VII. Executive Summary


In 2016, Youth for Change conducted a needs assessment through household visits to
establish the needs of a health care in Kapwepwe Ward. Community people identified

and prioritized the need of a Maternity Wing at Lilanda Health Post and therefore
requested Youth for Change to prepare a Project Proposal for Constructing a Maternity
Wing at the existing Lilanda Health Post.

This project is aimed at constructing a Maternity Wing which will remove the barrier to
access maternal and sexual reproductive health services at Lilanda Health Post and
ultimately reduce the high incidence of child/maternal mortality, malaria, cholera,
diarrhea, HIV/AIDS, and malnutrition. Other services which will come with the project
are:
 Promotion of Sexual Reproductive Health Rights and Services.
 Provision of health education about common health problems and what can be
done to prevent and control them.
 Promotion of proper nutrition.
 Provision of Immunization against major infectious diseases.

The project will serve more than 150,000 inhabitants of Lilanda and the surrounding
compounds of Paradise, Desai, Chunga, Twikatane and George at a cost of £11,865.75.

VIII. Organisation Profile

Youth for Change abbreviated as YOCA is a non-profit making community based


organization founded in 2002 and legally registered in 2006 by the National Youth
Development Council (NYDC) of Zambia.

VISION: To have a free society where orphans, families and children affected by
HIV/AIDS and poverty become self reliant and their human rights upheld within their
communities.

MISSION: The organization seeks to bring a transformed society within communities


where children needs and rights are upheld through community mobilization and
participation.

GOAL: To advocate for young people, children, women and marginalized group's rights
towards development and other informed choices.

4. Introduction

Kapwepwe Ward is one of the Five Wards found in Matero Constituency, the second
largest Constituency in Zambia. The ward has an estimated population of 150, 000
residents. Notable infrastructure in the area include One Secondary School and four
primary schools against a school going age of 70, 000 people. There is one government
Health Post in the ward without a maternity wing and antenatal/post natal services.
Kapwepwe ward also has unplanned settlements like Desai, Paradise which are not
serviced with piped water hence there is little access to adequate clean and safe water.

Through the health needs assessment, the problem i.e. Lack of a Maternity Wing at
Lilanda Health Post was identified and prioritized by the community people
themselves. The solution was also obtained i.e. building of a Maternity Wing at Lilanda
Health Post in Kapwepwe Ward. Thus according to the results, lack of a maternity wing
is the main problem in this community and most importantly 95 per cent community
people are ready to contribute in kind, labour and finance which is a good sign.

Since health is a right for all, it is recommended that a Maternity Wing be constructed at
Lilanda Health Post through community participation but with financial assistance from
the Kitchen Table Charity Trust (KTCT), Government, NGO's and other charitable
organizations.

5. Project Vision
To have a modem maternity wing at Lilanda health post centre which will provide
comprehensive maternal and sexual reproductive health services.

6. Project Mission
To provide access to maternal and sexual reproductive health services to Kapwepwe
Ward residents through community participation in the construction of a maternity.

7. Goal
To prevent woman from dying while giving birth and ensuring that all children survive by
providing access to relevant health infrastructure and services within Kapwepwe Ward
locality.
8. The Problem
Zambia, like many countries of the developing world, is faced with the challenge of
providing adequate health services to all her people. However, available national
resources, especially finance, are insufficient to implement this mammoth task.
Consequently, under the Health Sector Reforms, the government is working together
with a number of other agencies to help realize this goal - Millenium Development Goal
(MDG 5). Within Kapwepwe Ward there is a large population of about 150, 000 people
that at present do not have access to health services in their locality. There is only one
government clinic located near this area but it does not address all the health needs
services. In order to access these services the community people have to travel more
than 10 km. The roads in this area are not well passable thus during the night it is
difficult to find transport to access mother and child health services. As a result many
expecting women deliver at home or on the way without being attended by health
personnel. This causes a high incidence of matemal/child mortality. Malaria, diarrhea,
cholera and HIV/AIDS are the common diseases hampering development in this
community.
9. Objectives
Immediate
9.1 To construct a Maternity Wing at Lilanda Health Post by the end of December,
2018.
9.2 To involve community members, concerned stakeholders and
structures/systems in Kapwepwe ward in the planning, construction and
mobilisation of resources for the maternity wing in Kapwepwe ward by the end
of April, 2018.

9.3 To provide efficient, safe and easy to reach Maternal and Sexual Reproductive
Health Care infrastructure and services for girls and women in Kapwepwe Ward.
Long Term
9.4 To reduce by 99 percent child mortality resulting from poor access to health
facilities, distance and insufficient human resource.
10. Results
If a maternity wing is built in Kapwepwe Ward, the barrier of traveling more than 10 km
in order to access health services will end up. All services such as primary health care,
mother and child health, reproductive health will be obtained nearby and this allows
many (youths, women and men) to access them. Again due to gender inequalities in
most of Zambian societies, many women and children will now be able to access health
services near to their locality which will reduce the burden of women to travel long
distances with their children looking for these services. The time used to search for
these services will now be used for more productive issues at home as we all know
women are less mobile and at the same time are home managers.

11.1 Grant Award from the KTCT


We anticipate that the Kitchen Table Charities Trust will consider the community
proposal to construct a maternity wing at Lilanda Health Post. The decision to

support and signing of the grant letter by Youth for Change is anticipated to take
about 2months after submission of the proposal and it reaching the KTCT.
11.2 Stakeholder Meeting
Following the grant approval by the KTCT, YOCA will convene a meeting with
relevant stakeholders including: the Ministry of Health (MoH), Ministry of
Community Development Mother and Child Health (MCDMCH), Area Member of
Parliament Office and Councilor, CSOs, FBOs inter alia. The purpose will be to
announce the grant award and together develop a road map/strategy for the
project. This project should be community and stakeholder driven and not just
Youth for Change.
11.3 Construction
A call for bids to construct the Maternity Wing will be made in the public media.
As Youth for Change, we would like to engage Build It International and the
Ministry of Health to provide the technical expertise in the construction process.
11.4 Handover of Facility to the Ministry of Health
This activity will mark the official launch of the Maternity Wing and handing
over of the facility to the Ministry of Health (MoH) who will take charge of the
installation of equipment and human resource.
11.5 Operationalisation of the Facility
Following the Handover, YOCA will continue providing home based care support
through its care givers. The Ministry of Health shall also engage YOCA in routine
Monitoring and Maintenance of the Maternity Wing.
12. Monitoring & Evaluation
Monitoring and Evaluation will be done by the Project Committee which will be put in
place once the project is supported. The proposed committee will constitute three
YOCA staff and four stakeholders (Ministry of Health, Lusaka City Council, Community
member, Build It Int.). The committee will be headed by the YOCA A/Executive Director
and guided by some terms of references proposed by the committee members.

Further, the Project Coordinator will be on the project site from the beginning upto the
end of the project to Monitor and Coordinate the work. Weekly reports (narrative and
photos) will be submitted to KTCT by the Project Coordinator.
The Finance manager will be incharge of all the purchasing with signed approval from
the project committee. Disbursement of funds to the project shall be based on stages of
construction. The Finance Manager will keep record of all financial transactions and
produce weekly financial reports for review by the Project Committee and the eventual
submission to KTCT by the Project Coordinator. Mid and Final reports will be submitted
as indicated on the project timeline.
