FOREWORD

The Palay and Corn Quarterly Bulletin describes the palay and corn crop situation
in the country. This 2022 Second Quarter issue of the Bulletin presents the final
estimates of production, area harvested, and yield from January to March 2022
and the preliminary estimates from April to June 2022. It also includes information
on monthly prices of palay, rice, corn, and fertilizer.

The estimates for production and area harvested are the results of the July 2022
Palay Production Survey (PPS) and Corn Production Survey (CPS). Data on prices
are sourced from the Farm Prices Survey (FPS) of the Philippine Statistics
Authority (PSA) and the Fertilizers/Pesticides Weekly Prices from the Fertilizer and
Pesticide Authority (FPA).

BACKGROUND

Scope and Coverage

The Palay Production Survey (PPS) is the source of data for palay, while Corn
Production Survey (CPS) is the source of data for corn.

Survey results, such as production and harvest area for palay and corn generated
from PPS and CPS, are published in this Bulletin. PPS and CPS have four survey
rounds in a year: January, April, July, and October.

With the new sampling design for PPS and CPS starting first quarter of 2021, both
surveys cover all regions and provinces of the country, except the National Capital
Region (NCR).

Sampling Methodology

The domain of the survey is the province. Davao City and Zamboanga City which
were previously treated as domains are now merged with Davao Del Sur and
Zamboanga Del Sur, respectively. The sampling designs of PPS and CPS use the
results of the 2012 Census of Agriculture (CAF) and 2017 Listing of Farm
Households (LFH) as sampling frames. The PPS and CPS employ a combined
survey-based and model-based design, with the following details:

a. For the survey-based,

(i) The sampling design is two-stage where:

o The first stage is the selection of sample barangays or Primary


Sampling Units (PSUs) using probability proportional to size (pps)
with palay farm area as size measure for PPS and corn farm area
for CPS; and
o The second stage is the selection of palay/corn farming households
or Secondary Sampling Units (SSUs) using systematic sampling.

(ii) Rotation of samples is done annually for barangays and quarterly


for farming households. However, while the Coronavirus disease
2019 (COVID-19) pandemic continues to affect mobility, sample
farming households are rotated annually; and

(iii) Samples for CPS are independent from PPS. 1

b. For model-based estimation, regression models using various auxiliary


variables are used to generate estimates for palay and corn production,
and area harvested in selected minor producing provinces which are not
scheduled for survey during the quarter. These provinces are the least
producing provinces of palay/corn.

Data Collection

Data collection is conducted quarterly during the first 10 days of the month after
the reference quarter, except for the fourth quarter where data collection is made
earlier.

Concepts and Definitions

Crop production refers to the quantity produced and actually harvested for a
particular crop during the reference period. It includes those harvested but
damaged, stolen, given away, consumed, given as harvester’s share, reserved,
etc. It excludes those produced but not harvested due to low price, lack of
demand, force majeure, or fortuitous events, etc.

Area planted refers to the actual physical area planted.

Area harvested refers to the actual area from which harvests were realized. This
excludes crop areas which were totally damaged. It may be smaller than the area
planted.

HIGHLIGHTS

1.0 PALAY AND CORN SITUATION

PALAY

The second quarter of 2022 palay production was estimated at 4.20 million metric
tons, which translates to an annual growth of 0.7 percent, from the 4.17 million
metric tons output in the same quarter of the previous year. Likewise, harvest area
and yield increased to 953.31 thousand hectares and 4.41 metric tons per hectare,
respectively. (Figure 1, and Tables 2, 3, and 4)

About 86.1 percent of the country’s palay production for the quarter came from
irrigated areas, while the remaining 13.9 percent were produced from rainfed
areas. (Figure 2 and Table 1)

Irrigated palay production was recorded at 3.62 million metric tons during the
reference quarter. This was higher by 0.8 percent than the 2021 level of
3.59 million metric tons.

The major contributors to the country’s irrigated palay output were Central Luzon
with 1.13 million metric tons or 31.3 percent share. This was followed by Cagayan
Valley with 881.52 thousand metric tons or 24.4 percent share.

The output of rainfed palay, however, slightly decreased by -0.1 percent from its
output in the same period of the previous year. The actual output of the rainfed
palay this quarter was recorded at 583.51 thousand metric tons.

