Building bye-laws are basically legal provisions expressed in terms of the act,
rules, instructions, etc. to govern and regulate the construction of anybuilding

SUBMISSION OF DRAWINGS.
The site plan sent with an application for permit shall be drawn to a scale
not less than 1:1000
The plans, elevations and sections of a building accompanying the notice

1:50 measuring upto 250 sq.mts.
1:100 for plot beyond 500 sq.mts.

NEW DELHI. INTERIOR COURTYARD.


Every interior courtyard shall be raised atleast 15 cm above the level of
the center of nearest street and shall be satisfactarily drained.
The minimum width in all directions shall be 3 m for building of height 10
m.

HABITABLE ROOMS
No habitable room shall have floor area less than 9.5 sq m. The minimum
width of aroom shall be shall be 2.4 sq. m.
The maximum height of rooms in residential, office buildings shall not be
more than 4mts from surface of floor to the lowest point of ceiling.

KITCHENS :
Area not less than 4.5 SQ M with the minimum width of 1.5 M. a kitchen
which is also in tended to be used a dinning room shall have a floor area
not less than 9.5 SQ M with a minimum width of 2.4 M.
The room height of a kitchen measured from the surface of a floor to the

lowest point in the ceiling shall not be less than 2.75 M except for portion
to accommodate floor.
BATHROOMS :

NEW DELHI. Size – size of a bathroom shall be not less than 1.8 sq m with a minimum
width of 1.2 m minimum size of wc shall be 1.1 sq m .the minimum size
ofWC.
Height- the height of bathroom or we measure from the surface of the
floor to the lowest point in the ceiling shall not be less than 2.2 m.

MAZZENINE FLOORS :
Size- mazzenine floor shall be permitted only between ground floor and
the first floor in all types of buildings. the area upto 25% of the actual
covered area on the ground floor ispermissible and shall not be counted
towards FAR calculations.
Height- the height of mazzenine floor shall not be less than 2.20 m and not
more than 2.70 m.

BASEMENTS :
The construction of the basement shall be allowed by authority in
accordance with the land use and other provisions specified under Master
Plan.

The basement shall not be used for residential purposes.
The basement shall be not be partitioned , in case of partition allowed by
authority no compartment shall be less than 500 sq ft in area.

NEW DELHI.
The minimum height of ceiling of basement should be 0.9 m and
maximum
1.2 m above the average surrounding ground level.
Every basement shall be atleast 2.4 m in height from 4 m to underside of
roof slab.
The exit ways and access ways shall be provided with a travel distance not
more than 15m.
Lighting and ventilation of basements storey-an open area of minimum
width of 1.8 m shall be provided across the full length.
Basement storey shall be ventilated by the means of windows of a
minimum area of 1/10th of the total floor area, atleast half of which must
be open.

PROJECTIONS :
Chajja or weather shade shall not be more than 75 cms in width.
In case of residential building, a balcony at the roof level should have
width of 0.9 mts. It should overhang in set-backs within one’s own land.

GARAGE :
The size of private garage in residential building shall not be less than 2.75

PARAPET :
Parapet walls and handrails provided on edge of roof terrace, balcony etc.
shall not be less than 1 m and more than 1.5 m in height.
BOUNDARY WALL :
The maximum height of front compound wall shall be 1.5 m above the
center line of front street.
The rear and side compound walls shall not have height more than 2.2 m.
In case of corner plot, the height of boundary wall shall be restricted to
0.75 m and remaining height shall be made by railing.

BYE-LAWS OF CHIMNEYS :

NEW DELHI.
Chimneys where provided shall confirm to requirements of IS 1645-1960.
Not withstanding the provision of bye laws, chimneys shall be built atleast
0.9 mabove flat roofs, provided the top shall not be below than adjacent
parapet wall.
In case of sloping roof, chimney top shall not be less than 0.6 m above the
ridge of the roof in which the chimney penetrates.

SUBMISSION OF DRAWINGS :
The site plan shall be drawn to a scale of not less than 1:200 for sites upto
4000 sq.mts. , 1:500 for site above 4000 sq.mt. and under 40,000 sq.mt.

The plans of a building, elevations and sections shall be drawn to a scale not
less than 1:50 for plot upto 500 sq.mts. 1:100 for plot beyond 500 sq.mts.

CHANDIGARH. INTERIOR COURTYARD :


The minimum width of interior open space in all directions shall be 3 m in
case of building not more than 10 m inheight.

HABITABLE ROOMS :
Minimum size of habitable room excluding a kitchen shall be 9.3 SQ.M floor
space with a minimum width of 2.2 M. The height of habitable room shall not
be less than 2.75 m measured from the surface of floor to the lowest point of
thefinished ceiling.

KITCHEN :
the minimum area of kitchen shall not be less than 4.5 SQ.M with minimum
width of 1.5 M. a kitchen which is also intended to be used as dining room

The minimum height of kitchen should be 2.75 M.

CHANDIGARH.
BATHROOMS :
The size of the bathroom shall not be less than 1.86 SQ M with a minimum
width of 1.2 M. the minimum size 1.1 SQ M. with a width of 0.9M.of it is a
combined bathroom and water closet. The minimum area shall be 2.3 SQ
Mwith size of 1.2 M.
Where the water closet room in a building is not connected to exterior it
shall be ventilated by mechanical means or through a direct of minimum
area of 1 SQ M with minimum width of 0.9m.
Soil or ventilation pipes shall not be allowed on the exterior face of any
building. hey either be embedded in the walls or pipe ducts to be provided
toaccommodate them.

