Why did the apostle Paul write this letter?

The Roman believers were ‘Gentiles’ (non-Jews). Jewish believers,
however, had confused them, teaching that to be saved they also had
to keep the Old Testament Law.

The apostle Paul, indignant about this false teaching, and inspired by
the Spirit of God, wrote to the Romans explaining that the purpose of
the Law was to expose sin, and not to give salvation. We are saved
by God’s grace alone, whether we are Jews or Gentiles, and this by
FAITH, not by fulfilling the works of the Law.
