of a Civil Engineer is one of
the most important decisions
to be made during the
development of an
engineering project.
FACTORS CONSIDERED IN THE SELECTION
PROCESS
Civil Engineers should:
• have a professional and ethical reputation
• be a registered professional
• have demonstrated qualifications and expertise in performing the services required for the project
• be able to assign qualified engineering staff.
• have the necessary financial and business resources.

QUALIFICATIONS- BASED SELECTION
(QBS) PROCEDURE:

By invitation or by public notice, state the general nature of the project, the services
required, and the request statements of the qualifications and experience from the
Civil Engineers who appear to be capable of meeting the project requirements.

Prepare a budget for the staff time and costs.

Evaluate the statements of qualifications received. Select at least 3 Civil Engineers


that may appear to be best qualified for the specific project.
QUALIFICATIONS- BASED SELECTION
(QBS) PROCEDURE:

Write a letter to each Civil Engineer selected for further consideration. Each should have
an opportunity to visit the site and obtain clarification of any items required.

On receipt of proposals, invite the Civil Engineers to meet individually w/ the selection
committee for interviews and discussions of the desired result of the project.

Check w/ recent clients of each Civil Engineer to determine the quality of their
performance.
QUALIFICATIONS- BASED SELECTION
(QBS) PROCEDURE:

List the Civil Engineer or firms in the order of preference.

Invite the Civil Engineer considered to be best qualified to develop a detailed scope,
list of deliverables and schedule and to negotiate fair compensation for the services.

The compensation proposed by the civil engineer should be evaluated on the basis of
the client’s experience and budget estimate.
QUALIFICATIONS- BASED SELECTION
(QBS) PROCEDURE:

If satisfactory is not reached w/ the 1st Civil engineer, the negotiations should be
terminated and the Civil Engineer or firm be notified in writing to that effect similar
negotiations should be held w/ the 2nd and if necessary, w/ the 3rd Civil Engineer or firm.

When the agreement has been reached on scope, schedule and compensation, the client
and selected Civil Engineer Should formalize their agreement in a written contract.

Engineer are not likely to be performed.

The consulting Civil Engineer’s ability to be flexible and


creative in meeting the clients’ requirements is severely
limited.
The engineering designs are likely to be minimal in
completeness w/ the details left to the contractor.
TWO ENVELOPE SYSTEM

§ Submission of a technical proposal in one envelope


and a price proposal in a 2nd envelope.
§ The client evaluates the technical proposals
§ Select the best qualified Civil Engineer based on the
consulting Civil Engineer’s proposal.
§ The client opens the price proposal and uses this as a
basis for negotiation of the contractual scope and fees
(the 2nd envelope submitted by the unsuccessful
proposes are returned unopened.)
