodging—Hotels, Motels, Resorts)
• MCC 4411 (Cruise Lines)
• MCC 7512 (Automobile Rental Agency—not elsewhere classified)

Reversal Management
MasterCard has provided guidance on how to manage reversals for transaction
events that included incremental authorizations in the 12.Q2 Release.
MasterCard is investigating the feasibility of simplifying this process and will
communicate this in a future Global Operations Bulletin once determined.

Background
Mobile devices provide users with an ever expanding set of functions including
music, gaming, digital imaging, global positioning systems, social networking,
Internet browsing, e-mail, and messaging, among others. Not surprisingly,
mobile devices are widely expected to have a significant impact on the
electronic payment industry.

Mobile POS is a promising new technology that permits merchants, small and
large, to accept card payments using a mobile phone or tablet device.

The MasterCard Mobile POS Program


The MasterCard Mobile POS Program encourages Mobile POS solution
providers to build products and services that meet the guidelines of MasterCard.
The Mobile POS Program will include a registration and self-certification
process for vendors. Mobile POS solutions that meet the best practices of
MasterCard will be listed on the MasterCard Web site.

The MasterCard Mobile Point-of-Sale Best Practices Guide provides best


practices for solutions that allow mobile devices to be used as a merchant
POS terminal to facilitate the capture of MasterCard payment transaction data.
Mobile devices are defined as consumer-oriented, multi-purpose, mobile
computing platforms including, but not limited to, basic feature phones, smart
phones, tablets, and personal digital assistants (PDAs).

In general, mobile POS solutions have a lower total cost of ownership and
are simple to deploy. As a result, mobile POS solutions are being adopted
by small businesses such as trades people and street vendors that have
typically operated on a cash and invoice only basis and have never accepted
payment cards in the past. Additionally, due to the relative ease of developing
smart phone and tablet applications, there are broader possibilities to add
applications that enhance the payment experience and create solutions that are
appealing to taxi cabs, small retailers, and even large retail chains.

The MasterCard Mobile Point-of-Sale Best Practices Guide provides a solid


foundation for those developing and deploying solutions in this relatively new
acceptance channel to ensure the confidentiality of consumer credentials,

Overview
Location Administration Tool provides customers with a tool to upload their
ATM location information. This information helps to ensure that MasterCard
continues to maintain accurate details about ATM terminals connected to the
MasterCard network, help anticipate and respond to ATM fraud occurrences,
and provide quality information to cardholders about where they can use
their MasterCard® cards.

Effective 15 October 2012, when customers report their ATM locations via the
Location Administration Tool they will now be required to provide details
about whether an ATM has a EMV chip reader or not.

EMV Reporting Requirement
Beginning with the fourth quarter reporting cycle there will be a minor template
change introducing the EMV chip reader indicator as a required field. Reporting
organizations, regardless of country of origin, should report EMV Indicator
information for ATM locations where MasterCard, Maestro®, Cirrus®, and other
MasterCard cards are accepted and processed as EMV transactions. They may
append a (Y) yes, (N) no, and (U) Unknown value for EMV Chip indicator at
the end of the reporting template (after the Security Contact Phone Number).

The EMV Chip Reader indicator is a required field and will be monitored as a
part of the ATM Data Integrity program. The revised template and associated
documentation are available for download on the Location Administration Tool
Web site under Reference Desk on the Resource page.

Additionally, MasterCard will distribute an e-mail communication to all


participating reporting agents announcing the new mandatory EMV chip reader
indicator field as a part of the quarterly ATM reporting requirements.

Cirrus and Maestro Rules Requirement


Cirrus and Maestro rules require customers to provide up-to-date ATM locations
and terminal information to MasterCard on a quarterly basis. Please refer to
section 9.4.3.2 in the Cirrus Worldwide Operating Rules and 9.6.3.3 in the
Maestro Global Rules for information about this requirement. Failure to comply
with this requirement may result in a noncompliance Data Integrity assessment.

Importance of Updating the Location Administration


Tool
The information in the Location Administration Tool provides MasterCard,
Maestro, and Cirrus cardholders with the ability to find ATM locations
worldwide through convenient channels (Web, phone, and wireless) 24 hours
a day.

Customers and processors reporting on behalf of MasterCard customers are
encouraged to report their ATM locations quarterly and to ensure the data
quality of their ATM locations with each successive reporting cycle.

The Location Administration Tool provides reporting agents with the necessary
diagnostic feedback to address any incorrectly reported terminals. Reporting
agents are provided “Call to action” Scorecards, To-Do Lists, alerts, and error
logs with simple to follow instructions on how to correct any outstanding
data issues.

