Technical Specification & Terms and Conditions for Unicor C for MS Block

1. Introduction

Bharat Petroleum Corporation Ltd. Bina Refinery (BR) is a 7.8 MMTPA capacity refinery located at Bina, District
Sagar, Madhya Pradesh, India. Bina Refinery has Process units CDU, DCU, MSB, HGU, HCU, SRB, KHDS and
matching offsite. MS Block unit is UOP licensed naphtha complex comprising of NHT, CCR, Penex and Modular
Penex unit to produce BS VI grade Gasoline. MS Block NHT Stripper overhead section is equipped with inhibitor
injection facility to prevent corrosion of the process lines and equipment by Hydrogen Sulfide in the overhead
section. The corrosion inhibitor is pumped directly from the drum, diluted with a small slipstream of reflux and
injected to the overhead vapor line at the top of the NHT Stripper overhead. M/s UOP (Process Licensor) has
recommended Unicor C as corrosion inhibitor for NHT unit. Typical injection rate is 5 ppm by weight of total
overhead liquid in NHT Stripper. The estimated required quantity is 7500 Litres for three years after considering
the current stock.

1.1 BR intends to procure UNICOR. Following major scope to be covered under supply & service of Unicor C at
MSB

a) Timely supply of Unicor C.

b) Site services as when needed to envisage various quality related issues for trouble-free sustained
operations.

1.2 This tender document specifies the detailed requirements for the supply and required services of Unicor C.

2. MODE OF DELIVERY & SCHEDULE:

The Material is to be supplied to BR Site, Bina, M.P. on F.O.R., Door Delivery Basis. Supplier shall
arrange for Transportation and Transit Insurance. Also supplier shall directly pay the applicable
taxes (if any) on Transportation of goods/ materials to BR Site Locations, to the respective
authorities (Government; Excise etc.).

Delivery for the call-on shall be 2 weeks from the date of call-on issued by BR. The contract duration
will be three years.

3. MSDS & REFERENCE LIST:

Supplier shall submit the MSDS of Unicor C in 16 section MSDS format.

4. TRANSPORTATION & SUPPLY:

The entire logistics involving despatch of drums and delivery of the drums to BR designated place
at Bina (Madhya Pradesh) shall be in the scope of Vendor.

Transportation of Unicor C sealed drums is in Vendor’s scope. Vendor to take necessary


precaution/legal permission as required for transportation of chemical (hazardous/ non-hazardous
etc.) for necessary compliance to statutory authorities.

The drums selected for transport are required to be fit and suitable for transport of Unicor C. The
Vendor is responsible for any untoward incidents like theft, pilferage, contamination, etc. during
the transit.

The Vendor shall make shipment only after prior approval by Engineer-In-Charge. Within 24 hours
of shipment, Vendor shall inform despatch particulars to Engineer-In-Charge through email.

5. TERMS OF PAYMENT:

The following payment term shall be applicable:

a) No advance payment.
b) 100% payment of the bill amount will be paid on 30th day of the receipt of bill only after due
recommendation by BR Engineer-In-Charge. All the statutory deductions (like GST, IT TDS, MP
WCT, Cess, Interest on advances, pending advances etc.) as per rules shall be made before
making the payment.
c) Payment shall be done after deduction of penalties (if any) when vendor provides the original
bills.

6. PACKING:

1. The Unicor C should be supplied in properly sealed metallic containers and following information
should be clearly mentioned on each drums. Also vendor to confirm the shelf life of min. 12
months for unicorn C supplied in the metallic drums and stored in open warehouse.

(a) Trade name/Code of the Unicor C.

(b) Gross & net wt. of the drum in Kg.

(c) Lot no/date of manufacturing along with P.O no.

(d) Unicor C test certificate No. (supplied along with lot)

(e) Manufacturer and Consignee name and address.

7. GENERAL CONDITIONS:

1. The vendor shall have research back up and R&D facility to solve the problems arising out
during the treatment program.
2. Vendor must provide material quality certificate. Material without the quality certificate shall
not be accepted.
3. If any condition of storage or handling could result in loss of efficiency of the chemical, such
limitation shall be marked on each container, and additionally notified as a separate storage
instruction along with transportation of each batch of chemical.
4. Vendor to ensure shipment of chemical in compliance with applicable statutory guidelines and
regulations.
5. Vendor shall ensure smooth supply of chemical to avoid any stock-out situation, which may
hamper the related processes at BR site. Stock of minimum one month shall be kept in advance
at storage place.
6. BR shall have the right to inspect the chemical at all stages of manufacture.
7. The Unicor C shall be shipped and stored in fully sealed metal containers and each container

8. Consumption of Unicor C is dependent upon refinery requirements. BR does not guarantee to


procure the amount of chemical indicated in PO when awarded, further BR reserves right to
terminate contract with one-month notice in case of any change in business requirement.
9. Procurement of Unicor C shall be done in batches. If any batch of chemical supplied fails to
meet required performance (as described in this document), vendor is required to reimburse/
supply replacement material to BR at no cost implication to BR with-in 2weeks duration.
10. MSDS of the chemical shall be provided along with each batch.

8. REJECTION OF OFF-SPEC MATERIAL:


1. Issue of quality Certificate will not prejudice our right to carry out further checks and decide
whether the material supplied is meeting the specification.
2. In the event the material delivered against the tender is found to be not in accordance with the
agreed specification or reference sample, a joint testing will be carried out at site in BR Lab or
BR approved lab. If the lab results are not meeting the specifications, the supplied material shall
be rejected. The supplier will be responsible for replacement of the rejected material free of
cost and/or reimbursing BR for resultant loss on this account.
3. Supplier shall be obliged to uplift the rejected material from BR's premises at their own cost
(within fifteen days of such notification in writing) failing which BR will be free to dispose-off
such material as it deems fit without any obligation whatsoever. The additional cost of such
disposal, if any, shall be debited to defaulting suppliers account.
In addition to the above, BR may also decide to discontinue the contract at any point of time without any
explanation. Further the vendor may not be allowed to participate in the future BR bidding/tendering
process.
