Sub: Fixing of base price of Ordinary Portland Cement (OPC) for operation of clause
10 CA-reg.

1. During the course of the execution of the work, the payment of the escalation as per
Clause 10 CA of the Contract Agreement has to be worked out based on the base price
for cement as issued by DG (W) or concerned Zonal Chief Engineer, CPWD as on the last
stipulated date of receipt of tender including extension, if any. In case of non-
availability of base price of cement from CPWD, concerned ED (Engg) is empowered to
determine the same.

2. It is observed that Engineers at different regions are using different yardsticks for
working out the base price of the cement for operation of Clause 10 CA.

3. In order to avoid any ambiguity and to ensure uniformity, the base price of cement for
10 CA operation in case of non-availability cement base price from the Zonal Chief
Engineer, CPWD shall be:

“the justified rates (Excluding GST) of the cement considered (F.O.R City),
while preparing the justification of the tender”.

4. This is for immediate implementation by all concerned. Any failure on part of any
officials shall be viewed seriously and accordingly action shall be taken.
