Brief Facts:
i. The Petitioner an Educational training institution was granted
recognition for B. Ed course 100 seats (2 basic units) on 03.07.2003 and
revised recognition order was also issued in 04.08.2015 for the same.
ii. The show cause notices were issued by the petitioner and the replies
were submitted rectifying deficiencies.
iii. The recognition was withdrawn by the SRC vide order dated
15.11.2022.
iv. The statutory appeal was filed on 05.01.2023 and the discrepancies
pointed out in withdrawal order stood removed and documents for the
same was submitted. (ANNEXURE P3- APPEAL REPORT)
v. The petitioner was called on for hearing and the appellate committee
vide order dt. 22.05.03 directed the SRC to conduct inspection.

vi. The petitioner made various representations requesting inspection.
vii. In 427th Meeting of SRC held on 20.07.2023 decision was taken to
conduct inspection and no further action was taken.
viii. Hence this writ petition.
Grounds of Petitioner.
i. The appeal is pending for the last 9 months while it should have been
decided in 3 months.
ii. The institution is running since 2003 and has been complying with
norms.
iii. Deficiencies pointed out in appellate committee’s order is different from
withdrawal committee’s order.
iv. The SOP mandates the appeal orders should be considered within 7
days.
v. The affiliation application is being denied by the affiliating university due
to the pendency.
Rejection ground (ANNEXURE P-4)
i. Approved building plan not submitted.
ii. Original building completion certificate from competent Govt. Engineer
Not submitted.
iii. Original FDRs of Rs.5 Lakhs & Rs. 3 Lakhs not submitted.
Reply by petitioner: “ Ours is the own building. All Relevant papers
submitted”
