Introduction to Border Control and Security

1. In your own words, what is CUSTOMS CONTROL and CUSTOMS SECURITY?

Customs Control - refers to the monitoring, regulation, and limitation of goods,

people, and animals crossing the border.

Customs Security - refers to those who prevent and combat unauthorized cross-
border travel or trade.

2. What are the different aspects of border control? Explain each.

The different aspects of border control are:

1. Quarantine Policy - this is to isolate first the goods and people that
will enter our country to ensure our people's safety and to control or
mitigate the virus.

2. Immigration Policy - this is concerned with the movement of people

from one country to another. They must first determine your intentions
in traveling to one country to provide you with the necessary documents.

3. Customs - each country has its own set of laws and regulations
governing the imports and exports of goods that enter and exit the
country. Customs enforcement impose and collect duties and taxes, as
well as prevent smuggled and illegal goods from entering the country.

3. What is the significance of border control and security?

The significance of border control and security is that it provides protection by

preventing illegal goods and people from entering a country. While it promotes lawful
tourism, national security, economic development, and national sovereignty.

4. Explain the main and specific functions of the Bureau of Customs.

The Bureau of Customs' primary function is to assess and collect customs

revenues because it determines how much money is available for spending and is one
of the government's source funds for projects.

The Bureau of Customs' specific function is border control in the prevention of

smuggled goods, as well as the prevention and suppression of smuggled and other
customs fraud. They must prevent and forfeit smuggled items and other forms of
customs fraud because they cannot collect proper taxes on them, which is a significant
loss for the government because it reduces their revenue.

5. How important is the role of a licensed customs broker in import and export
transactions?

A licensed customs broker's role is vital because they act as an intermediary

between the importer and the government, assisting the government in earning revenue
from those transactions. Furthermore, as licensed customs brokers, they wield
significant power to assist or manipulate the government, because working in customs
pressures you to choose between your morals and your greed. Will you hold the oath
you swore or be swayed by money?
