Sri Dipankar Chakraborty , Gr.”D” staff attached to Mid-Day-Meal Section

and Health Section of D.M. Office , Cooch Behar has submitted a prayer for additional
remuneration for operating Xerox machine at MDM section which is placed herewith may
kindly be perused.
He is entitled to get additional remuneration in terms of Finance Deptt.s’ memo no.
5471-F Dated. 18.07.2007 for operating Xerox machine of MDM section w.e.f. December’20
to March’21 in addition to his normal duties.
In view of the above , Rs. 320.00 (Rupees three hundred twenty) only (i.e. Rs.80.00 X
4 months) may please be sanctioned in favour of the aforesaid Gr, “D” staff.

The Canon Xerox machine of model no. R – 2525 which is already installed at Mid-
day-Meal section has not been functioning properly since sometimes past. Besides this
section , some other sections of this office are also partly dependent on this Xerox machine
for smooth running of day to day office work.
Considering the above circumstances , authorised experts of Canon Xerox machine of
Electro Service Pvt. Ltd. , Cooch Behar were called on and they visited that machine and
submitted a report on approximately repairing cost which is placed herewith under flag “A”.
Hence , if approved , an early repairing of this machine may be done by Electro
Service Pvt. Ltd. , Cooch Behar for smooth running of office work.

Since the last Data Entry Operator resigned , Mid Day Meal Section of

District Headquarter is running without having any Data Entry Operator . Due to COVID

situation it is not possible to arrange fresh recruitment of DEO in a short time frame . Now ,

online entries for various portals , SNA and to co-ordinate frequently video conferences

arranged by the State Authority have become very much inconvenient for this Section due

to un availability of DEO.

It has been instructed in this letter that out of accrued interest amount to the MDM
fund kept in savings bank A/C , D.I. (Primary) & D.I. (Secondary) may be provided @ Rs.
10,000.00 per month for a period of 3(three) months (February-April 2022) for this district
as Mobility Support. Similarly, S.I. of 26 circles may be provided @ Rs. 8,000.00 per

Charge , Cooch Behar bearing No. 32/III-25 Dated. 17/05/22 as a forwarding of
application submitted by the Secretary , Satmile Rehabilitation Centre for Disabled is

The application is about prayer for starting Mid-day-Meal scheme for the

 A letter has been received from the B.D.O. Dinhata-II under memo. no. 5529 dated.

30.05.2022 as a forwarding letter alongwith a prayer submitted by H.M. , Sukarurkuthi

Jaynal Abedin Jr. High madrasha demanding starting of Mid-day meal programme at the said

Jr. High madrasha placed at flag “A” for your kind perusal.

As per notification of the Director , Mid-day-Meal Programme dated , 30 th September

, 2015 (at flag “B”) only the schools those are run by Local Bodies , Government or aided by

the Government including madrashas and maqtabs supported under Sarva Siksha Abhiyan are

only entitled to come under Mid-day meal programme.

As per submitted documents by the said Sukarurkuthi Jaynal Abedin Jr. High

madrasha it is appeared that the said madrasha neither any Government aided madrasha nor

Received a letter bearing no. S/1933 Dated 20/06/22 from the S.D.O. (Sadar) which is

placed herewith as a forwarding of petition of Teacher-in-Charge , Newtown Girls’ Jr. basic

School about intimation of theft of utensils and rice plates of Cooked Mid-day-Meal Project

at the said school held on 05/06/22.

 The Teacher-in-Charge , Newtown Girls’ Jr. basic School also stated in her petition

that as a result of theft , a huge shortage of utensils and rice plates are causing inconvenience

to keep continue the cooked Mid-day Meal Project in that school. She has also submitted a

minimum requirement list (enclosed herewith )of utensils and rice plates to continue cooked

Mid-day Meal Project as soon as the school will open .

A letter has been received from the B.D.O. Dinhata-I under memo. no. 3066 dated.

15.06.2022 as a forwarding letter alongwith a prayer submitted by Teachr-in-Charge ,

Batrigachh Fragment Junior High School reg. starting of Mid-day meal programme at the

said school placed at flag “A” for your kind perusal.

On going through the other documents submitted with the petition , it is seen that the

school had obtained Provisional Recognition to Upper primary School from class V to VIII

w.e.f. 01.01.2020 for a period of one year tenure (at flag B) from Secretary , West Bengal
Board of Secondary Education. It is not clear from the available records submitted with the

petition about the present status of that school , whether the Provisional Recognition has

been granted for further period after 31.12.2020 and if so , then whether it is continuing till

now.

If approved , B.D.O. Dinhata-I may be requested to submit a detail status report about

that school to this end and D.I. of Schools (SE) and D.E.O. , S.S.A. may be informed reg. this

with starting of Mid-day meal programme at Batigachh Fragment Jr. High School.

According to the report of S.I. of School , Dinhata West Circle and from the letter of

B.D.O. , Dinhata-I , it is seen that :

1. No further order for extension of Provisional Recognition was issued from the

Secretary , West Bengal Board of Secondary Education after completion of one year tenure of

previous Provisional Recognition order .

