Subjech Upgradation of posts in Autonomous Bodies-reg.

Please find enclosed O.M dated 10th October, 2023 received from D/o
Expenditure, M/o Finance on the subject mentioned above.

2. As per the O.M, referring to the provisions mentioned in DoE's O.M No. 7(2)
/ E.Coord/ 2020 dated 4tr September, 2020, whereiru inter alia, it has been stated that no
posts could be created in an Autonomous Body without the prior approval of the DoE.
As upgradation of posts involves creation of post at a level higher than the level in which
the post stands sanctioned. It is also impted that no post could be upgraded in an
autonomous body, except with the prior approval of the Department of Expenditure.

3. Therefore, it has been stated that any action taken towards the upgradation of a
post by the Goveming Body in an Autonomous Body must be treated as mere
recommendation and not a final decision. As such recommendations are required to be
processed by the concemed administrative Ministry with the concurrence of the
concemed FA for seeking approval of the DoE.

4. Accordingly, all Bureaus are requested to comply with above mentioned DoE's
provisions and take further necessary action in this regard.

approval of the Department of Expenditrue- So far as upgradation of posts is concemed, the same
