EXECUTIVE SUMMARY

Computer technologies have now become an indispensable component of daily life.

People all across the world are adopting technology to make many things easier and more

convenient. The government sector has made one of the most significant contributions to

technology. The usage of computer technologies has greatly benefited many government

units, particularly barangay units.

The "Design and Development of Barangay Information Management System for

Barangay Capri" is a proposed system aimed at providing an automated management

system for barangays. The system aims to eliminate errors and problems encountered

during the manual process by offering an efficient and effective tool for managing and

organizing barangay-related data. The project's objective is to assist barangay captains

and personnel in determining the barangay's most urgent needs through statistical

analysis.

The system's development will be guided by the Software Development Life Cycle

(SDLC) technique to ensure the efficient and effective implementation of the system.

With the implementation of the system, barangay captains and personnel will be able to

identify the most pressing needs of the community and enhance the delivery of basic

services and programs. The system will aid in the efficient management of barangay-

related data, which will ultimately lead to better decision-making processes.

CHAPTER I

PROJECT BACKGROUND

Introduction

In today's modern era, information technology has played a significant role in

improving the efficiency and effectiveness of various sectors, including local governance.

The use of advanced technology in managing and organizing information has become

essential to streamline processes, ensure accurate data collection, and enhance decision-

making. The Barangay Information Management System is a computer-based system that

serves as a centralized database for recording, storing, and retrieving information related

to the barangay. It is a platform that enables barangay officials to collect, organize, and

manage data that can be used to enhance the delivery of basic services and improve

governance in the local community.

This system provides a comprehensive barangay-related information, including the

population, demographics, health, and other relevant information. With BIMS, barangay

officials can easily access and analyze data to identify problems, track progress, and

make informed decisions. This will help in identifying the needs and issues of the

community, determining the resources required to address them, and developing

strategies to promote progress and development and is a valuable tool that can help

improve the quality of life in the barangay by enabling better data management, enhanced

decision-making, and improved service delivery.

Project Background and Context

Barangay Capri is a local barangay area located at Novaliches, Quezon City,

Philippines. It was established by the former Brgy. Captain Roberto S. Alberto. It is a

small community that houses a population of 12, 586 as of 2010. It is sustained by

established vision and mission.

The existing manual system for capturing and managing data in the barangay might

lead to errors and delays, affecting community service delivery. It is also difficult for

Brgy. Without an efficient data analysis system, it is impossible for the captain to detect

urgent needs and distribute resources effectively. Barangay personnel may have limited

access to information due to the lack of a centralized database, which might hinder

decision-making and service delivery.

To help address the needs of barangays, the researchers are developing a proposed

system entitled "Design and Development of Barangay Information Management

System for Barangay Capri." Through statistical analysis, the system aims to help

barangay captains and personnel in determining the most pressing wants and needs of the

residents. The system would be developed to collect information from multiple sources,

including surveys and reports, in order to provide an accurate representation of the

barangay's needs. The system will use statistical data processing to determine the needs

of the residents. This can enable barangay captains and personnel to determine which

types of activities or programs will be most beneficial to the community, allowing them

to make informed decisions to successfully address those needs.

Project Purpose and Description

The purpose of the project system, "Design and Development of Barangay

Information Management System for Barangay Capri," is to make an automated

management system for barangays that does rid with shortcomings and problems

associated with manual processes. The researchers want to develop a method that would

help barangay captains and personnel to identify the most pressing needs in the

community through statistical analysis. The researchers want to improve community

access to essential services and programs by providing a useful tool for managing and

organizing barangay-related data.

Main Objective

The main objective of the Barangay Information Management System in

Barangay Capri is to provide information of the Barangay as well as provide

announcements about programs and events in the Barangay. This system will help to

process and visualize data and to get information efficiently. Provides a database and

statistical analysis of the present profile of barangay.

Specific Objectives

1. To develop comprehensive barangay-related information, including the

population, demographics, health, and social services, among others

data for resident information that can be used to inform decision-making by

the barangay captain.

3. To develop a system that can manage residents and events information.

4. To design and develop a system that provides a user-friendly interface that

will show the programs and events happening in Barangay Capri, along with

their descriptions.

5. To develop a system that serves as a centralized database for recording,

storing, and retrieving information related to the resident of the barangay.

