1999: 1). Melvin Kohn (1989: 99) goes so far as to append ‘trans’ to
‘historical’, arguing that interpretations must be historically informed
and that sociological interpretations of cross-national differences are
‘quintessentially transhistorical’. ‘Trans’ is also found as an alternative to
‘global’ in the context of ‘transnational governance’, suggesting ‘interde-
pendence’, ‘entanglement and blurred boundaries’ to a degree that
‘global’ cannot. Organizations, activities and individuals, it is suggested,
constantly span multiple levels, thereby ‘rendering obsolete older lines
of demarcation’ and ‘fostering the need for systematic comparisons and
benchmarks’ (Djelic and Sahlin-Andersson, 2006: 4).
When the term ‘cross-national’ is chosen to qualify comparative
research, it raises the issue of whether ‘nation’ is an identifiable and
appropriate unit of observation and analysis, or can be considered ‘as

context’ (Kohn, 1989, parts III and IV). The same can be said of ‘cross-
cultural’, which is, in addition, considered by its critics to be too
particularistic (see Chapter 5 in this volume).
Another option is ‘cross-societal’, used in the 1960s and 1970s by
Robert M. Marsh (1967) in the title of a book that attempts to codify
societies as units of sociological comparison, and appearing elsewhere as
an alternative to ‘cross-cultural’ (Przeworski and Teune, 1970: 4;
Warwick and Osherson, 1973: 5–6; Ragin, 1987: 4, 6–7). Since the 1980s,
organizational studies have used ‘societal’ without the prefix (for
example Maurice, 1989). ‘Cross-country’ is rarely employed to describe
comparative studies; notable exceptions are Edmond Lisle (1985: 20),
Else Øyen (1990: 7) and Henry Teune (1990). Writing about comparative
research after the Second World War, Teune (1990: 38–40) expressed his
preference for ‘country’ as the unit of analysis on the grounds that it
provides an appropriate point of departure for comparative studies.
In an analysis of the variables used in comparative studies of nations
in the early 1980s, Johan Galtung (1982: 17) retained two of the three
possible meanings that he attributed to ‘nation’: as a ‘country’ or ‘state’,
defined as an autonomous political entity in territorial space; and as a
sociocultural entity in non-territorial space, characterized by a shared
culture. He rejected the use of ‘nation’ meaning ‘nation-state’, qualified
as a country ‘populated (almost) only by members of the same “nation”
(ethnic group)’. When used in this volume, ‘nation’ is defined essentially
as a geopolitical and sociocultural entity. As in the European context,
from which many of the illustrative examples are drawn, the term ‘cross-
national comparative research’ is, thus, understood to mean comparisons
across legally delimited and administratively implemented national
boundaries, recognizing that different countries, societies or cultures are
contained within increasingly fluid borders (see also Chapter 3).

Following on from definitional issues, the related question has also long
been debated of whether a distinct ‘cross-national’, ‘cross-societal’,
‘cross-cultural’ or ‘international’ comparative research method and/or
methodology exist, setting the approach apart from that adopted in
single-nation comparative studies. In the 1960s and 1970s, many
sociologists, economists and political scientists rejected the claim that
‘comparative studies’ had specific attributes that singled them out as a
distinct field of inquiry, justifying the development of a distinct method.
The claim was based on the conviction that all social science and
humanities research is, by definition, comparative, thereby removing the
need for perspectives that are any different from those adopted in the
analysis of a single unit of observation at a given point in time or space.

contrast, Lisle (1985: 16) argues more confidently that, when they set out
‘to control, and correct for, the cultural environment in which a particu-
lar phenomenon occurs’, cross-national or cross-cultural studies in the
social sciences are ‘the equivalent of the controlled experiment of the
natural sciences’. Because disciplines such as sociology were less
constrained by statistical frameworks, they began earlier than political
science to borrow and try out a wide range of methods from other
disciplines, and applied them in comparative research, albeit not without
provoking fierce debates over the relative merits of quantitative versus
qualitative approaches (see Chapters 2, 3 and 5).
Between the 1960s and 1980s, whole volumes were dedicated to the
description and classification of what was depicted as the comparative
method, although very few authors ventured to use the term in their

validate cases, and to identify deviant cases, on the grounds that theory
development in one country is more valid if it applies to others (Lijphart,
1971: 692). For Paul Pennings et al. (1999: 8), validation of explanations
by comparison is a primary aim of a comparative approach on the
grounds that ‘theory always precedes comparative analysis’. A similar
argument can be made for combining different research methods to
study a particular case, thereby enabling triangulation and validation
(see Chapter 5).
Drawing on the main scientific justifications provided in the methods
literature for undertaking comparative research, the relationship
between comparative theory and method can be summarized in the
following terms:

inform policy;
identify common policy objectives;
evaluate the solutions proposed to deal with common problems;
draw lessons about best practice;
assess the transferability of policies between societies.

