Chapter 1:
THE PROBLEM AND ITS SETTING
Introduction
“English language is the most universal language in the history, way more than the Latin of

Julius Cesar. It’s the most fundamental language because its vocabulary has a certain critical

mass that makes a lingo good for punning”

(Richard Lederer)

Through the American Public School System, English was first introduced. For half a

century it was systematically, promote as cultivating tool. Today, the different beliefs and

attitude about English and the various ways in which the language is used can be trace through

the experiences of the Filipino in American Colonial Education (Martin, 2012)

For many years, Educators faced the problem in making the English class more enjoyable,

relevant, exciting and significant place for students to learn. Still it is not different even we are

on the 21st Century. Many students are not satisfied because they portray the English class as

boring place, which was no connection to the outside world (Busman, 2011)

Learning is the act of gathering skills, knowledge and enhancing our behavior, which may

lead us to be a better person and a successful one. This is one of the most important things that

we need to build and develop in the very first stages of our lives. Through the help of our
teachers, we were able to learn the basic stuff and more advanced ones. Teachers are the person

who assists us to acquire knowledge that will help us to reach our dreams and goals in life.

In our early ages from Grade 1 onwards, children’s have feared speaking in English. For the fact

that they might mispronounce words that may cause bullying to them.

The goodness of EOP is that it can develop one capability while interacting with others. The

main reason for it is for the students of Jocson College to be fluent on speaking English. They are

highly sought after by companies then, including international companies.

We live in a global community where different cultures and languages bend together. Deciding

to practice English is a great choice as a second language as it is one of the main global economic

languages used in International Business and Collaboration. Now a days speaking in English is very

easy because of English Movies and Music that we can easily access through Internet or Television.

The study that the researcher had made could help the students on being more attentive to their

duties on communication skill especially to English Language. When they practice English as their

daily tool of communication, they can master it. From that, they can compete with Globally

Competitive.

The researchers chose this topic, because they want to open everyone’s mind and see

what kind of problems the senior high school students face especially in interpreting themselves

in using English Language. DepEd stated that the student might learn the basics so that when

they go to college they are completely prepared on what courses they want to take. Contrary to

it, most of the students have a less learning progress rather than gaining more knowledge in this

new curriculum because of the lack of understanding in English Language. Too early to
conclude, a great challenge is laid upon the additional two years in high school, the government

should seriously look into the quality of teachers and their abilities and skills in guiding,

mentoring and rearing these students, as it is said repeatedly… “You cannot give what you do

not have.” “A good education can change anyone, A good teacher can change everything. ”The

key to secure the nation’s future is through quality education accessible to everyone, and having

competent teachers to help nurture the 21st century learners.


Statement of the Problem

This study aims to ascertain The Implementation of EOP (English Only Policy) for Senior

High School students in their class at Jocson College Incorporated.

Specifically, it seeks to answer the following:

Scope and Delimitation

The study focuses the implementation of EOP (English Only Policy) for Senior high

school student in their class at Jocson College Incorporated first semester of the Academic year

(2017-2018) this study was conducted among Grade 11 and Grade 12 students of Jocson

College Incorporated 1st street Balibago, Angeles City.

Significance of the Study

The findings of this study are beneficial to the following:

The Students. This study could help them on being more attentive to their duties on

communication skill especially to English language wherein when they study consistently they

can master the English language and they can compete with Globally Competitive people and

speak more fluently.

The Teachers. This study can help the teachers to teach there student straight forward.
Future Researchers. This research study will serve as the reference of the future researchers

who will able to conduct this study.

Students Thinking. Students gain more opportunity to think in English to analyze the language and

how to express themselves. Some students, especially lower levels, tend to think in the native

language and translate. English only class forces them to speak in English and over time builds

experience and the ability to automatize commonly used language structures.


CHAPTER 2:
Related literature

Rivers (1972) states that speaking skills expression of metaphor, which illumines many aspect of

our foreign language situation. Speaking is vehicle of delivering meaning, which people do not

realize they are using it. Language is a tool to deliver thinking, emotion and feeling and need in

order to communicate with each other.

Effective speakers of English have communicative oral competence. This particular type

competence, according to Scarcella and Oxford (1992), consist of linguistic/grammatical

competence in grammar, vocabulary and pronunciation; pragmatic/sociolinguistic competence in

appropriate use of language for the context; discourse competence in coherence and cohesion;

and strategic competence in using communication strategies. Hedge (2000) adds fluency to the,

which most relevant speech production.

As Brown (1994) and Richard (1990) viewing, they divide oral communication into monologues

(planned and unplanned) and dialogues (interpersonal and transactional) Interpersonal

conversation "lubricates the social wheels," (McCarthy 1991:136) develops social roles and

relationships and is relatively unpredictable. It ranges from an informal chat to a more formal

and predictable meeting or interview.


Framework of the study
Conceptual Framework
When establishing English Only Policy, Everyone must consider the following mandate, rules and

reminders:

1. Always speak and Participate in English class.

2. Speak in sentences in English.

3. Remind your classmate to speak in English.

4. Remind you Friends to speak in English.

5. Practice speaking in English even outside the

room ( Canteen, library etc.).

This is the sample of our researcher’s model that illustrates the beneficiaries that we can get if

this research will be implementing. The researcher’s focusses in 6 cycle view, write, listen,

speak, read and represent when we do this cycle step by step we can master the English language

effectively and we can compete with globally competitive people and we can speak more

fluently and expressively, and if the EOP (English Only Policy) was implemented it can help us

in our study and for our daily living.


Accordingly, student should be aware of the limitation place upon English Only Policies and

keep such in mind when considering the use of an actual implementation of an English Only

Policy. (Estrada 1992)

The fact that English is the most significant language in terms of English of economic, it makes

the most influential and most valuable from the certain perspective (Navarro 2005)
Definition of Terms
To understand and clarify the unfamiliar word and terms used in the study, the following
hereby defined:

Attentive. Paying close attention to something.

Cultivating tool. Try to acquire or develop (a quality, sentiment, or skill).

DepEd. The Department of Education.

English Language. The universal language.

EOP.English Only Policy / English Only Please.

Fundamental Obligation. Involving, or comprising a foundation.

Lingo. A foreign language or local dialect.

Punning. Make a joke exploiting the different possible meanings of a word.

Straight Forward. Uncomplicated and easy to do or understand.