2. The school is presently running with 42 nos. of student .

In this situation , necessary instruction may please be given whether Mid-day meal

 A letter has been received from the District Inspector of School (SE)
bearing No. 823/Estt. Dated. 29/9/2022 along with a letter of B.D.O . , Mathabhanga-I
bearing No.1375 Dated. 21/09/2022 . Both the letters are placed herewith for kind
perusal.
In the letter of the District Inspector of School (SE) bearing No.
823/Estt. Dated. 29/9/2022 it is stated that a discrepancy is noticed in Mid-day meal
cooking cost amounting to Rs. 30,058.00 (Rupees Thirty thousand fifty eight) only and
further a discrepancy also been noticed of 690.1 kg of Mid-day meal rice in respect of
Mathabhanga High Madrasha at Mathabhanga-I Block.

As per the Govt. Circular No. 111-CS/2011 Dated. 09/06/2011 of

School Education Department , in Part-A , guidelines on duties and responsibilities of
various officials reg. Mid-day meal Scheme have been described.
Hence , if approved , District Inspector of School (SE) may be
requested to take next course of action in this regard as per Circular No. 111-CS/2011

Sub : Sub-allotment of fund for contingency expenses of Mid-day-Meal Programme.

This is to observe that on implementation of PFMS under MDM project , all S.D.Os
and B.D.O.s are facing shortage of fund for expending contingency purpose for smooth
running of MDM sectional work at their Sub-divisional or Block level.

For smooth functioning of MDM project works at SDOs / BDOs level the necessary
contingency fund may be sub-allotted from district MDM Section out of available interest
fund kept on MDM savings account.

Now , if approved , all the SDOs of this district may be allotted @ Rs. 3,00,000.00
X 5 = RS. 15,00,000.00 (Rupees Fifteen lakh) only and all BDOs of this district may be
allotted @ Rs. 2,00,000.00 X 12 = 24,00,000.00 (Rupees Twenty four lakh) only.

Hence , total Rs. 15,00,000.00 + Rs. 24,00,000.00= Rs. 39,00,000.00 ( Rupees

 A copy of Order No. 69 Dated 20/03/23 of the District Magistrate , Cooch
Behar is placed herewith may kindly be seen . As per the said Order , Sri Rupak Sanyal ,
UDC , Food Section has been transferred on promotion to SDO’s Office , Sadar as ASHC
with direction to join his new place of posting within 07 (seven) days from the date of issue
of the order.
In this connection it is also mentioned that. Sri Rupak Sanyal is the only staff

MID DAY MEAL SECTION

Subject: Release of funds for Mobility support to the DIs , SIs, and Education
Supervisors under the Education Department in this District.

Mobility Support for the inspection of CMDMP at Schools to each DI, SI, and
Education Supervisor was allotted up to the month of December 2022 from the MDM Interest
fund as per the sanctioned letter received from PD, CMDMP, School Education Department,
Govt. of W.B.

Since the implementation of PFMS under the PM-POSHAN Scheme, no Bank Interest
under the Scheme has been accrued for the district , for which Mobility Support to the DIs,
SIs, and Edu. Supervisors have not been allotted after December 2022.

In this regard, a revision of the Guideline for the utilization of MME funds under the
Scheme has been received from the Joint Secretary, Govt. of India, which is enclosed in (flag-
A) may kindly be seen. Also, PD, PM-POSHAN, West Bengal, in VC has repeatedly
instructed to release the mobility support to the above officials according to the permissible
limit of funds which the district may fix.

Therefore, mobility support to DIs, SIs, and Supervisors under the Education
Department of the District may be considered in view of the importance of smooth
functioning/quality improvement of the scheme up to the School Level, like other essential
expenditures mentioned under the MME head.

Now, if approved, the Mobility Support to the DIs, SIs, and Supervisors may be
considered for six months (January, February, March, July, August, and September 2023) at
the rate of each DI Rs.6000/- per month, Each SI Rs.4000/- per month / per Circle and
Supervisor Rs.2000/- each per circle may be considered. The details of expenditure are given
below:-

If approved, a fund to the tune of Rs.9,72,000.00(Nine lakh seventy-two thousand)

mobility support to the DIs, SIs, and Supervisor through PFMS account held with PNB, Cooch
Behar, AC No. 0240200100001466 out of MME head of the MDM Scheme. Further, DPO,
SSM, Cooch Behar may be requested for disbursement of the above-mentioned fund to the
concerned account of DIs, SIs, and Supervisor under the District.
A draft sanction order for disbursement of funds with Flag-B may kindly be seen and
placed for the kind signature of the ADM(D) Sir.

Dated . 04/10/23 reg . arrangement of Mid-day meal for the students of Chhagalber Jr. High
School , P.O. Chhagalber , Cooch Behar is placed herewith in flag “A” may kindly be
perused .
In this regard , a letter from the Secretary , West Bengal Board of Secondary
Education bearing Memo. No. S/Recog/2023/Cooch/01 Date . 08/02/23 has been received
addressing to the Member secretary , Ad-hc Committee of Chhagalber Jr. Higgh School, P.O.
Chhagalber , Cooch Behar regarding formal recognition as a 4-class Junior High School with
extension upto 31/12/23 after obtaining clearance certificate with fulfillment of the conditions
as noted in the letter of provisional recognition from the D.I. of Schools (SE) which is placed
under flag “B”
Now , if approved on the basis of the letter of D.I. (S.E.) , Cooch Behar
bearing No. 1156/Estt. Dated . 04/10/23 , the Mid-day meal programme can be recommended
for the said school upto 31/12/23 and B.D.O. , Cooch Behar-II may be requested to take
necessary measure to arrange Mid-day meal programme to that school upto 31/12/23 .
