The study concludes that the Higher Education Institutions in Pangasinan are
performing and attaining the goals/indicators of quality and excellence,
relevance and responsiveness, access and equity, and efficiently and
effectively at a high level, despite their small internal operating budget and
being young in this endeavor. However, years of existence are the only
variable which is related to performance of the HEIs and it is the likelihood
that there is till a room for the HEIs in improving the performance to a higher
level.

recruit faculty who are research
oriented and are masters’ degree in
their field of specialization. Faculty
without masters’ degree shall enroll in
the graduate school programs and

pronged approach is recommended: a) continuous review and
enrichment of the curricular programs be made; b) a purpose
drive-driven staff and faculty development program should be