How to Get Started Using the Location Administration


Tool—New Users
New users must complete the Location Administration Tool registration process
defined below. Users can upload, update, or modify ATM records for member
ID/ICA numbers that are assigned to their user ID.
1. Go to www.mastercardonline.com.
2. Enter your User ID and Security Information.
3. Select Order Products from the top left of the main page.
4. Under the Shop tab and next to View choose All Products.
5. Scroll down and select Location Administration Tool.
6. Click Add to Cart and continue the process to checkout.

Users can then provide a primary member ID/ICA number and can list any
other member ID/ICA(s) they may be responsible for reporting.

MasterCard SecureCode processing was recently updated with co-processing
behind the main directory.securecode.com Domain Name Server Uniform
Resource Locator (DNS URL). MasterCard will decomission the business
recovery DNS URL to fully utilize the co-processing capability of the primary
DNS URL. This will provide customers of MasterCard SecureCode with a
primary communication channel that is supported from multiple locations
without additional configurations for disaster recovery.

Implementation Considerations
The Disaster Recover DNS URL—directory2.securecode.com—should be
removed from all server configurations for communication to the MasterCard
SecureCode directory server. All communications should be via the primary
DNS URL—directory.securecode.com. The retirement date is currently set
for 1 August 2012.

Operational Impacts
The retirement of the disaster recovery DNS URL should have no operational
impact to MasterCard SecureCode customers since MasterCard has not initiated
a disaster mode to route traffic to the disaster recovery DNS URL. Several
improvements, such as co-processing in 2011, have been completed and
are being planned to ensure a robust operating platform for MasterCard
SecureCode transactions.

Overview
The certificate authority that issues the MasterCard SecureCode Merchant
client Access Control Server (ACS) and ACS signing certificates is expiring
March 2013. The Directory Server (DS) server and client certificates will also
be updated to ensure that all certificates across the platform are signed out of
the same certificate authority (CA).

Effective 9 July 2012, MasterCard will support certificates that are issued from
the new Certificate Authority in production. All requests for Merchant Plug-in
(MPI) client and ACS server certificates must be submitted by 30 September
2012.

All ACS signing certificates should be replaced after 30 September 2012 but
before 28 March 2013 to ensure all MPIs have updated their trust certificates.

Implementation Considerations
MasterCard is encouraging all MPI software providers to request a new client
certificate no later than 30 September 2012 These request are being accepted
now through 30 September 2012 on a first come first serve basis. The new
CA is already accepted in the Valfac environment. Effective 9 July 2012,
MasterCard will begin trusting the new issuing certificate authority in the
production environment.

MPI and ACS software providers must continue to accept the existing Certificate
Authorities issued by the MasterCard SecureCode Root Certification Authority
and PRD MC Directory CA until 28 March 2013. MasterCard recommends
that ACS providers wait until after the 30 September 2012 cutoff date in order
to implement your new signing certificate to ensure the MPIs have updated
their trust certificates.
NOTE
MasterCard supports the use of 1024 bit keys. MasterCard will use 2048 RSA
bit keys and recommends the use of 2048 bit key size. MasterCard strongly
recommends that merchants and service providers prepare their MPI software
to comply with this requirement well in advance 30 September 2012 deadline.

New Certificate and Testing Information


The MasterCard® SecureCode™ Validation Facility will be available for merchant

to download, which includes a new MPI client certificate. ACS providers must
request their server and signing certificates independently by sending an e-mail
to securecode_test@mastercard.com. Customers must either use the certificates
signed out of the new CA or have their trust store updated with the new CA
during the Monday test window.

Effective 27 July 2012, the Valfac certificates will be updated. Only those
customers that have either updated their certificates or trust stores with the
new CA will be able to test in Valfac at that time.

System authorizations will begin supporting the new currency.

Financial Transactions Cleared Through Dual Message


System (Clearing) and the Single Message System
Customers may begin using the new currency code for MasterCard transactions
cleared through the Global Clearing Management System (GCMS) and the
Single Message System beginning 1 August 2012 at 17:00 St. Louis time.

Settlement
No changes are required for settlement. Customers will continue to settle
according to their established Regional Settlement Service arrangements and

MasterCard will establish a Chinese renminbi settlement service (Settlement
Service ID AP00000014) that offers settlement in the offshore deliverable
Chinese renminbi—currency code CNH/157. This service will be offered to
customers that are licensed outside of the Europe region.

The settlement agent for the service will be JPMorgan Chase and the service
will follow the Peoples Bank of China (PBOC), Chinese Central Bank and
Hong Kong Central Bank holiday calendars.

Beginning in April 2009, MasterCard implemented the MasterCard CVC 2
Validation Program for U.S. region merchants.

Issuers and acquirers should refer to the Chargeback Guide and message
reason code 4837 (No Cardholder Authorization) for chargeback processing
criteria related to the CVC 2 Validation Program.

The information in this article affects debit issuers that process chargeback
transactions through the Single Message System, although debit issuers use only

the Payment Card Industry Security Standards Council (PCI SSC)
