‭STATEMENT OF THE PROBLEM‬

‭Fundamentally,‬‭the‬‭purpose‬‭of‬‭civic‬‭centers‬‭has‬‭remained‬‭relatively‬‭unchanged‬
‭throughout‬ ‭history,‬ ‭steadfastly‬ ‭serving‬ ‭as‬ ‭the‬ ‭soul‬ ‭of‬‭a‬‭community.‬‭From‬‭a‬‭practical‬
‭standpoint,‬ ‭civic‬ ‭centers‬ ‭are‬ ‭intended‬ ‭to‬ ‭serve‬ ‭society‬ ‭and‬ ‭reflect‬ ‭the‬ ‭setting‬ ‭and‬
‭period‬ ‭within‬ ‭which‬ ‭they‬ ‭are‬ ‭shaped.‬ ‭As‬ ‭such,‬ ‭civic‬ ‭values‬ ‭that‬ ‭guided‬ ‭an‬ ‭era‬ ‭are‬
‭expressed in the architecture and spaces created during that time.‬
‭Barangay‬ ‭Dontogan‬ ‭as‬ ‭a‬ ‭community‬ ‭is‬ ‭growing‬ ‭and‬ ‭shifting,‬ ‭a‬ ‭reflection‬ ‭of‬
‭the‬‭trends‬‭the‬‭city‬‭of‬‭Baguio‬‭to‬‭which‬‭it‬‭belongs‬‭is‬‭undergoing.‬‭The‬‭state‬‭of‬‭its‬‭civic‬
‭infrastructure,‬‭however,‬‭remains‬‭unchanged.‬‭The‬‭disconnect‬‭between‬‭the‬‭community's‬
‭growth‬‭and‬‭the‬‭stagnant‬‭civic‬‭infrastructure‬‭restricts‬‭the‬‭capacity‬‭of‬‭the‬‭civic‬‭center‬‭to‬
‭provide essential services to its diverse constituents.‬
‭The‬ ‭research‬ ‭intends‬ ‭to‬ ‭investigate‬ ‭the‬ ‭mismatch‬ ‭between‬ ‭Barangay‬
‭Dontogan's‬ ‭dynamic‬‭transformation‬‭and‬‭the‬‭current‬‭state‬‭of‬‭its‬‭civic‬‭infrastructure‬‭to‬
‭identify‬‭potential‬‭solutions‬‭that‬‭will‬‭serve‬‭as‬‭a‬‭benchmark‬‭for‬‭the‬‭future‬‭development‬
‭of a multipurpose hall that will better serve its evolving community.‬

‭OBJECTIVES‬
‭The‬ ‭principal‬ ‭aims‬ ‭of‬ ‭this‬ ‭research‬ ‭conduct‬ ‭a‬ ‭comprehensive‬ ‭analysis‬‭of‬‭the‬
‭incongruence‬‭between‬‭the‬‭demographic‬‭and‬‭societal‬‭trends‬‭in‬‭Barangay‬‭Dontogan‬‭and‬
‭the stagnant state of its civic infrastructure. This investigation seeks to:‬

‭1.‬ A ‭ ssess‬ ‭the‬ ‭current‬ ‭demographic‬ ‭and‬ ‭societal‬ ‭trends‬ ‭in‬ ‭Barangay‬ ‭Dontogan,‬
‭including population growth, cultural shifts, and changing community needs.‬
‭2.‬ ‭Evaluate‬‭the‬‭existing‬‭civic‬‭infrastructure‬‭in‬‭Barangay‬‭Dontogan,‬‭including‬‭its‬
‭architecture,‬‭facilities,‬‭and‬‭services,‬‭to‬‭identify‬‭areas‬‭where‬‭it‬‭falls‬‭in‬‭adequate‬
‭in accommodating the evolving community.‬
‭3.‬ ‭Identify‬‭potential‬‭solutions‬‭and‬‭strategies‬‭that‬‭can‬‭bridge‬‭the‬‭gap‬‭between‬‭the‬
‭community's dynamic transformation and the outdated civic infrastructure.‬