Caraga was the top producer of rainfed palay with 112.38 thousand metric tons
output or 19.3 percent share to the total rainfed palay production. This was
followed by Bicol Region with 16.6 percent share and Autonomous Region in
Muslim Mindanao (ARMM) with 14.2 percent share. (Figure 4 and Table 6)

CORN

The April to June 2022 corn production was estimated at 1.48 million metric tons,
which was higher by 3.3 percent than the 2021 level of 1.44 million metric tons.
Moreover, harvest area increased to 419.99 thousand hectares from previous
year’s record of 407.83 thousand hectares. Yield per hectare improved from 3.52
metric tons to 3.53 metric tons or by 0.3 percent during the quarter. (Figure 6, and
Tables 7, 8 and 9)

For this quarter, yellow corn production contributed 78.9 percent to the total corn
output, while the remaining 21.1 percent comprised the production for white corn.

Yellow corn production attained an increase of 3.4 percent, from 1.13 million metric
tons output in the second quarter of 2021 to 1.17 million metric tons in the same
quarter of 2022.

The major yellow corn-producing region was Cagayan Valley with 464.12 thousand
metric tons output or 39.6 percent share to the total yellow corn production. This
was followed by Ilocos Region with 13.5 percent share and Central Luzon with
9.3 percent share. (Figure 8 and Table 10)

White corn production was estimated at 312.95 thousand metric tons in the second
quarter of 2022. This was higher by 2.8 percent than the 304.44 thousand metric
tons production in the same quarter of previous year.

ARMM was the top white corn producer for the quarter with 107.97 thousand metric
tons production or 34.5 percent share to the total white corn production. Northern
Mindanao and Davao Region followed with 14.4 percent and 13.5 percent shares,
respectively. (Figure 9 and Table 11)

2.0 PRICES

PALAY

The average monthly farmgate price of palay for January to June 2022 was at
PhP 17.39 per kilogram, an increase of 2.8 percent compared with the same period
of the previous year’s average price of PhP 16.92 per kilogram. Also, the monthly
average farmgate prices of palay in January to June 2022 were higher than their
respective levels in January to June 2021. (Figure 11 and Table 12)

CORN

Yellow Corn

In January to June 2022, the average monthly farmgate price of yellow corn was
PhP 16.68 per kilogram. This was 29.3 percent higher than the price level in the
same period of the previous year of PhP 12.90 per kilogram. The monthly average
farmgate prices of yellow corn for January to June 2022 ranged from PhP 15.95
to PhP 17.46 per kilogram. (Figure 12 and Table 13)

White Corn

The average monthly farmgate price of white corn from January to June 2022 was
registered at PhP 17.22 per kilogram, which was higher by 23.0 percent than the
quotation of PhP 13.99 per kilogram in the same period of 2021. The highest
farmgate price during the period was quoted in May at PhP 17.91 per kilogram,
while the lowest was in January at PhP 16.14 per kilogram. (Figure 13 and Table
14)

FERTILIZER

The January to June 2022 average monthly dealer’s price of urea fertilizer was
recorded at PhP 2,748.66 per bag of 50 kilograms. This was 146.7 percent higher
than the PhP 1,114.26 average monthly price in the same period of 2021. The
monthly dealer’s price of urea fertilizer during the period ranged from PhP 2,501.26
to PhP 2,988.09 per bag of 50 kilograms. (Figure 14 and Table 15)

The average monthly dealer’s price per bag of 50 kilograms of ammosul sulfate for
January to June 2022 was observed at PhP 1,407.03, which was 123.4 percent
higher than the same period of 2021 average monthly quotation of PhP 629.96.
From January to May 2022, prices of ammosul were continuously increasing, then
it settled to PhP 1,413.12 per bag of 50 kilograms in June. (Figure 15 and
Table 15)

For ammonium phosphate or ammophos fertilizer, the average monthly dealer’s
price increased to PhP 1,827.60 per bag of 50 kilograms in January to June 2022.
This was 82.5 percent higher relative to the average monthly price in January to
June 2021. The monthly dealer’s prices of ammophos exhibited an increasing
trend from January to June 2022. (Figure 16 and Table 15)

From January to June 2022, the average monthly dealer’s price per bag of 50
kilograms of complete fertilizer was recorded at PhP 2,027.91. This was 87.7
percent higher than its average monthly price of PhP 1,080.38 in the same period
of 2021. Monthly dealer’s prices of complete fertilizer in January to June 2022 were
higher than their respective quotations in 2021. (Figure 17 and Table 15)
