Policies
Based on the goals of “Success-oriented Operation,” “Improved Accessibility” and “Dissemination of
Easy-to-understand Information” and in accordance with the following two policies, NEDO undertakes its
activities as a professional research and development management organization by employing the Plan-Do-See
(PDS) approach.
● Promotion of R&D through the concept of “Selecting and Focusing”
After analyzing the latest domestic and international technology and market trends, NEDO selects and focuses on truly necessary projects
by identifying the clear purpose and expected outcomes of the research. It strategically and intensively promotes research and development,
leveraging the collective efforts of the industrial, academic and governmental sectors with the aim of achieving each project’s research
objectives.
● Responsive revisions to project plans through objective evaluations
NEDO performs objective evaluations based on the latest technological and commercial trends, and thus is able to quickly revise the plan
for a project, including acceleration, expansion, downsizing and termination.
Improved Accessibility
NEDO makes every effort to continuously improve its contract and

In order to support international efforts to mitigate climate change and to fulfill Japan’s Kyoto Protocol obligation, NEDO is developing
an integrated and consistent approach to coordinate various Kyoto Mechanism-related efforts related to promoting sustainable
development in developing countries, where greenhouse gas emissions are rapidly increasing.
Because domestic emission reduction efforts are expected to leave Japan 1.6% short of its Kyoto Protocol obligation, Japan will need to acquire
100 million certified emissions reduction units (CERs) through the Kyoto Mechanisms. NEDO has been entrusted by the Government of
Japan to acquire CERs through the Kyoto Mechanisms Credit Acquisition Program.
