ORDINANCE NO. ____, SERIES OF 2023

AN ORDINANCE ADOPTING REPUBLIC ACT NO. 11261, KNOWN AS THE

"FIRST TIME JOB SEEKER ASSISTANCE ACT," AND PROVIDING FOR THE
IMPLEMENTATION THEREOF FOR THE BENEFIT OF FIRST-TIME JOB
SEEKERS RESIDING WITHIN THE MUNICIPALITY OF MAYDOLONG.

SECTION 1: TITLE
This ordinance shall be known as the "First Time Job Seeker Assistance Ordinance of the
Municipality of Maydolong."

SECTION 2: DECLARATION OF POLICY

The Municipality of Maydolong recognizes the importance of supporting and assisting first-
time job seekers who are residents of this municipality. The enactment of Republic Act No.
11261, also known as the "First Time Job Seeker Assistance Act," is in line with this
commitment to alleviate the burden of first-time job seekers.

SECTION 4: DEFINITION OF TERMS

For the purpose of this ordinance, the following terms are defined as follows:
A. First-time job seeker - Any person who is seeking employment for the first time and has
not been previously employed.
B. Resident - An individual who is residing within the territorial jurisdiction of the
Municipality of Maydolong.

SECTION 5: BENEFITS AND ENTITLEMENTS

The first-time job seekers who are residents of the Municipality of Maydolong shall be
entitled to the benefits and privileges provided under Republic Act No. 11261. No fees and
other charges shall be collected from first time jobseekers when obtaining the following;
(a) Police clearance certificate;
(b) National Bureau of Investigation clearance;
(c) Barangay clearance;
(d) Medical certificate from a Rural Health Unit or Public Hospital, provided that fees and
charges collected for laboratory tests and other medical procedures required for the grant of a
medical certificate shall not be free of charge;
(e) Birth Certificate;
(f) Marriage Certificate;
(g) Transcript of academic records issued by state colleges and universities;
(h) Tax Identification Number (TIN);
(i) Unified Multi-Purpose ID (UMID) card; and

(j) Other documentary requirements issued by the government that may be required by
employers from job applicants.

SECTION 6: IMPLEMENTATION
The Municipal Public Employment Service Office (PESO) shall be responsible for the
implementation of this ordinance.

6.A PROOF OF ELIGIBILITY. - First time jobseekers availing themselves of the benefits
provided under this Ordinance shall present a barangay certification stating that the applicant
is a first time jobseeker. Barangay shall ensure that eligible first-time job seekers, who are
residents of Maydolong, are informed about their benefit and that the necessary assistance is
provided to them.

6. B DATABASE MAINTENANCE
The concerned Barangay shall maintain and update a roster of all individuals who have been
issued documents under this Ordinance. This roster shall be regularly submitted to the PESO
which shall compile a database of all beneficiaries of this Ordinance to be made accessible to
all relevant agencies or departments.

SECTION 7: PENALTIES
Any person who falsely represent himself that he/she is a first time job seeker or any
government official or employee issued a falsified public document with his/her knowledge
shall pay fine in a manner provided below:

1st offense – A fine of Php 1,000.00

2nd offense – A fine of Php 2,000.00
3rd offense – A fine of Php 2,500.00

SECTION 8. SEPARABILITY CLAUSE.

If, for any reason, any part or provision of this Ordinance is declared invalid or
unconstitutional, the other sections or provisions hereof that are not affected shall continue to
be in full force and effect.

SECTION 9. REPEALING CLAUSE.

All other Ordinances and/or parts thereof that are inconsistent with any of the provisions of
this Ordinance are hereby amended, modified and repealed accordingly.

SECTION 10. EFFECTIVITY.

This Ordinance shall take effect immediately.
