I. Intoduction/Background of the Study

English are one of most widely speaking language on the world. If this was the real first
sentence of our concept paper, would you still take your time to read the entire content of our
proposal? Or would you disregard our submission and maybe throw it in the trash bin? We guess
that you would have picked the second option. There are over 100 million Filipinos spread across
7,107 islands in the Philippines, and out of these people, 14 million speak English as their second
language. English as a Second Language (ESL or TESL) is a traditional term for the use or study
of the English language by non-native speakers in an English-speaking environment (Nordquist,
2019). Besides Filipino, English is constitutionally named one of the Philippines’ official
languages, not only in the Philippines but also in 67 different countries. The English language
plays an important role in all aspects of society. We use English as the primary language of
government, business, science, medicine, technology, and education. In that case, learning and
mastering this language would be a valuable asset you can use to excel personally and
professionally. However, no matter how dominant English is in the Philippines, proficiency in
the said language continues to deteriorate. Numerous students still don't know how to compose a
simple sentence in English without making a mistake. The first sentence stated earlier, which is
grammatically incorrect, is not rare in the Philippines. It is common, especially among students
or even some professionals. The EF English Proficiency Index (EF EPI) is the world’s largest
ranking of countries/regions by adult English skills. According to an article written by (Baclig,
2020), over the past years, our country's ranking has been experiencing a consistent drop in the
English Proficiency Index ranking, from 13th place in 2016, 15th place in 2017, 14th place in
2018, 20th place in 2019 and 27th place in 2020. We climbed to 18th place in 2021 but dropped
again by four spots or 22nd place last 2022. Our country is falling behind, and we need to step up
our efforts to improve the teaching and learning of the English language. Acquiring proficiency
in the said language will open doors to opportunities and enable students to be economically
competent, strengthening the Philippines' workforce and education. This study will help us do so
by utilizing the four macro communication skills.

II. Purpose of the Study

This study is made to help students acknowledge the importance of learning English as their
second language. It is made to give them enough knowledge and gain the upper hand in the
professional field not only in the Philippines but all over the world. It will also aid in overcoming
their fear of using the English language, further developing their vocabulary. It will hone the
skills they already possess; skills that will help them keep up with the competitive environment
we live in today. We aim to change the mentality of other students who think English is
impossible to learn. The study will also not focus on students only. We also aim to improve the
quality of education the teachers give students in teaching the English language. It will help
teachers determine students' forte, as well as their weaknesses in the said language, which they
will enhance as the proposed activities goes on.

III. Work Plan and Recommendations

"Teachers should ensure that English is a means of communication, rather than a set of facts
to be learned", says Dr Rosario Alonzo, Dean of the University of the Philippines College of
Education. Therefore, our proposed activities will focus mainly on the four macro skills of
communication; listening, speaking, reading, and writing. We will not conduct simple
memorization activities because students will only focus on memorizing rather than
understanding. As with any skill, the more you practice or exercise, the better you become. The
same is true with improving communication skills.

Step 1 – Teacher and Student Webinar

Teachers’ Webinar

- Identifying common errors of students in writing and speaking English


- Recognizing the reasons behind these errors
- Introducing [PROPOSAL TITLE] to eliminate these errors and say goodbye to English
incompetence

Students’ Webinar

- Knowing their weaknesses and errors in the English language


- Acknowledging the importance of learning the English language
- Learning how to love the said language

Step 2 - What Do I Know? (Diagnostic Test)

- Sentence Completion (Grammar)


- Reading Comprehension
- Poem Dictation – Reflection

(repeated until mastery)

Step 3 – Watch and Learn

- Students will watch a one-hour-long English movie with subtitles to introduce the
English language to their minds. In this way, they would hear English conversations
while reading the subtitles to at least retain the basics of English.
- After the movie, the teachers will ask questions, and there will be a take-home activity
where the students will discuss their favorite part of the movie.
- Each student will speak in front to read their take home activity. To ensure attentiveness,
the next person should at least say a part of their classmates’ speech who recited before
them.
- After all the presentation, everyone will vote one person as the best presenter.
- The best presenter will win a prize

Step 4 – Bedtime Stories

- Each Student will prepare their favorite poems, short stories, or even part of a book. It
should be printed on a short bond paper and folded when submitted. The teacher will
compile the papers in a mystery box. Each student will choose randomly and read what
they chose in front. After reading, everyone will guess the owner of the paper and the one
who guesses will win a prize,

Step 5 – What Do I Believe In?

- Teachers will prepare topics and students will again choose from a box. Students will
make an essay out of it and they will read their work in front the next meeting.
- E.g. What is love?, Do justice prevail in the Philippines?

Step 6 – Debate

- The class will be divided into two. There are two topics and each team will justify and
defend their given concept by researching and submitting what the information they
gathered (persuasive style)

IV. Conclusion

Through thorough analysis, the proposed activities cover the mastery of the four macro
communication skills; Watch and Learn (Listening), Bedtime Stories (Reading), What Do I
Believe In (Writing), and Debate (Speaking) [and maybe critical thinking skills]. Debate is the
concluding general activity because it is the combination of the knowledge and skills they have
gathered from past exercises. Once they finish the entire program, the student's English
proficiency will then surely improve. If we want students to excel in the professional field, we
must start honing their capabilities before it's too late. Do you want students from this school to
go on interviews speaking unrecognized English? At least, by pushing through this study, we
tried to make English a language that is accessible and attainable.
