Good morning to everyone, today we stand before you as advocates of the proposition that "DepEd's

confidential funds are beneficial." In a world where educational development is a crucial aspect of a
nation's progress, it is imperative to recognize the significance of the Department of Education's
(DepEd) confidential funds. Throughout this debate, we shall shed light on the various beneficial
aspects of DepEd confidential funds, emphasizing the benefits on our educational landscape.

Before we delve deeper in our stand, we should debunk first the fallacy ideology and arguments of
the opposition side.

 Transparency
The opposition said that “No transparency, No benefits”. Is this allegation is a fact or fallacy.
1. In R.A 9336 sec. 19 it said there ’a quarterly report on the accomplishments in the use of intelligence
and confidential funds’ if there is a quarterly accomplishment report is there no Transparency there ?
2. In COA-DBM Joint Circular 2015, 4.15.3 stated there that in confidential funds is ‘inspected by
ICFAU’, if there is an inspection will you call it No Transparency ?
3. It only means that the quote “No transparency, No benefits” is a fallacy ideology since DepEd
confidential funds has quarterly accomplishment reports and being inspected by ICFAU, this is a proof
that CF on DepEd has transparency.
 Accountability
The opposition said that “No one is accountable if the DepEd CF will be misused” is it true ?
1. In COA-DBM Joint Circular 2015, 4.16 In case of misuse of IF/CF, the Budget Officer, Chief
Accountant, Treasurer and the Project Officer may likewise be held accountable with SDO.
2. Only means that there are accountable personals if the CF of DepEd is misused.
 Misuse
The opposition said that “CF of DepEd can be used as corruption, so there will be no
benefits”
Now let’s analyze, Is there any corruption within CF of DepEd ?
1. What is their proof ? Argument with no proof is fallacy
2. In R.A 10155 sec.61 ’confidential and intelligence fund shall be limited to corporations performing
activities related to information gathering and surveillance activities which have direct impact to
national security and/or intended to support its mandates and operations’ Now think, do you think that
the government will allow to release the CF to DepEd, if it will be used on personal motives,
corruption or be used in something that is not aligned in the Philippine constitution ?
3. How can we assure that CF on DepEd will not be misused ? We have the R.A 9336 which states that
CF can only be used on ‘for intelligence and counter-intelligence activities’ and in COA-DBM Joint
Circular 2015, 4.8.1-7 4.8.1 Purchase of information necessary for the formulation and implementation
of program, activities and projects relevant to the national security and peace or Rentals and the
incidental expenses related to the maintenance of safe houses or Payment of rewards to informers or
Uncover/Prevent illegal activities that pose a clear and present danger to agency personnel/property
4. Lets just say, CF of DepEd is misused, Is there no Law that condemn the person who is
accountable of that issue ? That’s why we have the Senate Bill 765 Explanatory note ‘All
branches of government must be able to account for their actions and for their use of public
funds to the people whom they serve. None should be spared from the scrutiny of the public.
Understandably, because of its nature, activities must be kept confidential for valid national
security concerns. the purpose Of upholding accountability in the conduct of intelligence
activities while at the same time maintaining the necessary confidentiality, this bill calls for
the creation of a Joint Congressional Intelligence Committee tasked to monitor and oversee
which include the administration, financial management, and expenditures, of the
intelligence agencies. This is a proof that these Government bodies carefully analyzing the
CF proposal before releasing it into DepEd. So, Let me ask you again, will the Government
release the CF to DepEd if it will be corrupted or misused ?
