I n response to the deteriorating air
quality in the MMCR region, the
Mumbai High Court has recently is-
sued stringent directives following a
public interest petition. Taking charge
under the leadership of Panvel Mu-
nicipal Corporation Commissioner
Ganesh Deshmukh, an online meeting
was convened on November 7 involv-
ing developers in the Corporation area.
Commissioner Ganesh Deshmukh em-
phasized the importance of maintain-
ing air quality in the Panvel Municipal
Corporation area and urged developers
to strategize measures in this regard.
The meeting was attended by key
figures such as Deputy Director of
Town Planning Jyoti Kavade, Deputy
Commissioners Dr. Vaibhav Vidhate
and Suvarna Dakhane, Chief Devel-
opment Officers in the municipal de-
velopment area, and Environment De-
partment Chief Manoj Chavan.
Commissioner Deshmukh stressed
that developers must use metal sheets
at least 25 feet high for all construc-
tion projects. Moreover, covering
construction sites and buildings with
green or yellow cloth, tarpaulin, or
paper was deemed essential to curtail
dust pollution.
Additionally, Deputy Commis-
sioner Dr. Vaibhav Vidhate relayed
directives from the High Court, in-
cluding the installation of mobile an-
ti-smog gun machines at construction
sites, regulated water usage during
operations, and a strict prohibition on
overloading.
To enforce compliance, CCTV
cameras will be mandated at all con-
struction sites. Activities such as
grading, cutting, drilling, sawing, and
trimming must occur in designated
areas and employ water sprinklers to
mitigate pollution. Developers are re-
quired to upload ongoing construction
and demolition details on a dedicated
site, which will be subject to monitor-
ing.
Post debris and rubble clearance,
thorough vehicle cleaning is neces-
sary. Vehicles transporting construc-
tion materials and debris should be
fitted with vehicle tracking systems.
The police department will take
action against violations of regula-
tions and overloading of vehicles, as
reiterated to developers during the
meeting.
I n a significant breakthrough, the
Crime Branch Unit-2 of Navi
Mumbai Police Commissionerate
has successfully apprehended a
notorious gang involved in mobile
phone snatching, following which
the police have solved 17 cases.
The diligent efforts of the police
force led to the seizure of 29 mobile
phones worth Rs. 5.02 lakhs.
The arrested culprits have been
identified as Bharat Prahlad Rath-
od (19), Devanand Vishnu Jadhav
(19), Deepak Ramesh Rathod (19),
and Vaibhav Kisan Jagtap (24), all
residents of Panvel and Kalamboli
areas. The gang's modus operandi
involved snatching mobile phones
from pedestrians while they were
engaged in conversations, then
making a swift getaway on motor-
cycles.
The gang's activities had re-
cently escalated, with their opera-
tions spanning areas like Taloja,
Kalamboli, Kamothe, and Panvel.
This increasing threat prompted
the swift response of authorities,
including Commissioner of Po-
lice Milind Bharambe, Additional

Under the guidance of Senior
Police Inspector Umesh Gawli of
Crime Branch Unit-2, a dedicated
team consisting of Assistant Po-
lice Inspector Praveen Phadtare,
Police Sub-Inspectors Mansingh
Patil, Dilip Bhande, Sunil Giri,
and others, conducted an ex-
tensive investigation, collecting
crucial information on the gang's
criminal activities. This effort
involved visiting various crime
scenes and employing technical
means to track the accused.
Through sources and me-
ticulous investigation, the crime
branch team was able to locate
and arrest the gang in connection
with the mobile phone snatching
incidents that occurred in Panvel
Taluka and other areas.
The investigation has now
unearthed a total of 17 cases of
mobile phone snatching, with in-
stances occurring in Panvel Talu-
ka-2, Kamothe-5, Taloja-5, Panvel
City, Khandeshwar, Kalamboli,
Kharghar, and CBD Belapur.

Safeguarding Our Natural Heritage
N ational parks stand as iconic
treasures, representing the
heart of our natural heritage and
serving as sanctuaries for biodiver-
sity. These areas are not just pictur-
esque landscapes; they encapsulate
our commitment to conserving the
environment for future generations.
However, the preservation of these
vital ecological habitats demands
immediate and resolute action. Ur-
gent measures are required to safe-
guard our national parks against the
pressing threats of human encroach-
ment, climate change, and biodiver-
sity loss.
The significance of these natural
reserves cannot be overstated. They
are the custodians of diverse eco-
systems, serving as crucial habitats
for a multitude of flora and fauna.
National parks, often considered the
epitome of wilderness, offer invalu-
able ecological services. They regu-
late climate, purify air and water,
and provide havens
for countless species,
some of which may
be found nowhere
else on Earth.
Human activi-
ties, however, have
increasingly en-
croached upon these
vital spaces. Defor-
estation, poaching,
pollution, and irre-
sponsible tourism
have all taken their
toll on these fragile
ecosystems. The delicate balance
that sustains these national parks is
at risk, and the repercussions of in-
action are grave. If we continue on
this trajectory, we not only threaten

Preserving these national parks
demands a multifaceted approach.
First and foremost, robust conser-
vation efforts are essential. This in-
cludes stringent protection against
illegal poaching, logging, and other
destructive practices. Moreover,
proactive steps such as reforesta-
tion, habitat restoration, and the
enforcement of sustainable tourism
practices are crucial in maintaining
the ecological integrity of these ar-
eas.
Education and awareness also
play a pivotal role in safeguard-
ing these natural havens. Educat-
ing communities, visitors, and the
younger generation about the im-
portance of preserving these areas
fosters a sense of responsibility and
stewardship. It instills a deeper ap-
preciation for the natural world and
emphasizes the need to protect and
nurture these invaluable landscapes.
Furthermore, addressing the
challenges posed by climate change
is imperative. Nations must commit
to reducing carbon emissions and

churning of the ocean
progressed, various di-
vine beings and treasures emerged.
Among these treasures was God-
dess Lakshmi, the goddess of
wealth, who appeared seated on a
lotus and was immediately recog-
nised as a symbol of prosperity and
abundance.
Goddess Lakshmi’s choice:
Once she emerged, Goddess Lak-
shmi chose Lord Vishnu as her eter-
nal consort. This is why she is also
known as ‘Sri’ and is associated
with Lord Vishnu, who is believed
to be the preserver of the universe.
Significance of Diwali and Lak-
shmi Puja: Diwali is considered the
day when Goddess Lakshmi de-
scends to Earth to bless people with
wealth and prosperity. To welcome
her into their homes, people clean
and decorate their houses, light oil
lamps and candles, create rangoli,
picted with four hands, symbol-
izing the four goals of human life,
which are dharma (duty), artha
(prosperity), kama (desire), and
moksha (liberation). Worshipping
her is a way to seek blessings for a
well-rounded and fulfilling life.
Diwali is often associated with
the beginning of the Hindu finan-
cial year. People believe that the
blessings of Goddess Lakshmi
will ensure financial prosperity
and abundance in the coming year.
Lighting lamps and candles during
Diwali is a symbol of driving away
darkness and ignorance and invit-
ing wealth and light into one's life.
During Lakshmi Puja, people
clean and decorate their homes,
create rangoli (colourful floor de-
signs), light oil lamps, and offer
prayers and offerings to Goddess
Lakshmi. It is believed that the god-
dess visits homes that are clean and
well-lit during Diwali and blesses
them with prosperity.

glutinous grain flour, mimicking the
craftsmanship of ancient village forts.

She has given over 1,000 concerts in
Vocal Carnatic Music & Veena for
the past three and half decades in
India & abroad. She also performs
jugalbandhi with noted Hindu-
stani Classical Vocalist Smt. Adity
Shome. She takes music classes for
both vocal and veena both online
and offline. Smt. Praveena Goutha-
man has done her Master’s in Car-
natic Vocal & Veena & Diploma in
Carnatic Vocal from Madras Uni-
versity, Tamil Nadu University of
Fine Arts & Music, Chennai, and
Mumbai University respectively all
qualifying with summa cum laude.
She is an MCom, MPhil (Com-
merce), Diploma in Higher Educa-
tion from Mumbai University and
Diploma In School Management
from Yashwantrao University. She
was a lecturer in commerce at a
Mumbai college for 33 years. A

Please tell us about your musical
journey?
Well, I l started learning Car-

Sabha in 1990 at Anushaktinagar.
I had given my maiden Veena per-
formance at BARC Temple prem-
ises for Navratri in 2000.
What is your daily routine?
My daily routine is practising
music, cooking, teaching students,
brisk walking and watching impor-
tant music, bhajan programs and
cricket matches like the World Cup
on TV.
When do you practise?
I practice one hour each on vo-
cal and veena daily in the morning.