Scope and Delimitations of the Project

Scope

1. The system can monitor numbers of populations, male, female, voters, non-voters,

employed, unemployed, healthy, unhealthy, and other relevant information that

can be easily seen in statistical analysis format.

2. The system will also include features for statistical analysis of the data to inform

decision-making by the barangay captain.

3. The system allows the admin to easily update and manage the Resident

Information and Event pages, providing accurate and timely information on the

residents and upcoming events in the barangay.

4. The system can input and display the details of the program or event, such as the

date, time, venue, description and other relevant information that can be easily

seen in announcement format.

5. To develop a system that enables barangay officials to collect, organize, and

manage data that can be used to enhance the delivery of basic services and

improve governance in the local community.

Delimitations

1. The system is designed for exclusive use by Barangay Capri officials and is not

intended for public access or use.

2. The system is only accessible by the admin.

3. The system will not provide any online payment or transaction features, as it will

only serve as an information management tool.

4. The system user-friendly interface will include a section for displaying current

and upcoming programs and events in Barangay Capri, along with their

descriptions, but will not involve the actual planning or coordination of these

activities.

5. The system will not provide any automated decision-making features but will

provide insights and data that can be used to inform decision-making by the

barangay captain and personnel.

Operational Definition of Terms

This section presents the operational definition of terms that can help the reader

further understand the study.

Barangay. A unit of administration in Philippine society consisting of 50 to 100 families

under a headman.

Barangay Administrator. It is a person who handles and manages the whole process on

the Barangay Information Management System for Barangay Capri.

Barangay Records. Is a one way to easily track resident's information.

BIMS. Short term for Barangay Information Management System.

Computer-based System. Are defined as software, hardware, people, database,

documentation, and procedures. A computer-based system makes use of a variety of

system elements. Software: programs, data structures, and related work products.

Hardware: electronic devices that provide computing capabilities.

Events. Refer to planned activities or occasions that take place within a specific time and

location.

Manual-based System. Involving or using human effort, skill, power, energy, etc.;

physical: manual labor. of or relating to the hand or hands.

Population. The total count per person in every barangay.

Programs. Refer to a set of activities or initiatives that are designed to achieve a specific

goal or objective.

Statistical analysis. The process of analyzing data using statistical methods to identify

patterns, trends, relationships, and other insights in the data. Statistical analysis involves

the use of mathematical formulas and techniques to summarize, interpret, and draw

conclusions from data.

CHAPTER II

REVIEW OF RELATED LITERATURE AND STUDIES

A literature review is a scholarly paper that presents current knowledge, including

substantive findings as well as theoretical and methodological contributions to a specific

topic established by numerous studies and research, such as the establishment of a Design

and Development of Barangay Information Management System for Barangay Capri. The

following is a summary of each study that is relevant to the subject matter in terms of its

objectives and methodology conclusions reached by.

Foreign Literature, Studies and Systems

Barangay Information Management System

Barangay Management Information System is an advanced and automated process of

managing a barangay to exchange the manual process in the usual barangay hall such as

hand written documents. Keeping the records safe of every barangay resident is the top

priority and generating every information for the better future of the barangay.

Based on the Ministry of Finance (2015) Information management is a core component

of government infrastructure; it is the intellectual capital of responsible governance. Best

practice policies and standards result in efficient, accountable and cost-effective use of

resources. Information technology constitutes the full spectrum of technologies and

services that support information management. The definition of "record'' includes all

recorded information, whatever the media or format. Information management is a core

component of government infrastructure and ensures that critical characteristics such as

authenticity, reliability, integrity and usability of a record are preserved and protected for

as long as required. Management system includes a commitment to integrate services and

to deliver them electronically where possible. This strategy supports a client centric

framework that will assist and enable ministries to deliver services and record better

through improved access to business and citizens in services.

According to Bert Markgraf (2019) to gain the maximum benefits from the barangay

information system, it must exploit all its capacities. Information systems gain

importance by processing the data from the barangay inputs to generate information that

is useful for managing the barangay operations. To increase the information system’s

effectiveness, the barangay can either add more data to make the information more

accurate or use the information in new ways.

In Addition to Henczel (2018) calls this an information audit, focusing on the information

sources, resources, shows, and how the information contributes to the objectives of an

organization like Barangay. This study is the solution to the problems stated and

enhances the quality of service a Barangay office offers. Furthermore, this serves as an

awakening factor for all government offices, from highest to lowest levels, to align with

the view of the government of globalization and competitiveness of this information age.