BASEMENTS :
Site coverage of basement storey.
Floor area of basement storey in residential building shall be governed by

Permissible area in basement storey upto 420 sqm is 50 % of the site
c coverage of the building which forms the part and beyond 420 sqm,

Height-at least 2.4 m in height from the floor to the underside of the roof
slab or ceiling.
Adequate ventilation shall be provided for the basements.
The minimum height of the ceiling of any basement shall be 0.9 m to
maximum of 1.2 m above the average surroundings ground level.

GALLERY FLOORS AND MAZZENINE FLOORS :


They shall not be built in any room. the height of which is less than 4.9 m.
Mazzenine floor shall not cover more than one fourth of the area of the
room in which they occur.
They shall not be lower than 2.28 m when measured from the surface of
the floor to the under surface of the mazzenine floor.

PROJECTIONS :
The depth of sunshade shall not exceed 70 cms .
In case of residential building, a cantiliver may begin from a minimun

height of 2.36 mt from the plinth and the depth shall not be more than 1.8
mts from the face of the wall.

CHANDIGARH.
GARAGE :
When garage adjoins a habitable room, there shall be no opening in the
common wall. However a door connecting the garage with the main
house shall be permitted.

PARAPET :
All parapet walls, balustrades or railings of roof terrace, balcony or
verandahs at or above first storey level and having access by staircase
door, shall have a height of not less than 0.75 mts.
BOUNDARY WALL :
The height of boundary wall or fence shall be in accordance with the
provisions of the zoning plan.

CHIMNEYS :
Chimneys where provided shall confirm to requirements of IS 1645-1960.
Not withstanding the provision of bye law, the chimney shall be 1.8 m

Minimum width of tread shall be 25 cm in case of residential building and
30 cms in case of other buildings.
The maximum height of riser shall be 19 cm in case of residential building
and 15cm in case of other buildings.
There shall be 12 steps per flight constructed in fire resisting material.

SITE, COVERAGE, MINIMUM FRONT SET BACK,

Minimum clear height for habitable room shall be 9’-0” in every part of

Open balcony / projection not exceeding 3 ft. in width at the 1st or higher
floor levels shall not be included in the covered area.
The arrangement of habitable rooms and other components of a
residential dwelling unit shall be based on sound principles of planning
and design of a residential building.
Construction of more than one dwelling unit on each floor in plotted
development shall be allowed provided site coverage, FAR and height
restrictions are adhered to.
No opening is allowed on party wall of properties.
Minimum width of staircase shall not be less than 2’-6”.
Minimum ventilation should be 20% of the floor area.

To facilitate parking & movement of the vehicle, two gates will be


permitted along the accessible road in the front boundary wall of the
residential building. In the residential houses the gate of the standard
design and width will be permitted along the side boundary well abutting

Height of Buildings & Setback :

industrial, institutional and other public purposes shall be regulated as
per the permissible height and F.A.R. restrictions indicated for such like

in respect of residential, commercial and industrial buildings and also in

Provisions of Basements in Buildings :


Basement shall be the storey that is next below or immediate below the
ground storey or which may be in any part of the plot within building

may be allowed, if all other conditions for structural stability are fulfilled
and it shall be exclusively used for parking.
The roof level of the basement shall not be less than 3’-6” from the
adjoining average ground level for adequate light and ventilation.

Basement may be used for commercial purpose, Banquet Hall etc. if it is


air conditioned, it shall have minimum either two stair cases for entry
and exit or two approach ramps or one stair case and one ramp and total

andshall be used for parking purposes only in addition to open space
provided for parking on ground level.

However 10 % of the basement area would be increased to a depth of 14’-
0” for the purpose of installation of electric generator or air-
conditioningplant or providing a room for lift to the basement storey.
Applicant/Building Designer and Supervisor shall submit the certificate
regarding its structural safety in relation to underground water
table/spring level, etc.
Applicant / owner of the building shall install suitable pumps for pumping
the waste water into the sewer in place of directly connecting it to the
sewer to avoid any risk of the sewerage orsludge heading back into the
basement at any time.
Basement for parking shall not be taken into account for F.A.R.
In case on the side of the site there is single storey building then 5’-0” side
space is required from the adjoining property.

If the applicant / owner does not leave side space according to the
requirements he shall produce NOC from the owners of adjoining
properties.

BYE-LAWS OF Provisions of Lifts in Buildings :

AMRITSAR.
Every building having more than fifteen meters height shall be provided
with a minimum of one lift and total number of such lifts shall be
calculated on the basis ofone lift for every 900 square meter floor area
above four stories.

Fire protection:
All requirements of fire protection through classification of buildings
based on occupancy, type of construction, and other requirements shall
be in accordance with the IS-1642/1960 Code of practice for safety of
building (General); material and details of construction, and other
relevant provisions of the National Building Code with latest
amendments.

Electrical Installations :
The electrical installations in the building shall be carried out

inconformity with the requirements of the Indian Electricity Act, 1910 and
the Electricity Rules 1956 as amended from time to time.

Structural designs :

AMRITSAR. The structural designs of all the buildings shall be in accordance with the
relevant provisions of the B.I.S. code and shall be certified by a
recognized Structural Engineer and shall be submitted along with
structural safety certificate for buildings having more than 3 storied
structure and for buildings up to 3 storeys only a structure safety
certificate shall be submitted.

Plinth level :
The plinth level shall not be less than 1’-6” or as may be specified by
thecompetent authority form time to time.
