INSTRUCTION N°12 -2020 OF NOVEMBER 25, 2020


STANDARDIZING BANK CARD

Section 1er:The purpose of this Instruction is to standardize the smart bank card issued by banks
and Algérie Poste.

Item 2:The bank card, equipped with the “contact” and/or “contactless” communication interface,
must meet the international standards shown in the table attached.

It must also meet the EMV standard (Europay - Mastercard - Visa). The data entered on the bank card
allow withdrawal and payment transactions to be carried out.

“Magnetic stripe fallback” to carry out withdrawal and/or payment transactions is explicitly
prohibited.

Section 3:Bank card standardization covers:

- standardization of marking and stamping areas;


- data encoding on magnetic tracks;
- the etching of the chip.

Clause 4:The marking and stamping areas are areas reserved for personalization in plain text and
encrypted personalization of information according to the appropriate methods.

Clause 5:The encoding of the magnetic stripes consists of writing on the magnetic stripes of the bank
card, information necessary for its operation, with specific hardware and software in accordance with
the international standards listed in the appendix.

Section 6:The etching of the chip, consisting of a microprocessor and a memory, consists of
writing information including that related to the following:

- authentication of the bank card and its issuer;


- verification of the bank card holder (PIN code); - the holder of the credit card
(surname, first names).

It also includes risk management parameters.

This data is burned with specific hardware and software in accordance with the international
standards listed in the table below.

Clause 7:The technical characteristics of the bank cards covered by this Instruction are defined
in a reference system highlighting:
- their operation with the “contact” and “contactless” communication interface;

- the card authentication mode (SDA/DDA/CDA);


- verification of the bearer;
- the technical and functional specifications;
- automatic processing of withdrawal and payment transactions;
- the features and services offered; - information exchange protocols.

Section 8:This Instruction cancels and replaces Instruction No. 05-04 of August 2, 2004 on the
standardization of bank cards.

Section 9:This Instruction comes into force on the date of its signature.