Local Literature, Studies and Systems

Based on the Study of Peter (2019) is enabling the barangay to keep their resident records

as comprehensive, current, and easily accessible as feasible for verification, monitoring,

and reference purposes based on the available residents' census data retained by the client

barangay; this system aids barangay management. Planning, program execution, and

other associated tasks greatly benefit from the data offered by this system in the form of

through reports.

According to Cordova (2018) The system facilitates barangay management by enabling

the barangay to maintain their resident records as complete and up-to-date as possible and

as easily accessible for verification, monitoring and reference purposes based on the

available residents’ census data kept by the barangay. Data provided by this system in the

form of comprehensive reports are invaluable for planning, program implementation and

related purposes.

In Addition to the study of Atanacio and Lacatan (2019) the data analytics in this system

will assist them in terms of studying the patient data, the staff. The task of manually

categorizing and evaluating all the medical information will be onerous. There are too

many patient consultations each month for analysis. The Rural Health Unit will operate

more effectively thanks to the application of data analytics. Every Barangay will

categorize and arrange the patient consultation records. For each ailment, barangay, and

month, data analytics will provide the quantity of patient consultation records.

Synthesis of the Reviewed Literature, Studies and Systems

The above-mentioned collection of both international and local research informs the

proponents that their planned study has similarities to our Barangay Information

Management System. As stated, it has given us new options that helped us in our system.

patient consultation records.

The collections of studies above are related in the area of importance of the data and

keeping all the records of every resident in the barangay. It will give assurance that these

records are secured and used for the advancement of the Barangay Capri Novaliches,

Quezon City. It also guarantees that the employee's task will be easier, faster and more

efficient for the benefit of the Barangay Capri.

Windows 10 professional is important as the following software was installed in

it .Including the NetBeans, it is used for coding and it was important for this system as

using this will make the system work better and also this also helps us to develop the

system in a more efficient way. It allows us to add more designs in the system, while the

MS10 were used for documenting the needs and the process of the system.

XAMPP - Open source software package that provides a complete web server solution

for developing and deploying applications.

PHPMyAdmin - phpMyAdmin in system development is that it simplifies the

management and administration of databases. With phpMyAdmin, developers can easily

create, modify, and delete databases, tables, and columns, as well as manage user

accounts and permissions. This makes it easier for developers to maintain and update

their database structure, which is critical for the proper functioning of a system.

METHODOLOGIES

System Requirement Specifications

Barangay Information Management System is a useful tool that can help improve

the efficiency, accuracy, and reliability of barangay information management. By

providing a user-friendly interface and leveraging statistical analysis, the system can help

identify trends and patterns that can inform decision-making processes and improve the

overall functioning of a barangay.

Functional Requirements

other relevant information.

● Statistics analysis: The system is able to analyze data from various sources, such

as resident information, events data, and other relevant data, and generate

statistical reports that provide insights and trends. The system is able to present

statistical data in a user-friendly interface that makes it easy for the barangay

personnel to understand and make informed decisions based on the data.

for the success of policies and programs implemented by the barangay

management system.

Acceptance Criteria

In a barangay management system refer to the specific requirements that must be met in

order for the system to be considered acceptable or satisfactory to its users or

stakeholders. Some examples of acceptance criteria for a barangay management system

may include:

● Usability: The system should be easy to use, with an intuitive user interface and

clear navigation that allows barangay officials to perform their tasks efficiently

and effectively.

● Accuracy: The system should be able to accurately capture and store data,

generate reports, and provide up-to-date information on barangay affairs.

System Development Methodologies

In this section, the researchers discuss the different methods and systematic approaches

they used in analyzing and designing the Barangay Information Management System.

They utilized the Software Development Life Cycle (SDLC) Waterfall methodology,

which is a conceptual model used in project management to guide the different phases

involved in developing the system, from the initial feasibility study to maintenance of the

completed application. The researchers followed the appropriate rules of the SDLC

Waterfall method, which included phases such as Requirements, Analysis, Design,

Coding,

Implementation, Testing, Operation Deployment, and Maintenance. These phases helped

guide the development of the system and its network infrastructure.

