NEDO’s Mission and Policies
Mission
As Japan’s largest public management organization promoting research and development as well as the
dissemination of energy, environmental and industrial technologies, NEDO has a crucial mission to carry out.
● Addressing energy and global environmental problems
NEDO actively undertakes the development of new energy and energy conservation technologies, verification of technical results, and
introduction/dissemination of new technologies (e.g., support for introduction). Through these efforts, NEDO promotes greater utilization
of new energy and improved energy conservation. NEDO also contributes to a stable energy supply and resolution of global environmental
problems by promoting the demonstration of new energy, energy conservation and environmental technologies abroad based on knowledge
obtained from domestic projects.
● Enhancement of Japan’s industrial competitiveness
NEDO pursues research and development of industrial technology, which is the foundation for Japan’s industrial competitiveness, with the
goal of commercialization of advanced new technology. Drawing on the combined efforts of industry, academia and government as well as
its sophisticated management know-how, NEDO carries out projects to explore future technology seeds as well as mid- to long-term
national projects that form the basis of industrial competitiveness. It also supports research related to practical application.

Policies
Based on the goals of “Success-oriented Operation,” “Improved Accessibility” and “Dissemination of
Easy-to-understand Information” and in accordance with the following two policies, NEDO undertakes its
activities as a professional research and development management organization by employing the Plan-Do-See
(PDS) approach.
● Promotion of R&D through the concept of “Selecting and Focusing”
After analyzing the latest domestic and international technology and market trends, NEDO selects and focuses on truly necessary projects
by identifying the clear purpose and expected outcomes of the research. It strategically and intensively promotes research and development,
leveraging the collective efforts of the industrial, academic and governmental sectors with the aim of achieving each project’s research
objectives.
● Responsive revisions to project plans through objective evaluations
NEDO performs objective evaluations based on the latest technological and commercial trends, and thus is able to quickly revise the plan
for a project, including acceleration, expansion, downsizing and termination.

Plan Success-oriented Operation

Planning and NEDO fully utilizes its position as a professional R&D management
assessment organization to achieve successful results.

Industrial Technology Development Activities

NEDO carries out the following technology development activities: national projects dealing with high-risk
technological themes that are difficult for private enterprises to address by themselves and that require a medium to long
development period before practical application; practical application and commercialization promotion activities aimed at
immediate market creation and economic revitalization; and technology seed development activities to promote promising
new technologies at universities and public research institutes. These activities are integrated as necessary according to the
characteristics of different technological fields in response to the changing environment of research and development.

New energy sources such as solar, wind and biomass energy have a lower environmental impact and can displace fossil fuel usage. With a Stabilizing
goal of further expanding the use of these new energy sources, research and development is being conducted to develop manufacturing
technologies to reduce costs and improve efficiency. In addition, grid-connection technology is being developed to stabilize fluctuating Introduc

Since the oil crises of the 1970s, Japan, which is heavily reliant on imported energy resources, has been developing world-class energy
efficiency technologies. In recent years, as addressing climate change and efficiently using energy have become increasingly critical, the
development and diffusion of energy efficiency technologies have been actively promoted in the industrial, consumer and transportation
sectors.

In order to support international efforts to mitigate climate change and to fulfill Japan’s Kyoto Protocol obligation, NEDO is developing
an integrated and consistent approach to coordinate various Kyoto Mechanism-related efforts related to promoting sustainable
development in developing countries, where greenhouse gas emissions are rapidly increasing.
Because domestic emission reduction efforts are expected to leave Japan 1.6% short of its Kyoto Protocol obligation, Japan will need to acquire