The attempt made in this section to answer the what and why ques-
tions illustrates the great diversity in both understandings of what is
meant by a comparative approach, method or strategy, and the personal
and scientific reasons for embarking on comparative research across time
and space. Although the main emphasis here and in subsequent chapters
is on comparisons that cross national, cultural and societal boundaries,
many of the issues raised are also relevant to comparisons within
countries and over time designed to capture and analyse social differen-
tiation and change. Both temporal and spatial dimensions are taken into
account in this volume when observing how the comparative research
process has developed and in identifying the needs of new generations
of comparative researchers, as discussed in the remainder of this chapter.

Efforts from the 1950s to record and classify the many thousands of
comparative studies are testimony not only to the immensity of the task,
but also to the growing interest that social and political scientists were
showing during the postwar period, especially in the United States, in
comparisons within the international arena. The first major survey,
commissioned in the 1950s by the Unesco Division of Applied Social
Science, of journal articles on cross-cultural research published between
1925 and 1955 yielded 1103 entries worldwide (reported by Scheuch,
1989: 149). Elina Almasy’s (1969) annotated bibliography and indexes of
comparative survey analyses covering the period up to 1965 were based
on twelve and a half years of record keeping. In an edited volume of

Many of the researchers associated with the Vienna Centre made lasting
contacts on which they would later build to take advantage of the
opportunities offered by international research funding agencies, such as
the activities organized by the European Science Foundation’s two
Standing Committees for the Social Sciences and the Humanities. Like
the Vienna Centre in the postwar period, national research councils and
academies support the Foundation’s activities. As a result, the institution

Misuse and abuse of comparison, like those of statistics, make the task of
committed comparativists even more difficult to realize, undermining
confidence in their painstaking work and reinforcing the need for more
attention to be devoted to dissemination of good practice.
These assessments by critical observers of developments in compara-
tive methods are not very different from our own. When in the mid-
1980s, the Cross-National Research Group was launched in the United
Kingdom, with support from the Economic and Social Research Council,
the initial modest aim was to encourage the exchange of information and
experience among researchers engaged in, or contemplating embarking
on, cross-national comparative studies. Researchers came together to
discuss the theoretical, methodological, managerial and practical
problems involved in research that crosses national boundaries. Ten

years after the first meeting of the group, in an edited book that was able
to draw on four series of seminars and some 20 published papers, the
editors expressed their concern that few social scientists were receiving
the training needed to equip them to conduct studies that cross national
boundaries and compare different cultures (Hantrais and Mangen, 1996:
xvi). Echoing and elaborating on the comments quoted above, in the
preface to a special issue of the International Journal of Social Research
Methodology in 1999, subsequently published in book format, the same
editors felt justified in claiming that ‘[t]he growing interest in cross-
national comparisons within the social sciences since the 1970s has
not…been matched by commensurate advances at the theoretical and
practical level’ (Hantrais and Mangen, 2007: 1).
Similar comments resurfaced in 2006 when the British Economic and
Social Research Council was considering launching a new initiative on
methods and resources for cross-national comparative social science
research. Due to the lack of appropriate training, it could still be argued
that researchers participating in international projects often had to learn
‘on the job’ how to deal with the many theoretical, conceptual, manage-
rial and practical issues raised by comparative research in international
contexts. The steady increase in the number of substantive programmes
and projects enabling social scientists to work together internationally
had not, it could be claimed, been matched by similar developments in
capacity building to equip researchers with the tools needed to conduct
effective comparative studies. The heavy investment in data mining and
the attempts at post hoc harmonization of national data by international
organizations were not accompanied by a similar level of attention to
methodology, methods training, research design and the research
process among funders. Far from becoming obsolete, the Vienna Centre’s
justification for organizing dedicated training events to equip research-
ers new to the field with the tools required for cooperating in an

Despite its long and distinguished history and the large body of material
addressing the theoretical, methodological, managerial and practical
issues that arise in international comparative research in the social
science and humanities, there is no room for complacency. The renewed
interest in international comparisons at the turn of the twenty-first
century was not matched by an adequate supply of appropriately trained
multidisciplinary researchers with the necessary skills, knowledge and
understanding of the comparative research process. The chapters in this
volume seek to address the shortfall. Drawing on the large body of
available material, they set out to:
