FOREWORD

The Palay and Corn Quarterly Bulletin describes the palay and corn crop
situation in the country. This Fourth Quarter 2022 issue of the Bulletin presents
the final estimates of production, area harvested, and yield from July to
September 2022, and the preliminary estimates from October to December 2022.
It also includes information on monthly prices of palay, corn, and fertilizer.

The estimates for production and area harvested are the results of the
January 2023 Palay Production Survey (PPS) and Corn Production Survey
(CPS). Data on prices are sourced from the Farm Prices Survey (FPS) of the
Philippine Statistics Authority (PSA) and the Fertilizers/Pesticides Weekly Prices
from the Fertilizer and Pesticide Authority (FPA).

BACKGROUND

Scope and Coverage

The Palay Production Survey (PPS) is the source of data for palay, while Corn
Production Survey (CPS) is the source of data for corn.

Survey results, such as production and harvest area for palay and corn generated
from PPS and CPS, are published in this Bulletin. PPS and CPS have four survey
rounds in a year: January, April, July, and October.

With the new sampling design for PPS and CPS starting first quarter of 2021, both
surveys cover all regions and provinces of the country, except the National Capital
Region (NCR).

Sampling Methodology

The domain of the survey is the province. The City of Davao and the
City of Zamboanga, which were previously treated as domains, are now merged
with Davao Del Sur and Zamboanga Del Sur, respectively. The sampling designs
of PPS and CPS use the results of the 2012 Census of Agriculture and Fisheries
(CAF) and 2017 Listing of Farm Households (LFH) as sampling frames. The PPS
and CPS employ a combined survey-based and model-based design with the
following details:

a. For the survey-based,

(i) The sampling design is two-stage where:

o The first stage is the selection of sample barangays or Primary


Sampling Units (PSUs) using probability proportional to size (pps)
with palay farm area as size measure for PPS and corn farm area
for CPS; and
o The second stage is the selection of palay/corn farming households
or Secondary Sampling Units (SSUs) using systematic sampling.

(ii) Rotation of samples is done annually for barangays and quarterly


for farming households. However, while the Coronavirus disease
2019 (COVID-19) pandemic continues to affect mobility, sample
farming households are rotated annually; and

(iii) Samples for CPS are independent from PPS.1

b. For model-based estimation, regression models using various auxiliary


variables are used to generate estimates for palay and corn production,
and area harvested in selected minor producing provinces which are not
scheduled for survey during the quarter. These provinces are the least
producing provinces of palay/corn.

Data Collection

Data collection is conducted quarterly during the first 10 days of the month after
the reference quarter, except for the fourth quarter where data collection is made
earlier.

Concepts and Definitions

Crop production refers to the quantity produced and actually harvested for a
particular crop during the reference period. It includes those harvested but
damaged, stolen, given away, consumed, given as harvester’s share, reserved,
etc. It excludes those produced but not harvested due to low price, lack of
demand, force majeure, or fortuitous events, etc.

Area planted refers to the actual physical area planted.

Area harvested refers to the actual area from which harvests were realized. This
excludes crop areas which were totally damaged. It may be smaller than the area
planted.

HIGHLIGHTS

1.0 PALAY AND CORN SITUATION

PALAY

Palay production from October to December 2022 was recorded at


7.22 million metric tons, indicating a decline of -2.5 percent from the
fourth quarter of the previous year's output of 7.41 million metric tons. Moreover,
harvest area decreased to 1.78 million hectares or by -0.9 percent, from
1.80 million hectares in the same period of the previous year. Yield per hectare
was lower at 4.06 metric tons compared with the 4.13 metric tons yield in the same
quarter of 2021. (Figure 1 and Tables 2 to 4)

Palay production from irrigated areas contributed 70.4 percent to the total palay
output in the fourth quarter of 2022, while the remaining 29.6 percent was
produced from rainfed areas. (Figure 2 and Table 1)

Palay production from irrigated areas was reported at 5.08 million metric tons
during the reference quarter. A decrease of -3.6 percent was noted relative to the
irrigated palay production during the same quarter of the previous year.
(Table 1)

Bulk of the production of irrigated palay came from Central Luzon with
1.28 million metric tons or 25.2 percent share to the total irrigated palay output of
the country. This was followed by Cagayan Valley with 16.3 percent share and
Ilocos Region with 14.5 percent share. (Figure 3 and Table 5)

The rainfed palay registered 2.14 million metric tons production or 0.3 percent
growth this October to December 2022, in comparison with the output in the same
quarter of the previous year.

Ilocos Region was the top producer of rainfed palay with


528.03 thousand metric tons, which contributed 24.7 percent of the total rainfed
palay production. This was followed by Western Visayas with 17.6 percent share
and MIMAROPA Region with 10.1 percent share. (Figure 4 and Table 6)

CORN

The October to December 2022 corn production was posted at


1.98 million metric tons. This indicates a decrease of -6.9 percent from
the 2.13 million metric tons production of the same quarter of the previous
year. Likewise, harvest area contracted to 627.88 thousand hectares from
the same quarter of the previous year's area of 661.69 thousand hectares.
Yield per hectare was also lower at 3.15 metric tons during the quarter
compared with the 3.21 metric tons yield in the same period of 2021.

Of the total corn production, yellow corn accounted for 72.7 percent of the total
corn output for this quarter, while the remaining 27.3 percent comprised the
production of white corn. (Figure 7 and Table 1)

Production of yellow corn was observed at 1.44 million metric tons during the fourth
quarter of 2022, indicating a decrease of -7.8 percent. In the same quarter of the
previous year, yellow corn production was estimated at 1.56 million metric tons.
(Table 1)

The major yellow corn-producing region was Cagayan Valley with


428.66 thousand metric tons output or 29.8 percent share to the total
yellow corn production during the quarter. This was followed by Northern Mindanao
with 28.9 percent share and SOCCSKSARGEN with 20.0 percent share.

In the fourth quarter of 2022, white corn production reached
540.41 thousand metric tons. This was lower by -4.3 percent compared with the
564.69 thousand metric tons output of white corn in October to December 2021.

Northern Mindanao was the top producer of white corn during the period with
143.16 thousand metric tons or 26.5 percent share to the total white corn
production. BARMM followed with 25.6 percent share and Davao Region with
11.7 percent share. (Figure 9 and Table 11)

2.0 PRICES

PALAY

The average monthly farmgate price of palay in 2022 was PhP 17.44 per kilogram,
4.1 percent higher than the previous year’s average price of
PhP 16.76 per kilogram. Compared with their respective levels in 2021,
the monthly average farmgate prices were higher in the period
January to December 2022. (Figure 11 and Table 12)

CORN

Yellow Corn

In 2022, the average monthly farmgate price of yellow corn at


Php 17.27 per kilogram was 23.6 percent, higher than the PhP 13.98 per kilogram
farmgate price in 2021. The lowest monthly farmgate price was recorded in
January 2022 at PhP 15.95 per kilogram, while the highest was noted in
December 2022 at PhP 18.55 per kilogram. (Figure 12 and Table 13)

White Corn

The average monthly farmgate price of white corn was estimated at


PhP 17.78 per kilogram from January to December 2022. This was 20.4 percent
higher than the average monthly farmgate price of PhP 14.77 per kilogram of
the previous year. The monthly farmgate prices of white corn from
January to December 2022 ranged from PhP 16.14 to PhP 19.62 per kilogram.

FERTILIZER

The 12-month average dealer’s price per bag of 50 kilograms of urea fertilizer in
2022 was at PhP 2,671.94, which registered 86.2 percent growth compared with
its price in the same period of 2021, with an average monthly dealer’s price of
PhP 1,435.21 per bag of 50 kilograms. The monthly dealer’s prices of urea fertilizer
during the period showed a decreasing trend from May to December 2022.

The average monthly dealer’s price of ammonium sulfate or ammosul fertilizer was
recorded at PhP 1,353.89 per bag of 50 kilograms for January to December 2022.
This was 73.8 percent higher than the price in the same period of 2021.
The monthly dealer’s prices of ammosul during the period were higher than
their respective price quotations in 2021, except in December 2022.

The reported average monthly dealer’s price of ammonium phosphate
or ammophos fertilizer from January to December 2022 was
PhP 2,052.68 per bag of 50 kilograms. This recorded a 77.2 percent growth
rate compared with the PhP 1,158.62 per bag of 50 kilograms in the same
quarter of last year. The monthly dealer’s prices of ammophos fertilizer
depicted an increasing trend from January to September 2022, then displayed a
downward trend from October to December 2022. (Figure 16 and Table 15)

The average monthly dealer’s price per bag of 50 kilograms of complete fertilizer
from January to December 2022 was registered at PhP 2,202.77. This was
75.5 percent higher compared with the PhP 1,254.95 per bag of 50 kilograms in the
same period of 2021. During the year, the highest monthly price of complete
fertilizer was noted in August at PhP 2,411.99 per bag of 50 kilograms, while the
lowest was in January at PhP 1,784.76 per bag of 50 kilograms.