Requirements

The researchers gather recommendations and information before settling on a proposed

project and arrangement, as directed by the Project Manager. All of the important

information gathered by the researchers was compiled into documents.

In This phase, the researchers gather information from the admin office of Barangay.

Through gathering information, the proponents developed a solution that meets the needs

of the residents. The researchers analyzed the gathered data to identify the most pressing

needs of the residents based on statistical analysis.

Design

During this phase, the proponents created a design for the system that will meet the needs

of the Barangay. The programmer begins developing the system after the design and

functionality of the system have been decided.

Coding and implementation

Once the design is complete, the next step is to code the system. This is where the

programmer will write the actual code to implement the system architecture, user

interface, and database schema.

Testing

The researcher will evaluate the system's input and output throughout this phase to see if

it operates as intended. The proponents decided to test them out first to make sure

everything was operating.

Operation Deployment

In this phase, the researcher is responsible for ensuring that the system is properly

installed, configured, and tested. This includes making sure that the system meets the

requirements

of the user, is secure and reliable, and is able to handle the expected workload. The

researcher should also monitor the system's performance and be prepared to troubleshoot

In this phase, the researcher is responsible for ensuring that the system is functioning

properly and that any issues are quickly identified and addressed. This includes

monitoring system performance, troubleshooting any problems, and making necessary

updates or repairs. The researcher should also be knowledgeable about the system's

architecture and design, and be able to identify potential security risks and vulnerabilities.

Conceptual Framework

The conceptual framework for the project Design and Development of Barangay Information Management

System for Barangay Capri is depicted in the figure above. It is based on the input, process, and output

model, or IPO model.

Testing Procedure

Testing procedures for the Barangay Management System can include the following

steps:

● Unit Testing: This involves testing individual modules or functions of the system

to ensure that they work as intended. The objective is to catch any errors in the

● Integration Testing: This involves testing how different modules of the system

work together. The objective is to ensure that the system functions as a whole, and

that all modules are working correctly.

● User Acceptance Testing: This involves testing the system from the perspective

of end-users, who will use the system in their day-to-day work. The objective is to

ensure that the system meets the needs of the users, and is easy to use and

understand.

● Performance Testing: This involves testing the system's performance under

different conditions, such as heavy user loads or low network bandwidth. The

objective is to ensure that the system can handle the expected level of usage

without any performance issues.

● Security Testing: This involves testing the system's security features, such as

access controls and data encryption. The objective is to ensure that the system is

secure and protected against unauthorized access and data breaches.

SUMMARY AND RECOMMENDATIONS

The summary and recommendations that have been reached by the proponents are

discussed in this chapter. The results of the project are summarized to show how effective

the system is, and recommendations are given as well to further improve future

development of the project or for future researchers.

Summary

The project aims to develop an automated information management system for

barangays that eliminates errors and problems encountered during manual processes. This

system will aid barangay personnel in identifying the most urgent needs of the

community using statistical analysis of data from surveys and reports. By providing an

efficient and effective tool for managing and organizing barangay-related data, the

project team hopes to enhance the delivery of basic services and programs to the

community. Additionally, the system will gather data from various sources to provide a

comprehensive overview of the barangay's needs, leading to more informed decisions and

efficient governance. Ultimately, the implementation of the system will improve the

delivery of essential services and benefits to the community of Barangay Capri. To

summarize, the proposed system is designed to improve the efficiency, accuracy, and

reliability of barangay information management in Barangay Capri by providing a

centralized platform for managing resident and events information and analyzing

statistical data.

Recommendations

Based on the findings of our project system, "Design and Development of Barangay

Information Management System for Barangay Capri," we recommend the

implementation of the system in all barangays in the Philippines. Also, it has the potential

to be a valuable contribution to the field of barangay information management. Future

researchers and studies should consider building upon this project by conducting further

research and analysis to identify additional functionalities and features that can be

integrated into the BIMS. It is recommended to conduct a comprehensive evaluation of

the system to identify areas for improvement and optimization. Additionally, future

studies can explore the potential of integrating emerging technologies such as artificial

intelligence and machine learning to enhance the system's capabilities. Lastly, it is

recommended to explore the potential for replicating and implementing the BIMS in

other barangays to improve the overall functioning of barangay information management

throughout the Philippines. By considering these recommendations, future researchers

and studies can further advance the field of barangay information management and

contribute to the development of more effective and efficient systems.