I teach 28 students online across
different time zones and 30 stu-
dents offline and they keep me busy
the whole week. I consider it as my
pleasurable duty as knowledge illu-
minates when shared.
What is the response for In-
dian music abroad?
Very good. I perform before a
multicultural audience and the at-
tendees are so inquisitive that if
they like a song or composition,
they request me
for an encore.
They want to
learn something
new and appre-
ciate something
different and so
melodious. Not
only for the mu-
sic concerts but
also for my work-
shops and lec
dems on music I
get excellent re-
ception. Indian
classical music is
spreading across
the globe.
Who are
your favourite
musicians?
In Carnatic Music, Smt. M.S.
Subbulakshmi whom I consider as
a musical treasure house. Among
the current musicians I like Shri.
Sanjay Subramanian. In Hindu-
stani, I like Vidushi Kaushiki
Chakraborty.
Your favourite song in Car-
natic Music and in Hindi?
Well, my favourite song in Car-
natic is Bhavayami Gopalan in raag
Yamuna Kalyani composed by the
legend Saint Sri. Annamacharya.
In Hindi it is Bole Re Papihara
sung by late Smt. Vani Jairam.

honors you received
I have received many prestigious
awards both for vocal music and for
veena in India and abroad from re-
nowned cultural organizations like
Shanmukhananda. Awards honours
are the spin-offs or the by-products
of good performance. I took them
in my stride and stopped counting
them.
What is your opinion about
the younger generation?
Present generation wants to per-
form at an early stage which is not
acceptable. They must acquire suffi-
ciency and proficiency to overcome
any deficiency before ascending the
stage. They don’t put in extra prac-
tice hours. They want everything
instantly like fast food! I feel they
should take music seriously along
with their studies. There is no short
cut to success. They should have
passion and patience to succeed in
music.
What are your favourite plac-
es?
My favourite places in India
are Kodaikanal, Mahabaleshar and
Udaipur. Abroad I like the bustling
and lively Los Vegas, Grand Can-
yon, Niagara Falls and Houston in
the U.S.
Who is your role model?
My role model is the renowned
artiste and my Guru Smt. Radha
Namboodiri. In life, manners, style,
teachings and ethos she is simplic-

N estled between the Mahim and
Shivaji Park, Dadar in Mum-
bai, there is a market dedicated
to selling lanterns or kandils bet-
ter known as Kandil Gully. It is a
market that dates back five whole
decades and is famous city-wide as
the must-visit Diwali shopping pit-
stop. It is located at Kawli Wadi,
Lady Jamshedji Road. People
from all over the metropolitan re-
gion pay a visit to this market. The
markets put up several decorative
items which attracted customers.
Handcrafted kandils in all
shapes, sizes, colours and budgets.
The abundance and variety in the
market is known to draw thousands
of patrons here for Diwali shop-
ping year after year. Of course, in
addition to the kandils, shopkeepers
also stock up on other festive good-
ies such as Rangoli Kits, Rangoli
Colours, Geru (white powder), Co-
lourful Lights and more.
Subhash Pawar, a kandil seller
who sets up shop here every year
said, “We sell kandeels made of pa-
per and plastic and make it in the
traditional way. Our small kandils
cost between 30 to 50 rupees, while
the bigger kandeels range from 150
to 1,150 rupees. Although the cost
of the materials has increased, we
tried to keep our rates the same as
last year to retain customers.”
He added, “This year there is a
higher demand for traditional kan-
dils, with intricate patterns made
from paper and wood. People are
consciously trying to avoid plastic
and thermocol kandils.”
The wooden kandils range
from 100 to 800 rupees, while the

1,150 rupees. The footfall of people
is higher this year, as it is the first

Shibani Patankar, a resident
from Worli, Mumbai said, “I visit
