CIRCULAR

Sub: - Integrated consent application-furnishing details by applicants - reg.

It has come to the notice of the Board that the project proponents are being
instructed by various agencies to furnish authorization under different statutes
under the Environment Protection Act (eg. Authorization under Hazardous and
Other Wastes (Management and Transboundary Movement) Rules, 2016/Bio-
Medical Waste Management Rules, 2016 etc), while the system of integrated
consent/authorization/registration is being followed in the Board. It is implemented
as a part of ease of doing business policy so as to prevent submission of multiple
applications and remittance of additional fees for applications under each statute.

Activities covered under Integrated Consent (establish/operate)/Authorization

/Registration:

All the activities of a specific industry/establishments including generation,

reception, collection, storage, dismantling, recycling, reuse, recovery, pre-
processing, co-processing, utilization, despatch, treatment and disposal of wastes.

The following activities are not covered in the integrated consent:

Authorization for Transport of waste, Authorization for Import/Export of

hazardous & other waste as per the Hazardous and Other Wastes (Management and
Transboundary Movement) Rules, 2016, Authorization for Traders under
Hazardous and Other Wastes (Management and Transboundary Movement) Rules,
2016, Registration of dealers under the Batteries (Management & Handling) Rules,
Authorization under Extended Producer Responsibility under the E-Waste
(Management) Rules, 2016, EPR Registration for Producers or Brand Owners
under the Plastic Waste Management Rules, 2016, Authorization for Local Bodies

under the Solid Waste Management Rules, 2016, Authorization for non-bedded
clinics/bio-medical laboratories (including pathology, microbiology, scanning/x-
ray), dental clinic etc under the Bio-Medical Waste (Management Rules, 2016.

It is hereby clarified that the establishments engaged in multiple activities which

require consent/authorization/registration shall be brought under the integrated
system with single submission of application and fee remittance. Only applications
of such establishments engaged in activities not covered under integrated system
shall be processed separately.
